In fulfillment of Lagos State’s promise to engage with the technology ecosystem in co-creating solutions for its Smart City agenda, Art of Technology 1.0 themed ‘Bridging The Gap’ was held on the 5th and 6th of December at the Lagos Oriental Hotel. Sponsored by the Lagos State Government through the office of the Special Adviser on Innovation and Technology and the Eko Innovation Centre, the event attracted over one thousand five hundred people drawn from government, tech, finance, and academia.





According to the Curator of Art of Technology Lagos 1.0 and Founder of Eko Innovation Centre, Mr. Victor Gbenga Afolabi, the two-day summit was building on the earlier engagement of government and the tech community during the design thinking parley which saw the co-creation of solutions in the areas of access, infrastructure, talent and capital culminating in the Lagos Innovation Master Plan.

He said,

“For the first time in this country, whether state, sub-regional, or national, we are having a government committed to an innovation master plan. It is part-product of the co-creation session. It is called Lagos State Innovation Master Plan; it tells us where we are going, where we need to be and how we can achieve more.”

The Lagos Innovation Master Plan was unveiled by Mr. Babajide Sanwo-Olu, Governor of Lagos State, in the company of Dr. Obafemi Hamzat, Deputy Governor, Lagos State; Mr. Hakeem Popoola Fahm, Commissioner of Science and Technology, Lagos State and Mr. Tunbosun Alake, Special Adviser, Innovation and Technology to the Governor of Lagos State. In addition, the Governor announced a tech fund of N250 million to be managed by the Lagos State Science, Research and Innovation Council (LASRIC) headed by the Vice-Chancellor of the University of Lagos, Prof. Oluwatoyin Ogundipe.





This will support research and development of tech-focused solutions across the six pillars of his administration’s development agenda. LASRIC will also invest in research and development in the areas of Artificial Intelligence (AI), robotics, health informatics, and green energy.





Buoyed by its commitment to deepening collaboration between government and the tech eco-space, Governor Babajide Sanwo-Olu also launched the Open Government Initiative and Lagos State Solution Hub. It is expected that these initiatives will further drive synergy between policymakers in the public sector and innovators in the private sector.

Commenting on the Lagos State Solutions Hub, he said,

“Democratising access to state actors is a critical strategy of this government as such, the Lagos State Solutions Hub serves as the first point of call for innovators, solutions providers and innovators on proposing their solutions to the state. It will enable us to evaluate different solutions from you, our most important stakeholders. The website is LagosSolutionsHub.com.”

On the Open Government Initiative, he stated: “Data Access is seen as critical for the building blocks of a solutions culture. Open data promotes inclusiveness, participation and more fit for purpose solutions. The Open Government initiative has kicked off and we will be communicating subsequent milestones with the public soon.”

Andrew Nevin, Advisory Partner & Chief Economist, PwC made a case for Lagos becoming a major player in Nigeria’s tech ecosystem given the growing number of Nigerian startups coming up with innovative solutions to societal problems during his keynote address. Juliet Ehimuan, Country Director, Google Nigeria, also a keynote speaker, discussed how technology is being deployed to solve problems in education, transportation, health and business. Kola Aina, Founder, Ventures Platform shared practical ways for government and tech to work together in his keynote address, ‘The Enabling Role of Stakeholders in Innovation.’ He posited that Lagos should focus on enabling market-creating innovations and strengthening the ecosystem. Amauche Emenari, Doctoral Researcher, M.I.T., looked at how humans can leverage on artificial intelligence to build better solutions to individual and societal challenges during his keynote address. The highly interactive event also featured hard talk conversations as well as plenary and breakout sessions on tech & culture, building MVPs, consumer-centric products (not just apps), the future of work, funding mechanics and women in tech.

Mr. Tunbosun Alake, Special Adviser, Innovation and Technology to the Governor of Lagos State, launched Idea Hub, a mentorship platform designed to help innovators take their ideas from conception to actualization. He said, “The platform allows people to input their ideas, get matched with mentors to get their ideas validated for execution.” He added: “The Idea Hub is supposed to professionalize your idea, structure it properly so that you get a minimum viable product and then launch into the market.”

Another high point of Art of Technology Lagos 1.0 was when StanLab claimed victory in the keenly contested maiden edition of Collaborate Lagos Pitch Competition. StanLab is a 3D virtual laboratory that leverages Virtual Reality (VR) and Augmented Reality (AR) to provide practical science education to schools without traditional science laboratories.

“It was an awesome experience exhibiting our product and participating in the pitch competition. We had insightful feedback from judges and participants who came to know about our EdTech product. The highlight was the MoU from the Lagos State Government and the acceleration support from Eko Innovation Centre.”

Commenting on the involvement of Eko Innovation Centre, Mr. Afolabi said, “Our emphasis is on localising technology to solve our problems. As part of our commitment to Collaborate Lagos, Eko Innovation Centre will offtake the winner, StanLab and accelerate them for government adoption.”

He also expressed his satisfaction with the high turnout and quality of engagement recorded at Art of Technology Lagos 1.0

. “AoT Lagos is positioned to continue the engagement. We have to solve our problems ourselves, let’s get to work now!”

HUAWEI CLOUD, the cloud-computing services of Huawei, today announced it unveils a new region in South Africa at AfricaCom 2018, making the company the world's first cloud service provider that operates a local data center to provide cloud services in Africa.

Huawei Cloud South Africa region will start providing cloud services at the end of this year, allowing organizations operating inside South Africa and its neighboring countries to access lower-latency, reliable, and secure cloud services, such as Elastic Cloud Server (ECS), Elastic Volume Service (EVS), and Object Storage Service (OBS). Huawei Cloud also indicated a plan to unveil more new regions in Africa.


Director-General, National Department of Telecommunications and Postal Services, South Africa Mr. Robert Nkuna said: “Huawei has been a great technology partner to our country and they have regularly brought cutting edge technologies to our shores. The launch of the Huawei Cloud Service is taking place in an exciting period in our country. For an example we are investing in skills development with numerous partners. We'll engage Huawei to transfer cloud technology skills to SA and the continent. We are convinced that we can fast track our development if we work in partnership with other stakeholders.”

In the event, Huawei Cloud released the Africa Partnership Program with local channel partners, such as Altron, ATOS, BCX, Datacentrix, EOH, Gijima, StorTech, TCM, Tech Mahindra, T-systems and XON.

In additional, Huawei also launched InTouch Aggregator, a PaaS platform powered on HUAWEI CLOUD, which helps connect carriers, open up telecom capabilities, enable OTT, and build up the cloud ecosystem.

Huawei has presented a special award to Turkish professor Dr Erdal Arikan, the inventor of polar codes for 5G, in recognition of his outstanding contribution to the development of communications technology.

Huawei says the paper on polar codes that Dr Arikan published in 2008 defined an entirely new approach to maximizing the rate and reliability of data transmission. Huawei also says polar codes are the world’s first channel coding scheme to press the threshold of Shannon’s limit, or the maximum rate that data can be sent with zero error at a particular bandwidth. Polar codes significantly improve coding performance for 5G. At the same time, they reduce the complexity of design and ensure service quality. In 2016, 3GPP adopted polar codes as the official coding scheme for the control channels of 5G New Radio (NR) eMBB interface.

While presenting Dr Arikan with the award, Huawei also took the opportunity to heavily promote and celebrate how the company hopped on the polar codes bandwagon early in 2010, and helped develop polar codes from academic theory to commercial reality. At the awards ceremony, Huawei honored over 100 of its own scientists and engineers for their research in 5G NR and their “eight groundbreaking innovations” in 5G, and generally touted its accomplishments as “a major contributor to 5G standards, and a core patent holder”.

Speaking of which, Huawei also announced it is committed to following the FRAND (Fair, Reasonable, and Non-discriminatory) principle for all patent licensing.

“5G standards are the result of a worldwide effort to drive progress in basic research and wireless communications technology. For these standards to take shape, it took more than 10 years of hard work from tens of thousands of scientists and engineers, along with dozens of companies around the world,” said Huawei Rotating Chairman Eric Xu. “We would like to express our sincere gratitude to Professor Arikan, as well as his peers in academia, fellow scientists, and Huawei employees who have all contributed to 5G.”

Recently my company Huawei was strongly criticized by several members of the US Congress. They asked the US secretary of education to investigate whether our co-operation with US universities on basic scientific research might threaten US national security. I believe this criticism displays an ignorance of how contemporary science and innovation work and I recently described it as “ ill-informed” in a media interview. I did not mean this as a personal attack. Rather I was seeking to highlight the importance of academic freedom as an essential feature of modern universities, one that underpins all technological development and helps cultivate the next generation of scientific talent.

Academic freedom is the cornerstone of higher learning. This freedom from political and other interference allows the US consistently to attract the world’s brightest minds to study and conduct research within its borders. It also supports the US’s continued status as a global technology leader. I hold a doctorate in engineering and have experience in basic research, which the National Science Foundation defines as

“study directed toward greater knowledge or understanding . . . without specific applications toward processes or products”.

While corporate research and development tend to focus on commercial outcomes, universities devote time to mathematics, algorithms, material science and other applications that might never make money. Even if the research pays off eventually, closing the gap between a theory and a commercial product can take decades. Collaboration between universities and businesses can accelerate this process. The exchange of knowledge and resources among the private sector, academia, and research institutes, known as knowledge transfer, has become a vital driver of scientific and technological progress. But US federal funding for higher education research has fallen steadily over the past decade. Today it represents less than 50 percent of total American university research funding. Corporate sponsorship from companies such as Huawei provides much of the rest. The amount of money we allocate for research at US universities is relatively modest — approximately $10m last year. But it provides needed support in the form of funding, facilities, and laboratory equipment. Our collaboration with universities gives college and postgraduate students the chance to receive training and hands-on experience. We provide this support with no expectation of direct commercial return. Contrary to what our critics allege, the fruits of this research constitute a public good rather than a threat to America. The findings made possible through our university partnerships are published and disseminated worldwide through dissertations and papers by professors, PhDs, and postgraduate students.

Like other corporate supporters of university research — including US businesses that support Chinese universities — Huawei does not gain exclusive ownership of, or access to, the findings of the research we support and we do not dictate what is published. Science is borderless, and we hope that the results of our partnerships will reach as many people as possible. Like any technology company, Huawei benefits from the general advancement of science and technology worldwide. Ultimately, however, our ability to provide competitive products is a result of our own long-term investment in R&. Last year, Huawei invested $13.8 billion in research and development globally, bringing our total investment over the past decade to more than $60 billion. Huawei has been granted nearly 80,000 patents worldwide, including 10,000 patents in the US. Many of these are essential patents vital to the telecommunications industry. As such, they represent our modest contribution to the development of the digital economy. Before any basic research can deliver tangible benefits to society, universities and businesses must set off together on a long and sometimes arduous journey. This requires unstinting work by countless scientists and engineers. Such people deserve respect, not groundless accusations from skeptical politicians, for their efforts.

Unbiased political leaders should work to ensure that US universities continue to enjoy the academic freedom that drives American progress in science and technology. Ideally, they will bring to that task the same depth of understanding, curiosity, and spirit of fact-finding inquiry displayed by the world’s leading scientists.
