STATES Financecommissionershave expressedshock at the alleged disappearanceofthe sum of$1 billionfromthe Excess Crude Account (ECA) fundbetween last monthand yesterday.
FinanceMinisterofState, Ambassador BashirYuguda, at the end ofthe FederationAccounts AllocationCommittee(FAAC) meetingtold reportersthat the ECA balance was $3.1 billionas at yesterday, down fromthe $4.1 billion level last month.
But ina quickreaction,the Chairman ofFinanceCommissioners’Forum, Mr. TimothyOda,h saidstates werenot aware that the saidamount ($1 billion) had been drawn downand distributed among the three tiersofgovernment.
Odah said: “States are not aware ofthis$1 billionwithdrawalfromthe ECA. We were justhearing about the informationas you people asked the question. Nobody has briefedus about the withdrawal.Ifwe were aware ofthe development,we would have asked the question.Now that we have heard, we are goingto demand explanationofthe whereaboutsof the $1 billion.”
The developmentcame as the three tiersofgovernmentdistributed the sum ofN628 billionbeingstatutory revenue and VAT collectionsfor November.
A breakdown ofthe figuresindicatedthat mineraloilrevenue generated the sum ofN383.147 billion,down fromthe N420.035 billioninthe previousmonth; non-mineral oilrevenue was equally downby N1.495 billion,failingto N115.162 billionaway fromthe N116.657 billionthe previousmonth.
VAT equally dropped to N58.213 billionfromN64.452 billionthe previous month. The revenue as usual was distributed inlinewiththe revenue sharing formula of52.68 per cent for the Federal Government;26.72 to the states and 20.60 per cent to the local councilsinadditionto the otherbeneficiaries fromthe accountlikethe nineoilmineralproducingstates and revenue generatingagenciesofthe FederalGovernment.
Meanwhile,FinanceMinister,Dr. NgoziOkonjo-Iweala, was yesterday at the FAAC to appeal for moreprudence on the part ofthe states because of the current slideinthe fortunes of the country and advisedthemto be moreimaginativeaimedat creatingmore avenues of revenue generation.
She spoke to journalistsshortly after the closed-door meetingwiththe FAAC members: “ As you know itisthe end ofthe year, we are presenting the budget; we are laying the budget tomorrow.And I wanted to share with the honourable commissionersof finance,the accountants general underthe able chairmanshipofthe honourable ministerofstate finance.Someofthe reasons behindthe parameters that we put inthe budget, because as you knowitdoesn’t only affect the federal governmentbut also the states. But I want you to knowthisisnot the firsttimewe are meeting.We had already met inEnugu and we had already discussedthe difficult situation that was comingup. So today was just for us to exchange viewswiththe commissionerson what we should do at both federal and state level to help manage the situation.
“Once we make adjustment at federal level, at state level they also have to make adjustments. So that was what we discussed;what mightbe the type ofmeasures, so that we all assure a softlanding even for our states and we agreed that we willput together,we willworktogether. Each state has itsown peculiarity;some have more IGR than others;somehave higher recurrentthan others, we take itstate to state to try and see what do we need to do, we at federal level want to be of assistanceto the extent we can. So it’sthat kindofconstructivemeetingthat we had.
“You knownaturally withthe states, we willbe lookingat, again just likewe didat the federal level short term and long term, inthe short term those who have the capacity,infact all ofthemshould look towards raisingmore internallygenerated revenue. But inthe mediumterm we willalso look at tax policy, issueslikethe VAT. You know governors already rose fromtheirlast nationaleconomiccouncilto say that they willlikethe VAT to be looked at.”
“Thisisa matter whichhave to be taken to the NationalAssembly. But you knowthat ifwe are able to make a movementon th VAT itwillbenefit the states more. The federal governmentonly gets 15% ofthe VAT but the states gets the rest. And we are desirousto see that they have a better timeofit.So theseare someofthe issuesthat we put on the table and discussed.How would we go about it,you knowinthe comingmonth.
“We are not increasingityet. I was asked a question,what are the measures we could look at. You know tha the measures we already announced whichwould be announced inthe budget tomorrow willhave to do withsomeluxury surcharges that we are puttingon and someofthe longer or medium term measure that we put on the table we willlook at because NationalAssembly isalso involved.You know someofthe measures willbe very specific ate the budget presentationtomorrow but each state willhave to look at such circumstances.And all we are sayingiswe are ready to workwithyou, we are ready to support you and we can ifsomeofthem are doingwell the way we are sharingideasthey can also share withus.
“We put our mindstogether that iswhat we are discussing.We also discussedsomevery good thingshappeninginthe economy whichwillcushion the impactby the way. When you look at pricesand again I willrepeat this tomorrowfor the budget, you saw that inflation has comedown. According to nationalbureau of statistics 7.9% agriculturepricesinmost places are eitherholdingsteady or have even dropped. I willsay more about this tomorrow.Thisisone ofthe sound pointswithin the economy wherefor the average Nigerian,thisgovernmentis... Try to do thingsina manner that will not affect the average Nigerianand the fact that the diversification ifthe economy ... Agricultureisworkingand we are gettingmorefood and prices Re reasonable. Itagainstthisbackdrop thatI assess any actionI take. Here I come to myname beingplaced inconsideration as theVice Presidential candidatefor our party, theAPC. I have labored hard to move this partyfrombeingmerelyan ideain themindsof a few intobeinga political organization thatmightwinthiselection and govern thenationinway thatgivesthepeople thehope and opportunitytheyseek.Nothingismore importantto methan to realize this dream notfor myselfbutfor thepeople ofthisland I so love.
Ihelped to buildthisparty, givingno thoughtto seeking anelected office because ofit.My contribution to theparty was never based on theexpectationofa later political handout. Nigeria is introuble and we arewell past themomentfor suchnarrow, selfish games.

Overtheyears, Ihave developed a thickskin.The personal attacks didnotbother me.I am used to them.WhileI have a thickskin,I don’t have a thickmind. There has been oneform ofattackthathas troubledme. Thatisthe attackbased on religion.The PDP and othershave stokedfear of a Muslim-Muslimticket.
Ihave removed myself fromconsideration so what I now say cannotbe seen as self-serving. Iplead withthepeople ofthis nationto neverallow thepower lustofcynical politicians to set brotheragainstbrother,neighboragainstneighbor.If youlook atthosepoliticians whoraisethis issue themost,theyare the least devoutand faithfulto any religion other theirself-interests.
Nigeria hastoomany secular problems – insecurity, economic collapse, poverty , corruptionand misgovernance –to allow inept people to use religion to keep us fromsolvingthesechallengesfor the benefit ofall.
Thosewhoexploitreligion should be wary. For therereally isa God and hedoesnotlikeitwhen you play withhispeople or use His name to dotheoppositeofwhat He intends

I ask you to select theticketbestable to end thedownward slidethatNigeria has endured since this government tookover. I ask you to rememberthattoo manyChristians and Muslimsare poor. Most of all, I ask you to rememberthatthetruereligion of thePDP is poverty, APC come to bringprosperity to the people. Please vote for that.

There are many whowould have you laidlow and our future tossedasunderthattheymay persistinreapingtheunjust reward oftheirselfishways. Thereare wolves insheep clothing and even jackals inwolf’sclothing.I have seenthembutnot as residents insome strange zoo. Theypopulate thehalls ofthis diminished governmentand theparty fromwhichthis government was born.
Wehave come to thefieldoffatefulchoice.Wehave beenbrought to test thescales ofweightydecision.Shall we lift this nation upward so thatfromitshighervantage pointwe may clearly see the roadto our betterdestiny?Or shall we continue to march the march offools intothedark ofdarkness. The currentpath has but oneend. Itshall take us intotheden ofnationalcollapse. We have gone far enoughdown thiswicked avenueto be aware of whatitscontinuanceportends.

The Governor of Ekiti State, Ayo Fayose has accused former President Olusegun
Obasanjo of being a member of the opposition party, All Progressives Congress
(APC).
Fayose stated this while demanding that the Peoples Democratic Party (PDP)
suspends Obasanjo for alleged anti-party activities.
The governor reportedly stated this while speaking to journalists in Ado Ekiti on
Friday, December 5.
Fayose also spoke on the recent visit by five PDP governors to Obasanjo saying
that it was a waste of time as the former President was determined to
undermine President Goodluck Jonathan.
“A man who has refused to respect the office of the President of Nigeria that
he once occupied does not also deserve respect from anyone,” Fayose said.
“Have you ever heard a former president of the United States of America (USA)
openly abusing a sitting president of the country? Does it mean that former USA
president, Bill Clinton agreed with all the policies of George W. Bush and the
incumbent president, Barack Obama?”
“Obasanjo is behaving unpresidentially and he must be told to respect himself,” he
added.
Fayose also said that Obasanjo, a chieftain of the PDP, had already switched sides
and become a member of the opposition.
“Obasanjo is a man who can never be pleased. His principle of life is; if it is not
his way, it must not be another person’s way. Even if President Jonathan gives
Obasanjo his blood today, he (Obasanjo) cannot change because he is already
neckdeep in the APC agenda, with his eyes on the vice presidential ticket of the
party,” he said.
“Therefore, no amount of visits by PDP governors can make him change his mind
about President Jonathan, whom he hates not because he has not performed,
but because he (Jonathan) did not hand over his presidency to him,” Fayose
concluded.
Obasanjo had earlier criticized Jonathan for encouraging corruption » but
Fayose came after the former President saying that he had no right to attack

According to security officials, Boko Haram is now using cows as weapons of mass
destruction.
The terrorists reportedly strap explosives on the cows and then send them into
populated communities before detonating the bombs.
The sect’s new strategy was disclosed by the Coordinator of the National
Information Centre (NIC), Mike Omeri during a press briefing on Thursday,
December 4, in Abuja, New Telegraph reports.
“Sometimes, they strap bombs around cows, and push them to settlements. That
is why we have been calling for more vigilance and total collaboration and
cooperation among citizens,” Omeri said.
“We urge all citizens to be patient, when you are subjected to searches and
checks; it is something that we have to live with. It happens all over the world,
especially when we are faced with what we have,” he added.
Boko Haram is also believed to have resorted to using women for its attacks
after a recent upsurge in bombings carried out by female suicide bombers in
the troubled North-East.

South and Jonathan of igniting the fire for you while the fire is incessantly devouring
you and destroying your house. If it is true that Jonathan and the South are the
ones who kindled this fire on your house that means Jonathan and the South are
your enemies. Between you and your enemies who do you think should extinguish this
fire? Are you expecting them to extinguish the fire for you? You have to extinguish
the fire before pointing an accusing finger to anyone. The Northern leaders have to
put the North in order but they failed thereby continue apportioning the blame on
Jonathan. I am not protecting Jonathan here but the truth must be told. The Boko
Haram exist since the Obasanjo's era and it keep growing through the Yar'adua's
and it continues growing today. The Northern leaders including the traditional rulers
are the most selfish people I know. All what they care is their family and immediate
relatives. The traditional rulers,ranging from the Sultan of Sokoto to Ward Head (Mai
anguwa), are usually apportioning traditional titles to criminal politicians and richers
with the expectation of contracts, employment opportunities and favours to their
close ones. If the employment opportunity comes, they always give it to their close
ones. They don't care about the youth in the region. They always hope that their
children will be educated and rule the region forever. These three category of
persons are the ones responsible for the Northern predicament. They are:the
politicians of the region,the traditional rulers and religious preachers who answer the
name "scholars". Firstly, politicians are the ones that should provide a good
leadership which is characterized by justice,equality and selflessness, but they are
the ones currently misuse their powers through "I must get power wether
righteously or mischievously". Instead of providing education and employment to the
youth, they continue using the youth as thugs. They send their children abroad to
bag degrees so as to gain lucrative jobs and continue leading the region forever.
Have you ever seen a politician's son without a job? Next is our traditional ruling
class, they are useless,cowardly and wealth accumulators. Despite the fact that
Northerners are crying that there is no job in this country, have you ever seen a
traditional ruler's son without a job? They have no "common man interest" in their
hearts. All what they have in their hearts are pride,vanity and excessive use of
powers. All what they can do is to give a useless "title" to a person (perhaps a
criminal) if they see he is becoming rich so that he will be financing them occasionally.
The third is the religious preachers, they don't have respect for the common unity
of Northerners. They are only expert in dividing people along religious sects and lines.
They are also good in interfering in political matters. They usually preach to people
"vote Mr. M and don't vote Mr. C". Their family also study abroad and afterwards
gain a lucrative job in government because they gather votes for government and
always claim to represent common men. Have you ever seen a Sheikh's son without
a job? They use religion as a profession of earning income and favours. They get
food and fame through promoting rancour and bitterness. These three groups of
persons are the ones who should collectively extinguish the current fire of Boko-
haram in the north but they throw the blame on other people. Yesterday, they said
it is a Muhammed Yusuf, today they say it is a CAN and Jonathan then tomorrow
they will say it is America and Israel. While the Northern common men continue
respecting and believing them. To the Northern common men, you have no time for
politics or pointing accusing fingers, you have to chase this group of people out
before Boko-haram chase you out, you have to deal with them before Boko-haram
deal with you and finally you have to kill them before Boko-haram kill you. These
group of people, Northern politicians,traditional rulers and religious preachers, are
the problems of the North and will continue to be a problem to the North.

Former President Olusegun Obasanjo on Friday described the performance of President Goodluck Jonathan as below average.
Obasanjo spoke during an encounter with book writers in Abeokuta, Ogun State, as part of activities marking the popular Ake Festival.
When asked of his view on Jonathan’s administration, he said, “His performance is below average. I will not accept responsibility for his performance. There is nobody that gets such a position without being helped.”
The former President also debunked the insinuations that he had selected Jonathan as the running mate to the late President Musa Yar’Adua because he knew the latter was sick.
“Yar’Adua told me he was well. He showed me his medical report and I even consulted experts,” he said.
He said he had only supported the idea of a South-Southerner succeeding Yar’Adua to extend the sense of belonging that the emergence of a Southern President in 1999 represented.
When the former President was also asked on why he preferred Jonathan to the former governor of Rivers State, Donald Duke, he said, “In my own life, I don’t put all my eggs in one basket. Duke was young enough to be in the reserve.
“He did not agree with me. Donald Duke is my friend but he needs a little of toning down. He needs to get his feet on the ground.”
The former President had, in a December 2, 2013 18-page letter to Jonathan titled: “Before it is too late” raised many issues concerning Jonathan’s administration.
The Presidency on Friday said a statement credited to Obasanjo that President Goodluck Jonathan’s performance is below average was “not true and in error.”
Senior Special Assistant to the President on Public Affairs, Dr. Doyin Okupe, said this in a telephone interview withSATURDAY PUNCH.
Okupe said if the statement indeed emanated from the former leader, it was the most uncharitable thing to say about the present administration which he said had achieved so much in various areas.
“If indeed former President Obasanjo said that, that statement was in error because no government since independence has done close to 50 per cent of what this administration has done in less than four years,” Okupe said.
He recalled that when Obasanjo was leaving office, the total power generation capacity in the country was about 2,600MW, claiming that the present administration had been able to raise the figure to about 4,000MW.
Okupe also said the Jonathan administration inherited 24 airports that were in states of disrepair across the country at inception.
He said all the airports had so far been refurbished by the present administration, therefore increasing the country’s reputation among comity of nations.
The presidential aide also said the present administration inherited 10 moribund National Integrated Power Projects and went ahead to restore and commission them.
He added that the Jonathan administration had succeeded in completely eradicating the rot and corruption met in the distribution of fertilisers in the agriculture sector.
He also said the present administration made progress in road construction by making 70 per cent of road network motorable.
Okupe also said many of the manufacturing industries that were moribund in 2011 have started work again.
“These are just a few among the achievements of the present administration. So if that statement was indeed made, it is most uncharitable and it is not true,” he added.
