rhymz: OK, so your argument has taken a shift now to the appropriateness of just MasterCard handling the whole payment structure of the entire exercise. Just so you know, this is pilot exercise and the plan is to use just MasterCard to get 13million PPl on the payment platform after which the main exercise will take off involving others, for now it is a pilot project. perhaps you should take your time to understand how this things work. The database is still strictly going to be with NIMC and any information shared with third party payment platform is going to be encrypted, hope you know they also have some data encryption companies working in the project as well.

Just the way your bank shares account related information with verve vise and their likes when you use your ATM. they don't store your data, the banks do that, that's why they have data centers...master card to the best of my knowledge does not have database here in Nigeria. so make una relax.
Bro no matter how you explain this laudable projects... these clued people will never understand...

With this new initiative, we can now have an accurate number of adult Nigerians needed for national planning and development.
We will now know the true population of adults (not goats, cattle or even kids) in every prt of Nigeria.
No Duplication

Kudos to NIMC, Mastercard and the everl clueless FG for this initiative.

abbakacici: funny none of the defender of the scheme should own a store in the most unsecured market in Nigeria where there are almost 50% chance of theft and will not just leave the shop open at night and go home because closing it will not make it 100% secured. you are all know that CIA and NIA have the capabilities to spy on us, but our government should at least try and protected

secondly how many Nigerian have passport less than 10% furthermore less 1% travel to countries that required biometrics e.h usa, canada or uk and the government does force any one to travel to theses countries

3rd less than 15% Nigeria have facebook or hi5 etc account and only about 60% of them (10%) have the right and accurate information e.g most people use pat name, nickname, wrong age wrong location etc on their profile

4th people saying the the money transaction is optional is not, yes you might decide not to used but is still part of the card. e.g is just like opening an account with bank x and living it dormant that does stop you from being a customer of bank x

5th this scheme was regret by all civilised country in the world why should Nigeria accepted it e.g Malaysia was the first country to implement a general multipurpose ID card and they regret vista help so they did it with its own resources and technology to protect its citizens
Where u dey get this your data and statistics wey u dey quote here? Abi u just siddon for your shalanga dey make up figures?

Is it about the "best private hands to implement and manage" or what's involved in the whole process? Have you taken time out to read what the whole scheme is about (that's if you can actually read because this forum is populated by stark illiterates who can't discern the simplest things)? Go read about everything that it's about!

Anyway, what's so difficult about creating a biometric database? I can build one that can store the biometric data of 170 million people and an interface for recording them with ease. And I'm sure there are tons of bespoke software out there for this. All that's needed is just a centralised server that will connect all the government agencies within the country, where the data would be needed and monitored, with the best computer/network security devices/applications.

P.S: don't quote me back - I just came back to post about the next war in Europe. wink
I made an honest observation and like a sissy that you are you decided to throw tantrums.

I can't be bothered by you childish demeanor. But I would love to see you database 'working' in real life situation not on paper.

SirShymex: Nah, remove the darn logo, and remove mastercard from the whole scheme including the biometric transaction nonsense.

If mastercard wants to start a biometric payment system in Nigeria, they should take it to the banks and let folks do so based on choice. You can't force people into an idi.otic scheme they don't want to be part of.
Remove mastercard (World leaders in this business who are offering these service as a PPP and subsidizing the operational cost thereby freeing the much needed funds to be used for othe national development projects) and give it to the same Emeka Bola Aliyu who like the previous projects will mess it up and embezzle the funds allocated to it?

tit: I still cannot believe that Nigeria's oil and gas processes or not metered.
Someone tell me it is not true.
The meter unit is the single most important piece of equipment in the oilfield.
Don't listen to that slowspoke. What does he know about Oil productionThe truth is that every Oil production company know how many barrels of crude to pump into the National trunkline. All ships loading crude at either loading platforms, FS0s and FPSOs have a graduated loading capacity which cannot be exceeded. Crude is sold in Barrels in the international markets and the quantity to be bought is an established factor even before loading. So how can one odeku inside his dingy room come here and say there are no meters for measuring and recording the quantity of crude to be exported by the IOCs. Has the OP ever been inside a control room of a platform before? Ignorance NA nonesense. Crazy things you here on blogosphere.
BusinessRe: Proof That $20b Or More May Be Missing (A Revisit To The NNPC Barefaced Robbery) by Douglasdale(m): 2:06am On Aug 30, 2014
drshrewd: At first when the ousted CBN governor com emir Sanusi Limido Sanusi alerted the president and the general public that $49b was missing I said to myself that this guy must be high on concentrated “ogogoro”( a local alcoholic drink popular among the Niger Delta people). He even collaborated my suspicion when he vacillated around this figure to $10b and further to $20b. As a rational mind I played down this seemingly outrageous claim as I felt it was not worth my deep analytic evaluation. For an amount of money that can transform a ten square miles of Sambissa forest to a mini New York city awashed with sky scrapers, an amount that is about 4% of our rebased GDP (economists should be in better position to appreciate the implication of this) , an amount that can electrify the whole of west Africa sub region with modern state of the art power evacuating equipment, an amount that can fixed all the bad federal roads in the country with modern state of the art drainage and pedestrian walk ways embellished side by side with beautiful trees and flowers, an amount that is three fourth of the federal government’s yearly budget. I said to myself that this bogus claims of missing $20b is as unthinkable as unthinkable itself and realistically unrealistic! And if such amount should be missing then the federal government would be fiscally ruined as well as financially distressed and perhaps America ‘will’ know! I hastily concluded that the CBN governor should refrain from making spurious claim that defies logic and verges on insubordination.

However, after some few months I started reflecting on the poor state of our dear country. The epileptic to zero power supply, the noisome to critically dilapidated state of our federal roads, the unprecedented striking tumult sweeping across critical government organization due to paucity funding and wanton neglect , the poor budgeting (less than 30% capital I bet no serious developing country can make any head way with that) and it very poor implementation, the insecurity plague despite huge amount of money being sunk in that sector and the growing institutionalization of corruption and it attendant impunity. All I can only surmise was that the once crawling giant of Africa has finally fallen deep in slumber. Further reflection on the state of affairs of our dear country literally plunged my mere pessimism into full blown despondency as I review our budget for the past few years.

The FG under GEJ has over the years in his budget proposals pegged the bench mark of petroleum product at around $70 and over these years the product has consistently been sold for around $100 leaving us with an excess of $30. This excess ought to be in the excess crude account (ECA). Let get our hands a little bit dirty with figures and statistics. Nigeria having been producing an excess of 2m barrels of crude oil per day over the years implies that 2mx30 or $60m (conservative estimate) ought to be made a day from the excess crude sales. In a year this amount to 365x60=$21,900m or $21.9b (could this be the missing money?) but again, FG has 60% stake of the joint venture with the multinationals therefore, FG ultimately gets 60% of $21.9b = $13.140b. for two years FG gets 2x$13.14b= $26.28b. wao!! A figure not far from the purported missing $20b not being remitted in the federation account and not in the excess crude account either within the alleged fiscal financial years. In fact the ECA was seen depleting during this period and beyond. The states statutory allocation equally went down to the chagrin of the state governors. The question is where are our monies( the money may even be beyond the said missing money if you do your maths very well).what is even the state of our ECA currently? Some years ago, NOI (okonjeconomics) said that they want to maintain a minimum of $50b in the ECA for economic sustainability and stability. So where is the said minimum amount? The last time I checked ECA is as good as empty.

After my analysis, I decided to disabuse myself of the incredibility that $20b or more is impossible to have got missing. In fact, I strongly believe that far more than that may be missing. I also vindicated Sanusi for erroneously indicting him earlier on. Finally, I wept for my dear country led by a government whose body language strongly consents corruption. A government that has left the anti corruption agencies embarrassingly toothless and inert. A government that is too myopic to know that fight against corruption ought to be her first priority because if corruption is tackled head on then Nigeria should certainly be on a course of being 90% fixed. A government whose head recently appeared on a national TV to proclaim to the world that stealing is not corruption. What a show of shame!

Dr.shrewd typing via Bonny island Rivers State.

you are not an expert in the Nigerian oil industry and just like Sanusi you goofed big time on this one.
Here are a few facts for you.
1. Nigeria represented by NNPC has a stake of 60 or 51percent depending on the agreement signed with the exploration. All expenses incurred during exploration and production (for example... Feasibility studies, development, construction of Rigs, flowstations, Gas plants, refineries etc are shared in the same proportion as agreed. So If for example to build an FPSO will cost 2Billion dollars, The IOC has to provide 40% of the cost and NNPC will bring the 60%... Where will the money come from? NNPC won't pay with cash but will pay by allocating barrels of crude to offset that bill and that's why the ammount never tarries. All operational cost has to be shared between both parties.

2. The petroleum subsidy money is collected from the earnings fromcrude and so is extra bugdetory allocations.

3. Sanusi is not an expert on crude sales and he jumped the gun in announcing ficticious and incredulous ammounts. Allow KPMG Conclude their audit first before embarrasing yourselves like Sanusi.

PoliticsPDP Asks APGA Not To Use Its Logo To Campaign For Jonathan by Douglasdale(op): 8:04am On Aug 29, 2014
The Peoples Democratic Party (PDP) has called on the All Progressive Grand Alliance (APGA) to desist from using the logos of the APGA to campaign for President Goodluck Jonathan’s second term presidential election.

Also, the party has asked the Inspector General of Police (IG), Sulieman Abba to compel the party to stop the fraudulent campaign strategy of APGA, where it prints the President’s campaign posters with the APGA flags and logo.

Addressing newsmen in Abuja yesterday, the State Chairman of PDP in Anambra State, Chief Ken Emeakayi also complained about the rally expected to hold tomorow  in Awka, the State capital tagged, “APGA Jonathan, Jonathan APGA Rally”, arguing that it is against the Electoral Act as two political parties don't field a candidate for elections.

According to the PDP state chairman, “You cannot campaign for any political party with the logo and pictures of another political party’s candidate. This is fraud. If you want to support President Jonathan, do it, but not to print the President’s picture with the logo of another political party.”

Emeakayi said the billboards that litter the streets of Awka and the tomorrow rally are all deceptions as the President is not a member of the APGA, explaining that what is happening is against the Electoral Law 2010 (as amended).

He explained that, “the action of APGA by campaigning and printing the billboards of President Jonathan by using the APGA colours and Logo is against section 37 of the Electoral Act. This is capable of nullifying the electoral chances of the President as a PDP candidate in the 2015 presidential elections.

“This is intentional knowing fully well that President Jonathan and Vice-President Namadi Sambo are not members of APGA, yet APGA as a political party is printing Jonathan’s posters and billboards on the logo and colour of APGA.

“By the action of APGA National Chairman hoisting and distributing Jonathan’s pictures and with his own pictures under the APGA logo is fraudulent and deceptive as it would confuse Nigerians and make them think that President Jonathan would be contesting the 2015 presidential elections on the platform of APGA as a political party”, he stated.

According to the Anambra State PDP chairman, the most annoying part of it is the Saturday August 30 rally tagged: “Join Jonathan Journey” with the inscription “Jonathan, APGA, APGA Jonathan,” with the pictures of the President, the National Chairman of APGA, Victor Umeh and Governor Willy Obiano of Anambra State, under the APGA colours and logo.

On why he dragged the Inspector General of Police to court, he said, “we want him to be alive to his duty by stopping this fraud by APGA as two political parties cannot sponsor a candidate. It is either you are a member of PDP or you join the PDP, as there is nothing as a joint candidate in the operating 2010 Electoral Act as contained in the letters of section 37.

Section 37 of the 2010 Electoral Act states that it is only a political party that sponsors candidates and not two political parties.

PoliticsEMEKA IHEDIOHA: The Next PDP Governor Of Imo State by Douglasdale(op): 11:32am On Aug 28, 2014

In today’s Imo politics, the people can no longer be deceived by political intrigues of those who have held the progress of the state to the jugular for some time now.

The present Deputy Speaker House of Representative, Sir Chukwuemeka Nkem Ihedioha is presently the representative for Aboh Mbaise/Ngor-Okpala Federal Constituency in the Nation’s Green Chamber.

He has been there since the year 2003. He hails from Mbutu in Aboh Mbaise L.G.A. of Imo State and was the Chief Whip in the last National Assembly.

Interestingly, unfolding events shows that he has been making preparations to launch himself into the Imo governorship contest come 2015.

Be that as it may, it is high time people started analyzing the antecedents of those who present themselves for leadership. This must be done with wisdom and without sentiments and bias. Therefore, a little voyage into the antecedents of Hon. Ihedioha presents him as an insincere politician especially when it comes to keeping agreements.

First of all, before his election to represent Aboh Mbaise/Ngor Okpala Federal Constituency, there was an accord between the people of Aboh Mbaise and Ngor-Okpala for rotational representation between the two local government areas. It was agreed that each of the two areas would be producing a representative per tenure. Accordingly, Ngor-Okpala produced the representative for the constituency in 1999 and in 2003.

This representative stepped down as agreed. Emeka Ihedioha stepped in 2003 and in 2007 he broke this gentleman’s agreement and has been maliciously rigging himself back to the Green Chamber against the wish of the people of that federal constituency and also to the detriment of Ngor-okpala turn. It is believed that he uses places like Lorji, Amuzu Uvuru etc. to inflate votes that have always seen him back to the National Assembly in a ‘grand style’. All through this political life, he has been associated with rigging. Election riggers are enemies of the people. Now that the culture of rigging has been crucified by Imo people in 2011, the people of the state must also make sure that people like Ihedioha are finally sent out of the political turf of the state.

Secondly, during the election of the principal officers in the present country’s House of Representatives, Ihedioha’s party, the Peoples Democratic Party had an agreement on the geopolitical zones that the officers would emerge from. Unfortunately, Ihedioha led the gang that breached this arrangement with impunity, betrayal and connived against his party and unscrupulously thwarted the whole arrangement. Today, the PDP see him as an untrustworthy fellow. And such a betrayer wants to rule Imo?

Next is that this supposed knight of the Anglican Church has always been spotted in most of the financial controversies that have rocked the nation’s House of Representatives. He was at the center of the embezzlement of N=150 million given to him to organize the 2010 Kano Retreat for Members of the House of Representatives and the celebration of the 10th Year of Democracy. He was also fingered in the alleged financial crime that saw the former House of Reps. Speaker Dimeji Bankole get prosecuted by the EFCC. He was also mentioned in the current bribery scandal involving Hon. Farouk Lawan. And this man wants to rule Imo!

In another vein, Hon. Emeka Ihedioha is known as a perfectionist in pulling down public office holders especially the ones from Imo State.

In 2007, he plotted for the removal of his brother legislator Bethel Amadi as the Chief Whip and took over his post. He also influenced the suspension of his fellow Mbaise brother and former House of Reps colleague Hon. Independence Ogunenwe who represented Ahiazu/Ezinihitte Federal Constituency for trying to fight corruption in the Green Chamber. He also connived with the disgraced Ex-Governor Ikedi Ohakim to destroy the political career of Ohakim’s Deputy Dr. Ada Okwuonu. He was among those who forced the poor woman to resign as Deputy Governor before the end of her tenure. When that one did not work, he wickedly brought Prof. Viola Onwuliri to replace Okwuonu as Ohakim’s running mate in 2011 Imo Governorship Election. This is said to be one of the things that made Ohakim to fail in that election. Not yet done with the above, Emeka further schemed Dr. Okwuonu who is her wife’s sister out of being a minister. He has been publicly declaring that he and Ohakim acted that evil script in Aso Rock against Okwuonu. Ihedioha must have done all of the above against Okwuonu probably because Okwuonu’s humane nature seems to run contrary to his wicked political ideology. Currently, he is plotting how to ruin the political career of another of her sister, Senator Chris Anyanwu who is the senator for Owerri Zone. And this man wants to rule Imo!

Sometime in 2011….. Emeka Ihedioha had an electricity power station sited in his village Mbutu which he attracted to be commissioned. This station was designed to hook off Mbaise axis from the Egbu power station. Since the commissioning of that power station, it has not produced a single watt of electricity. Rumour has it that the money for the contract was embezzled by ‘those who attracted the project’ and that is why the station has refused to function. Who embezzled the money? Your answer is as good as mine. And the ‘DIShonourable’ member of House of ‘Representa THIEVES’ wants to rule Imo!

‘Power corrupts and absolute power corrupts absolutely’. A good leader should be clothed with humility and respect. Hon. Ihedioha served former Vice President Atiku Abubakar as a media aide. Atiku hold Governor Rochas Okorocha to high esteem. But Ihedioha does not. Power has entered into his head. He goes about publicly saying all sorts of derogatory and unprintable things against Governor Okorocha. He has refused to partner with the Imo State Government to see how he can use his present position and connection to help in developing the state he wants to rule. He uses all his federal connections and powers to make the state ungovernable so that he will probably take over in 2015 by force and with intimidation. He floods the state with security men from Abuja to intimidate the people. He has no regard for his governor and goes on convoy with dispatch riders which he is not entitled to use. He has been looking for opportunities to confront Governor Okorocha but the Governor as a peace loving leader, has always ignored him.

In addition, people who are very close to this Mbaise-born politician also say that he is selfish, sectional, mean, fetish and desperate and can do anything because of power. They say that Imo will be in perpetual bondage if he becomes its Governor because of the kind of person they know him to be. Presently, he is sponsoring the ousted Local Government Chairmen in the state to continue hitting up the Imo polity so as to frustrate the administration of the incumbent state Governor.

Therefore, the revolution that started in 2011 is spreading like wild fire and will definitely consume all the enemies of progress in Imo State. Nevertheless, the people must be vigilant and wiser in analyzing those who want to rule them. Once beaten, twice shy’.
