You can do a lot with c#: develop web apps, mobile apps, desktop apps and so much more. I'd suggest you look in to ASP.net MVC for web apps, or xamarin for IOS, and android apps.

I was able to fix the error by moving the scroll view to the activity hosting my UI fragment. Sorry I didn't state the layout was controlled by a fragment.

The new android studio also allows you to make regular layouts scrollable without creating a separate scrollable layout

I'm currently using Android studio 2.3.3. I did not create a scrollable layout. I'm using one layout for portrait and landscape. The scroll view is enabled in landscape mode using the fillviewport="true" attribute

IDLE is a good IDE for learning to how to programme and also learning the python programming language.

JavaScript is a programming language.
Jquery is a JavaScript Framework, I think it's pretty obvious which one you should learn first.
