Again, use common sense. Firstly, the govt has not denied the promise to the poorest. Secondly, the govt never said within the first year of its administration. Lastly, the govt doesn't have to fulfil that promise if it realizes it cannot meet up. Not all campaign promises are fulfilled. No where in d world has it ever happened that all campaign promises are fulfilled. So, if this one will go unfulfilled, I no go mind as far as the core promises are delivered.
