Boluwaduro Council Boss; Hon. Aina Abayomi Adesina Presents ₦5.8bn 2026 Budget to Osun State House of Assembly

The Executive Chairman of Boluwaduro Local Government, Hon. Aina Adesina Abayomi (Omo Adugbo), has presented the proposed ₦5.82 billion 2026 Budget to the Osun State House of Assembly.

The budget, funded entirely from projected revenue with no borrowing, allocates ₦4.12 billion for recurrent expenditure and ₦1.7 billion for capital projects. Personnel costs stand at ₦2.57 billion, while ₦1.5 billion is set aside for other recurrent expenses.

Hon. Aina said the budget is designed to boost Internally Generated Revenue (IGR) and improve residents’ welfare through his WASHEYI Agenda, which focuses on women development, agriculture, security, health, youth empowerment, employment, sports, and infrastructure development, in line with Governor Ademola Adeleke’s administration.

The House of Assembly received the proposal for legislative consideration.

The chairman was accompanied by his vice, council officials, councillors, and top management staff.

Senator Fadeyi Builds Lecture Rooms for NOUN Centres in Osun central senatorial district

In fulfilment of his campaign promises, Senator Olubiyi Fadeyi, representing Osun Central Senatorial District, has constructed lecture room blocks for the National Open University of Nigeria (NOUN) Community Centres located in Erin Osun and Oke Ila Orangun, Osun State. The newly built facilities are set to enhance learning conditions for students enrolled in the university’s distance learning programmes.

Though yet to be officially commissioned, the buildings mark a significant step in Senator Fadeyi’s efforts to improve access to quality education across the senatorial district. The senator noted that the project aims to bring tertiary education closer to people who wish to study while working

Speaking during a visit to the study centre on Monday, Fadeyi said, “The goal is to bring the University to the doorstep of our people in Osun Central who are willing to study online and work simultaneously.”

He added that NOUN offers a range of academic qualifications, including Degree, Master’s, and Doctorate programmes, adding that it is a flexible and accessible option for students.

ADDRESS TO THE GOOD PEOPLE OF OSUN STATE CENTRAL BY DISTINGUISHED SENATOR AJAGUNLA OLUBIYI FADEYI

My dear people of Osun Central,

It is with a heavy heart that I address you today regarding the unfortunate political unrest that has shaken our dear state. The reports of violence and killings are deeply troubling, and I strongly condemn these acts that threaten the peace and unity we have worked so hard to maintain.

My heartfelt condolences go out to the families who have lost their loved ones in this unfortunate crisis. No family should have to endure such pain and loss, and my thoughts and prayers are with them during this difficult time. I pray that God grants them the strength and comfort to bear this irreparable loss.

Osun State is known for its rich culture of brotherhood, respect, and harmony. We cannot allow political tensions to divide us or lead to bloodshed. Politics should be about progress, development, and service to the people—not destruction and violence.

I commend His Excellency, the Governor of Osun State, for his proactive speech on Sunday, which called the attention of the President of the Federal Republic, *President Bola Ahmed Tinubu GCFR* and all security agencies to this crisis. His leadership in restoring order and ensuring the safety of our people is truly commendable. We must all support these efforts and work together to preserve the stability of our dear state.

Also I Salute *His Excellency Governor Ademola Adeleke* for the adequate preparations ahead of the Local Government elections coming up this *Saturday, 22nd February 2025* and His unwavering belief that local government autonomy has come to stay, of which he has been supporting Mr President on this. This a testament to his commitment to grassroots governance and the empowerment of the people. Strengthening local government administration will no doubt enhance development and bring governance closer to the people.

Furthermore, I call on the Inspector General of Police to act swiftly and ensure that all perpetrators of this violence are brought to book. Those responsible for these Criminal acts must face the full weight of the law so that justice is served and such incidents do not repeat themselves in our dear state.

As we approach the elections this Saturday , I urge all citizens of Osun Central and the entire state to embrace peace. Let us conduct ourselves with dignity, respect, and love for one another. Elections are a democratic process, and every citizen has the right to vote without fear or intimidation. I encourage you all to reject violence, avoid any form of provocation, and ensure that Osun State remains a beacon of peace and democracy.

Together, we can build a stronger, united, and prosperous Osun State. Let us protect our future by choosing peace over conflict, unity over division, and progress over destruction.

It has become necessary to address the misleading claims made by Hon. Clement Olohuwa, alleging that his involvement was instrumental in securing the approval for the 63MVA Mobile Sub-Station in Ila-Orangun. Hon. Olohuwa’s earlier stated focus was the improvement of the 33kV line from Iree to Ila-Orangun. The people of Ila-Orangun deserve an update on the progress of this project especially as it has been over 17 months since he assumed office. Can Hon. Olohuwa provide evidence of tangible steps or achievements and due date the project he initiated the 33kv from Iree to Ila will be completed.

Senator Ajagunla held several productive meetings with the Honourable Minister of Power, Hon. Adebayo Adelabu, alongside key heads of agencies including the Transmission Company of Nigeria (TCN), FGN Power and the Ibadan Electricity Distribution Company (IBEDC). These discussions resulted in actionable steps toward realising the sub-station project.

Key Milestones in the Sub-Station Facilitation

1. Site Inspection and Community Engagement: TCN and IBEDC officials with the support of the Orangun of Ila and prominent traditional chiefs visited Ila-Orangun on two occasions to inspect potential sites for the sub-station which must have a short distance and proximity to an existing 132kv .Their findings, submitted to their respective agencies, highlighted specific challenges, including the absence of prepaid meters in the area, which posed a barrier to implementation.

2. Senator Ajagunla Fadeyi’s Commitment to Address Challenges: Recognising the need for prepaid meters, Senator Ajagunla Olubiyi Fadeyi pledged to procure 3,000 prepaid meters from his 2025 budget allocation to serve Ila-Orangun and other beneficiary communities across the seven local governments within the district. This commitment was formally communicated to IBEDC which showcased the Senator’s resolve to remove any obstacles to the project.

Strategic Decision by the Honourable Minister: To expedite the process, the Honourable Minister of Power, guided by the recommendations of the Managing Director of TCN, evaluated three proposed solutions. Despite this, the Minister sent a congratulatory message and informed him that he has finally restored light in Ila and acknowledged Senator Fadeyi’s efforts in securing the sub-station for Ila-Orangun and its environs.

Senator Ajagunla Woos Chinese Investors from Mianyang, Sichuan Province to Set up CNG Plant and Gas Technology Training Hub in Osogbo, Osun Central

On 12th of December 2024, The Senate Committee on Trade and Investment led by Vice Chairman Distinguished Senator Olubiyi Fadeyi, welcomed a high-level delegation from the Mianyang Government and Mianyang Economic and Technology Development Zone, led by Mr. Gu Yu, Secretary of the Party Working Committee, Mianyang Economic and Technological Development Zone and Director of the Mianyang Bureau of Commerce.

The visit was a furtherance of discussions initiated during his visit to Mianyang, Sichuan Province in September as part of the Nigerian delegation accompanying President Bola Ahmed Tinubu (GCFR) on his State visit to China for the Forum on China-Africa Cooperation (FOCAC 2024).

The purpose of this visit was to expand the scope of cooperation between Nigeria and Mianyang in several strategic sectors, including:

Promises to Address the Staffing, Funding and Infrastructural Deficits.

Vice chairman of the Senate Committee on Trade and Investment, Distinguished Senator Ajagunla Olubiyi Fadeyi, representing Osun Central Senatorial District, conducted an inspection visit to the Federal Ministry of Trade and Investment’s Industrial Development Center (IDC), Osogbo. The skill acquisition centre, established in 1976 during the military regime of former President Olusegun Obasanjo, is situated on a 72-acre land opposite Saint Charles Grammar School in Osogbo, Osun State.

During the visit, Senator Fadeyi expressed his commitment to upgrading and revitalising the centre with a focus on developing it as a hub for training in automobile technology and Compressed Natural Gas (CNG). He announced his intention to include the centre’s comprehensive rehabilitation in the upcoming budget and ensure that the center receives the attention it deserves to become a vital institution for skill acquisition and development.

The centre, which currently has seven department - Leather, Textile, Wood and Carpentry, Ceramics, Metal, Food and Chemical and Automobile - suffers from a lack of personnel and resources. Despite having modern machines and tools in these departments, the absence of skilled operators and instructors has led to the underutilisation of these valuable assets. Additionally, funding and manpower shortages have contributed to the center's dilapidation with only 10 staff members remaining from an original workforce of over 100 due to retirements and non-replacement of personnel.

The Harvard Senior Executive fellow, Senator Fadeyi, acknowledged these challenges and promised to work toward addressing them. He committed to partnering with the Small and Medium Enterprises Development Agency of Nigeria (SMEDAN) to ensure the centre's revitalisation and enhance its capacity to train individuals in critical vocational skills. The Senator emphasised the importance of the IDC as a cornerstone of industrial development in Osogbo, Osun Central and the larger Osun State.

Furthermore, the Senator highlighted the centre’s potential to house over 70 students in its hostel facilities which feature 36 rooms. Senator Fadeyi has promised to address the staffing, funding and infrastructural deficits so that the centre can once again become a hub of skill development that empowers young Nigerians with vocational expertise and undoubtedly contribute to reducing unemployment, improving the livelihood of residents in Osun Central and beyond.

Osun state government has inaugurated the state analysis taskforce for food and nutrition security in a bid to accurately portray the situation in the state.

While inaugurating the taskforce today at the ministry of agriculture and food security in Abeere, the commissioner in charge of the ministry, Otunba Tola faseru, reaffirmed the commitment of Governor Ademola Adeleke to food security.

The commissioner said the Osun state government will work closely with the federal government towards actualising the objectives of the analysis.

Earlier, the Minister of Agriculture and food security, Senator Abubakar Kyari, said the analysis will assist in planning, provision of grants and distribution of inputs.

Represented by Mr Taiye Aiyegoro, he said the ministry will continue to provide the necessary support nationwide.

Similarly, a member of the National food security working group, Dr Ike Nkechinyere, said the federal ministry of Agriculture and food security is committed to ensuring Nigerians have sustainable and quality food.

Was there revenue increase at the Ministry of Marine and Blue Economy?

I've come across some newspaper headline in many social media platforms on revenue performance at the Ministry of Marine and Blue Economy, which is headed by a former Governor of Osun state, Alhaji Gboyega Oyetola. In fairness to the media platforms, they got the idea of the headline from Oyetola's presentation at the Ministerial briefing to mark President Bola Tinubu's one year in office where he said "A comparison of quarter 1 2023 against quarter 1 2024 revenue performance across the agencies reveals a 92% increase."

Is Oyetola right? Well, let's look at the numbers. Going by Oyetola's disclosure, the revenue across agencies under his Ministry in the first quarter of 2023 is N126,000,000,000.00. Comparing that and the N242bn quoted earning of quarter 1 2024 by Oyetola, on the surface, seems to be good and something to celebrate as we have seen across social media by his supporters so far.

But there is something that may put off the claim of Oyetola. The top revenue generating agency under the Ministry that Oyetola is supervising is the Nigeria Port Authority (NPA). I'm sure you have heard about the agency but what you may seem not to know is that the agency generate its revenue in dollars. Unbelievable!

Well, let me refer you to a disclosure by the Acting General Manager of Corporate and Strategic Communication of the NPA, Mrs. Sarah Ballah, sometime in February this year. Mrs. Ballah, who is the Spokesperson for NPA, disclosed to the PUNCH newspaper during a chat that "First and foremost, NPA transactions are international because maritime businesses are international. And since we are dealing with an international community, some transactions have to be done based on the internationally acceptable medium of exchange. The dollar is a common medium of exchange international."

With this in mind, the best way one can have the assessment of whether Oyetola Ministry did better in the first quarter of 2024 compared to the first quarter of 2023 is to look at the earnings in dollar and not naira. So, the N124,920,000,000.00 revenue for the first quarter of 2023 will amount to $262,500,000.00 at N480 to a dollar. And the N242,000,000,000.00 revenue for the first quarter of 2024 will amount to $172,857,142.86 at N1400 to a dollar.

If the above numbers should tell us anything, it will be that the revenue for the first quarter of 2024 shrinked significantly contrary to the impression that Oyetola tried to sell, if it is measured in dollar, which is the currency mainly used by the biggest source of revenue for the Ministry of Marine and Blue Economy.

Traditional Complementary and Alternative Medicine (TCAM) Practitioners commend Governor Ademola Adeleke for putting in place the first ever governing board. 

~ Endorsed him for the second term for the trust and investment in Osun TCAM. 

Today, May 25th, traditional complementary and alternative medicine (TCAM) practitioners across the state gathered for their first ever conference. 

The chairman of the governing board, Hon. Chief Akeem Abiodun Oladebo, on behalf of the board, appreciates Governor Asiwaju Ademola Adeleke for trusting them to manage the affairs of this very important board. He enjoyed having the participants prepare their minds for more education and be ready to obey the rules and regulations that guide the operation of the practitioners. 

Hon. Folorunso Ogundare, Member of the Osun State House of Assembly Committee on Health, while delivering his keynote address, welcomed the invited guests across the country. He congratulated the practitioners, chairman, and members of the governing board on their appointments and advised them never to let the governor and Osun State government. 

The National President, Nigerian Union of Complimentary and Alternative Medicine Practitioners, Prof. Baderinwa Sunday Adewale, while educating the participants, recounted the disappointment he and other national board members experienced in their efforts to convince the previous government administration to put in place a governing board to regulate the activities of the practitioners to flux out bad eggs masquerading as professionals. He commended Governor Ademola Adeleke for the express approval of the Osun State TCAM governing board, which has a mandate to operate according to the rules and regulations that guide the establishment of the board. 
He further advocates for traditional, complementary, and alternative medicine to be taught in our schools and tertiary institutions. 

The conference had in attendance the Chairman and members of the governing board, Hon. Folorunso Ogundare (OSHA Member representing Ayedaade State Constituency), Prof. Soji Oloyede (Botany Dept, OAU Ile-Ife), Prof. Baderinwa Sunday Adewale, the National President, Nigerian Union of Complimentary and Alternative Medicine Practitioners, Dr. Joel Logbo (Lecturer and practitioner from Lagos State College of Health), Dr. Ademola Adebayo (Member, Nigeria Council of Physicians and Natural Medicine and TCAM), Dr. Alhaja Alli Ganiyat (Director, Home of Hope Alternative Therapy),  Dr. Benjamin Ige (Vice President, Ibadan Integrative Medicine Association), Dr. (Mrs) Idowu Folashade the CAM Chiarperson. 

At the end of the conference, the numerous participants unanimously endorsed Governor Ademola Adeleke for a second term as a way to thank him for giving them what they had been yearning for.

Adeleke's Spokesperson Drags DSS, Oyetola to court over Threat to his Fundamental Human Rights.

The Spokesperson to Governor Ademola Adeleke of Osun State, Mallam Olawale Rasheed has approached the Federal High Court sitting in Osogbo seeking for the protection and enforcement of his fundamental human rights against the State Security Service, Director General of the State Security Service, the Osun State Director of the State Security and Femi Oyetola, son of the former Governor of Osun State, who is now the Minister of Blue Economy.


In the suit docketed as FHC/OS/CS/89/2024, Olawale is praying the court to restrain the security operatives, either personally or through any of their agents or representatives, from inviting him, arresting him or threatening his rights to liberty, freedom of movement, freedom of expression and freedom of association in any manner on the malicious instigation of Femi Oyetola who is acting the script of some faceless and mischievous politicians who are collaborating to settle political scores against him (Olawale).

In the suit registered on 22nd March, 2024, Olawale fingered Femi Oyetola as being embittered with the loss of his father and their political gang at the last Osun Governorship election, and as the mouthpiece of the incumbent Governor of Osun State who upstaged Femi's father, Oyetola, he is being maliciously hunted by members of the opposition APC using Femi Oyetola, in active collaboration with security agents, to trample upon his fundamental rights.


Olawale deposed to the fact that he is not in anyway a threat to the internal peace and security of Nigeria or any part thereof, to warrant security agents to invite him, but the move by the collaborators is in a bid to play the cards of the opposition APC who are planning to have him illegally arrested and unlawfully detained so as to subdue him or hijack from him his fundamental rights to liberty, freedom of movement, expression and association which he is entitled to at all times since he has not committed any offense to warrant the curtailment of his fundamental rights.


He submitted in the court documents that by virtue of section 46 of the 1999 Constitution of Nigeria as altered, he needs not wait till his rights are trampled upon before approaching the court.


In Olawale's opinion, Oyetola's move is in connivance with the unsettled opposition APC who are troubled by the daily exposure of their bad governance, unpalatable and unprogressive deeds which they meted out to Osun people while the APC led by Oyetola was in power.


The plaintiff further pointed out that the media agents of the opposition APC have already bombarded the media with the news of his invitation/arrest by the DSS, and that they (APC) have started rejoicing that the Spokesperson to Governor Adeleke is already in the net or will be in the net of the security agents and they will ensure they pressurize the security agents not to release but punish him unjustly having not committed any offence.


This is a pointed indication that the invitation is tainted with malice and witch haunt of the opposition APC with the sole goal of settling political scores with prominent aides and members of Governor Adeleke's Team.


Olawale therefore entreated the court to grant his reliefs so as not allow the defendants to collaborate at trampling upon his rights or get at him unjustifiably.


He has also dispatched his team of legal practitioners to represent him at the DSS Headquarters which is within his rights as a citizen of Nigeria.

Governor Ademola Adeleke embarked on an official working visit to the United Kingdom from February 26–29, 2024. Osun State, Local Governments Launches Electronic State of Origin Certificate Portal

The Osun State government has digitalized the issuance of state and local government certificates of origin starting from today.

The state government under the leadership of Governor Ademola Adeleke in collaboration with the State Association of Local Government of Nigeria (ALGON) enjoined the general public to hereby obtain their Automated Local Government Certificate of Origin as well as State of Origin Certificates on the recently launched portal at https://stateoforigin.osunstate.gov.ng

In a news release signed by the Commissioner for Information and Public Enlightenment, Oluomo Kolapo Alimi, the government urged all Osun indigenes who wish to obtain their local government certificate of origin as well as State of Origin Certificates to log in to the portal from wherever they are all over the world.

They are to fill in their details and be rest assured that after verification is done, the electronic certificate of Origin for their Local Government will be available for download for use.

Furthermore, there is a provision for any individual with an old Local Government Certificate of Origin who wishes to convert the old one to the new automated electronic certificate to login to the portal, upload the old certificate and the new one will be issued.

The release therefore implored the public to know that this initiative is inline with Governor Adeleke's ease of doing business efforts.

The initiative also aligns with the Governor's vision of ensuring improved and efficient service delivery in all sectors and arms of the state.

Members of the public should note that henceforth the state of origin certificate as well as local government certificate of origin will not be obtained physically at state or Local government offices again but only through the electronic portal only (https://stateoforigin.osunstate.gov.ng )

The State ALGON Chairman, Hon. Sarafadeen Awotunde described the programme as a very good initiative to improve the image of all the local government councils in Osun State as well as optimize service delivery to Osun indigenes.

Olohunwa in his remarks said, regardless of his position as their representative in the National Assembly, it is his intrinsic characteristic to help anyone in need, and that physically strong people could scramble for palliative because of the harsh economic reality in the country, it has become incumbent on him to reach out to the aged and infirms who may not have the required strength to come for theirs even if they live in the hole of a tree in his constituency.

He equally appreciates President Bola Hammed Tinubu for this timely initiative, he, however, leverages the medium to advise the government that it is about time the government at all levels switched from POVERTY ALLEVIATION PROGRAMS to POVERTY ERADICATION PROGRAMS, the latter of which he said will move the youth from being given foods to producing foods by themselves through various modern relevant Skills Acquisition and Entrepreneurial Developments, job creation and employment opportunities.

What happened to the N11.9bn refund received by the Oyetola administration from FG?

Public accountability is a key ingredient for good governance in any society. It is like the oxygen that powers good governance as it stands as a safeguard against people entrusted with responsibilities. In fact, Sunday Adelaja, a Nigerian born Ukraine based clergyman warned that "Where there is no accountability, there will also be no responsibility."

This brings me to a raging question in the mind of Osun people in recent times. And it is no other but the question on what happened to the N11.9 billion received by the Gboyega Oyetola administration for federal government road projects embarked upon by his predecessor, Rauf Aregbesola.

Sometime in September, 2021, the Commissioner for Finance under Oyetola, Mr. Bola Oyebamiji, had acknowledged receipt of the humongous fund from the central government as refund. According to him, the Oyetola administration received N11.9 billion from the federal government for road projects the state is constructing on its behalf and claimed that the money was ploughed back into four road projects inherited from the Aregbesola government.

For the purpose of emphasis, Oyebamiji noted that "Similarly, the total refund by the FG to the state as at today, in three tranches, stood at N11.9bn based on the project delivered by both contractors. It is imperative to state that the FG refund of the N11.9bn has been judiciously utilized and ploughed back into four (4) inherited road projects embarked upon by the previous administration contrary to the unsubstantiated claims by Mr. Ayedun that the refund is being used to pay full salaries to civil servants in the state."

Now, the question which Oyebamiji cunningly dodged and which has remain unanswered till date, is what are the four road projects that gulped that whopping N11.9bn? Given the size of the amount, it shouldn't be that hard to see what it was used for. And assuming they are too small to see, Oyetola and people who served in that administration have a duty to point them.

It is not in doubt that the Adeleke administration inherited a litany of abandoned road projects across the state, some of which he's working to complete despite not receiving refund from the federal government on them. If Oyetola got N11.9 bn and actually utilized it on road projects, then it should be visible for all to see and acknowledge.

Within his first year in office, Governor Adeleke was able to complete the Osogbo-Ikirun dual carriage road which was one of the FG road embarked upon by Aregbesola. In a few weeks time, the Osogbo City Circular road (Ona Baba Ona) started by Aregbesola will be completed by Governor Adeleke. So, it does not make sense that Oyetola could not complete any of the inherited road from the previous administration despite having N11.9bn refund, which his successor, Governor did not have.

The N7bn refund received by the Adeleke administration was not for road done for the FG, yet, he made it publicly known without any prompting that it would be utilized for infrastructural projects. The refund was transferred to a special project account that will fund the multi-billion infrastructure plan unveiled recently, and which has already commenced.

This is why it is beginning to make sense that the Oyetola administration may have misappropriated the N11.9bn refund for road projects received, hence, struggling to point out exactly how it was spent. But it can prove doubters wrong by coming out with clear explanations on the supposed inherited road projects that benefited from the N11.9bn refund from FG with empirical analysis on the condition of the projects before intervention and after.

In a state struggling with poor road infrastructures, making it difficult to attract investments, it is unimaginable the level of impact that N11.9bn can make in putting things in place especially at a time when the value of naira was not as bad as now. What is required of Oyetola and those who served in the administration is to provide answers to the question of accountability that Osun people places right before it.

It is important to emphasize for them the admonition of a Canadian author and poet, A.J Dakhokme that "The only way we succeed as a group is not simply following directions, but in keeping each other accountable for our actions." For Osun people, it is right for them to know how their money was spent, and I think Oyetola should not waste time in providing the right answer. That is accountability!

Adeleke and the path to Osun's economic renaissance

It is easy to wreck than to build. This is why people often gets reluctant in sharing optimism of getting whatever is wrecked fixed and turned around for the better. And you cannot really blame them because the job to build can be challenging, and even costly. But more importantly, it requires a positive mindset and discipline to build, which appears scarce in Nigeria's political landscape.

On Thursday, Governor Ademola Adeleke of Osun state did something outstanding that will open a path of economic renaissance for the state. It was a masterstroke and those who had thought nothing good can come Osun under Governor Adeleke cannot but admit their error of judgements. A post by an X user, Opeoluwa with the handle @OpeBee, captured the feelings of cynics of Governor Adeleke administration. "Not a fan of Adeleke but this is a masterstroke. I have argued that the first hallmark of any serious government is fiscal reform," Opeoluwa post reads on popular microbloging platform, X.

Remember that Osun was buoyed by financial uncertainties when Governor Adeleke assumed office. Mountain of debt and the need to service them stifled economic prospect of the state to the point that questions on how Governor Adeleke will navigate the troubled water rages. It was a big challenge, but Governor Adeleke was not prepared to be defeated and pursue remedy.

If you have been following happenings in Osun since Governor Adeleke assumed office, you will know of sound policies to block leakages and upscaling the economy of the state without burdening the people. The new policy on tax, which eliminates multiple taxation that has plagued businesses over time, is a bold move to open the state for improved economic activities.

Osun is in dire financial strait, confronted with questions of survival. By using about N1.8bn of gross revenue from the central revenue poll every month to service debts, Osun is caught up in the wrong financial decisions of the past and needed to shore up revenue to make up for the revenue shortfall. The only way to do that is to ramp up revenue generated internally.

The prevailing economic realities of citizens however make it a bit insensitive to jerk up tax at the moment in a bid to increase revenue at home. This is where the new policy, which harmonized tax and levies into a single bill the multiple taxes and levies collected by government in Osun state, come handy. What this will do is enormous, as it will not only improve revenue for the state, but relieve businesses of the burden of multiple taxation that has stifled them over time.

Over the past few years, for example, businesses have endured a system that made them pay multiple taxes and levies, which in some cases, pushed them out of operation. But that will no longer be the case under the new policy as businesses or individuals will have tax and levies due to it harmonized into a single bill to be paid annually. The payment can either be made in full or in tranches, and upon full payment, a harmonized bill certificate will be issued to the business or individual.

In short, the era of extortion and manipulation of businesses and individuals is gone with this new policy introduced by Governor Adeleke administration. It will remove in its entirety the challenges faced by businesses as a result of multiple taxation and spurs economic activities in the state.

I know that some will wonder how the new policy will translate to more money for the state unlike under the multiple taxation regime. Well, this is not something to even debate because the prospect of the new policy is too obvious not to see. With multiple taxation, businesses and individuals struggle to meet up and so, usually look for ways to avoid paying to the government coffer.

Many businesses and individuals cleverly cheat the system, either by dodging officials or bribing them, causing the state government huge losses in revenue. This will no longer be the case with the new policy as any payment due to the government are harmonized and easy for businesses and individuals to pay up.

Beyond this, the new policy makes payment of taxes and levies to the government a whole lot easier. Unlike what was obtainable in the past, businesses and individuals do not necessarily have to go to revenue office to pay what is due to them. In fact, the process of payment to the government has been made seamless that you can stay in your home or office and make payments. At the tap of a button, you can make payments via the state's revenue agency, OIRS, on: https://pay.irs.os.gov.ng, or via POS, commercial banks and even transfer right on your phone or computer.

Another fascinating thing about the new policy is the deployment of automation system to improve service delivery on some government assets and utilities. Obtaining certificate of occupancy or local government identification letter can be processed through portal and you may no longer have to travel distance to initiate the process as it was done in the past. The same thing with payment for lease and rent of government properties, affidavit request, among others.

Obviously, the new policy holds a lot of promises for Osun people. And the good thing is, while it boasts of improved revenue generation for the state, it will not in any way burden the people. In fact, it will promote ease of doing businesses in Osun state, and in turn, appeal to investors, which will likely translates to inflow of investments in the state. Indeed, it was a masterstroke and a sure path to Osun's economic renaissance.

Understanding Ilesa Water Project Controversies

There are several levels of contractual engagement on the Ilesa water project.


There is a main contractor handling the water treatment plant.


There is an overall project consultant whose tasks cover overall project management.


The biggest job is actually the water treatment plant whose financing is due for closure on December 20th.


The other jobs are mostly at the 95 percent completion stage.


The contractor handling the water treatment plant was however fired by the Oyetola government.


He sued the state government for breach of contract and demanding damages.


So Adeleke's administration inherited the dispute over the water treatment plant.


The new administration checked out what caused the termination of the contract. The Islamic Devt Bank and the Federal Ministries cited false documentation, fake foreign partner and lack of capacity against the contractor.


When the new government checked the entire project, a lot of infractions bordering on corrupt conduct were discovered.


The Consultant was suspended by the new administration and a substitute was approved by the funders in Jeddah.


The contractor issue however remains a sticky point as the Adeleke administration embarked on an out of court settlement.


The negotiation has been very difficult as the contractor was like demanding a pound of flesh.


While the negotiation was ongoing , the state Governor wrote to the ISDB seeking extension of the funding deadline.


Facts on ground are that the replacement of the consultant had no negative impact on the project as the decision helped to save billions of naira of taxpayers' money.


The sticky point is the inherited contractual disputes over the water treatment plant.


The contractor wants the state to pay him over 4 Billion naira in damages under the out-of -court settlement when he should have been prosecuted for infractions that necessitated the termination of the contract in the first place.


The state is prevailing on him to be conscious of the weight of allegations against him and withdraw his case in court. The Contractor's demand for N4 billion is adjudged to be outrageous and fraudulent.


The said contractor handling the water treatment plant is under serious police investigation for fraud and forgery, while the present Administration at the same time is giving him the option of withdrawing the case which he instituted during Oyetola's administration.


This is to enable the State Government to move forward with regards to the project. The issue is still ongoing.

It is however the Adeleke administration that initiated the criminal investigation against the contractor, an area where Oyetola failed and the contractor outsmarted them. Adeleke's Administration refused to fall for the contractor's tricks, rather has been focused on how to get the project to completion

Reports indicate both state and federal authorities are working to get the project life span extended.

For any elected figure, a year can mark a significant milestone in the fast-paced realm of politics. It is time to take stock of Governor Ademola Adeleke's first year in office, including his accomplishments, and overall effect on the state health care sector. Under Governor Adeleke's administration, Osun State's healthcare sector has undergone a stunning transition in the last 12 months. However, Adebayo was not persuaded by the experience that the plan was viable and authentic. As the cost would have been ten times higher and he would have had to pay all of his bills out of pocket.
The Turning Point: A look at the failure of health insurance in Nigeria
Even though the National Health Insurance Scheme (NHIS) has been in place since 2004, more than 90% of Nigerians do not have health insurance, hence they must pay for medical treatments out of pocket. The executive secretary of NHIS, Mohammed Sambo, stated in 2021 that the main reason for the organization's subpar performance was the Act that established it not making it mandatory. Additionally, it was unduly formal sector-focused, ignoring inhabitants of the informal sector such as vendors, artisans, and casual and domestic workers, even though the informal sector accounts for more than 60% of the country's GDP.

Nonetheless, a bill renaming the NHIS the National Health Insurance Authority and making it mandatory for all Nigerians to enroll in the program was successfully enacted by the national assembly in May of last year. To evaluate the effectiveness of the modified Act, however, is premature.
Local laws such as O'HIS attempt to reach a wider audience at the state level; nevertheless, because of inadequate implementation, several state programs have not fared as well as their federal counterparts. For instance, less than 10% of people who signed up for the FCT Health Insurance Scheme in Abuja were from the unorganized sector. The situation is similar in Delta State, where just 1.38 percent of all registrants work in the unorganized sector.
A look at How the O’HIS WORK
O’HIS offers provisions for traders, families, tertiary institution students, organized private sector, civil personnel, and traders to offer inexpensive healthcare services to all citizens. Public employees are covered by a government contribution of 3% and 1.5% of their base pay, whereas non-public employees must pay an annual premium of N12, 066 or N57, 600 for individuals or families, respectively, in order to receive the benefits.
Using an online application form, a person or family can register in a matter of minutes. Following enrollment, individuals are put in charge of finding the nearest accredited facility by being assigned to a health management organization, or HMO. HMOs are organizations that pay for the ability to sign up new members for public health insurance programs.
Under the program, 442 public and commercial health institutions ranging from basic healthcare facilities with inadequate equipment to secondary and tertiary hospitals with adequate furnishings have been accredited. A patient's primary hospital will refer them to a more equipped, accredited facility if their needs exceed what the facility they are enrolled in can provide.
Primary, secondary, and higher enrollment categories are used by the program, according to Adesakin Olatunji, an OHIS desk officer at the University of Osun Teaching Hospital.

"The primary category includes any patient receiving care from a general physician at a facility that has earned OHIS accreditation. Patients in this category only have to pay 10% of their costs because capitation pays the remaining amount. Osun Health Insurance Agency pays accredited health facilities N570 capitation per enrollee monthly depending on the number of enrollees under such a facility,” Olatunji said.
“Patients with a reason to see a specialist [like an ophthalmologist or a surgeon] fall under the secondary category, while those whose diagnosis falls beyond the scope of their facility and have to be referred to a more capable health care facility fall under the tertiary category.”
Patients under the secondary and tertiary categories are catered for through a “fee for service” policy. The policy mandates well-equipped accredited facilities to accept referred patients, treat them, collect only 10% of their bills, and later reclaim the remaining 90% from the Osun State Health Insurance Agency through their HMO.

From the aforementioned, aggregating the services of the O’HIS from inception, referencing the case of Adebayo and all the maladjustment within the scheme in the previous administration, compared to the reform provided by Governor Adeleke, it is no gainsaying that the health insurance has provided inclusiveness and reliability, because, from the unprecedented conundrums in the health care sector, with the ongoing service being rendered to the community at large now, Governor Adeleke’s administration has undoubtedly provided and demonstrated agility and responsiveness in managing the situation of health delivery services in the state by investing in health care infrastructure, distribution of medical supplies, and collaboration with the Federal government showcases commitment to the well-being of the citizens.


IMOLE MEDICAL OUTREACH

In order to ensure sustainability, inclusivity, and growth for the benefit of a large number of people, Osun State Governor Ademola Adeleke revealed that his administration intends to regularly offer free medical outreach. The medical outreach, however, has aided 2000 persons in each of the nine (9) federal constituencies in Osun State, and so far, over 20,000 patients has been a beneficiary of the Imole Mobile Surgical Medical Outreach.
In announcing the start of the second phase of Imole Medical and Surgical Outreach in Ilesa, Osun State, the governor gave the state commissioner for health instructions to develop a comprehensive plan in that regard. Recall that about 22,000 state residents benefited from surgeries, eye exams, and other medical services during the first phase of Imole Medical Outreach, which took place between February and April 2023. Governor Adeleke also stipulated that the initiative be integrated into all state-run healthcare facilities and reaffirmed his commitment to using public funds in order to enhance effectiveness in the program.
The success of the program in the meantime has demonstrated the Governor’s vision for a healthier and happier community, and the whole of Osun state citizens are inspired by the compassion and leadership the Governor has demonstrated. The Imole Outreach not only addresses immediate healthcare needs but also fosters a healthier population, which furthers the state's overall development and prosperity. It is a beacon of hope and a testament to Sen. Ademola Adeleke’s commitment to the well-being of the people he serve. Giving access to necessary medical services, especially to those who may not have the means to afford them, is a noble endeavor that reflects the Governor’s dedication to improving the health and quality of life for the citizens of Osun State.


WORKFORCE DEVELOPMENT IN HEALTHCARE:

In light of the critical role that healthcare professionals play, Governor Adeleke has made the welfare and training of the state's healthcare personnel a top priority. The quality of healthcare services has increased, and healthcare workers' morale has increased as a result of investments in continuing education programs, hiring qualified staff, and providing essential resources. Developing a sustainable and effective healthcare system requires this strategy.
According to a publication by Flowerbud news, it was reported that Sen. Ademola Adeleke, the governor of Osun State, has approved the hiring of more healthcare professionals to staff all basic healthcare facilities in an effort to improve primary healthcare throughout the state.
A report made by Dr. Fabiyi stated that the governor has also given the go-ahead for the installation of solar energy at 322 Osun State Primary Health Centers. In addition to regularly distributing medications to all Primary Health Care facilities, the governor has authorized monies as part of a welfare package for Osun State's medical professionals, according to the Executive Secretary of the Osun Primary Health Care Board.
Dr. Fabiyi recommended Osun State residents, especially those living in rural areas, to visit the Primary Health Center closest to them if they experience any health issues. Trained staff members are always available to provide free medical care.

The government of Osun state has denied news reports that Governor Ademola Adeleke spent N8 billion in three months, clarifying that the Governor's office comprises more than seven agencies and departments alongside many government wide operations and activities.

Describing as laughable the presumption that the Governor's office stands for Mr Governor alone, the statement by the Commissioner for Information, Hon Kolapo Alimi noted that the allocation to Governor's office stands for capital, recurrent and overhead cost of all agencies, departments and units operating within the Governor's office and with several government wide responsibilities.

While clearing the Governor of any misdemeanor, the statement noted that the Sahara publication mischievously and falsely attributed expenditure on refurbishment of government quarters, Imole Medical outreach, salaries and emoluments of staff of several agencies and other governmental activities as expenses by the Governor.

This is false and mere fabrication arising from deliberate misinterpretation of budget data, the government affirmed, listing several departments under Governor's office to include Bureau of Social Services, Office of Sustainable Development Goals, security department, Osun Investment Promotion Agency, Osun New Town Development Agency, Osun Signage Agency, Osun Agric and Osun Land bank among others.

Government expenditure across the various departments include refurbishment of vandalised government quarters, procurement of official vehicles, replacement of vehicles carted away by the previous government, refurbishment of offices of agencies that make up the Office of the Governor which were left in terrible states by the previous administration; provision of funds for the execution of Imole medical outreach series; provision of funds for emergencies in the welfare of the citizens as individuals and groups.

The N6.01 Billion referred to in the publication therefore encompasses the entire expenditures (Personnel, Overhead & Capital) of the Office of the Governor including the agencies and parastatals under it, for the period in question.

The statement posited further that the personnel cost which was a sum of 209m was for the 771 staff of twelve Bureau and Offices under the Office of Governor while the overhead which was a sum of N4 billion represent the amount spent on acquisition/replacement of vehicles and financing of Imole Medical outreach.

The 1.7B on Capital represents the amount spent on the refurbishment of quarters and government offices.

In the same vein, the N800m naira referred to in the publication represents the entire expenditure of the State House of Assembly for the period.

It should be noted that the amount quoted for the refreshment and meal, welfare packages, and publicity and advertising were meant for all the Ministries, Department and Agencies including all Tertiary Institutions in the State.

Osun Govt Speaks on Budget 2023, Debunks Sahara Reporters' Publication on Governor Adeleke

The government of Osun state has denied news reports that Governor Ademola Adeleke spent N8 billion in three months, clarifying that the Governor's office comprises more than seven agencies and departments alongside many government wide operations and activities.

Describing as laughable the presumption that the Governor's office stands for Mr Governor alone, the statement by the Commissioner for Information, Hon Kolapo Alimi noted that the allocation to Governor's office stands for capital, recurrent and overhead cost of all agencies, departments and units operating within the Governor's office and with several government wide responsibilities.

While clearing the Governor of any misdemeanor, the statement noted that the Sahara publication mischievously and falsely attributed expenditure on refurbishment of government quarters, Imole Medical outreach, salaries and emoluments of staff of several agencies and other governmental activities as expenses by the Governor.

This is false and mere fabrication arising from deliberate misinterpretation of budget data, the government affirmed, listing several departments under Governor's office to include Bureau of Social Services, Office of Sustainable Development Goals, security department, Osun Investment Promotion Agency, Osun New Town Development Agency, Osun Signage Agency, Osun Agric and Osun Land bank among others.

Government expenditure across the various departments include refurbishment of vandalised government quarters, procurement of official vehicles, replacement of vehicles carted away by the previous government, refurbishment of offices of agencies that make up the Office of the Governor which were left in terrible states by the previous administration; provision of funds for the execution of Imole medical outreach series; provision of funds for emergencies in the welfare of the citizens as individuals and groups.

The N6.01 Billion referred to in the publication therefore encompasses the entire expenditures (Personnel, Overhead & Capital) of the Office of the Governor including the agencies and parastatals under it, for the period in question.

The statement posited further that the personnel cost which was a sum of 209m was for the 771 staff of twelve Bureau and Offices under the Office of Governor while the overhead which was a sum of N4 billion represent the amount spent on acquisition/replacement of vehicles and financing of Imole Medical outreach.

The 1.7B on Capital represents the amount spent on the refurbishment of quarters and government offices.

In the same vein, the N800m naira referred to in the publication represents the entire expenditure of the State House of Assembly for the period.

It should be noted that the amount quoted for the refreshment and meal, welfare packages, and publicity and advertising were meant for all the Ministries, Department and Agencies including all Tertiary Institutions in the State.

OSUN CHIEF JUDGE SAGA: IS THE NBA FAR FROM THE LAW?

I read a release by the Nigerian Bar Association purporting to be the position of the NBA regarding the Osun Chief Judge saga. I was wondering, after reading, whether the piece was actually issued in the name of the NBA or the personal opinion of an individual or a group of Lawyers. If it was the opinion of an individual or a group of Lawyers, then there will be no need for this my rejoinder, however, if it was truly the position of the NBA, I would say then that NBA National and of course any branch that may be associated with the position must have been far from the law.

Firstly, the position as purportedly rendered by the NBA was a rushed and crushed judgment, a prejudicial position that must have been sold to the NBA National by some elements holding the brief of the Osun Chief Judge. Instead for the NBA to adopt the principle of audi alterem partem before being stampeded to make a release, the NBA officials fell a prey for the stampede. The question is did the NBA contact the Speaker of the Osun State House of Assembly to hear his own side before making the watery release in a manner consistent with that of whitewashing big lies.

Well, without any apology, the NBA as a body must have been far from the law by making such an embarrassing release without verifying facts and figures, and without due consultation with the laws. It was like a farmer sewed an unfitting jacket for a tailor, and the tailor, as professional as he claims, put on the jacket only to be seen not to be fitting. The best is for the tailor to remove the jacket and sew another one or amend the badly sewn jacket, to prove that he is truly a professional.

For a reminder, the resolutions of the Osun House of Assembly should be ready over and digested again. They haven't exercised any disciplinary control over the Chief Judge. The House of Assembly, made resolutions carrying the NJC and the JSC along. This was a clear departure from the instances and cases with which the NBA bombarded her sentimental release in the name of the NBA as if all lawyers support her position.

Is the NBA far from Sections 128 & 129 of the 1999 Constitution of Nigeria, vesting investigative powers in the State Assembly to make findings regarding matters in respect of which they have powers to make laws, so much that they have powers to receive evidence, summon witnesses while exercising their investigative powers and it extends to all authorities and persons, a judge, however high, inclusive, if the issue concerned is about matters, especially as it concerns funds appropriated by the House of Assembly. The Constitution is clear that the purpose of the section is to expose corruption. That is what the Osun State House of Assembly has done here. The Assembly is populated by vibrant youths and qualified professionals including seasoned lawyers who knows their onions and who might have consulted widely before making their Resolutions.

Let the NBA tell us that the provisions of sections 128 & 129 of the 1999 Constitution are no longer there. The House of Assembly has acted within the law, that they have exposed corruption in the Osun Judiciary, and in order to ensure discipline, the affected judicial officer be referred to the NJC. Have they foiled the law? Not at all. They haven't exercised any disciplinary control over the judge.

And come to think of it, the power to appoint or remove a judge is not exclusive to the NJC. It is a tripartite arrangement among the Executive, the Legislature and the NJC. Whether appointment or removal, the NJC can only recommend, the executive approves and the approval must be with the support of two-third majority of the State Assembly or the Senate depending on whether the judicial officer is of a State or Federal. The constitution is clear about it. It is therefore a fallacy that investigating, disciplining and removing a judge is exclusively that of the NJC.

I State it again, all the cases cited by the NBA, the Habeeb Elelu's case and others are not applicable in this circumstance. The House has powers to investigate a judge. And the rule of natural justice dictates that she can't be sitting as the Head of the Judiciary while she is being investigated. And in recoursing to the NJC, the House of Assembly has done well, and by appointing an Acting Chief Judge with a notification to the NJC awaiting their response before swearing-in the Acting Chief Judge was a good step on the part of the State Executive.

Instead of the NBA to make a general statement, studying the situation and following keenly, the NBA fell for the emotions of the lawyers who are propagandists and they have brought an embarrassment to the NBA.

Is it that the law is far from the NBA as a body or it is the NBA that is far from the law.

ICAN AUDIT COMPLIANCE RATINGS: OSUN, TWO OTHER STATES SCORED EXCELLENT

Osun State alongside two other States has emerged as the top three states in the recent ranking of all the 36 states and the FCT as of October 2023 according to the accountability index of Institute of Chartered Accountants of Nigeria (ICAN)

The ICAN’s rating on state’s compliance with audit rules as of October 2023 scored Osun, Ekiti and Lagos state as ‘Excellent’, seven states were scored ‘good’ while 26 others were rated ‘fair’.

ICAN commenced audit rating for states to assess financial management and accountability of state governments. The assessment focuses on compliance with audit rules and regulations and the quality and timeliness of audit reports, resulting in a rating of Excellent, Good, Fair or Poor for each state.

According to Innocent Okwuosa, the 59th president of ICAN, “the rankings suggest an overall trend of improving compliance with the constitutional requirement to audit state and local council accounts since the introduction of the ICAN accountability index.

An “Excellent” ranking for Osun state by the ICAN rules means “the Osun state government under Governor Ademola Adeleke has an excellent level of compliance with audit rules. Ensuring timely submission of audit reports with high level of quality and ensuring full implementation of audit recommendations.

This impressive performance of Osun State is another testimony of His Excellency, Governor Ademola Adeleke’s commitment to due process, transparency and accountability in the governance affairs of the state.
