THE Speaker of the House of Representatives, Honourable Yakubu Dogara, on Thursday, vowed that no Nigerian involved in the contracts scam that ran into billions of US dollars at the Nigerian Railway Corporation (NRC), would be allowed to go unpunished.
Honourable Dogara stated this while declaring open the ongoing investigative hearing by an Ad-hoc Committee set up by the House to probe the Ministry of Transport and the Nigeria Railway Corporation (NRC) over the award of contracts for the rehabilitation of rail tracks, maintenance of bridges and procurement/rehabilitation of coaches and locomotives.
According to him, “In line with the anti-corruption stance of the present APC government and the Legislative Agenda of the House, this Ad-hoc Committee must ensure that the billions of US dollars spent on the contracts for rehabilitation and maintenance of rail tracks, construction of standard gauges, bridges, procurement of locomotive wagons and coaches from 2010 - 2014, answers to the value for money expectations of Nigerians.”
“There must be no sacred cows and the Ad-Hoc Committee must not take prisoners by not only calling a spade a spade, but by also exposing corruption in the process and all those who have misappropriated or misapplied railway funds or assets,” he stated.
“In line with our commitment to support the present administration in the ongoing war against corruption, the Ad-Hoc Committee must not fail to utilise its powers under Section 89 (d) of the 1999 Constitution, should any person fail or refuse to respond to its summons,” he declared.
“In such cases, referral should be made to the House to cause a bench warrant to be issued against them so that such person(s) who are still in deep slumber may know that change has come to Nigeria,” he said.
“The constitution empowers us to compel the attendance of any person or authority in Nigeria no matter how highly placed, which is a very potent tool. I assure you this time around that no such person(s) will have a president to run to for a cover or protection from appearing before you to answer questions regarding allegations of corruption against him or her,” Dogara assured.
The speaker, however, stressed that the hearing was not in any way aimed at rubbishing or witch-hunting any individual, but only to assure Nigerians that their commonwealth was not squandered by those entrusted with its management.
“We must note, however, that this investigation is not a witch-hunt of any person. Indeed, we have no scores to settle with anybody. The only scores we have to settle is against corruption, inefficiency or waste in administration of funds belonging to Nigerians. We are only performing our sacred constitutional duties,” he pointed out.
Earlier, the chairman of the Ad-hoc Committee, Honourable Johnson Ehiozuwa Agbonayinma, representing Egor/Ikpoba Okha Federal Constituency of Edo State, had said, “the probe was not in anyway designed to rubbish any Nigerian, but primarily to let Nigerians know how their taxes are being spent.”
He stressed that “the contribution of transport to our Gross Domestic Products (GDP) has been on the downward trend due to poor state of our rails thereby resulting to an economic loss to the tune of N450billion annually.”
Earlier, three former chairmen of the Board of NRC, on Thursday, disowned all the various contracts worth over N1 trillion awarded during their tenures for the rehabilitation of the nation’s railway system.
The three former chairmen who denied their physical involvement in the award of the contracts before the Honourable E J Agbonaiyinma-led House of Representatives Ad-hoc Committee are Alhaji Bamanga Tukur, Alhaji Abubakar Kawu Baraje and Senator Ladan Shuni.
The trio, however, advised the committee to beam its searchlight on the supervising Federal Ministry of Transports and the Managing Director, NRC, Engineer Adeseyi Sijuade for facts and figures relating to all the contracts being investigated.
They assured the committee of their readiness to cooperate with it in its determined efforts to unearth the alleged contracts scam in the overall interest of the country.
They all claimed that on assumption of duties, during their tenures, the MD of the NRC in his briefs to them stated that all the contracts had been awarded and were at various stages of completion, adding “the managing director even made it clear in his briefs that the procurement Act excluded the board from contract awards.”
This came just as the Transport Minister, Mr Rotimi Amaechi and the officials of the ministry failed to appear before the committee and without any representation.
The chairman of the committee, who frowned at the development, disclosed that the Permanent Secretary of the ministry even called him on phone and promised to be around for the proceeding of the committee.
Defending himself during his submission before the committee, Alhaji Baraje said “the NRC board under me never awarded any contract. The records are there. There was only board meeting and one emergency board meeting under my leadership. “When the MD told me that all the contracts had been awarded and that the board had no role in contract awards, I set various committees for oversight functions for the proper execution of the contracts.
“The former president, Dr Goodluck Jonathan, sent me to the NRC to ensure and provide a functional rail system in the country, but I was rendered redundant and I have to resign as the Chairman of the Board. I was a toothless bulldog, I couldn’t cope. They appointed consultants attached to each contract awarded,” he stated.
“The various committees I set up for the supervision of the jobs performed very well. I was at the point of collecting their reports for study and as well interacting with the projects consultants when I resigned my appointment due to frustration,” he lamented.
Speaking in the same vain, Alhaji Tukur said that his board did not award any contract as the MD, in his brief, said all the contracts had been awarded and were being executed while several huge amounts of money had been paid out.
Tukur, who said that four board meetings and one emergency were held during his tenure, urged the committee to go through the minutes of all the meetings and would discover that nowhere was contract issues mentioned, promising to make the minutes of the board meetings under his chairmanship available to the committee on request.
In his own defence, Senator Ladan who washed his hands in the award of contracts during his brief tenure said “I am on oaths, we were not happy about the happenings in the NRC then, but we cannot help the situation.”
Senator Ladan disclosed that he was a member of the board, but only became the chairman when Dr Haliru Bello, the then chairman was appointed minister and that to the best of his knowledge no single contract was awarded.
He pointed out that all the needed clues and information to get to the root of contracts awarded, names of the companies, values, completion stages and the amounts already paid out to the contractors had been provided by the invited former chairmen of the NRC and urged the committee to rely on those information.
The trio provided all enquiries and questions put before them by the members of the committee relating to their tenures and promised to reappear before the committee if the need be.
Commending them, the Chairman of the Committee, Honourable Agbonaiyinma said that the committee was impressed by their presentations and promised that the committee would go through all their submissions to know the next line of action.

A father of two was shot dead and three girls raped on Sunday morning after over 20 armed robbers stormed several streets at Isale-Oja area of Agege in Lagos State.
The daredevil robbers, who started their operation from Capitol Road, raided over 30 buildings in different areas, dispossessing victims of valuables.
Residents of some of the streets attacked said the robbers operated unchallenged for hours.
They said they called the police, but no policeman didn’t show up until after the robbers left.
A resident said that the father of two, Usman Muhammed, 30, would have still been alive if not that he attempted to stab one of the robbers.
One of the bandits shot him.
The bullet, which killed Muhammed, hit a lady in the compound.
The lady, identified simply as Rabi, is presently battling to stay alive in a private hospital.
A resident said: “The robbers, numbering over 20, stormed the streets in commercial buses and started operation from Capitol Road. The robbers killed Muhammed after collecting N32,000 from him. They moved to Akerele and Papa Uku Streets in the same community where they raped and robbed residents.”
The widow of Muhammad, Hauwa, recalled the last moment of her husband.
She said: “At about 12:24am, we heard someone knocking on our door. We were surprised. My husband asked who was there, but the person didn’t answer. My husband went and opened the door. He saw the armed robbers. They were four at the door. One of them pointed his gun at my husband. We later heard that others were outside, waiting. They followed my husband into our apartment.”
Hauwa explained that after the bandits gained entry into their apartment, they demanded for Muhammed’s money and Hauwa’s jewelries.
Hauwa said: “My husband and I handed over the money and the jewelries. Just as they were leaving, my husband dashed into the kitchen, brought a knife and attempted to stab one of the robbers. It was at that point they shot him in the stomach.”
The shooting of Muhammed took place in the corridor of the compound.
The bullet killed Muhammed and also hit Rabi, who was inside her apartment.
Another resident said: “We rushed Muhammed to two private hospitals in the community, but he was rejected. He died on the way to the Lagos State University Teaching Hospital.”
The residents urged the state government to do something about security of the area.
Kunle Idowu, a resident of Papa Uku Street, said: “The robbers robbed somewhere at Capitol Road before coming into our street. My house is close to the main road. The robbers were fully armed and came prepared. They called names of prominent people in the community. They said they came to collect what belonged to them. We couldn’t sleep. It was like a war zone. Every tenant lost one or two of their valuables.
“Three of our girls in the community were raped when the robbers couldn’t get anything from their parents. Government should come to our rescue. We can’t walk freely at night.”
A resident of Akerele Street said he was angry with the police.
According to him, when they got wind that the robbers were around, they quickly called the phone number of the Divisional Police Officer in charge of Isoko Police Station, but the police didn’t come until the robbers left.
When the Lagos State Police Public Relations Officer, DSP Joe Offor, was contacted to confirm the story, he said he was not aware of the incident.

Babatunde Fashola

Adamu Adamu
Quite unknown within Nigeria’s political terrain, and posted to head the education ministry is seen as a big winner.
His appointment as education minister came to many as a shock when compared to the many professors and former Vice Chancellors in the list of President Buhari’s ministerial nominees.
Mallam Adamu Adamu is an accountant, a public analyst and a columnist with Daily Trust Newspaper.
Usani Usani Uguru
The new minister who was also unknown in Nigeria’s national political arena is here seen as a winner being appointed as Minister of Niger Delta.
The ministry seen as a very important one considering the size of its budget and influence on a number of people and the Niger Delta region as a whole. Many see Usani as being very lucky landing the posting.
Rotimi Amaechi
He is seen as winner considering the level of opposition his nomination received. He would have been an object of grave ridicule if he was given anything less.
Amaechi being posted to head the transport ministry is a boost to his political career and his waning influence in his state of origin.
Kemi Adeosun
President Muhammadu Buhari appointment of Mrs. Kemi Adeosun as the Minister of Finance raised lots of eye brow on Wednesday as many Nigerians believed that the major contender for the job was Amina Mohammed who was named the minister of Environment.
Mohammed currently serves as the Special Adviser to UN Secretary-General Ban Ki-Moon on post-2015 development planning. She is also the Founder and CEO of the Center for Development Policy Solutions and an Adjunct Professor for the Master’s in Development Practice program at Columbia University. She was also the Founder and Executive Director of Afri-Projects Consortium among other qualification that makes her a better handler of the Nigerian economy.
Adeosun on the hand is considered a winner as she was able to beat out Mohammed.
Before her new appointment, Mrs. Kemi Adeosun was the Honourable State Commissioner for Finance in Ogun State.
Audu Ogbeh
This 68 years old politician, Audu Innocent Ogbeh can be considered a winner as Agriculture is a field he is familiar with.
He has a huge experience in agriculture. It was also believed that he would be named as minister in the named area. There was no shock or surprise factor.
This is also his third appointment as a minister in the Federal Republic of Nigerian.
In 1982 he was appointed Federal Minister of Communications, and later became Minister of Steel Development. His term of office ended in December 1983 when a military coup brought Major-General Muhammadu Buhari to power.
Audu was the chairman of the People’s Democratic Party (PDP) from 2001 until January 2005.
Lai Mohammed
Lai Mohammed was a huge part of why President Buhari Muhammadu won the last elections.
Until his appointment, he served as the Publicity Secretary of the All Progressive Congress (APC). Immediately he was nominated a minister, Nigerians believed he would be rewarded as the minister of Information.
He was named minister of Information with an added cap of culture which has the largest number of parastatals. This implies that Mohammed bags two portfolios fused in one. It is surely a good reward for Mohammed who Nigerians are begging to deliver campaign promises which was filled with bogus propaganda.
Udo Udo Udoma
With his background in the Senate in June 1999, where he was appointed as vice chairman to committees on Public Accounts, Judiciary, Banking & Currency, Science & technology, Privatization and Drug & Narcotics, it not surprising that the President found him worthy to handle Budget and National Planning.
Not many people who have served as Governor in two terms with opposition get a strong role in the ruling party.
Senator Udoma also served as the Special Adviser to the Minister of Petroleum and Natural Resources between 1993 and 1994.
While mixed reactions have continued to trail Udo Udoma’s nomination for ministerial slot for Akwa Ibom State, not a few people believe that his choice has reunited the two leading parties in the state.
His nomination by President Muhammadu Buhari for appointment is seen by political pundits as a step in the right direction with stakeholders holding that his choice is apt considering the calibre of persons the President has vowed to work with, in the new dispensation.
Dan Ali
The appointment of Brigadier General Dan Ali as Defence Minister came as a surprise to Nigerians as everyone thought that Abdulrahman Dambazau was more qualified for the job. Dambazau was however, named Minister of Interior.
He is a retired Nigerian Army Lieutenant General who served as Chief of Army Staff (COAS) between 2008 and 2010.
Losers
Ogbonnaya Onu
As minister of Science and Technology though wouldn’t have fitted better in any other ministry is perhaps a loser considering his pedigree in politics. Many Nigerians believe that he actually deserves better than a ministerial position.
Recall that Onu was once speculated for the position of Secretary to the Federal Government, a position many felt befitted his personality and achievements in politics.
Kayode Fayemi
As minister solid minerals came to many as a disappointment after being widely speculated for the foreign affairs or education ministry considering his background in international relations and education. Being a square peg in a round hole, he is seen as a loser.
Pundits believe that Fayemi will have to depend on his administrative experience as former governor of Ekiti State to make headway in this rather unfamiliar terrain.
Chris Ngige
An accomplished politician, doctor and retired Director in the Ministry of Health was touted as perfect for the health ministry. Now posted to oversee the rechristened Ministry of Labour and Employment he is seen as a loser.
Also seen as a poorly funded ministry, Ngige will find it difficult to make impact politically being from a state controlled by the opposition People’s Democratic Party (PDP).
Heineken Lokpobiri, a lawyer and accomplished politician from the Niger Delta many are sure may not have anticipated his posting as a minister of state in the agriculture ministry. He is therefore seen as a loser.
Heineken, a former Senator who has served on the Senate committees on Sports, Public Accounts, Police Affairs, Niger Delta and Millennium Development Goals was expected to be given a role in any of these sectors. He is also seen as a square peg in a round hole.
Ocholi James is seen by many as one of the biggest losers being posted as a minister of state for labour and employment.
As the most Senior Advocate of Nigeria (SAN) among the ministerial nominees, his firm grasp and understanding of the Nigeria’s judicial system as expressed intelligently during his screening at the Senate coupled with his long standing relationship with President Buhari, many had allocated to him in their expectation the position of Minister of Justice and Attorney General of the Federation. Many are still expressing shock at his posting.
Prof. Anthony Onwuka
The former Vice-Chancellor of Imo State University bagged the Minister of State for Education. Ordinarily, it would seem he is lucky but when it is considered that the man posted to head the ministry does not have a strong background in the academia, many see him as having lost out.
Bola Tinubu though not a minister himself is seen as the greatest loser in the whole politics that surrounded the nomination drama. With estranged political sons like Babatunde Fashola and Kayode Fayemi getting very important posting against his desire, he is losing his anticipated influence at the centre.
This is even made worse with his preferred candidates not even nominated at all. Many are not sure of the future of the much celebrated relationship between the influential politician and the President, which saw the PDP kicked out of power at the federal level.

One Paul Unegu of Hausa Quarters in Izzi Unuphu community, Abakaliki local government area of Ebonyi state has been arrested for killing his elder brother, Sunday Unegu.
Paul, who killed his elder brother in a scuffle, was arrested on Thursday.
Sunday, police say, had accused Paul of stealing his fowls and had warned him to desist from the act.
The victim’s wife, Ifeoma, told sympathizers that Paul continued to steal the husband’s fowls which annoyed him and he confronted Paul in his house, leading to a violent fight between the two.
She said, ‘’I told my husband not to go to Paul’s house because of the matter because I know how he behaves but he did not listen to my advice.
‘’Look at what it has resulted to; am now a widow in this early stage,” she said.
A witness said the victim confronted Paul with a bottle with which he hit him on the chest and then went brought a cutlass from his house.
‘’So, when Sunday came back with the cutlass, Paul confronted him and two of them started struggling.
‘’In the process, the cutlass cut his throat and he fell down while blood started gushing out seriously’’.
The spokesperson for the police in the state, George Okafor, who confirmed the incident, said the suspect had been arrested.
Mr. Okafor, an assistant superintendent of police, said the command received a distress call on the matter and that by the time police officers arrived the scene, the victim was already bleeding.
Mr. Okafor said the victim was taken to hospital where he was confirmed dead.
“The suspect will be arraigned in court after investigation,” he said.
