2️⃣ Letter of Authorization – If the original owner (the name on the papers) is reachable, they can simply write and sign a letter authorizing you to process the permit, with their ID attached.

3️⃣ Proof of Purchase / Change of Ownership – If you bought the vehicle but the papers haven’t been updated yet, you can attach the sales receipt or change of ownership documents. This usually clears doubts.

4️⃣ Company Vehicles – If it’s registered in a company’s name, then a letter on company letterhead + CAC documents will be needed.

👉 In summary: if snapping the original owner’s ID is not possible, the most straightforward alternative is affidavit of ownership + your own ID. That usually works well in practice.
If the car is in your mum’s name but she’s unavailable, there are still ways around it.
