Romance / Why Most Guys Mistake A Girl’s Friendliness For Flirtation by Easzy96(m): 11:04am On Jun 24, 2018
Sometimes most guys often mistake a woman’s friendliness and politeness for seduction. I use to be like that before, whenever a beautiful girl smile at me or she is extra nice to me. I would think she is trying to seduce me or flirt with me.

Most guys make these mistakes and actually there have been a few studies done of different quality that indicate that men are bad at figuring out what women mean by body language.

Here are reasons why most guys mistake a girls niceness for flirtation:
One of the first reasons is because some men really want to think that they’re being flirted with even though they aren’t. Like who doesn’t want to feel important, the feeling of having a hot girl trying hard to seduce you.

Another reason is “lack of admirers” Meaning, when you don’t get admirers more often than normal. Then just a little friendliness from a girl, such a guy would get the wrong message.

Too much Admirers: I know these sound confusing, countering my first point, but… As a playboy or a guy famous with women. When such a guy meets a new girl. They are coiled to think of flirtation whenever such a new girl is trying to be nice or polite.

Over Confidence: When a guy is way over his head, they tend to believe every girl will fall for there looks, finance or charm and would definitely try to seduce them.

Phones / MTN Ready To Take Over Visafone Licence by Easzy96(m): 6:21am On Jun 22, 2018
Nigerian Communications Commission ( NCC) has begun the process for the transfer of the licence of Visafone Communications Limited to digital mobile operator , MTN Nigeria Communications Limited .
It was gathered that the transfer of Visafone ’s license would also involve the transfer of its frequencies to MTN . Towards this goal , the regulatory agency confirmed through Tony Ojobo , its spokesperson , that it would hold a public forum in Abuja next Monday on the transfer of the resources belonging to Visafone to MTN .
In industry realignment , MTN had acquired 100 percent stake in Visafone , one of the frontrunners in the provision of telecommunication services deploying the Code Division Multiple Access technology , which is more in use in the United States than Europe .
Although the transaction was approved by the NCC as required by the law , the regulatory agency later issued a statement clarifying that the transfer of the shares of Visafone to MTN did not automatically mean the transfer of the license and frequency to the mobile operator. Ojobo had stated that a decision had yet to taken on the transfer of the license from Visafone to MTN Nigeria after the acquisition of the Visafone shareholding by the latter .He had said , “A decision to transfer the Visafone licence to MTN has not yet been taken.
What has been approved in the transaction is 100 percent shareholding and not the licence.“ The NCC’s final approval to the changes in shareholding of Visafone Communications was taken by virtue of Section 38 of the Nigerian Communications Act , 2003 . Section 38 of the Act states that ‘the grant of a licence shall be personal to the licensee and the licence shall not be operated by, assigned , sub -licensed or transferred to any other party unless the prior written approval of the commission has been granted ’.“This clarification has become necessary in order to allay the fears in some quarters that the frequency has been withheld by the commission. ”

Education / Why Nigerian Universities Don't Rank High Globally, By Okebukola by Easzy96(m): 5:41am On Jun 22, 2018
Former Executive Secretary of the National Universities Commission ( NUC ) , Professor Peter Okebukola, has attributed the poor rating of Nigerian universities globally to lack of adequate funding .He urged the Federal and state governments, as well as the private sector to dedicate more resources to the funding of education to remove those challenges that make the nation ’s universities to attract less global recognition .
Okebukola stated this in a paper titled : Can The Bones Rise Again ? A Peep Into The Revitalisation Of The Nigerian University Reform, which he delivered at the Ekiti State University , Ado -Ekiti during the institution ’s 23 rd convocation ceremony . He added that the university system would continue to fail in Nigeria until poor staffing and insecurity, among others were resolved before the country could rise to stardom in its higher education reforms and global rating.
He said it was pathetic that the Tertiary Education Trust Fund ( TETFUND ) established by the Federal Government to fund tertiary institutions , could only give financial support to a few universities , while others were made to develop at slow pace .
Describing the development as a serious impediment to the growth of Nigerian universities , Okebukola advocated radical curricula reforms by the NUC to promote the new ideal of entrepreneurial education that would make students self- employable and relevant in the labour market .“Nigerian universities are having a lot of challenges, but funding is the major denominator. It has caused poor power supply , poor information and communication technology ( ICT) network, low students ’ enrollment and poor infrastructure in our universities .
“50 per cent of the institutions in Nigeria complained about epileptic power supply . Many of them rely on alternative power supply such as generators . This has resulted in increased cost of running the institutions . “About 37 .5 per cent of the institutions perceived lack of support from the government through TETFund as a major setback in financing the development of infrastructure and they also complained of multiple -taxation.”
“Surveyed also showed that about 50 percent of the universities complained that the universities have low enrollments , because many of the students could not afford the cost ,” he said .He said the country must tackle terrorism in the Northeast to make the institutions in the area safe for Nigerians .Speaking on the need for curricula reforms, Okebukola said : “There is an ongoing higher education reform under the auspices of the NUC, NBTE , NCCE . One of the drivers of this effort is the realisation that in the next 10 years , the jobs that will be available for graduates at the national level and globally will be different from what we have today ”.

Politics / Benue Groups Kick Over N170 Billion Vote For Cattle Ranches by Easzy96(m): 5:31am On Jun 22, 2018
Three major socio – cultural organisations in Benue State have rejected the move by the Federal Government to spent N 170 billion of public funds to construct ranches for what they term ‘ a private business of cattle rearing.’The groups equally spurned the push for actualisation of grazing routes and cattle colonies .
In a statement in Makurdi by President General of Mzough U Tiv , Chief Edward Ujege; President , Idoma National Forum, Amali Odoya Amali ; and President General , Omi Nyi ’Igede , Ben Opka; the organisations , however , applauded government for accepting ranching as the global best method of animal husbandry .Their words : “While we appreciate the Federal Government ’s position to accept ranching as the global best method of animal husbandry , which has been our position in Benue State , we , however , reject the idea by government to use public funds to construct ranches for a private business of cattle rearing .
“Moreover, the proposed project, which includes Benue , has a 10 -year plan estimated to gulp N 170 billion and N 70 billion is to be sourced by the Federal Government to commence the project.“We wish to state that cattle rearing remains a private business in the world , and Nigeria in particular , just like crop farming and should be treated as such .”
They stressed that there was an extant law , Open Grazing Prohibition and Ranches Establishment 2017 , in Benue that makes provisions for those interested in the business of cattle rearing to acquire land and build ranches.
According to them , the herders would also have to abide by the laws of land acquisition as well as those of the host communities to instill a sense of belonging . ”They added : “As we reaffirm our support for this law and all its provisions , we view the attempt by the Federal Government to build ranches for herders in our state as a grand plan to grab our land and give it to herdsmen .”
Meanwhile, the women leader of Amakohia – Ubi, in Owerri West Local Council of Imo State , Mrs . Betty Uneze , has threatened that the entire women in the area would fight the herdsmen with the last drop of their blood if they refused to leave their community . She alleged that they invaded their area , raping them and destroying their farms .
Uneze told The Guardian yesterday that they would deploy all means at their disposal should the complaint they lodged with the state government fail to get desired attention .They had on Wednesday protested to Government House, Owerri where they lodged their complaint on the unsavoury activities of the herders in their area .Her words : “This is the last time we will appeal to the state government to come to our rescue and pursue the herdsmen who are using their cattle to destroy our farms. Next time , we will use available means to fight back. This is unbearable . We are appealing to the governor to stop the menace.”

Politics / Governor Obiano To Change The Life Of Okada Riders With N765m, Shuttle Buses by Easzy96(m): 6:16am On Jun 21, 2018
Governor Willie Obiano of Anambra State has set aside N765 million for commercial motorcyclists in the state to enable them purchase shuttle buses following the government’s decision to restrict them from operating in Awka, the state capital, and Onitsha, the Southeast commercial hub, from July 1.

This was contained in a statement issued yesterday by the Anambra State Commissioner for Information and Public Enlightenment, Mr. C. Don Adinuba.

According to the statement, “the funds will be accessed through the Anambra State Small Business Agency (ASBA). Existing commercial motorcyclists, popularly known as Okada operators, will take delivery of the buses once they deposit N100,000 with ASBA undertaking to make payments every two weeks.

The interest-free loan can be repaid within a year and a half. The shuttle buses will cost between N700,000 and N800,000 each.

The first set of 200 units of the 1,000 buses in the scheme will arrive in the state anytime from now from Japan.”

Adinuba, in the statement, said Obiano’s administration decided to phase out Okada operations in Awka and Onitsha so as to economically empower the operators and quicken the process of turning the state into a modern place like Dubai.

Reacting to the decision, chairman of the Okada Riders Association in the state, Jude Udegbe, described it “as another evidence of Obiano’s humane nature” while the chairman of the state branch of the Nigeria Labour Congress (NLC), Comrade Jerry Nnubia, called it a welcome development which has the potential to dramatically improve the lives of Okada operators and reduce the crime rate in our state.

Politics / Buhari Raises Concern Over Unbalanced 2018 Budget by Easzy96(m): 6:07am On Jun 21, 2018
President Muhammadu Buhari has raised concern over the National Assembly’s injection of strange projects and sundry irregularities into the 2018 budget.
He made the observation at the Presidential Villa, yesterday, as he signed the appropriation bill of N9.12 trillion into law, after seven months of delay.

At the event witnessed by Vice President Yemi Osinbajo and members of the National Assembly, Buhari accused the legislators, saying they “made cuts amounting to N347 billion in the allocations to 4,700 projects submitted to them for consideration and introduced 6,403 projects of their own amounting to N578 billion.”

He regretted: “Many of the projects cut are critical and may be difficult, if not impossible, to implement with the reduced allocation. Some of the new projects inserted by the National Assembly have not been properly conceptualised, designed and costed, and will therefore be difficult to execute.”

He also said many of the new projects “have been added to the budgets of most MDAs with no consideration for institutional capacity to execute them or the incremental recurrent expenditure that may be required.

“As it is, some of these projects relate to matters that are the responsibility of the states and local governments, and for which the Federal Government should therefore not be unduly burdened.”

Politics / Igbos Meet In The U.S. To Determine Their Future In Nigeria by Easzy96(m): 4:43am On Jun 16, 2018
Ndigbo in the diaspora have resolved to use its upcoming World Igbo Congress ( WIC ) Convention which is to hold in Nashville , Tennessee , United States of American ( USA ) from August 30 th to September 3 rd to determine which way forward for Igbos come 2019 .
Chairman , Board of Directors of the Apex board around the world , Anthony Ejiofor told The Guardian that the convention for 2018 is all about providing solutions to the clear and present danger they face in Nigeria , preserving lives and designing the future of Igbo land . The convention will serve as platform for sober reflection on the tragedy of the Igbo Nation and an articulation on the way forward , considering the looming political suicide where Nigeria ’s structural tripod may exist without Ndigbo in contemplation .
According to the Public Relation Officer ( PRO ) , WIC, Basil Onwukwe, the trend of events in Nigeria has been a cause for concern with series of mass killings while the executive and legislatures are threatening each other for political expediency. “We preferred this year ’s theme to be ‘Ka anyi chekwaa alaigbo ’, which means that Igbo land needs to be protected because our government is not doing enough to save lives and properties .”

Romance / Am 22 Years Old Yet I Can't Talk About SEX With My Parents by Easzy96(m): 11:01am On Jun 12, 2018
I was talking to a female friend yesterday and we were having a conversation about sex and sexuality...
She had to tell me that till date in her house, they were not allowed to mention anything concerning sex or sexuality in there home all because they were Christians. She went to the extent of saying that whenever they are watching TV with there parents and a sexual scene was shown, her father will switch off the television.

My question is, what is wrong with our African parents, They see sex conversations as a taboo. Even my parents, we barely talk about sex or relationships with our parents all because of the so called religious morality.

Politics / Ibe Kachikwu: Nigeria Spends N190b On Petrol Subsidy In One Year by Easzy96(m): 6:35am On Jun 12, 2018
With continued plummeting of crude oil prices , Nigeria now records a monthly average of N15 .859 billion as under-recovery on importation of petrol or Premium Motor Spirit ( PMS ) into the country .
Though the Federal Government claimed it had exited the era of subsidy payment on imported PMS , data from the NNPC showed an under-recovery of N190 .314 billion between January 2017 and January 2018.
Under – recovery has been described as the losses that oil companies incur due to the difference between the subsidised price at which oil -marketing companies sell certain products and the price , which they should have received for meeting their cost of production .
Under – recovery or over – recovery in petroleum products import was introduced after the Federal Government scraped subsidy on PMS .
Apart from the huge cost of subsidising the product , the country ’s consumption increased from 28 million litres in 2017 to 60 million during the first quarter of 2018, according to latest consumption data from the National Bureau of Statistics .
This has stifled efforts by the Minister of State for Petroleum Resources , Dr. Ibe Kachikwu , who claimed to have brought down PMS consumption from 50 million litres a day to about 28 million litres per day in 2017.
Kachikwu had said that the current administration was able to block fraud impacted volume of petrol in 2016 , which was nearly 40 per cent of the country ’s consumption , reducing consumption to 28 million litres.
The Guardian learnt that the same forces the minister claimed have been tackled have returned and are now diverting petrol from Nigeria to neighbouring countries .
This means half of the petrol being imported into the country finds its way into neighbouring states .
Specifically , a breakdown of the monthly under -recovery suffered by NNPC showed that the country incurred under-recovery of N 45 . 782 billion in January 2018 alone .
Further analysis from NNPC’ s Financial Report in January 2018, revealed that the country ’s under-recovery stood at N37 ,263 ,846 ,591 .
In January 2017 / February , N6 ,297 ,594 , 169 ; March , N8 ,206 ,727 , 836 ; April , N 8,206 ,727 ,836 ; May, N7 ,743 ,923 , 020 ; and June , N11 ,792 ,197 ,288 .
Data from the NNPC showed that the country ’s under- recovery was N10 ,250 ,012 ,947 in July ; N7 ,938 ,985 , 582 in August ; N7 ,521 ,590 , 052 in September ; N6 ,848 ,622 , 525 in October; N16 ,785 ,193 ,827 in November ; and N15 ,676 ,576 ,185 in December , 2017.
At the current Brent crude oil price of N78 per litre, the Expected Open Market Price of PMS rose to N 205 per litre, while the regulated price remained N 145 .
This automatically translates to under -recovery of N60 per litre. Facts from the NBS disclosed that Nigeria ’s average daily PMS consumption was 60 million during the first quarter of 2018 .
Kachikwu had adopted the price modulation policy for products , to ensure the price of petrol reflects the price of crude oil in the international market as close as possible .
But rather than the price of petrol reflecting the increasing international crude oil prices , NNPC has taken responsibility in ensuring PMS price remains at N 145 by paying subsidy .
NNPC Group Managing Director , Maikanti Baru , had attributed the heavy cost of subsidy to the sale of petrol at N 145 per litre, which under the new policy is described as under-recovery, and proliferation of filling stations in communities with coastal borders across the country .
He explained that because of the low price of petrol in Nigeria , as compared to prices per litre within West African countries around her, smugglers are taking advantage of this to divert loaded tankers of products from their destinations in -country to service stations at border towns , supplying countries like Niger, Ghana and Benin Republic .
According to him , increasing fuel price in the international market and the corresponding increase in petrol imports have brought about a big price differential between Nigeria ’s regulated market and the deregulated market in neighbouring countries .
President, Oil and Gas Trainers Association of Nigeria ( OGTAN) , Dr , Mayowa Afe, emphasised the need for the Federal Government to encourage investment in local refining of crude oil .
This , he said , would put a stop to the revenue on importation of petroleum products .
“There is no need to export our crude oil . We have domestic needs here .
Let ’s refine and increase the capacity of our refineries to be able to produce most of our daily consumption needs in the country .
“To encourage more investment , government should fast track the contract period. A lot of investors will be frustrated when the contractual period is too long.
We have been talking about modular refineries for a long time, but none has started , despite being given licenses .”
Speaking on the economics of petroleum products prices modulation in Nigeria , the President / Chief Executive Officer of Capacity Development International, Dr . Emmanuel O . Ojameruaye , said the price modulation of petroleum is not synonymous with removal of subsidy .
“It is not a new subsidy removal . Government can modulate prices in a way that retains small amount of subsidy or taxes or removes subsidy .
It depends on the import prices of petroleum products .
If import price is low , the government may decide to reduce or retain the pump price while imposing a small tax , so that the pump price will be greater than the Expected Open Market Price and provide a small subsidy .
The bottom line of price modulation is to ensure that the pump price of each product moves in the direction of the import price , although not necessary proportionately,” Ojameruaye explained.
On his part, President, Nigerian Association of Petroleum Explorationists ( NAPE ) , Mr . Abiodun Adesanya , emphasised the need for the country to refine its crude oil rather than export it.
He said : “We should try as much as possible to explore what we have and use it for our development .
So , rather than producing crude oil and exporting it for dollars, we should refine it at our refineries and then sell the petrol through export.
“We should use the gas in generating power , petrochemicals for fertilizer , and the liquefied Petroleum Gas ( LPG ) for cooking .
We should stop people from using firewood , which will have a multiplier effect on the economy .
We should use oil and gas revenue to set up petrochemical industries , so that by the time oil is no longer relevant, just like coal , we will have something to fall back to . Our refineries need to work .”

Politics / Nigeria Gets $1b Debt Offer From Afreximbank by Easzy96(m): 5:40am On Jun 11, 2018
The African Export – Import Bank ( Afreximbank ) has reiterated its cooperation with Nigeria in its quest for development, as well as willingness to arrange financing of up to $ 1 billion to support the government ’s investments in trade enabling infrastructure .
The bank also invited President Muhammadu Buhari and the government to the Afreximbank ’ s yearly meetings scheduled to take place in Abuja from July 11 to 14 , as well as the Intra – African Trade Fair in Cairo slated for December 11 to 17 , in efforts to promote trade among African countries.
In the yet to be signed 2018 national budget , there is a planned N1 .95 trillion deficit , which would be funded by the usual mix of local and international debt.
However , with rising oil prices in the international market , increased oil benchmark and the current huge debt overhang at more than N 20 trillion, this year’ s debt consideration is sure to raise more argument despite its merit .
Already , the bank has approved financing up to $ 17 billion for Nigerian entities between its commencement of operations in 1994 and December 2017, Afreximbank President , Dr. Benedict Oramah , disclosed .
Oramah , who had last week , led a delegation of the pan- African multilateral lender to Abuja said that the bank ’s facilities had made major impact on critical sectors of the Nigerian economy , while the institution now has loans outstanding of about $3 .5 billion in the country as at 31 December 2017.
He identified the sectors benefiting from the bank ’s facilities to include financial institutions , transport, hospitality , manufacturing , agro – allied , oil and gas, power , and telecommunications .
According to him , the support to Nigeria had included provision of liquidity and trade finance lines of more than $ 800 million during the banking consolidation when many international banks cut credit lines to the country and the provision of $ 1 .8 billion to support the economy during the recent oil price shock between 2015 and 2016.
He enumerated that the bank ’ s current initiatives in Nigeria to include the development of testing and inspection centres across the country in collaboration with the Standards Organization of Nigeria ; establishment of a Centre of Excellence for Tertiary Healthcare/ Medical Park ; potential participation in the Nigeria SEZ Investment Company Limited being promoted by the government .
Others include the support for industrial projects through loans to strategic banks ; arrangement and disbursal of $750 million to the Bank of Industry in June ; provision of trade and letter of credit lines to all Nigerian banks , in close coordination with Central Bank of Nigeria , in order to ensure access to trade finance ; and development of an Afreximbank Africa Trade Centre in Abuja .
He said the trade fair , being promoted in collaboration with the African Union and the Egyptian government , would be the continent ’s single largest trade fair and the first of its kind .
It will feature a seven -day trade show where Nigerian businesses could join others to showcase their capital goods and service offerings to a large market , including private sector corporates and government institutions from up to 55 African countries .
Meanwhile, the Federal Ministry of Finance has debunked the reports making the rounds that the new excise duty rates on alcoholic beverages and tobacco , approved by government , were targeted at local manufacturers .
In a statement signed by the ministry ’s Director of Information , Hassan Dodo , noted that the new fiscal regime which came into effect since June 4 , 2018, only seeks to achieve a dual benefit of raising the government ’s revenues to support the nation ’ s growth and reducing the health hazards associated with tobacco – related diseases and alcohol abuse .
According to him , the excise is currently a 60 per cent duty rate imposed on imported alcoholic beverages and tobacco as part of measures by the government to encourage local production and protect local manufacturing industry .
“It should also be noted that beer and stout are currently under import prohibition to protect the industry from unfair competition from foreign brands.

Crime / NAFDAC Seizes 35 Containers Of Tramadol At Ports by Easzy96(m): 5:28am On Jun 11, 2018
The Director General, National Agency for Food and Drug Administration and Control ( NAFDAC ) , Prof . Moji Adeyeye , says the agency has seized no fewer than 35 containers of tramadol at various ports in the country .
Adeyeye told the News Agency of Nigeria ( NAN ) in Abuja yesterday, that nine out of the seized containers of tramadol were released to NAFDAC by the Nigeria Custom Service ( NCS) , and had been destroyed by her agency .
“We are seriously working with the custom on this and each time they seize any container, they usually invite us to come and see the containers with tramadol .
“So far , 35 containers were seized and only nine of them have been handed over to NAFDAC which we have destroyed ,” she said .
She, however , decried the delay by the custom in handing over the rest of the containers to her agency .
The NAFDAC boss stated that tramadol was a restricted drug but had been abused by Nigerian youths who use it without prescription .
According to Adeyeye , who is also a professor of pharmacology, the drug destroys children’ s brain thereby threatening the future generation of the nation .
She lauded the present administration for placing an embargo on codeine , which she said , like tramadol , should only be given by prescription as done in advanced country .
The director general said the agency was more determined and committed than ever to stem the menace of illicit and fake drugs in the country .

Politics / Pressure Group Supports Senate’s Resolution On MKO, Kingibe by Easzy96(m): 5:15am On Jun 11, 2018
The New Nigeria 2019 Group has supported the Senate ’ s resolution urging President Muhammadu Buhari to declare Chief Moshood Kashimawo Olawale ( MKO ) Abiola posthumously as winner of the June 12 , 1993 presidential election . It noted that the move would finally settle every issue regarding the polls .
In a statement yesterday by its deputy spokesperson, Rosemary Ajuka , the group also agreed with the position of the upper chamber of the National Assembly asking for the official release of the results of the election , described in many quarters , as a watershed in Nigeria ’s history .
The group had a couple of months ago paid courtesy visits to former leaders , General Ibrahim Babaginda ( rtd ) , Chief Olusegun Obasanjo and Dr. Goodluck Jonathan ; in line with its clamour for generational leadership change and higher youth inclusiveness in the nation ’s political space .
The statement reads in part: “The New Nigeria movement is supporting the resolution of the Senate thanking Mr . President for posthumously honouring the late MKO Abiola for winning the annulled 1993 presidential election . We also urge him to make good his intention by ensuring the release and declaration of the annulled results of the polls by the Independent National Electoral Commission ( INEC ) .
“Also , the Abiola family should be paid reparations and all other entitlements due to him as former President of the Federal Republic of Nigeria . And that Ambassador Babagana Kingibe should be recognised henceforth as former Vice President of Nigeria and be paid his accompanying entitlements .”
“What the President has done is laudable and is a validation of the June 12 election and its significance in Nigeria ’s democratic journey “We at the New Nigeria 2019 Group , are elated about this and urge Mr . President to complete what he has started by paying the said reparations to the families of MKO Abiola and Babagana Kingibe .
“The June 12 election is considered one of the freest and fairest in Nigeria ’s history and believed to have been won by late Moshood Abiola and his running mate Babagana Kingibe . It is therefore gratifying that the President did what Nigerians had asked for since the election was annulled , but Mr . President needs to take this even further and complete the process . ”

Politics / El Rufai Supports The New Emirs/chiefs Of Kaduna by Easzy96(m): 4:22am On Jun 09, 2018
Kaduna State Government says it has acceded to the decision of some traditional rulers of Hausa / Fulani Muslim communities to be called emirs instead of chiefs .
A statement by the Commissioner for Local Government Affairs , Prof . Kabiru Mato, said the traditional rulers of Kagarko, Kajuru, Kauru and Lere chiefdoms requested for the change of nomenclature .
According to the statement , the communities are spread across four local councils and they have Muslim ruling houses.
“When chiefdoms were being created in 2000 and 2001, they were considered to be below the status of emirs . But they aspired to be emirs , made the request and got it,” the statement added .
The Ahmed Makarfi- led administration had created 17 additional chiefdoms, 170 new districts and upgraded three second class emirates and chiefdoms to first class status . In addition , the administration also elevated four third class chiefdoms to second class status.
In June last year , the government of Malam Nasir el – Rufai had reviewed the number of traditional rulers in the state following the recommendation of a committee .
Consequently, Kaduna State government recognised only 77 districts and 1 ,429 villages that existed before 2001.
The government had argued that the restructuring was done to reduce the burden of a bloated payroll that was imposed on the local councils .
The restructuring , which was endorsed by the State Council of Chiefs , did not affect the 32 emirs and chiefs .
However , Chairman of the National Human Rights Commission , Prof . Chidi Odinkalu and the Founder of Oodua People ’s Congress ( OPC ) , Dr. Frederick Fasehun , had tackled Governor El – Rufai for what they called converting some chiefdoms in the state to emirates .
Odinkalu questioned the motive for such action in Southern Kaduna while OPC in a statement also warned the not to plunge the state into a fresh crisis with his actions , describing the move by the governor as a display of ethnic chauvinism.
But El -Rufai ’s government , in a swift reaction to the allegations , described Odinkalu, Fasehun and others as mischief- makers and conflict entrepreneurs.
It said : “The mischief -makers who went to town with a narrative that the Kaduna State Government wants to re -brand chiefdoms of Southern Kaduna as emirs are enemies of peace . Such conflict entrepreneurs should be ignored and condemned by all lovers of harmony.

Politics / Rivers, Enugu APC Offices Seek Reconciliation With Aggrieved Parties by Easzy96(m): 7:52am On Jun 07, 2018
In a bid to douse tension , new Chairman of the All Progressives Congress ( APC ) in Rivers State , Ojukaye Flag-Amachree , yesterday extended an olive branch to Senator Magnus Abe and other aggrieved members to end the feud in the party .
But the Abe ’ s faction through the former Rivers State Attorney General and Commissioner for Justice , Worgu Boms insisted that it was necessary for the party to obey the Justice Chiwendu Nwogu ruling , which nullified the result of the APC congresses. Flag-Amachree , who reached out to the aggrieved members in Port Harcourt , said it was baseless for the party stakeholders and their supporters to engage in political feud when they have the incumbent government to contend with.
He pointed out that he intended to meet all the aggrieved members , as part of effort to achieve genuine reconciliation , stating that the APC would stand united and strong to win the 2019 elections in the state .
However , the Abe faction has urged the APC to comply with the court order that nullified the wards, councils and state congresses held last month. Some disgruntled APC members had obtained an interlocutory injunction from a Port Harcourt High Court restraining the party from using the outcome of the ward congress to organise the council congress , which the party ignored .
Boms argued that it was preposterous for Flag -Amachree to be parading him as the new chairman of the party because in the eyes of the law , the party never held congresses in the state due to pending litigation before the court.
In a related development , the Enugu State chapter has begun moves to reconcile factions and aggrieved members with a view to winning the 2019 elections .The Guardian learnt that already party leaders have agreed in principle to allow concessions in the delegates for its national convention, absorb intending members and persuade those intending to file law suits against one of the suspended members named into the convention ’s appeal committee .State Chairman , Dr. Ben Nwoye , told reporters at the Akanu Ibiam International Airport , Enugu, that the party was determined to take over the Enugu State government next year .
Nwoye stated that the party was ready to return President Muhammadu Buhari to office by winning elections in the state and Southeast zone.Meanwhile , the Kwara State wing of the APC has inaugurated its new executive members . State counsel, Olanrewaju Afeez, administered the oath of office on the 36 executive members and 16 local council chairmen.
Speaking during the swearing-in ceremony, state chairman , Isola Balogun-Fulani, advised the new executive members to carry along every member with a view to moving the party forward .He also admonished the party leaders to reconcile aggrieved members where and when necessary to assuage their misgivings.

Politics / Lawmakers Threatens President Buhari by Easzy96(m): 2:39am On Jun 06, 2018
Senators, Reps give 10 conditions
162 oppose impeachment plan at stormy session
Parliamentry group warns against dragging National Assembly into private matters
Pressure group Parliamentary Support Group (PSG) yesterday warned against heating up the polity for selfish reasons.
The PSG described the stormy joint session as a Peoples Democratic Party (PDP) affair because members of All Progressives Congres (APC) did not partake in the debate to avoid issues degenerating into rowdiness.
The group said rather than heat up the polity for selfish political reasons, any senators or member of the House of Representives who is facing corruption or criminal allegation, should clear his or her name without dragging the entire institution of the National Assembly into the matter.
The statement signed on behlf of the group by Abdulmumin Jibrin (APC,Kano), said the resolution of the joint session was predetermined and drawn up by an ally of Senate President Bukola Saraki.
The group reiterated its support for President Muhammadu Buhari adding that the resolution was not voted on according to parliamentary norm.
The statement reads: “The Parliamentary Support Group of the Senate and House of Representatives is aware of the joint Executive session of the National Assembly held today and wish to state as follows:
That almost all the members and senators that spoke at the Executive session are of the PDP while members of the APC declined joining the discussion to avoid a rowdy confrontation as the entire session could easily pass for a PDP Executive session That it is commendable that the Speaker tactically refused to make any comment at the session even after the Senate President took time to explain the issues which are mostly personal That it is disturbing and raised many questions of pre determined intentions that a known ally of the Senate President from Kwara State Hon Rasak Atunwa drafted what was adopted as the resolution and without voting against standard parliamentary practice. That most of the issues raised concerning the fight against corruption, insecurity and the rule of law has been severally discussed in the Senate and the House and various resolutions passed. That we commend the efforts of Mr President in the fight against corruption, tackling of the insecurity challenges and respect for rule of law and democratic institutions. Mr President is known for his non interference policy. That every Senator or Member of House who has corruption or criminal allegation against him or her should clear his or her name without dragging the entire institution of the National Assembly into the matter That the National Assembly should as well look in ward and address the issue of suffocating Senators and members with dissenting or contrary opinion through coercion or extra legal means That the PDP should recall how it members in the 7th Assembly sat comfortably in the chamber and watched a sitting Speaker, Aminu Tambuwal locked out of the National Assembly and all his security personnels withdrawn while APC members had to scale the fence to gain entrance into the National Assembly That we must exercise caution at this delicate period not to over heat the polity with statements that are capable of dividing the country, embarrassing us before the watching world and creating friction between the legislature, Executive and specifically Mr President. We wish to reaffirm our support to Mr President as he works assiduously towards dealing with the challenges of our country. Immediately after the session a member of the House of Representatives Mohammaed Gudaji Kazaure (Jigawa State) told reporters that lawmakers from the north would not support any impeach, ent move against the President.
. Although he expressed support for the resolution, he rejected any bid for impeachment, saying soe of the issues could not be carried out immediately by the President.
He advised the President to look inward and review the activities of some of his aides.
He said some of the President’s aides that could not command electoral relevance were undermining his efforts at moving the nation forward.
According to him, Senate President, Bukola Saraki and Speaker Yakubu Dogara appealed to the sponsors of the impeachment move to have a change of mind.
He said while all the members were unanimous on the resolution, all hell broke lose when the invocation of necessary constitutional provisions against President Buhari, if he failed to implement the resolution, was raised.
He said: “I have never seen this kind of hot joint session. What is the necessary legislative action, if not impeachment? Many of us are not interested in threatening the President”
Kazuare noted that immediately some of them from the North got wind of the plot to impeach the President, they quickly mobilised and formed a group of 162 Northern lawmakers to frustrate the move.
He said: “Many of us are not in support of threatening the President because he is a man of integrity. We know his heart is clean. But people are complaining about some people surrounding him.
“Today, I call on the President to checkmate those people. Let him remove anybody that people are complaining about.
“Let him remove them and bring people that will move this country forward, because enough is enough.
“We don’t want a situation whereby some people will create problems for the president, then at the end, we will come to this House and complain against the President.
“While the President is around in the Villa and doesn’t know what is going on in the country. Because unless they come and brief him, and sometimes, they brief him wrongly, and that is the reality.
“As we are in the House of Representatives, I’m sure we have some members in the Senate, I’m sure we will not allow anybody to threaten the President.
“The President will remain the President and he will be re- elected, when he finishes his eight years, he will go, then anybody can come. But that threat is the only thing that worried me in the Chamber.
“Because after all the resolutions, they said without the executive adopting the resolutions we will use any legislative power that we have against them.
“The issue of people collecting signatures to serve notice of impeachment to the president, we know it’s there in the House. But we know nobody can afford to come and show us that they will impeach the President in the Chamber.
“Nobody will do that, because there is no two-thirds. I’m sure there is no two- third in the House of Representatives because our group, we are strong enough to stop any impeachment
“I agree with the legislature for saying that we have to improve the security of this country and that the killings must end. This is accepted, and the issue of the people around the president that are not performing, I accept that the president should change them or sack them.
“Issue of intimidating people like intimidating a whole Senate President, saying he sponsored a robbery, a whole Senate President of the Federal Republic of Nigeria, it embarrassed this institution. I will not support it and I’m sure the President never supported it”.
