tapread: The Federal Government has called for the abolition of visa requirement among the members of the Developing Eight (D- Countries Organisation for Economic Cooperation to ensure free movement of people and trade. The Minister of Information and Culture, Alhaji Lai Mohammed, made the call when he met with the Secretary General of the organisation, Dr Seyed Ali-Mohammed, on Wednesday, in Abuja. The News Agency of Nigeria (NAN) reports that the D-8 countries are Nigeria, Bangladesh, Egypt, Indonesia, Iran, Malaysia, Pakistan and Turkey. “One area that I think D8 must to work on and if really they want to succeed, they must make sure that there is no barrier in term of visa among those eight countries. “You cannot grow any trade talk less of tourism, if I cannot have easy access to Malaysia, Egypt, Iran, Pakistan. “You can imagine the volume of trade that will develop over night if only you can make sure that if I want to go to Iran that there is bilateral agreement between Nigeria and Iran, between Nigeria and Pakistan and among those eight countries that there will be free movement of people. “It is free movement of people that will guarantee free movement of trade. “So, this is one area that I believe that you need to work hard on.’’ Mohammed, who commended the organisation’s focus on tourism development, said the provision of infrastructure was critical to the development of domestic tourism. According to him, “until you develop domestic tourism, you cannot have international tourism”. sambisamana: Lawyers representing a former Niger Delta militant leader, Government Ekpemupolo (aka) Tompolo, on Wednesday said they are not required to produce their client in court.
Tayo Oyetibo (SAN) and Ebun-Olu Adegboruwa said it is not a defence counsel’s duty to produce an accused in court for arraignment, but the prosecution’s obligation.
They referred to Paragraph 3 (b) of the Federal High Court Practice Direction 2013 which provides: “On the date of first arraignment, the prosecutor must produce the accused person in court.”
Oyetibo and Adegboruwa, who filed an appeal on Tompolo’s behalf, were reacting to calls that they should produce their client in court or be disciplined by the Bar.
It was suggested that since the lawyers are apparently in touch with Tompolo, who was declared wanted, they owe Nigeria a duty to produce him.
But, the lawyers said Tompolo is entitled to appeal any order made against him, adding that in several instances, courts have quashed charges without an accused being present.
According to them, in the case of Fawehinmi vs Attorney-General of Lagos State (1989), the Court of Appeal held that accused persons were entitled in law to take their objection to the charge irrespective of the fact that they were not physically present in court.
“Thus, judges look at the facts of a case and the applicable law, but not sentiments, in deciding cases that come before them.
“In Ezeugo vs Ohanvere (1978) 6-7 Sc 171, Justice Obaseki of the Supreme Court said: “sentiments command no place in judicial deliberations, for if it did, our task would be infinitely more difficult and less beneficial to the society.’
The lawyers said the notion that their colleagues who defend persons accused of corruption are aiding graft is misconceived.
“May the day never come in Nigeria when lawyers would be afraid to take up the defence of persons accused of crime simply because of media backlash or editorial opinions,” they stated.

The Federal Lawmakers, on Wednesday, said it would be forced to take such an action should the Customs Boss continue to refuse to honour an invitation to appear before lawmakers.
The committee is investigating Ali over a petition alleging the occurrence of ‘lopsided’ promotions and posting of personnel within the Customs.
The petition, which was sent to the House by the Ohanaeze Youth Vanguard, alleged that the abnormal promotions and posting commenced after Ali assumed leadership of the Nigeria Customs Service, in 2015. And so be it. Chairman of the committee, Uzoma Nkem-Abonta, lamented the fact that Ali had repeatedly failed to honour several invitations sent to him by the committee in respect of the pending petition.
Nkem-Abonta said: “We have invited him repeatedly and he has been giving excuses. This is not a military era. He has now been summoned to appear before the House on March 9. If he doesn’t show up, a warrant will be issued for him to appear here.”
Speaking further, he described Ali’s conduct as being insensitive to the complaints lodged by aggrieved Nigerians.
“These are Nigerians who have complained to us and it is our duty to address the issue,” he added.

THE naira gained about 30 per cent on Wednesday against the dollar at the parallel market to trade between N250 and N280 from N364 at which it sold on Tuesday ending two weeks of free fall when it peaked at N403 against the greenback at the parallel market last week Thursday.
The local currency had begun a gradual recovery on Friday, firmed sharply at the parallel market yesterday as retail traders, having anticipated a cut in its official rate and stocked up on dollars, bought the local currency back after the government said it would not devalue.
The naira rate closed at N197.50 on Wednesday at the official interbank market, where the CBN limits introduced late last year to defend a currency peg have restricted access to dollars.
That has funnelled demand for dollars on to the parallel market, a flow further fuelled by speculation of a possible weakening of the peg.
The Acting President of the Association of Bureau de Change of Nigeria (ABCON), Aminu Gwadabe, said the market was reacting to President Muhammadu Buhari’s ‘no devaluation’ stance.
He, however, expressed ABCON’s support for President Buhari not to allow further devaluation of the naira. Gwadabe, who said the association was in partnership with the authorities to step up efforts to rid the market of illegal currency traders stated: “Like the President indicated recently, since the only significant thing we export is crude oil, devaluation will do more harm to the economy than good. So we also say no to further devaluation of the naira!” he stated.
He also affirmed ABCON’s backing to ensure its members comply with the Central Bank of Nigeria’s regulation as well as operate within the approved margin of 3.5 per cent with the hope that the demand and supply situation would improve to restore calm and stability in the market.
