Politics / Buhari Has No Constitutional Backing To Lock Down Lagos, Ogun, Abuja —Soyinka by Ebullience(m): 3:49pm On Mar 30, 2020
Nobel Laureate, Prof Wole Soyinka, has said that President Muhammadu Buhari had no constitutional backing to declare a total lockdown of Lagos, Ogun and Abuja.

While addressing the country in a televised broadcast on Sunday, Buhari had said that starting from 11:00pm on Monday (today), movement within the three cities was banned in order to give authorities the chance to properly combat the spread of Coronavirus in the country.

Lagos and Abuja have the highest of infections for the virus in Nigeria.

The total confirmed cases in the Coronavirus in the country currently stands at 111 with one recorded death

But reacting to the situation on Monday, Soyinka said that there was no legal premise upon, which Buhari was making the new order.

He said, "Constitutional lawyers and our elected representatives should kindly step into this and educate us, mere lay minds.

"The worst development I can conceive is to have a situation where rational measures for the containment of the Corona pandemic are rejected on account of their questionable genesis.

"So, before this becomes a habit, a question: does President Buhari have the powers to close down state borders? We want clear answers. We are not in a war emergency.

"Appropriately focussed on measures for the saving lives, and committed to making sacrifices for the preservation of our communities, we should nonetheless remain alert to any encroachment on constitutionally demarcated powers. We need to exercise collective vigilance, and not compromise the future by submitting to interventions that are not backed by law and constitution.

"A President who has been conspicuously AWOL is now alleged to have woken up after a prolonged siesta, and begun to issue orders.

"Who actually instigates these orders anyway? From where do they really emerge? What happens when the orders conflict with state measures, the product of a systematic containment strategy - `including even trial-and-error and hiccups - undertaken without let or leave of the centre.

"So far, the anti-COVID19 measures have proceeded along the rails of decentralised thinking, multilateral collaboration and technical exchanges between states.

"I urge governors and legislators to be especially watchful. No epidemic is ever cured with constitutional piracy. It only lays down new political viruses for the future."

The Federal Government has accused some members of the House of Representatives, who recently returned from foreign trips of posing serious threat to the safety of Nigerians by refusing to subject themselves to screening at airports.

The Presidency, in a letter dated 21st March, 2020 informed Speaker Femi Gbajabiamila of the report from the Minister of Health on the refusal of some House members to subject themselves to screening at the airport as directed by health officials.

The letter signed by the Chief of Staff to the President, Abba Kyari, asked the Speaker to direct all members of the House who recently returned from trips abroad to report to the nearest NCDC office with immediate effect for screening.

The letter reads “It has been brought to the Honourable Minister of Health, recently reported to this office that some members of the House of Representatives are refusing to subject themselves to medical screening at airports.

“As you are aware, these airport screenings are our primary line of defense and refusal by any citizen to subject to these tests is a threat to our nation.

“Accordingly, you are kindly requested to direct all members of the House of Representatives who returned to Nigeria from foreign trips to report themselves to the nearest NCDC test centre with immediate effect.”

Spokesman of the House, Benjamin Kalu, told The Nation it would be unpatriotic for anybody to refuse to go through the screening process.

Kalu said since there are cameras at the airport, official should go through the camera to identify all those who returned to the country recently and refused to through the screening so that they can be traced.

Kalu said the letter from the Chief of Staff to the President was a wake up call for all Nigerians adding that corona virus was real and should be taken seriously by all irrespective of status.

He said: “There is a screening process at the airport that is supposed to be obeyed by every patriotic citizen of this country irrespective of your status. It doesn’t matter if you are whether you are the President of the country, a Senator or a member of the House or a governor.

“Health is very important. If yours is not important to you, that of others is important to them and any negligent act by being careless might affect a whole lot of Nigerians.

” The call from the Presidency through the Chief of Staff is potentially a wake up call. “The House will not feel that he was trying to pine on them what they are not. If there are those who did it, they should desist.

“Whether you are a House of Representative member or not, it doesn’t matter. Everybody is expected to subject himself. I am sure he sent that same letter to the Senate. It could be Ministers or Senator. There is nothing wrong about that.

“Yes, I have seen that letter being circulated online. What I am taking away from that letter is that people should make efforts to comply with this particular heath policy and I am not seeing anything wrong with that letter.
“Adding my voice to what the Chief of Staff said, Members or Senators or whoever you are, comply with the simple instruction because this virus is real and does not care about your status. So, let us humble ourselves, wait a few minutes and pass through the checks.

“There is not humiliating in going into isolation if need be. You must save your family, friends and the people you wok with. I think it is the patriotic thing to do and I commend the Chief of Staff to the President for rising that alarm and writing that letter.

“People should not misinterpreted the letter because it is not an attack on the House of Representatives.

“The content of the letter is what should be taken which is that everyone should be careful no matter who you are.

“I carry my hand sanitizer and when I come in, I go through the process. They are very respectful and professional about what they do.

“I don’t know why any body should claim to be a member of this or that and not subject himself or herself to such screening.
“The truth is that it is unpatriotic for you not to pass through the screening. It is unpatriotic to the nation and such persons should be penalised. They should be arrested.

“Those people who pass through there without screening should be arrested and be properly checked before being released so that we don’t allow anyone who has this virus into circulation. We don’t even know who has this virus right no and so, we have to take extra care.”

The Deputy National Publicity Secretary of the All Progressives Congress Mr. Yekini Nabena, on Sunday announced himself as the party’s acting National Publicity Secretary.

He explained that his action was based on a subsisting court order issued by a Sokoto High Court restraining the party from appointing or electing “Mallam Lanre Isa-Onilu or any member” into office except through a National Convention as enshrined in the APC constitution.

A Sokoto High Court had last week issued an interim injunction following an application filed by the APC National Vice Chairman (North West), Inuwa Abdulkadir.


Specifically, the APC national vice chairman urged the court to restrain its spokesman from functioning in that capacity pending the determination of the substantive suit

In a statement announcing his takeover, Nabena said, “APC is a law-abiding party and as leaders of the party we must be seen doing the right thing at all time, including respecting the order of the court. In lieu of this, Mallam Onilu has begun the process of vacating the order of the Sokoto High Court restraining him but pending the time this will be done I will act in his position.

“Unlike the former ruling party, APC has high regard for the judiciary and we must be seen at all time practice what we preach.”

However, reacting to the development, the APC National Publicity Secretary, Mallam Lanre Issa-Onilu dismissed Nabena’s statement.

He said, “There’s no such court judgement restraining me. He’s just chasing shadows. I’ll speak to it soon.”

Says Oshiomhole’s traducers infected by ‘2023 virus’

National Leader of the All Progressives Congress (APC) Asiwaju Bola Tinubu has broken his silence on moves to oust National Chairman of the party, Comrade Adams Oshiomhole.

Faulting the moves, Tinubu said those behind them are infected by “the 2023 virus”.

In a statement he personally signed on Sunday afternoon, the former Lagos Governor said: “While Corona has been presently contained in Nigeria, we must be alert to another sickness that seems rampant within a certain segment of society. That sickness is old Ambition-virus 2023. This illness afflicts many in the political class along with their allies in the media.

“Those touched by this malady find that their ability to tell time and discern the difference between the present and the future has been strongly impaired. The carriers of this sickness are confused as to the very season our nation now finds itself.

“They conflate things, which no sensible person would conflate. The primary symptom of their malady is the driving tendency to believe the events of 2023 will be decided before we even exit the year 2020.

“Consequently, everything they say and do is geared toward obsessive jockeying for position to control and manipulate a race still three years away. In doing so, they recklessly undermine the very party which they claim to serve and weaken the administration of President Buhari to which they claim to be loyal. They line up to run a race for which the track has not even yet been constructed.

“Put another way, they seek to pluck the fruit before the seed is even planted. As such, their actions border on the pathological. True, ambition is inherent in human endeavour. Without it, nothing great is achieved. However, strong ambition applied in the wrong way has never done anything positive.

“At best, it results in confusion. Usually, its results in something worse. No matter how great one’s ambition and how able one may be, nobody can rush or speed time. That is beyond the realm of human capacity. To do so is to contest against fate itself. When it ends, such a contest rarely ends well.

“In a well-structured society, people come to understand that the time for politics is seasonal; it is periodic. The responsibilities of governance are what is perpetual. Many of our politicians sadly have inverted this reality. Politics and electioneering are secondary to governance for they are but tools of governance, the platforms by which one demonstrates his or her worthiness to lead a great people.

“The more a person obsesses over and constantly engages in political manoeuvring is a warning sign. Not only is he prone to the 2023 virus. He likely has little to offer in the way of good governance. He wants to hold public office that you might serve him not he serve you.

“For if he had adequately studied and been acquainted with the ways and means of progressive governance, he would be focused on that important task at the present moment. He certainly would not drown himself and all around him in harmful political intrigue.”

Stating that Oshiomhole has worked tirelessly for the APC, Tinubu continued: “The plotters launched their attack solely because they perceive the chairman as an obstacle to their 2023 ambitions. People went to court knowing full well the party constitution prohibits such action because these people had not yet exhausted all internal disciplinary procedures.

“We even had a national deputy secretary improperly call for a NEC meeting on the basis that he believed himself the acting national chairman. Clearly, this man would not have summoned the temerity to make such a move had he not been instigated by powerful individuals who he thought would reward or, at least, protect him for committing the wrongful act.

“Those engaged in these manoeuvres see themselves as clever or cunning. They do so because they only understand the mean craft of political intrigue. They have yet to understand the value and long-term utility of democratic governance. Thus, they embark on the strangest of quest. They would rather dismantle and weaken the institutional core of their party just to gain control of that weakened edifice in order to pilfer the party nomination, which they crave. This is more than sad.

“Many of us expended sweat, tears, toil and sleepless nights to build this party. Our personal sacrifices were not insignificant. We built this party not simply as a vehicle for personal ambition. We built the party because we saw it as perhaps the only enduring hope to bring progressive governance to this nation. Those who now seek to abuse the party by using it as their personal device do it great harm.

“They should not be allowed to sacrifice this collective enterprise at the altar of their self-aggrandizement. Somehow, some way they should find in themselves the bearing to adhere to the democratic spirit on which the party was founded. To be an APC member means more than merely carrying a membership card. It means to believe in a set of ideals and principles geared to our highest purpose as a party and a nation.”

He tackled the anti-Oshiomhole elements within APC, stating they were distracting President Muhammadu Buhari from fixing the nation. According to him: “In a broader context, those afflicted with the 2023 virus do a grave disservice to President Buhari and his administration. They should be trying their best to help the president. Instead of seeing President Buhari as our present leader and commander-in-chief, their sole contemplation is upon his eventual exit. Yet, not even a full year has passed since his second inaugural. How can they be committed to helping him realise his mandate when the fullness of their gaze is affixed to seizing this very mandate for themselves?

The President is faced with many challenges. He is fighting hard on security to keep the population safe. He is pushing for economic reforms that will augur future sustainable growth. His disdain for corruption remains unwavering. Add to it now the Corona crisis and its resultant social as well as economic impact. Politicians express loyalty to him but the words of too many of our politicians are like butter under a burning sun; they melt quickly away. Better to be loyal in deed. Instead of trying to manipulate party and other mechanisms solely to their political gain, it is time to shelve political intrigue for the time being. It is time for all party members to truly see what is at stake and work with Mr. President for the collective good of the nation.

This means we must rally around President Buhari. Instead of everyone saying they are working for the party and nation but going their separate ways based on their selfish designs, we must help him build a stronger national consensus on policies that will ensure safety and bring greater prosperity. If need be and when called upon, we must offer ideas and suggestions that move policy and progress forward. This is the time for governance. It is not the moment to bring the politics of 2023 into 2020. In due course, 2023 shall come. Nothing can prevent it. However, that time is not today. If we are earnest, the present offers sufficient work and challenges for us without trying to add to it by rushing the future. Let us dedicate our energies to helping President Buhari win the present. In this way, you better secure the future for the nation, the party and even for whatever personal ambitions you may nurture.

I have said what is on my mind in hopes that some people may leave the 2023 frenzy and commit themselves to the harder yet more rewarding task of improving progressive governance, whether within the party or at the local, state or federal levels. Yet, I am not so naïve to think all will heed this counsel. The stubborn, those obsessed with the obsession of their ambitions, will ignore all advice.

“They will constantly pull 2023 into all that occurs in 2020. Their vision is blurred and judgment made faulty by their ailment. We are democrats so we cannot physically quarantine them. However, we can quarantine their ideas and antics by not falling prey to them. This is the best way we help President Buhari fulfil his mandate and inoculate our party and the nation from grave folly.”

The Academic Staff Union of Universities (ASUU) has embarked on a two- week warning strike with effect from Monday.

Its Natoonal President, Professor Biodun Ogunyemi, announced this at end of the National Executive Council meeting(NEC) held at the Enugu State University of Science and Technology (ESUT).

Ogunyemi said the strike action was to compel federal government to implement the agreements and resolutions of Memorandum of Action discussed in the 2009 ASUU-FGN agreement, the 2013 Memorandum of Understanding (MOU) and the 2017 Memorandum of Action (MoU), all of which have not been implemented.

Lagos State Health Commissioner, Prof. Akin Abayomi has confirmed that the Chinese man who arrived in Lagos Monday on an Ethiopian Airlines with cough has tested negative for Coronavirus.

The Chinese man who was on a flight from Addis Ababa-Lagos was quarantined upon arrival at the Murtala Mohammed international Airport (MMIA) Lagos after checks on him by port health officials.

A former Chairman of the Independent National Electoral Commission (INEC), Prof Maurice Iwu has asked the Federal High Court in Lagos to transfer his N1.23b fraud case to Abuja.

Iwu told Justice Nicolas Oweibo that at 70 years, he was too old to be making frequent trips from his Abuja residence to Lagos for trial.

Iwu is facing three counts of alleged fraud and money laundering filed against him by the Economic and Financial Crimes Commission (EFCC)

The EFCC arraigned him last August 8 before Justice Chuka Obiozor, who granted him N1billion bail.

Following the transfer of the case to Justice Oweibo, the agency re-arraigned Iwu last October 24.

The EFCC alleged that he committed the offences between December 2014 and March 27, 2015.

The defendant pleaded not guilty.

The trial proper did not commence last October 25 as scheduled following the judge’s absence.

At the commencement of proceedings, Iwu’s counsel, Ahamed Raji SAN, told the court that the transfer was essential so that the defendant would not be subjected to unnecessary hardship.

He said Iwu resides in Abuja but always travelled to Lagos whenever the case came up.

“My Lord, this defendant is over 70 years of age, and he always travels down to Lagos and books a hotel whenever the case comes up. It will amount to great agony for him to continue with this trial in Lagos,” Raji said.

He contended that the transaction that led to the charge occurred in Abuja, thus the case should be tried in the Federal Capital Territory (FCT).

He told the judge that all the witnesses listed in the proof of evidence reside in Lagos and Ibadan, more so, the case was investigated by the committee’s Lagos Zonal office.

Oyedepo stated that all the banks officials listed in the proof of evidence to testify and the documents to tender are in Lagos.

He argued that the offence for which the defendant was charged “touches on the Economic well-being of Nigeria,” therefore such offence can be tried anywhere in Nigeria.

Relying on Section 98 of Administration of Criminal Justice Act, Oyedepo reasoned that only the court’s Chief Judge has power to transfer any matter.

Justice Oweibo adjourned till March 6, for ruling.

Politics / Court Shelves Hearing Of Ihedioha’s Application by Ebullience(m): 10:18am On Feb 18, 2020

The Supreme Court has adjourned hearing till March 2 this year in the application by the Peoples Democratic Party (PDP) and sacked Imo State Governor, Emeka Ihedioha.

The PDP and Ihedioha are, by the application, praying the court to, among others, reverse its judgment on January 14 this year, which sacked Ihedioha and replaced him with Hope Uzodinma of the All Progressives Congress (APC).

At the mention of the case on Tuesday, Ihedioha’s lead lawyer, Kanu Agabi sought for time to enable parties file the necessary papers, a request other lawyers in the case did not object to.

A seven-man panel of the Supreme Court, led by the Chief Justice of Nigeria (CJN), Justice Ibrahim Muhammad, in a brief ruling, grant the request for adjournment and adjourned till March 2, 2020.

As dignitaries pay tribute to Kaduna State Governor, Malam Nasir El-Rufa’i on the occasion of his 60th birthday, his lawyer, AbdulHakeem Mustapha SAN has said that, El-Rufa’i has 83 certificates from Havard.

Mustapha SAN said he was shocked the day he saw El-Rufa’i’s certificates.

According him, “there was a time El-Rufa’i’s was dragged to court for not having certificate. And as were about to get to the court that day, he dropped me in his car and handed me a bulky envelope.

“When I opened the envelope, I discovered he has 83 certificates from Havard. And when I asked him how come? He said, A.U, when my peers were busy buying exotic cars, houses and other luxurious things, this is what I was doing with my money.” Mustapha SAN said.

The event which is still ongoing has the Senate President, Senator Ahmed Lawan, Lagos State Governor Babajide Sanwo-Olu, Edo State Governor Godwin Obaseki, Ekiti State Governor Kayode Fayemi, Minister of Transportation, Rotimi Amaechi, Minister of Finance, Zainab Shamsuna Ahned, APC National Chairman, Adams Oshiomhole, former APC Chairman, Chief Odigie Oyegun and former Zamfara State Governor, AbdulAziz Yari in attendance.

Others in attendance are: Ooni of Ife, Oba Adeyeye Ogunwusi, Emir of Kano, Muhammad Sanusi II, MD of Nigeria Port Authority, Hadiza Bala Usman, among others.

The All Progressives Congress(APC) has rejected the declaration of Senator Duoye Diri as Governor-elect of Bayelsa by the Independent National Electoral Commission(INEC).

Its National Chairman Adams Oshiomhole, in an ongoing chat with reporters, faulted INEC “illegally declaring Diri as Governor-elect”.

He accused INEC of appropriating judicial powers to itself over the Supreme Court ruling that sacked Chief David Lyon as Gov-elect.

He said the party will seek legal redress and go to the court to reclaim its mandate.

The People’s Democratic Party (PDP) in the Bayelsa govership election, Douye Diri, who was returned as governor by the judgment of the Supreme Court which disqualified the governor-elect, David Lyon has been denied access into INEC Headquarters where he came to collect his Certificate of Return.

Diri who arrived INEC office about 11.15 am was stopped at the gate by stern looking security operatives.

He was later addressed by a senior INEC official who asked him to go that the Commission will revert back to him at the right time.

Meanwhile the Commission is set to brief journalists on its decision.

The Presidency has accused opposition politicians of paying miscreants to boo the presidential motorcade in Maiduguri, the Borno State capital, on Wednesday.

Senior Special Assistant to the President on Media and Publicity, Garba Shehu, made the allegation in an interview with the Hausa Service of the BBC, monitored in Abuja, on Thursday.

Residents of Maiduguri, the Borno State capital had on Wednesday, booed the motorcade of the President, Major General Muhammadu Buhari, (retd.), during his condolence visit to the state over the killing of over 30 travellers.

Shehu said, “I was part of the delegation that entered Maiduguri right from the Airport to the Palace of the Shehu of Borno. The people came out to say thank you and welcome us.

“But there was a group which came out shouting ‘we don’t want’.”

He said, maybe “some politicians gathered some miscreants and paid them money to boo Buhari”.

The presidential aide said whoever recorded the booing incident and shared on social media didn’t do justice to the people of Borno State whom he said were people who had a reputation for welcoming guests.

Shehu also said for a city like Maiduguri which has a population of four or five million people, and since no human being is god, it was not possible to satisfy everyone.

He also said the administration of the President has demonstrated the capacity to fight Boko Haram and he has promised to change strategy in dealing with what he described as a new problem.

Worried by the rising state of insecurity in the country, the House of Representatives on Wednesday ask President Muhammadu Buhari to declare a state of emergency on the nation’s security.

The House also called for the investigation of low morale of military personnel serving in the North East as well as the establishment of special camps by the Army and withdrawal of Soldiers from checkpoints to the special camps.

Unanimously adopting a motion of urgent public importance on the recent attack on travellers at Auno village along that Damaturu/Maiduguri road by Boko Haram insurgents, the House asked the military to henceforth stop the practice of keeping commuters over night at a particular period and allow them proceed on their journey after 6.00pm.

Sponsor of the motion and Chief Whip of the House, Rep. Mohammed Tahir Mongunu had drawn the attention of the House to the killing of about persons by the insurgents at a military check point where they were kept by the military who closed the road and refused them from entering Maiduguri once it is pass 6.00pm.

He said after closing the road and disallowing the travellers from continuing with their journey, the military personnel abandoned them there to their faith and were subsequently attacked with some of them, including an infant killed and others were kidnapped.

Cosponsor of the motion, Rep. Ahmed Jaha disclosed that among the vehicles that were trapped at the check point was a tanker belonging to the military and conveying petroleum product to Maiduguri, wondering how the military could also detain its own truck and leave it at the mercies of the insurgents.

He alleged that the check point was closed the Army 15 minutes before the scheduled time, leaving the travellers stranded, while the soldiers on duty went away to return the following day.

While insisting that the attack on the travellers was avoidable and preventable, he blamed the failure of intelligence gathering for the attack adding that prior to the attack, there were information making the round about the movement for the insurgents from one village to the other.

He said it was painful for leaders to stay in their comfort zone while their people are slaughtered, saying “this issue is of nation importance. It is the north east today. Nobody know where it will affect next.

Rep. Jaha wondered why the military should introduce super camps in the area and closing check points while withdrawing soldiers to those special camps to wait for attacks by the insurgents.

Minority Leader of the House, Rep. Ndudi Elumelu said it was inhuman for the military to close the road and abandon their duty post without security for travelers and emphasised the earlier resolution of the House calling on the service chiefs to resign or be fired.

He drew the attention of the House to a trending video on their social media of soldiers complaining of low morale, adding that the lawmakers kept talking about the same issue of insecurity on a daily basis without commensurate action.

Elumelu said it was time for action on the issue of security in the country, saying ” our brothers and sisters are being slaughtered daily in the north east. My worry is that one day, we will be chased out of this chamber. It is high time the right thing is done. Nigerians voted for President Buhari because he promised to protect them. I still stand by the House resolution that the service chiefs should go because they have outlived their usefulness.”

The House resolve among other things to direct the Military Authority to henceforth stop keeping commuters overnight at a particular period on the Damaturu-Maiduguri Road and to allow them proceed on their journeys even after 6:00pm

They also asked the House Committees on Army; National Security and Intelligence to investigate the remote causes of the attack, while the Committee on Army should investigate the setting up of super camps and withdrawal of military from checkpoints.

President Muhammadu Buhari has assured all children, as well as adults, held hostage by terrorists and other criminals in Nigeria will be freed.

President Buhari gave the assurance on Monday at a breakfast dialogue with the theme: ‘Stop the war on children affected by Armed Conflicts, Dividend of Silencing the Guns’, on the sidelines of the ongoing 33rd African Union (AU) Summit in Addis Ababa, Ethiopia.

The programme was co-sponsored by the governments of Nigeria, Uganda and Norway, the AU Commission and Save the Children.

The President also charged AU Peace and Security Council to energetically champion the strategy to stop the war on children and adopt the Child Protection Architecture within the African Peace and Security Architecture and the Road map on Silencing the Guns.

A statement issued by his Senior Special Assistant on Media and Publicity, Mallam Garba Shehu, stated Buhari assured his administration is committed to get all kidnapped child, male and male, out of terrorists’ captivity.

Speaking of the situation in the North-Eastern part of Nigeria, President Buhari said ”a number of school girls from Chibok and Dapchi earlier abducted by Boko Haram have regained their freedom.

”We commend the gallant efforts of the MultiNational Joint Task Force and the partners in supporting the reintegration of the girls.

”Let me categorically reassure you of the steadfast commitment of the Government of Nigeria to ensure the freedom of all kidnapped children from the shackles of Boko Haram.

”We will not relent until every child, boy, or girl, every Nigerian adult in custody of Boko Haram, is freed!.”

The President urged African countries and stakeholders on the continent to work fervently towards strengthening the protection of children from the six grave violations during armed conflict.

The six grave violations are killing and maiming of children, recruitment or use of children as soldiers, sexual violence against children, abduction of children, attacks against schools or hospitals and denial of humanitarian access for children.

President Buhari expressed concern that these grave violations against children have continued unabated.


”It is for this reason that the Nigerian government has severally condemned, and is combating frontally the dreadful activities of terrorist groups like Boko Haram and the so-called Islamic State.

”Of course, the severity of these grave violations varies from country to country.

”The incidence of a single violation of children rights in any country is an indelible dent on the African consciousness and is to be deplored and condemned,” he said.

Reminding AU Member States of their commitments to protecting children affected by armed conflicts in Africa, President Buhari reaffirmed Nigeria’s commitment to the protection of children in armed conflict zones.

He also used the occasion to outline some concrete measures taken by Nigeria towards tackling the root causes of child soldiers and the misfortune of out-of-school children.

”To stem the tide of out-of-school children Nigeria embarked on an all-inclusive reconstruction of schools vandalized by the ravaging terrorist activities of Boko Haram, while returning children are rehabilitated and reintegrated into society.

”Our Nomadic Education policy is also being implemented to reduce the number of out-of-school children. We have also prioritized de-radicalisation and demobilisation of ex-combatant children of Boko Haram insurgents,” President Buhari said.

Charging the continent on protecting children against the abuses of wars and conflicts, the Nigerian leader said ”the call to action is now for accountability by all African States to the rights of the children caught up in wars.

”Let us stop the war on children. This is a wake-up call for us all to create the enabling environment for rooting out the impact of armed conflicts against our children across the continent,” he said.

The Northern Elders’ Forum (NEF) says by 2023 the North will only support candidates with genuine commitment to deal with its problems and political will to meet the region’s aspirations.

This is contained in a statement by the Convener, NEF, Ango Abdullahi in Zaria, Kaduna State on Sunday.

He said: “The forum has observed that political manoeuvres around the 2023 elections are targeting the North as a region available for exploitation.

“We want to make it clear that people of the North will be very careful in committing to persons seeking their support on the basis of their region or wealth.

“The North knows its interest and will stand together to elect only persons who meet the standards and interests of the people of the North.

“No politicians should assume they are entitled to our support unless they show a clear understanding and a commitment to deal with our problems and meet our aspirations.”

On national security, Mr Abdullahi called for the injection of higher level of competence, integrity and accountability in the manner Nigerian security agencies deal with security challenges.

“We appeal to our religious leaders and fellow citizens not to fall into the trap of insurgents to set us up against each other.

“We condemn the tactic of targeting Christians and publicising their executions by an insurgency seeking to exploit our different faiths.

“We also condemn the murder of thousands of Muslims and Christians in communities which the insurgency has made permanent target in the last decade.

“These are times when we must unite and resist a common enemy as well as demand that our leaders protect us all as Nigerians,” he advised.

According to him, the forum supports the idea of improving the policing capacity of the nation, emphasising that all initiatives to improve public safety must be accommodated within the law.

He recommended the adoption of a more vigorous and inclusive process which would result in the creation of acceptable frameworks and confidence among all communities with respect to policing strategy.

The Convener said the forum extended its hand at any group willing to discuss this important matter, assuring that it would utilise its entire assets to collaborate with other groups to achieve an understanding on the way forward.

About sixteen states have completed negotiations on consequential adjustments and started paying the N30, 000 minimum wage to workers, the Nigeria Labour Congress has said.

The states include Lagos, Borno, Delta, Ebonyi, Edo, Jigawa, Yobe, Katsina, Ondo, Sokoto, Kebbi, Kano, Kaduna, Bayelsa, FCT, Anambra and Akwa – Ibom.

NLC President, Comrade Ayuba Wabba disclosed this during a meeting with members of the National Administrative Council (NAC) on Tuesday in Abuja.

The NAC also discussed the security challenge in the country, the decision of the Federal Government to borrow N2tn from the Pension Fund and casualisation of workers, especially by banks.

He said organised labour was not consulted on the decision of the government to borrow from the money.

Wabba said the union will keep its eyes open in order to ensure the safety of the N10 trillion pension funds.

“We will keep our eyes very open to ensure the safety of those funds and we also urge government to respect the provision of the law because it is only the pension fund administrator (PFA) that can actually invest the fund in such a way and manner that the safety of the funds will be guaranteed and there will be maximum return on investment.

Wabba said that while seventeen states were on the negotiating table, Taraba state government was yet to set up a committee to begin dialogue with labour leaders in the state.


He called on the state government to inaugurate a committee in order to commence dialogue.

Wabba said: “We have been able to make some progress. As I speak to you today from the initial six states that we mentioned in the last press conference, today we have 16 that have signed and commenced (payment).

“We have about three that have reached agreement but have not signed. We have about seventeen that negotiation is ongoing. I can say authoritatively that it is only in Taraba that nothing has started.

“The committee has not been inaugurated, the process of dialogue has not commenced and therefore, I want to use this medium to call on the Taraba state government to quickly respect the provision of the minimum wage Act.”

He insisted that there is no excuse for any state government not to pay the minimum wage since it had become a law.

Wabba said: “The minimum wage Act is already a law and every political officeholder must respect the sanctity of our constitution and also the sanctity of the oath of office they have sworn to uphold.

“If a worker is entitled to be paid his wages, the wages must be commensurate to what have been negotiated.

“Minimum wage implementation is observed in 90 per cent of the countries of the world and we cannot be an exception.

“There is no excuse for any state not to pay (the minimum wage). 85 per cent of the VAT increase goes to the state. Therefore, they don’t have any excuse not to pay workers the minimum wage, a minimum wage that will be negotiated not a minimum wage that will be a peanut that cannot even take a worker home.”

He berated the River State government for sealing off the state secretariat of the NLC.

“We condemn in very strong term the undemocratic action of the Rivers state government who went in the night to seal off NLC Rivers state secretariat under the laughable pretense of structural integrity. It is a shame.

“It is a clear violation of the International Labour Organisation Convention of 87, 98 and the labour Act which retrain public authorities from taking such action.

“We demand immediate opening of the office and respect for workers’ rights,” he said.

A Senior Advocate of Nigeria, Aare Afe Babalola, on Sunday said that any attempt by the Federal Government or its appendages to terminate the South Western Nigeria security outfits code-named ‘Operation Amotekun’ will fail.

The initiative, according to him, is deeply rooted in the 1999 constitution.

Babalola spoke on Sunday in Ado-Ekiti, the state capital, while criticising the APC-led federal government over its pronouncement through the office of the Attorney-General of the Federation and Minister of Justice, Abubakar Malami, that the joint security outfit is illegal.

Malami had last Tuesday announced the federal government’s opposition to the initiative, saying Amotekun was illegal and security was meant to be sole responsibility of the Federal Government.

The founder, Afe Babalola University, Ado-Ekiti argued that the southwest governors had not erred but only responded to the region yearnings for improved security.

He said this was necessary since the centralised police system had failed to ensure the safety of the life and property of their people.


He recalled that kidnapping, armed robbery, herdsmen/farmers clash and other security challenges prompted the formation of Amotekun as a regional response by the governors to clamp down on the heinous activities of security threats in the southwest.

The legal giant argued further that the governors had the right to protect their people because that was the ultimate responsibility of responsive government, saying Amotekun doesn’t only has its roots in the 1999 Constitution but other previous constitutions.

He said unfortunately Malami relished on the Article 45 second schedule of the 1999 constitution (amended), that gives to the FG the exclusive power to manage the police and forgot that sections 24, 40, 45 imposes clear responsibility on citizens to ensure security of their lives and property.

“The Amotekun outfit is a protective and supportive outfit established by the governors of the Southwest. It has its roots in the 1999 Constitution and the previous constitutions before it – 1960, 1963.

“Section 24 of the constitution provides that ‘it shall be the duty of every citizen to make positive and useful contribution to the advancement, progress and well-being of the community where he resides’. Well-being means security of life and property etc. How many Nigerians realise that they have a duty to assist and to protect the interest of the community and themselves.

“And Section 40 goes further that ‘every person shall be entitled to assemble freely and associate with other persons, and in particular, he may form or belong to any political party, trade union or any other association for the protection of his interests’.

“When you put these two together, it shows that all of us have the duty to associate whether as Yoruba people or as state people to ensure that lives and properties are safe. The Amotekun outfit has its roots in the constitution. It is constitutional, it is legal and proper,” he said.

According to him, the Federal Government should rather embrace and key into the initiative instead of trying to kill the laudable initiative, saying “it should immediately thank for what they are doing.

“If this outfit had been established about 10 years ago, we would not have these issues of kidnapping, killing and other security challenges.

“We won’t have those who go to the farms to kill people because they would be fished out. That is why the constitution says that such outfit should report to the police.

“What I have just said is that it is to support the police, support the government in their duty to ensure that there is peace, there is safety of property, safety of lives. It is a good idea. It is belated but it is lawful and constitutional.

“All that the AGF said is that Article 45 of the constitution, second schedule gives to the FG the exclusive power to manage the police, he did not say that sections 20, 40 and 45 are abrogated. They cannot abrogate it.

“The sections I have quoted are superior to the schedule he is talking about and in any event, the governors have not set up a parallel police outfit, what they have done is to set up a supportive and protective organ to assist the police and in their communiqué, they said it would report to the police.

“The law says you can join together in association to assist the police. How can the police or any government by angry about this.

“In my opinion, the act has been done, Amotekun had been launched, let them go on.

‘’What the state governors have done is legal, so why should they bother? Let them (FG) try to go to court.

‘’They will meet the governors there. All what they would have to do is to show them sections 24, 40, 45 of the 1999 constitution.

“It is a case that must fail if they go to court. They have not set up a parallel police outfit. No. the constitution says it is your duty to protect the interest of yourself and others and join together in doing so. So simple. The case will be so easy to win,” Babalola argued.

The National Organising Secretary of Afenifere, Abagun Kole Omololu, has been arrested and detained.

According to him, he was arrested by one of the police officers on the entourage of the Vice President, Yemi Osinbajo.

Omololu said he was arrested in Lagos State and detained at Onikan Police Station.

A message sent to The PUNCH by the Afenifere leader read, “I have just been arrested by ACP Oludotun Odubona on the entourage of the VP Osinbajo, claiming (that) I did not park well for the convoy, in front of Nigerian National Petroleum Corporation, Ikoyi.

“Currently, I am in detention at Onikan Police Station, Awolowo Road, Ikoyi, Lagos.”

When contacted about 9.17 pm, Omololu told our correspondent that he had been released.

He said, “It is just an act of overzealousness. I have been released. No condition was attached to my release. Senior aides of the vice president, including the ADC and Chief Security Officer, have called me.

The Afenifere leader also said the police officer almost slapped him during the altercation.

“He accused me of struggling with the convoy, which was not the case. I was only trying to move away. He came to meet me where I parked, raining curses on me.

“He nearly slapped me. Despite all my explanations that I am an elderly man, he insisted that I was arrested and taken to the police station. I told him that I respect the VP and I won’t obstruct his convoy. He only embarrassed his boss. I know his boss will never do that.”

The Spiritual Director of Adoration Ministry, Enugu, Nigeria, Amen, Fr Ejike Mbaka, had during the 2019 crossover ministration, asked Ihedioha to prepare to leave office, saying that holy spirit has rejected him, and that new hope, with a new flag, will take over the government of Imo state.

“Those who are attacking the message are just casting Pearl before swine, the holy spirit has said it, and that is final. “I don’t know how it will happen, but the only thing is that I see hope, joy, and a new government coming in Imo state.

“Even though Ihedioha has won in a tribunal and at the Appeal Court, that doesn’t mean that he will triumph in supreme Court enough of all this brouhaha! “What we are doing in adoration here is spiritual, it is not according to our power, it is a holy spirit, once he reveals it, we say it.

Former Chairman of the Pension Reform Task Team, Abdulrasheed Maina
The former chairman of the Pension Reform Task Team (PRTT), Abdulrasheed Maina, on Monday, told the Federal High Court in Abuja that he could not fulfill the conditions of the bail granted to him.

Mr Maina is accused of diverting N100 billion of pension funds, and is facing trial for alleged money laundering. He is being prosecuted by the EFCC on a 12-count charge, and is also accused of operating fictitious accounts and carrying out other fraudulent activities.

The former PRTT chairman, who was in hiding for almost two years, was arrested by the State Security Service last year.

The SSS handed over Mr Maina to the EFCC, which had declared him wanted for over a year.

His son, Faisal, who was arrested alongside the father in September, is accused of operating an account he used to divert various sums of money, including N58 million.

The two men were arraigned by the EFCC on October 25 on separate charges. They pleaded not guilty.

Bail conditions
The court on November 25 admitted the former pension chairman to bail in the sum of N1 billion.

Justice Okon Abang, who gave the ruling, also ordered that Mr Maina must produce two sureties who must be serving senators.

The judge said the two lawmakers must not be standing criminal trial in any court in the country.

He also ruled that the two sureties, who must be prepared for a N500 million bond each, must always be in court with the defendant at each adjourned date.

Court session
At the resumed hearing of the matter on Monday, Mr Maina’s lawyer, Afam Osigwe, informed the court that his client could not meet the bail conditions.

Mr Osigwe presented an application pursuant to section 181 of the Administration of Criminal Justice Act (ACJA), seeking a bail variation for Mr Maina.

According to the lawyer, although two senators had indicated interest to stand as sureties, “they have stated that they neither have properties in either Asokoro or Maitama worth the amount specified by the court.”

Justice Abang asked Mr Osigwe if he obtained documents containing the information of landowners in Abuja from the land registry and he replied, “No”!

“The land registry treats such documents as confidential,” he said.

Mr Maina’s lawyer added that “to even conduct a search on an identified property, the Abuja Geographic Information Systems (AGIS), would not permit you to do so unless you produce the original titled document together with a letter of consent.

“When you approach a person to be your surety and the person says I don’t have this property, I think it would be disrespectful to go behind investigating whether what the person has told you is true,” he said.

However, Justice Abang, held that Mr Maina ought to have attached documents to prove their claim.

“The court did not fix those conditions for fun. The court has reasons for imposing those conditions. So, if you want the court to vary it, convincingly, you have to establish the fact that the applicant is unable to comply with those conditions,” the judge said.

Mr Abang also added that the defendant failed to challenge the prosecution’s claim that he (Mr Maina) no longer resides in Abuja and might run away if released on bail.

But Mr Osigwe in his argument said all Mr Maina’s travel passports had been seized by the anti-graft agency.

“All the documentation relating to his residential permit in Dubai, UAE is all with the EFCC and a High Court of the FCT,” he said.

The Nigerian Electricity Regulatory Commission (NERC) on Saturday announced the immediate review of electricity tariffs in the country from January 1.

The order was issued to the 11 electricity distribution companies (DISCos) on December 31, 2019, but published on the Commission’s website on Saturday.

Signed jointly by the Chairman of the Commission, Joseph Momoh, and the Commissioner for Legal, License & Compliance, Dafe Akpeneye, the order was titled “December 2019 MYTO Minor Review Order” for the 11 DISCOs.

New tariffs
The various tariff reviews for all categories of consumers — except those consumers classified as residential (R1) — ranged from 59.7 per cent for consumers in Ikeja to 77.6 per cent in Enugu.

Under the new order, electricity consumers in Ikeja who used to pay about N13.34 per kWh since under the 2015 MYTO when the last review was carried out will from January 1 this year pay N21.80 per kWh, same as their R2 counterparts.

Their counterparts in Enugu who used to pay about N17.42 per kWh will, under the new order, pay about N30.93 kWh from January 1.

Their R2 and R3 counterparts who paid about N19.31 and N27.11 per kWh since 2015, will now be paying N34.28 and N48.12 per kWh.

Residential (R2) and R3 consumers in Ikeja, who have been paying N13.34 and N26.5 per kWh since 2015, will now be paying N21.30 and N21.80 per kWh.

Residential consumers are those categorised as those using singe phase and three-phase meters and electricity consumption of about 50 kWh in premises with flats exclusively for residential purposes.

The affected DISCos include Abuja Electricity Distribution Company, Benin Electricity Distribution Company, Enugu Electricity Distribution Company, Eko Electricity Distribution Company, Ibadan Electricity Distribution Company, Ikeja Electricity Distribution Company, Jos Electricity Distribution Company, Kaduna Electricity Distribution Company, Kano Electricity Distribution Company, Port Harcourt Electricity Distribution Company and Yola Electricity Distribution Company.

The order, the Commission said, supersedes “other orders issued on the subject matter, and shall take effect from January 1, 2020.”

The R3 consumers who use maximum demand low voltage who have been paying N26.5 per kWh in Ikeja will now be paying N36.49 per kWh, compared to their counterparts in Abuja who have been N27.20 per kWh since 2015, who will now be paying N47.09 per kWh, same as their R4 consumers.

The review also affected the tariffs for other categories of consumers, namely commercial, industrial and special.

Commercial consumers are those who use premises for any purpose other than exclusively as residence or as a factory for manufacturing goods.

The industrial consumers are customers who use their premises for manufacturing goods including welding and iron monger.

The special customers include those involved in agriculture (excluding agro-allied enterprises involved in processing), water boards, religious houses, government and teaching hospitals, government research institutes and educational establishments.

Under the new tariff order, commercial customers who have been paying between N20.45 and N27.20 per kWh since 2015 will now be paying between N37.39 and N47.09 per kWh.

Their industrial customers who have been paying between N20.95 and N27.22 per kWh in Abuja, will now be paying between N36.07 and N47.09 per kWh under the new dispensation.

Also, those in the special category who have been paying about N20.06 per kWh in Abuja since 2015, will now be paying about N35.74 per kWh.

Enabling law
NERC said the order was pursuant to Section 32 and 76 of the Electric Power Sector Reform Act aimed at providing a cost reflective tariffs that ensures prices charged by licensees are fair to consumers.

Besides, such prices are supposed to be sufficient for licensees to operate efficiently to recover the full costs of their activities, including reasonable returns on the capital invested in the business.

In issuing the order, Section 17 of the MYTO 2015 expects that changes in the variables in the economy outside the control of DISCOs, including inflation rates, foreign exchange rates, gas prices and available electricity generation capacity will be taken into consideration.

The order will also reflect the market shortfall for years 2019 and 2020 as well as determine the minimum remittances payable by the DISCOs in meeting their market obligations on the allowed tariff to allow the settlement of invoices by Nigerian Bulk Trading and the market operator.

NERC said the new order updates was based on actual changes in macroeconomic variables in generation capacity as at October 31, 2019, including inflation rate of 11.3 percent for January to October 2019.

The order was also based on exchange rates of N306.9 plus one percent premium which is about N309.97 to the dollar and gas price of $2.50 per million metric tons BTU and gas transportation cost of $0.80 per MMBTU

Basic assumptions that guided the review included exchange rate of N310, generation cost of N23 per kWh, transmission cost of N7.8 per kWh, transmission and admin cost of N3.99 per kWh

Under the new tariff order, NERC insists “All DISCos are obligated to settle their market invoices in full as adjusted and netted off by the applicable tariff shortfall.”

“In the determination for compliance to the minimum remittance threshold in this Order, the Commission shall consider verified receivables from MDAs (ministries, departments and agencies) for the settlement period and DISCos’ historical collection efficiency for MDAs.

“The commission shall hold the TCN (Transmission Company of Nigeria) responsible for deviation from the economic dispatch order that adversely impact on the base weighed average cost of the wholesale of energy.

The Chairman, Board of Trustees of Peoples Democratic Party (PDP), Sen. Walid Jibrin has raised alarm over threats to his life and petitioned the Director-General of DSS and Inspector General of Police, following his comments that the party will not zone its presidential ticket come 2023.

Sen. Jibrin recently stated that the party will give room for interested aspirants from all parts of the country to contest for the presidential primaries for the 2023 elections, which elicited various reactions including threats of a demonstration against him and harassment.

According to him, “I have received a call from some people threatening my life over my coming out not to mention that the presidency of this country be zoned to the Northeast. They were saying that I am a traitor, that I should have come out to say that it is only Atiku Abubakar, that because I said that Atiku was already overthrown by the Supreme Court. They said for that, I should say Atiku is the man”.

The Zamfara State government has earmarked over N1 billion for the construction of Jumu’at Mosques, Ramadan welfare package and renovation of cemeteries and other religious activities in the state for the year 2020.

The state Commissioner of Religious Affairs, Sheikh Tukur Jangebe, disclosed this while defending the 2020 budget proposal of his ministry at the state House of Assembly in Gusau on Tuesday.

Jangebe noted that over N300 million from the amount would be used for Special Ramadan packages for rural dwellers in the upcoming 2020 Ramadan fast. “You know previously in every Ramadan season, the state government establishes Ramadan feeding centres across the state under this ministry.

“This time, we are going to restructure the Ramadan feeding package in the state, we want to reorganise it in such a way that it will reach the target beneficiaries in the rural communities. “We plan to provide grains, essential commodities and cash to various categories of needy instead of Ramadan feeding centers”, the commissioner said.

According to him, under the 2020 budget proposal, the ministry planned to build additional Jumu’at Mosques across the 17 emirates of the state. “We are going to establish one Islamic education centre in each of the three senatorial districts in the state.

The Attorney-General of the Federation and Minister of Justice, Mr. Abubakar Malami (SAN), said on Friday that the release of Sahara Reporters publisher, Omoyele Sowore, and a former National Security Adviser, Sambo Dasuki, from detention by the Federal Government was based on compassionate grounds.

He also said in a statement by his spokesman, Dr. Umar Gwandu, who quoted him as speaking to the BBC Hausa and the Hausa Service of the Voice of America, that they were released because the government decided to comply with orders granting them bail.

Explaining why the leader of the Islamic Movement of Nigeria, Sheikh Ibrahim El-Zakzaky, and his wife, Zeenat, were not released like Dasuki and Sowore, Malami said “the Federal Government does not interfere with the cases that are being prosecuted by a state government.”

El-Zakzaky and his wife are being prosecuted by the Kaduna State government on charges of murder.

Malami said the release of Sowore and Dasuki, which came after about four years of government disobeying at least five separate court orders granting bail to the ex-NSA, and another orders granting bail to Sowore in September and November 2019 was a demonstration of government’s commitment to rule of law.

He maintained that it was not due to any domestic or international pressures.

He said, “The only reasons for the release of Omoyele Sowore and Sambo Dasuki revolved around our commitment to the rule of law, obedience to court orders and compassionate grounds.

“It is important to understand the fact that as far as the law is concerned and in relation to the Nigerian justice system, one has multiple options after a court has ruled on a matter.”

The two Igbo clerics, spoke during the celebration of Christo Feast 2019 at Life of Faith Gospel Assembly Ministries headquarters at 3-3 , Nkwelle Ezunaka, Oyi local government area, while speaking with The Nation

According to Obiorah: “For the country to survive, we need every tribe, we need equity and it is the turn of Igbo man to be the President of Nigeria.

“The impression some people have created against Ndigbo is bad.

“God loves Igbo the way He loves others. Igbo has the gift to fix this country again ”

“I’m not against any government or tribe, but let’s live for one another.

“I’m appealing to the federal government and the leading political parties in the country that they should work on giving Igbo the 2023 presidency for the unity to continue ”

For Bishop Henry Okeke, every body should start praying seriously for the government of the All Progressive Congress (APC) and President Buhari because the situation was becoming unbearable in the country

He said: “The country needs that balance and it is the base of restructuring and that is the only way for unity in this country ”

“The Southeast people are neglected, give the people chance, yes, nobody is perfect but there are people more gifted than others who can lead this country and make residents happy”

“If this country is giving to Ndigbo in 2023, there will be balance which has been lacking in Nigeria.

“There has not been peace, no unity among the people and insecurity every where. This country needs equity and fairness.”

The clerics said greed had eaten deep into the fabrics of politicians in the country, while calling on other religious leaders and groups to pray hard for the current leadership in the country.

They agreed that the economy in the country had affected marriages, families and governments, describing life as a battle.

Ohanaeze Ndigbo Youth Council (OYC) on Tuesday claimed that talks between the North and South-West ahead of the 2023 presidency have broken down.

Okechukwu Isiguzoro, the President and Okwu Nnabuike, the Secretary-General, in a statement, alleged that the presidential aspiration of All Progressives Congress (APC) national leader, Bola Tinubu, was hanging due to tactic withdrawal of support from Northern power brokers.

OYC said it had confirmed that the North was not satisfied with the voting pattern and results during the 2019 presidential election in the South West as President Muhammadu Buhari did not win overwhelmingly.

It noted: “The result shows that South West voted for both PDP and APC, with the latter leading with little margin irrespective of desperate efforts that denied Nigerians from South East from voting in most South-West states.

“The North feels that the South West betrayed them and there should be a new alliance and the moves are on.

“With the recent sack of South West from juicy portfolios and positions, and making Vice President Osinbajo quiet, Tinubu may have seen the handwriting clearly written on the wall; that all may not be well with the alliance between defunct ACN/ANPP/CPC”.

However, the body disclosed that: “Some northern statesmen will be leading a high profile delegation to a consultative but confidential meeting with the Secretary General Ohanaeze Ndigbo, Uche Okwukwu, to cement a new pact between the North her old ally, the Old Eastern Region (comprising of South East and South-South states).

“This meeting is billed to hold in Abia State, Ebonyi State or Rivers State early January”.

It added that issues to be discussed include Nigeria’s security challenges, 2023 general election, the demise of pioneer President General, Ohanaeze Ndigbo, Justice Ezebuilo Ozobu, among others.

Meanwhile, President Muhammadu Buhari, has reiterated that he won’t stay in office beyond 2023.

He spoke in reaction to a statement by legal luminary, Femi Falana, who alleged that a third term plot was in the works.

Garba Shehu, the president’s aide on media and publicity, dismissed Falana’s claim.

“To repeat: All and every claim that is made that suggest President Muhammadu Buhari will stand for a third term in office is false”, the spokesman stressed.

“President Buhari is a democrat. He respects the Constitution. Any activity aimed at altering the two-term limit will not succeed and shall never have his time nor support.”

“The President will have nothing more to say on this matter – apart from to repeat this statement, ad infinitum – that he will not be seeking, accepting, nor standing for a third term. “

There have been no fresh charges instituted against Sowore since he was rearrested by the operatives of the DSS on December 6 barely 24 hours of being released from the agency’s detention lasting over months.

Prof. Biodun Ogunyemi, National President, Academic Staff Union of Universities (ASUU), has said that it is not a crime for lecturers to teach in two different universities.

Ogunyemi, who said this when he appeared on News Agency of Nigeria (NAN) Forum in Abuja on Sunday, said that the diversity usually offer the opportunity of comparing standards.

He said that teaching in two universities would only add to the system as it would afford the opportunity for lecturers to borrow and learn ideas from each others.

“The university systems allows for what we call Sabbatical. It is part of university tradition and practices all over the world.

“The purpose that it serves is that you create window for peer review. In other words, what you are doing in university A, you go to university B and see whether that is what obtains exactly, or you need to borrow something, or you share some ideas.

“ Sabbatical is a mechanism for assuring comparability of standards. Anybody that goes out for sabbaticals, when he or she comes back to the university, he adds value to the system.

“You are bringing something back, no matter how little, to the system. Where you have gone too, they get something from you.

“ So, we encourage that from time to time in the university system because universities are regarded as universal places of learning and research,” he said.

Ogunyemi also explained that lecturers, who embarked on sabbaticals, are being paid by both their original employers and the benefiting institution.

According to him, before you go on sabbatical, you must write a proposal on what you want to do for that year; when you come back, you must present the result of what you have done.

“It is like a research/teaching leave; you also go to another place within Nigeria or outside Nigeria to acquire new information, knowledge and bring back the knowledge to add value to your work place.

“So, it is part of the inbuilt mechanism for developing the competencies and skills of the university academics for global competition. So, working in more than one place is not a crime.

“It is not something that is now being debated whether it is moral or immoral, because they are trying to read some moral script into it,’’ he said. (NAN)

The President, Major General Muhammadu Buhari (retd.) has called on the universities in Nigeria to be more proactive in ensuring that their graduates are employable.

He said many Nigerian graduates were being described as unemployable by some employers of labour, saying this was worrisome to his regime.

Buhari stated this at the 31st Convocation of the Federal University of Technology, Akure, Ondo State, on Saturday.

According to him, the present regime considered education as the cornerstone of national development with universities as the pinnacle of education, “being the engine of knowledge generation and dissemination.”

He said, “In today’s globalised knowledge economy in which the wealth, strategic importance and ranking of any country in the comity of nations is determined largely by its knowledge economy index, my expectation is that our universities will use the instrumentality of their tripartite mandates of teaching, research and community engagement to launch Nigeria into an enviable position among nations of the world.

“In this regard, government expects Nigerian universities to produce graduates imbued with the requisite knowledge, competencies, attitudes, and skills to be active role players in our quest for socio-economic and technological development.

“I expect universities to pay serious attention to the less than complimentary assessment of the graduates of our universities by employers of labour. Definitely, we can not be comfortable when products of our citadels of learning are being described as ‘unemployable’, exhibiting lack of job-readiness and so on.”

Major General Buhari (retd.) noted that issues of graduate employability and skills are pertinent issues gaining tractions nationally and internationally and are prominent on the front burners of discourse on higher education and the future of work.

In his remarks, the Vice-Chancellor of the university, Prof Joseph Fuwape, urged the graduating students to remain focused and diligent in order to occupy the prime positions of leadership in the country.

The Federal Government on Thursday declared December 25th and 26th as public holidays.

In a statement signed by the permanent secretary to the Ministry of Interior, Georgina Ehuriah, January 1 was also designated as a public holiday.

The public holidays are for the Christmas (December 25th), Boxing Day (December 26th) and New Year (January 1st) celebrations.

According to the statement, the Minister of Interior, Rauf Aregbesola, felicitates with “Christians and all Nigerians both at home and abroad on this year’s Christmas and New Year Celebrations.”

The Minister also “enjoined all Christians to live within the virtues and teachings of Jesus Christ, which hinge on compassion, patience, peace, humility, righteousness and love for one another, adding that doing so would guarantee an atmosphere of peace and security in the country.”
