The Pan-Northern socio-political organisation, Arewa Consultative Forum, has kicked against the reintegration of repentant Boko Haram insurgents into the society.

The National Chairman of the group, Chief Audu Ogbeh, said the repentant Boko Haram members should be prosecuted for the crimes committed against Nigerians.

Ogbeh, a former Minister of Agriculture, said this in a statement he personally signed and released by the National Publicity Secretary of the ACF, Emmanuel Yawe in Kaduna on Tuesday.

The statement was entitled, ‘On repentant Boko Haram Terrorists and the Principle of Equity and Justice’.

It read, “We are currently witnessing large scale surrender of large numbers of Boko Haram Insurgents, among whom are bomb makers, commanders, arsonists, rapists, and child snatchers.

“Do we have good reason to cheer and hope for an end to this decade-old insanity? Is ‘I am sorry’ enough to bring relief to Nigerians and the thousands of the dead and the maimed? What of those victims bombed in the churches, mosques, schools, and markets? What of all the men and women in uniform murdered by them?

“Who can count the thousands of widows and orphans they have created?

“So, what do we do with them? Should we just embrace them and trust them wholesale? Are their moves informed by altruistic repentance? We seriously doubt.

“We join the Governor of Borno (Babagana Zulum), The Shehu of Borno, Senator Ndume and millions of Nigerians in pondering over this development and our simple advice is: Bring them to trial, or free all others presently in custody anywhere, while we Nigerians plead guilty of naivety and gullibility in the extreme, punishable by more insurrection and anarchy.”

Ogbonnaya Orji, executive secretary of the Nigeria Extractive Industries Transparency Initiative (NEITI), says the exact quantity of crude oil produced in the country is unknown.

He spoke on Thursday during a courtesy visit to Mansur Liman, director general of the Federal Radio Corporation of Nigeria (FRCN).

Orji explained that the lack of information has persisted due to the absence of meters at wellheads and the inability to monitor deep offshore fields.

“We do not have the capacity to go deep shores to know how much we are producing. As we speak, it is very difficult for any Nigerian to ascertain how much actually we are producing,” he said.

“This is one of the challenges that NEITI is dealing with because if you do not know how much you are producing, how would you know how much you are expected to earn?

“The companies that go deep shore that are involved in offshore exploration, none of them are indigenous Nigerian companies and they cannot really protect the interest of the country as much as Nigerians can.

“But we must concede to those companies, they are doing a great job here because without them there will be no oil industry.”

The NEITI boss said the agency has consistently recommended that meters be placed on oil wellheads to measure the volume of crude oil produced in the country, in all its oil and gas audit reports.

According to him, efforts to reform the oil sector have not been successful because those who benefit from the outdated law governing the sector are hindering the passage of the petroleum industry bill (PIB).

“The only law that governs the oil and gas industry in Nigeria currently is the Petroleum Act of 1958. If you use this law in computations of taxes and royalties based on a very old rate, Nigeria loses a lot of revenue,” he said.

He noted that the country’s failure to update its laws in the sector means when prices go up, the country is unable to derive maximum benefit from the situation.

On his part, Liman charged NEITI to continue to check the tax regime of companies operating in the country.

The Kogi State Police Command continued in its deliberate harassment and intimidation of two Buhari-Must-Go protesters mobbed in the Lokoja area, by charging them for treasonable felony and public disturbance.

SaharaReporters learnt on Thursday that the duo – Larry Emmanuel and Victor Udoka – were not brought to court but tried in a Magistrate’s office and remanded in the Kabba prison.

The magistrate, it was further gathered, gave no adjourned date for the matter.

SaharaReporters had on Wednesday reported that the police secretly arraigned the two protesters and ensured that they were remanded at the Kabba Prison – without the knowledge of their lawyers or family members.

SaharaReporters had learnt that the charges on which they were arraigned were not made public.

“Larry was charged for inciting public disturbance. Victor was charged for treasonable felony. According to them, the judgment to remand them in prison wasn't given in a court room. It was in the magistrate’s office at the Lugard’s magistrate court.

“The magistrate said their lawyer should apply for bail. They said it's the judge in court 7 that gave the judgment. The accused weren't allowed access to their phones to make calls. The magistrate threw them in prison and gave no adjourned date,” a source explained.

The police authorities backed by the Kogi State government have continued in their desperate attempts to frustrate the two protesters.

This is sequel to the torture which violent youths on Sunday gave the middle-aged protesters who were posting Buhari-Must-Go posters in Lokoja, the Kogi State capital.

SaharaReporters had reported that the irate mob flogged the two youths, filmed them and brutalised them before they were later handed over to the police.

It had been gathered that the police thereafter quizzed the two protesters and detained them when they insisted on seeing their lawyer before making a statement.

“The lawyers have been there for two days now and the police haven’t produced them. The police commissioner in Kogi could not produce anti-Buhari protesters he claimed were in his custody after two days.

“We are hearing they were never returned to police custody after the police handed them over to thugs,” a source in Lokoja had told this newspaper.

An aide to the President on social media, Lauretta Onochie, says Nigerians who flaunt lifestyles they cannot afford offline and online will be investigated by the Economic and Financial Crimes Commission as well as the Independent Corrupt Practices Commission.

The aide to the President, Major General Muhammadu Buhari (retd.), stated this on Twitter on Monday, saying such persons will be invited by the anti-graft agencies to explain the sources of their wealth and properties.

Onochie wrote, “Lifestyle Audit is now legal in Nigeria. Those who flaunt lifestyles they cannot afford can now be investigated by any of the graft agencies to produce evidence of the sources of their wealth. You can now be called upon to explain how you acquired certain properties. -@ICPC_PE.”

The PUNCH had also reported that the EFCC Chairman, Abdulrasheed Bawa said the commission will from June 1 demand the asset declaration forms of bankers.

He said the decision was in line with the provisions of the Bank, Employees Declaration of Asset Act.

International Monetary Fund (IMF) has concluded that despite the $3.5 billion loan it gave Nigeria to cushion the effects of COVID-19 pandemic in April 2020, socio-economic conditions have worsened.

In a report published, on Monday, on the Article IV Consultation for 2020, which ended on January 27, the Board noted that “Nigeria’s economy has been hit hard by the COVID-19 pandemic. Following a sharp drop in oil prices and capital outflows, real GDP is estimated to have contracted by 3.2 per cent in 2020 amidst the pandemic-related lockdown.

“In April 2020, Nigeria received IMF emergency financial assistance of $3.5 billion under the Rapid Financing Instrument to help cushion the impact of the pandemic.

In a report published, on Monday, on the Article IV Consultation for 2020, which ended on January 27, the Board noted that “Nigeria’s economy has been hit hard by the COVID-19 pandemic. Following a sharp drop in oil prices and capital outflows, real GDP is estimated to have contracted by 3.2 per cent in 2020 amidst the pandemic-related lockdown.

“The unemployment rate reached 27 per cent in the second quarter of 2020, with youth unemployment at 41 per cent.

“External vulnerabilities due to lower oil prices and weak global demand have increased, with the current account remaining in deficit in the first half of 2021,” the Fund noted.

It, however, commended government for acting swiftly to adopt a pandemic-related support package equivalent to 0.3 per cent of GDP in the 2020 revised federal budget despite limited fiscal space.

At the last Monetary Policy Committee (MPC) meeting, Central Bank of Nigeria (CBN) admitted that the 0.3 per cent of GDP COVID-19 stimulus package was abysmally little and said it would provide more.

Looking ahead, IMF directors emphasised the need for urgent policy adjustment and more fundamental reforms to sustain macroeconomic stability and lift growth and employment.

While welcoming removal of the fuel subsidy and steps to implement cost-reflective tariff increases in the power sector, the directors “stressed the need for significant revenue mobilization to reduce fiscal sustainability risks, relying initially on progressive and efficiency-enhancing measures with higher tax rates awaiting a more sustained economic recovery.”

They highlighted the need for improved social safety nets to cushion potential negative impacts on the poor.

The recommended gradual and multi-step approach to establishing a unified and clear exchange rate regime with the near-term focus on allowing for greater flexibility and removing the payments backlog.

“Directors observed that the accommodative monetary stance remains appropriate in the near term, although tightening may be warranted if the balance of payments or inflationary pressures were to increase.

“In the medium term, the monetary policy operational framework should be reformed and Central Bank financing of budget deficit phased out in order to reduce inflation.

“While welcoming the resilience of the banking sector, Directors called for continued vigilance to contain financial stability risks.

“They noted that COVID-19 debt relief measures for bank clients should remain time-bound and limited to those with good pre-crisis fundamentals.

“Directors welcomed recent progress in structural reforms and called for continued reforms aimed at promoting economic diversification and reducing the dependence on oil and increasing employment.

“In addition, they encouraged strengthening governance and anti-corruption frameworks, including compliance with AML/CFT measures.”

As calls for the removal of President Muhammadu Buhari grew with worsening insecurity and following the recent abduction of Kankara schoolboys, the Chairman, Presidential Advisory Committee Against Corruption, Prof Itse Sagay has said it will amount to an abuse of impeachment power to impeach Buhari because of insecurity.

Sagay disclosed this to SaharaReporters on Thursday, while reacting to recent calls for Buhari’s impeachment across the country.

He also criticised the opposition party, People Democratic Party, for calling for the impeachment of the president.

“Calling for the impeachment of Buhari based on insecurity is an abuse of impeachment power. There is nothing wrong in criticising him so he can do more. But I don’t think there’s anything he has not done that warrants calling for his impeachment,” Sagay said.

“What do you expect from the PDP? Their chairman was dancing in Abuja because innocent children were kidnapped. The PDP doesn’t care about the country. The PDP is not an organization. Impeachment is not what we use against a responsible man.

“We don’t use impeachment because of security issues, it has to be something that affects the character, commitment, honesty and integrity of the person in power, not just because of unfortunate happenings under the person’s watch.”

When asked about the kind of offence that could justify the commencement of impeachment proceedings against the president, Sagay said, “I can’t tell you what he would do to warrant his impeachment, so you won’t be going out to promote his impeachment.”

In the same manner, the senator representing Kaduna South, Danjuma La’ah, insinuated that members of the Senate would have nothing to do with any move to impeach the president.

“I think the impeachment call comes from a House of Representatives’ member. It is different from what we discuss in the Senate. Am I a Rep (House of Representatives’ member? You can’t ask me what concerns the Reps. We in the Senate haven’t called for the impeachment of the president. We in the Senate have a focused thinking. We talk like elders,” La’ah stated.

The ULC broke away in 2015 during the delegates conference to elect new leadership for the NLC.

President of NLC, Ayuba Wabba broke the news to reporters at the end of a Joint session meeting addressed by the two leaders of the unions on Thursday in Abuja.

Wabba said that with the reconciliation, the leadership of the ULC has been re-integrated into the NLC.

There was a miild drama on Sunday at the Oluyole, Ibadan residence of the former governor of Oyo State, Abiola Ajimobi, when the state deputy governor Rauf Olaniyan was denied access to the eighth day fidau prayers holding in the compound.

The family had announced the fidau prayer as a private programme, urging the public to watch through virtual channels including Zoom, YouTube and Facebook.

Olaniyan arrived the residence at about 11:20 am in a convoy of five vehicles. On getting to the gate of the road leading to Ajimobi’s residence, the convoy was stopped by policemen and members of other security agencies manning the gate. They insisted that only the deputy governor’s vehicle could be allowed into the street to join the prayer.

The deputy governor’s security details initially rebuffed the idea but when their argument was degenerating, a senior policeman intervened and they eventually agreed that only the deputy governor’s vehicle should go in.

But on getting to Ajimobi’s house, the gate was also locked. The deputy governor’s aides introduced their principal but they were told that the gate had been locked, and that Mrs Ajimobi was in possession of the key. Olaniyan waited, believing that the issue would be sorted in no time.

After waiting for about 15 minutes, however, without any positive development, Olaniyan left the residence.

Prayers were still ongoing as at press time.

So far, the Oyo State government has spent N2,779,000,000 in the fight against COVID-19 in the state.

State Commissioner for Finance, Mr Akinola Ojo, disclosed while speaking with journalists at governor’s office, Ibadan, on Tuesday.

The breakdown of the expenses shows that N900.5 million was spent to purchase COVID-19 palliatives and seedlings; N370.6 million to upgrade the Infectious Diseases Centre, Olodo; N453.7million on securing borders, security trucks and personnel; N118million in supporting the University College Hospital, Ibadan, to test for COVID-19.


N156million has been set aside for volunteers to each receive hazard allowance of N15,000 from June, backdated to March.

He gave the estimate of contributions from well-meaning individuals and institutions, in cash and gift items, as amounting to N1.2billion.

Out of the N1.2billion, he sai N378.1 million was cash donation, intact in the state COVID-19 endowment account.

Asked about the donation from the Federal Government, Ojo said the state had assurance from the Nigeria Centre for Disease Control (NCDC) of getting N100million.

He added that the state also got a donation from CACOVID to the tune of N250million.

A Rivers High Court has restrained former Deputy National Secretary of the All Progressives Congress (APC) Victor Giadom from parading himself as a member or officer of the party.

Justice C. Nwogu gave the order in a suit filed by Okechukwu Chidor Ogbonna and Mac-Lords Peterson against APC Rivers chapter; Acting chairman of the chapter Igo Aguma; Victor Giadom and Golden Chioma in Port-Harcourt.

The court stated having been suspended by the State Executive Committee (SEC) of APC, Giadom should not participate in the activities of the party pending determination of the substantive case.

The judge ruled: “An order of interim order is hereby made restraining the third defendant from parading himself as an officer or member… or exercising any right or privilege accruable to members….”

APC Rivers had forwarded Barrister Worgu Boms as replacement to National Working Committee (NWC), which swore him in on Monday.

The Judge adjourned further hearing in the suit to July, 9 2020.

Femi Adesina, Special Adviser on Media and Publicity to the President, Major General Muhammadu Buhari (retd.), says the Peoples Democratic Party plunged Nigeria into a cesspool of backwardness from 1999 to 2015.

Adesina said the party does not breathe progress, adding that despite raising billions of naira for its head office, the party has not been able to complete it.

In a piece entitled, ‘A Good Setback by 60 Years,’ the President’s spokesman argued that the PDP has a “fixation with 60 years” but could only rule Nigeria for 16 years.

He said since the party lost to his principal and the All Progressives Congress in the 2015 elections, the PDP has not stopped fantasying about 60 years.

According to him, the claim by PDP National Publicity Secretary, Kola Ologbondiyan, that Buhari and his team “have taken our country 60 years backward” showed the party’s “neurosis with 60 years”.

“And to think the party can’t even complete its head office, despite raising billions of Naira, which developed legs and vanished,” he added.


Adesina listed some of Buhari’s feats in the last five years including those in the Agriculture sector, noting that neighbouring countries now buy food from Nigeria.

He wrote, “We used to import everything. Even when we had a celebrated farmer as President, we brought in rice from all over the world, and beans from Burkina Faso. Maize, wheat, sorghum, millet, we imported everything. Fertilizer was one huge scam, when we planted nothing.

“Then Buhari came. He told Nigerians to return to the land. And he put his money where his mouth was. Agriculture was massively funded, and today, we have pyramids of rice round the country. We no longer import any type of grains, rather our neighbours come to buy here. We are almost self-sufficient in food.”

The Chairman of Peoples Democratic Party, PDP, in Edo State, Mr. Anthony Aziegbemi, has said the party will welcome the governor if he desires to join PDP.

Aziegbemi, who affirmed that Obaseki has made contact with the party, said: “We are expecting him (Obaseki) and our arms are opened for him to come to PDP.

“I don’t know when he will be coming, but I am sure that when he comes back from Abuja, we will firm up all those details.”

When asked about the extra baggage the governor will be coming with, the PDP Chairman said: “Until he comes forth, until he expresses his desire to contest, we will not be in a position to look at those papers.

“It is after he has joined us and he says he wants to contest; we will then ask for those papers and see what is there.

“We will not look at those papers with the eyes of All Progressives Congress, APC. I am sure with the APC eyes, they will need to wear some glasses.

“Our eyes are very clean and we are going to look at those papers.”

When asked about the fate of the PDP aspirants in the event that Obaseki seeks to contest, he said: “The three aspirants have kept the party going. The primary is going to take place on Friday and nothing has changed as we speak.

“There is nothing to worry about their welfare; they are fine and great party men. We owe them a world of gratitude.”

Togo, Niger, and Benin Republic did not pay their N32.04 billion bills for the electricity Nigeria supplied to them in 2019, the Nigerian Electricity Regulatory Commission (NERC) said.

According to data from the NERC, the three countries received a total invoice of N32.04 billion for the electricity supplied to them in 2019.

The commission had earlier said the trio owe Nigeria N29.97 billion.

Through its electricity transmission company, Nigeria supplies power to these countries, which are classified as international customers in the Nigerian power sector.

Niger’s power firm, Societe Nigerienne electricity, failed to pay a total invoice of N3.01 billion it received in the first quarter of 2019; N3.69 billion in the second quarter, N4.1 billion in the third quarter and N2.07 in the fourth quarter.

Communaute Electrique du Benin, a power firm owned by Togo and Benin, did not pay N9.74 billion for the power supplied to it in the first quarter; N7.16 billion in the second quarter; and N2.27 billion in the third quarter.

It, however, did not receive any invoice for the fourth quarter of 2019.

NERC said in its latest quarterly report that during the quarter under review, the special and international class of customers made no payment to the Nigerian Bulk Electricity Trading Plc and the Market Operator.

The NERC quarterly report analyses the state of the Nigerian electricity industry (covering both the operational and commercial performance), regulatory functions, consumer affairs as well as the commission’s finances and staff development.

“The Federal Government has continued to engage the governments of neighbouring countries benefitting from the export supply to ensure timely payments for the electricity purchased from Nigeria,” it said.

Like its last report, the commission laments that the financial viability of the Nigerian Electricity Supply Industry is still a major challenge threatening its sustainability.

“As highlighted in the preceding quarterly reports, the liquidity challenge is partly due to the non-implementation of cost-reflective tariffs, high technical and commercial losses exacerbated by energy theft and consumers’ apathy to payments under the widely prevailing practice of estimated billing.

“The severity of the liquidity challenge in NESI was reflected in the settlement rates of the energy invoices issued by NBET to each of the DisCos as highlighted above, as well as the non-payment by the special and international customers”.

Global economic growth could rebound next year but the number of people living in extreme poverty is expected to remain unchanged after a huge surge this year due to the coronavirus pandemic, the World Bank warned Tuesday.

The bank said three countries (India – 24%, Nigeria – 12%, DR Congo – 7%) with the highest shares of the world’s extremely poor are not projected to grow faster than their population, meaning that extreme poverty will remain at the elevated 2020 levels through 2021.

The projection came after the Washington-based development lender said Monday the pandemic could drive between 70 and 100 million people into extreme poverty in 2020 as the global economy faces its worst recession in 80 years.

Before the pandemic, extreme poverty – defined as living on $1.90 per day – had been decreasing.

The bank expects growth to rebound by four percent in 2021.

“Nigeria, India and the Democratic Republic of Congo — three countries which we project are home to more than a third of the world’s poor – are predicted to have per-capita growth rates in real GDP of –0.8 percent, 2.1 percent and 0.3 percent, respectively.

“With population growth rates of 2.6 percent, 1.0 percent and 3.1 percent, this is hardly enough for sustainable decreases in the poverty headcount,” the World Bank said in a blog.

The bank warned “South Asia may see a larger increase in the number of poor as a result of COVID-19,” particularly in India.

Of the 176 million people expected to be pushed below the $3.20 per-day poverty line, two-thirds are in South Asia.

The Jigawa State Government has discharged 222 COVID-19 patients in the state.

Governor Badaru Abubakar disclosed this on Monday during a press briefing in Dutse, the state capital.

Abubakar noted that the state government released the 222 out of 283 patients because they have recovered from the coronavirus disease.

The governor also revealed that his administration lifted all lockdowns and ban on weekly markets in the state.

According to him, 120 almajirai are among those discharged, thus leaving only two patients in the isolation centre.

Governor Abubakar believes the success recorded was as a result of government efforts in ramping up testing capacity and increase in surveillance.

The Petroleum Products Pricing Regulatory Agency, PPPRA, has removed the cap on the price of Premium Motor Spirit (PMS), also known as petrol, giving marketers freedom to fix price of the commodity and sell above the price stipulated by it.

The PPPRA, in a document released, yesterday evening, titled, ‘Market Based Pricing Regime for Premium Motor Spirit (PMS) Regulations, 2020,’ stated that, henceforth, the price of PMS would be determined by market forces.

In the document signed by its Executive Secretary, Mr. Abdulkadir Saidu, the PPPRA, however, stated that it would continue to monitor trends in the crude oil market and advise the Nigerian National Petroleum Corporation (NNPC) and oil marketers on the monthly guiding price for the commodity.

The PPPRA said, “In exercise of the Powers conferred on it by Sections 7 and 24 at the Petroleum Products Pricing Regulatory Agency (Establishment) Act. No. 8 of 2003, and all other powers enabling it in that behalf, the Petroleum Product Pricing Regulatory Agency (The Agency), with the approval of the President hereby make the following Regulation:

“Short title: Market Based Pricing Regime for Premium Motor Spirit (PMS) using the Pricing Template of the Petroleum Products Pricing Regulatory Agency.

“The price cap per litre in respect of Premium Motor Spirit (PMS) is removed from the commencement of these Regulations. From the commencement of these Regulations, a market based pricing regime for Premium Motor Saint (PMS) shall take effect.

“The Agency shall monitor market trends and advise the NNPC and oil marketing companies on the monthly guiding Market Based Price.

“The price of Premium Motor Spirit (PMS) advised by the Agency shall be guiding retail price at which the product shall be sold across the country.

“This regulation may be cited as the Premium Motor Spirit (PMS) Market Based Pricing Regime Regulations, 2020, made this 20th day of March, 2020.”

The PPPRA, in the explanatory note to the regulation, disclosed that the Regulations seek to complement and enforce the provisions of the PPPRA (Establishment) Act 2003, and to notify the general public of the existence of a Market based Pricing Regime for PMS with effect from March 2020.

Edo State Governor Godwin Obaseki says he is confident of returning to power as first man of the state because “power comes from God.”

The governor who disclosed this on Wednesday, in an interview on Channels Television breakfast programme, Sunrise Daily, noted that he is a man of peace, not an violent person.

“I am not a violent person. But I am confident that the way I got into power is the same way I will return.

“God gave me power. If he wants me to return I will continue. No man can stop me. Power comes from God,” he said.

Obaseki speaking concerning violence during election said he has always canvassed for peace and believes election should not lead to bloodshed.

The governor who also spoke concerning the political rift within his party the All Progressives Congress (APC) in Edo State, stated that he is not distracted, adding that his focus is on developing Edo State.

“We have always canvassed for peace. What are the issues in Edo and what are the issues that cannot be resolved in a democracy. Our concern is to use the resources of the people to develop the state.

“This shouldn’t lead to bloodshed. We will not accept to be cowed and intimidated because some people think that they can manipulate rules and cut corners,” he added.

When asked if it’s not the resources of the people of Edo State that was used for him to become the governor, Obaseki said, “I have friends with resources. I worked for eight years behind the scene before I became governor.

“So all that insinuations about using somebody’s resources…I became Governor on the platform of the party and I am grateful for it.”

He expressed confidence that the rule of law will prevail in the forthcoming Edo State election because he is sure that Nigeria’s President Muhammadu Buhari believes in the rule of law and will allow things to be done openly.

Obaseki further noted that he is not in contest with anyone, stressing that he is confident of victory.

“It does not matter whether it is direct or indirect (primaries), I will win,” he said.

The National Working Committee (NWC) of the ruling APC, currently led by the National Chairman of the party and former governor of Edo State, Adams Oshiomhole had earlier on May 22 announced its decision to adopt direct primary for the coming governorship primaries in Edo State scheduled to hold on June 22.

The Catholic Bishop Conference of Nigeria (CBCN) has offered all its 425 health facilities across the country as isolation centres for COVID-19.

Boss Mustapha, secretary to the government of the federation (SGF), who disclosed this at the presidential task force briefing on Monday said state governments can now take advantage of the facilities.

The Nigeria Centre for Disease Control (NCDC) had said no state in the country has enough bed spaces for COVID-19 patients, but with the recent donations, Mustapha who chairs the presidential task force on COVID-19, said these would add in the committee’s support for the state governments.

“As part of efforts to support the states in the establishment of the isolation and treatment centres, I wish to remind our governors that the Catholic Bishops Conference has volunteered all the 425 hospitals and clinics nationwide for adaptation and use as isolation centres,” he said.

“Governors are encouraged to please approach Catholic Bishops in their states to access these facilities.

“​As a further cost-effective measure, I also wish to remind subnational authorities that the Nigeria Institute of Architects has pledged the pro bono services of their members to modify, design and supervise all COVID-19 related projects nationwide. Again, we urge that this offer be taken up speedily.”

The SGF also said the Thisday Dome treatment and isolation facility will be commissioned on Tuesday.

Nduka Obaigbena, publisher of THISDAY newspaper, had donated the facility to support the fight against COVID-19 in Abuja.

“It will add a total of 270 beds to our isolation capacity in Abuja. This is a private sector-driven initiative and we commend the efforts of this Thisday, NNPC, Sahara Energy Group, CCECC and all the partners involved in this enterprise,” Mustapha said.

The President of the Academic Staff Union of Universities (ASUU), Professor Biodun Ogunyemi, has rejected the condition set by the Federal Government for the payment of February and March salaries to ASUU members being withheld over failure to enrol on the Integrated Personnel Payroll Information System.

He, therefore, directed all affected lecturers not to submit their Bank Verification Number (BVN), to Vice-Chancellors before they are paid their February and March salaries.

Speaking with Tribune Online on the telephone, on Wednesday, in Abuja, Ogunyemi, who noted that the Union would get to the government for further clarification insisted that submission of BVN to Vice-Chancellors was a clandestine move to force ASUU members on IPPIS.

Minister of Labour and Employment, Chris Ngige, had on Tuesday, at a briefing in Abuja said President Muhammadu Buhari has directed the Ministry of Finance, Budget and National Planning to immediately pay the lecturers the withheld salaries.

Ogunyemi said: “We are going back to the government to clarify it. The initial information we got was that the President directed the Ministry of Finance to pay salaries of our members that are withheld.

“Our salaries were not withheld in the first place because we worked for those ones. And since March, nobody has been doing any serious work in this country.

“Our suspicion is that ministry officials in the Finance Ministry, particularly, the Office of the Accountant General, are planning to capture our members’ BVN at all cost just to migrate them to IPPIS. We will get back to the government for the directive to be made clear.

ASUU commenced an indefinite nationwide strike on March 23, 2020, following the stoppage of its members’ salaries over refusal to enrol on IPPIS.

Ngige, however, announced that President Buhari, on compassionate grounds in view of the current lockdown to prevent the spread of COVID-19 and the attendant hardship it has brought to families, approved the payment of the February and March withheld salaries to ASUU members.

The leadership of ASUU is, however, saying the request to produce BVN as a condition for accessing the salaries was a decoy to enrol the lecturers on IPPIS, which has been the major bone of contention between the Union and Government.

ASUU has agued that IPPIS could not cater to the peculiarities of university administration and opted to develop an alternative, it called University Transparency and Accountability System (UTAS).

ASUU had while declaring the indefinite strike said not even the Coronavirus pandemic ravaging countries of the including Nigeria, could stop the Union members from embarking on the indefinite strike since the “Nigerian government has elected to use hunger as a weapon of war against its academics and we are not going to sit and watch”.

Ogunyemi said: “Based on the review of reports from ASUU leadership’s engagements with Government, NEC concluded that Government had failed to satisfactorily address the outstanding issues raised in the FGN-ASUU 2019 Memorandum of Agreement (MoA) and ignored the objections of ASUU against IPPIS.

“Consequently, NEC resolved to embark on a total, comprehensive and indefinite strike action beginning Monday, March 23rd, 2020 until the issues are satisfactorily resolved.”

The Chairman of the Presidential Task Force on COVID-19, Mr Boss Mustapha, has apologised over violations that took place during the burial of the late Chief of Staff to the President, Abba Kyari, in Abuja on Saturday.

Mr Mustapha who is also the Secretary to the Government of the Federation says it is regrettable that social distancing was not observed during the burial.

He made the apology during the daily briefing by the task force.

“The PTF recognises, regrettably, the unintentional violation of the principles and protocols that form the core of our message to Nigerians at the funeral of the late chief of staff,” the SGF said.

“These principles, for emphasis, include the guidance provided on mass gatherings, social distancing, personal hygiene, and restriction of movement. Lessons have been learnt and appropriate measures have been taken to close all gaps.”

Many people have turned out for the burial of the late Kyari on Saturday, milling together for prayers and at his graveside.

The development sparked outrage among Nigerians as several guidelines put in place by the government to curb the spread of the COVID-19 pandemic were violated.

Many people took to social media to condemn the move and demand action with the Nigeria Centre For Disease Control putting out a message after the burial to remind people about the importance of avoiding mass gatherings.

The situation was worsened after a video emerged showing that one of the men who helped bury the SGF dumped his protective clothing in public. Amid calls for the man to be identified, isolated and prosecuted, the area was later decontaminated.

Mr Kyari, one of President Muhammadu Buhari’s closes allies, had died on Friday after battling COVID-19 for more than two weeks. He was 67.

In apologising for the violations at his funeral, the SGF paid tribute to the late Kyari, saying, “He was fully committed to ensuring Nigeria responded effectively to the challenge of COVID-19 and he died in the line of duty.

“We will always remember his robust efforts, his dedication, and unwavering commitment to strengthening Nigeria’s capacity to manage the impact of this pandemic.”

In honour of Mr Kyari and all those who have lost their lives to COVID-19, Mr Mustapha said the task force has resolved to remain focused on the response to the pandemic.

Bola Ahmed Tinubu, former governor of Lagos state, says history will not be kind to the federal government if it fails to protect citizens from hunger and disease during the current COVID-19 pandemic.

In a document released on Wednesday to suggest economic stimulus programs to help the economy recover after the COVID-19 pandemic, Tinubu said the goal must be for citizens not to live with disease or hunger.

He opined that intervention programmes like TraderMoni would only cater to small scale traders and leave out the average salary earner who lost his job due to the COVID-19 restrictions.

“We dare not underestimate the twin dangers posed by the virus itself and the economic consequences of the public health response. Our goal must be that the people live neither with disease nor in hunger. This situation presents a historic chance to establish a more beneficial social contract between the government and the governed,” he said.

“If we so utilize this moment, it will be recorded as a pivotal one in our national history. If we allow this moment to slip, history will not be obliged to treat us with great mercy.

“The worst of this dark potential can be avoided if the government is prepared to act in ways that not only feed people but protect the basic contours of our private-sector economy so that it can more quickly revive once normal conditions return.”

Some of the policy recommendations made by Tinubu, who is a chieftain of the All Progressives Congress alongside President Muhammadu Buhari are:

Suspension/amendment of the 5% deficit limit of the fiscal responsibility law which prohibits fiscal deficit from exceeding 5% of the nation’s gross domestic product. “The best step would be to suspend the 5% budgetary limit for this fiscal year. Alternatively, the limit should be raised to 25-30% to allow the federal government more room to make the minimum expenditures necessary to save the economy and the people,” he wrote.
Emergency sustenance payments: This, he said, could be paid to households for monthly needs or as emergency unemployment insurance to people who can prove they have been laid off due to the crisis or as payroll support to businesses to help them maintain staff so they can return to full operation when normalcy returns.
Re-establishment of agricultural market and commodity boards for strategically important crops to stabilise farmers’ income and consumer prices.
Import suppression through luxury taxes, higher tariffs and higher import processing fees due to the partial closure of ports of entry due to the coronavirus.
Conditional interest-free loans from the Central Bank of Nigeria to large businesses. Tinubu said some of the conditions could be maintaining their workforce and even hiring an extra 10% for two or three months at reduced wages. “These additional workers should be youth hired under a temporary internship or training program.”
Other recommendations listed by the sexagenarian include an expansion of the school feeding programme to cover more vulnerable children and a push for debt relief from lenders.

The Kano State Government has confirmed five new cases of Coronavirus, otherwise known as COVID-19 in the state.

Governor Abdullahi Ganduje’s Media Aide, Salihu Tanko Yakasai, confirmed this on his Twitter handle on Wednesday.

The number of confirmed Coronavirus patients in Kano State has now risen to nine.

He said, ”The Kano State Ministry of Health, KNSMOH, has announced 5 new additional COVID-19 cases in the State. Making it a total of 9 confirmed positive cases.

” The 5 new cases were all traced to the index case on Wednesday, 15th April, 2020.

”As at 10:25 am, 5 additional cases of COVID-19 have been confirmed in the State.”

Recall that the Nigeria Centre for Disease Control, NCDC, on Tuesday confirmed 19 new cases of Coronavirus across the country.

An additional 11 cases were later confirmed in Lagos, bringing the total number of confirmed cases in the country to 373, while 99 have been discharged with 11 deaths recorded.

The management of Air Peace has declared that three members of its flight crew did not abscond from the quarantine facility provided by the Lagos state government as reported by a Newspaper (Not Nigerian Tribune).

A newspaper had earlier reported that three crew members of the Air Peace flight that airlifted medical supplies and Chinese medical personnel, operated by Boeing B777-200 ER (P4 5-NBVE), which arrived the Nnamdi Azikiwe International Airport, Abuja on April 8, 2020, absconded from the quarantine facility in Lagos.

According to the Chief Operating Officer of Air Peace, Mrs Toyin Olajide, all the crew that operated the flight, which includes six pilots, eight cabin crew, two engineers and one dispatch officer are still quarantined under the supervision of the Lagos state government.

Olajide explained that at the onset of the flight to China, the crew was tested for COVID-19 and each member tested negative and the airline followed the Nigerian Civil Aviation Authority (NCAA) protocol to ensure that its crew members were protected from exposure to the virus.

She said that on arrival at Beijing airport, none of the crew members came out of the aircraft while the aircraft was loaded with medical supplies and the Chinese medical team boarded the aircraft from the central door and stayed in the business class cabin and the flight left for Nigeria.

She also explained that the International Civil Aviation Organisation (ICAO) approved standard protocol to protect flight crew during the COVID-19 pandemic and NCAA adopted it, adding that it is this protocol that Air Peace followed in conducting the flight to Beijing.

Olajide said that the crew members did not know that they would be quarantined on arrival and when the aircraft landed in Abuja and concerned authorities suggested it, Air Peace argued against it because it followed NCAA protocol in conducting the flight, so the discussion on it was inconclusive when the flight headed to Lagos.

“But the airline learnt later that while the flight was airborne to Lagos, Abuja had directed the Lagos state government to quarantine the crew; so on arrival, while the engineers and the dispatcher went down to the foot of the aircraft to secure it, the Lagos state government health team took the pilots and the cabin crew to quarantine.

“Ignorant that they would be quarantined, the engineers and the dispatcher finished their work and went home, but later the Lagos state government contacted Air Peace and said that the engineers and the dispatcher ought to be quarantined and we called them and they went to the quarantine facility and they have been there since then.

“So the report that indicated that members of our crew ran away from quarantine is not true. It is a report written in bad taste and it is not good because the crew did a heroic thing and needed to be commended instead of being vilified,” Olajide said.

NCAA, in a circular issued to airlines and other stakeholders with ref: NCAA/DG/AIR/11/110 dated March 28, 2020, outlined the protocol in handling cargo and other essential flights during the COVID-19 and among the directives include the fact that “Nigerian operators on any approved flight to any destination with over 1000 confirmed cases of COVID-19 shall ensure the provision of reinforced flight crew (two sets) for immediate return in accordance with relevant protocols.

NCAA also directed that “there shall be no servicing of aircraft (catering, water, trash etc) except refuelling; and this must be accomplished with the flight crew on board.”

Mrs Olajide said the airline kept to this protocol and instead of a two-flight crew; it went with three sets of flight crew and strictly kept to the NCAA protocol until it landed in Abuja.

“While we kept to the directive of quarantining the crew members that conducted the flight, we are surprised that after we followed this protocol the crew members were still asked to quarantine. ICAO’s intention with the protocol is to ensure that the flight crew is not quarantined after their operation. Every day flights are operated all over the world moving medicals and other critical items. If you quarantine the pilots who will be flying these items that are needed to safe human lived under this COVID-19 pandemic?” Olajide asked.

The Catholic Church in Rivers State on Friday asked its members to stay safe and observe Easter Sunday at home.

This was contained in a letter addressed to all priests signed by Camillus Etokudoh, the Bishop of Port-Harcourt Diocese.

Governor Nyesom Wike had relaxed the lockdown order in the state on Thursday.

A statement by his spokesman, Simeon Nwakaudu, explained that the ease was to enable Christians to observe their religious obligations during Easter.

Wike’s directive also permits the Muslim community to observe their Jumat prayers within the period.

But in his memo entitled “Pastoral update following Governor’s broadcast”, Bishop Etokudoh thanked Governor Wike for his consideration.

He, however, noted that in view of the threat COVID-19 poses, it was better to be careful and continue to observe social distancing, the established measure of preventing the pandemic.

The cleric’s letter read: “With prayerful meditation on the Holy Week, I sincerely thank you our priests and lay faithful for adhering so far to our Diocesan directives/guidelines for the celebration of the Holy Week.

“We deeply appreciate the State-wide broadcast of the Governor of Rivers State, yesterday, on Holy Thursday, April 9, 2020 during which he temporarily relaxed the restrictions on large religious gatherings for Moslems on Friday April 10, 2020, for their prayers and for Christians on Sunday April 12, 2020 to have their full congregation for Easter celebrations.

“However, in the face of the threats of COVID-19 and having prayerfully considered the implications of the Risks to our expected crowded congregation on normal Easter Sunday celebrations, we hereby request you our priests and lay faithful to continue to keep to the CBCN and our Diocesan Pastoral directives/guidelines for the celebrations of Holy Week including Easter Sunday till further notice.”

Bishop Etokudoh prayed to the Lord to hear the cries of Nigerians, give everyone Easter blessings and heal the world of COVID-19.

Also on Friday, the Nigerian Medical Association (NMA) condemned governors’ resolutions to relax the lockdown in their states despite coronavirus scare.

The ‘Stay at home’ order effected to curtail the spread of coronavirus in the country has been lessened in Abia, Akwa Ibom, Cross River, Ebonyi, Enugu, Imo, Katsina, Kogi, Niger, Ogun, Ondo and Rivers States.

A statement by NMA President, Dr. Francis Faduyile and Secretary, Olumuyiwa Odusote, warned that directives authorizing the mass observance of Jumat prayers and Easter Sunday services could have serious consequences.

The body of doctors noted that undermining a guideline against mass gatherings can only heighten the curve of transmission dynamics.

The NMA appealed to the governors to reverse their pronouncements in the interest of Nigerians’ safety.

Meanwhile, Nigerians are awaiting President Muhammadu Buhari’s next action as the 14-day lockdown slammed on Abuja, Lagos and Ogun States expires Monday April 13.

The President, Major-General Muhamadu Buhari (retd.), has given approval for the withdrawal of $150m from the Sovereign Wealth Fund for distribution to the three tiers of government.

The Minister of Finance, Budget and National Planning, Mrs Zainab Ahmed, disclosed this on Monday, in Abuja during a media briefing on the fiscal policy measures to tackle the impact of the Coronavirus pandemic on the economy.

She said the amount would be withdrawn from the stabilisation fund component of the Sovereign Wealth Fund.

The fund is currently being managed by the Nigerian Sovereign Investment Authority, The PUNCH reports.

Zainab said the need to withdraw the amount was to cushion the negative impact of the drop in revenue on the federation account.

The Lagos State Police Command has arrested Funke Akindele for hosting a party in contravention of the lockdown order in Lagos State, The PUNCH can confirm.

The Lagos State Public Relations Officer, Bala Elkana, told The PUNCH that the actress had been taken to the State Criminal Investigation Department, Panti, Yaba.

He told The PUNCH, “Yes, we have (arrested) Funke Akindele and we are looking for the others. She has been taken to SCID.”

It was learnt that policemen arrived in Amen Estate off Lekk-Epe Expressway in about three patrol vehicles

Akindele, popularly known as Jenifa, who is married to singer, Abdulrasheed Bello aka JJC Skillz, held a party in his honour on Saturday.

Singer, Azeez Fashola aka Naira Marley, also graced the party, which had over 20 others in attendance.

Thousands of Nigerians on social media called for the arrest Akindele, popularly called ‘Jenifa’.

The actress, who is said to be an ambassador for the Nigerian Centre for Disease Control and Dettol, has appeared in adverts calling on Nigerians to observe social distancing and hygiene.

She later apologised over the incident, saying most of those who attended the party were colleagues, who were living temporarily within the estate and could not return to their home states because of the lockdown caused by the COVID-19 pandemic.

The Lagos Infection Diseases Regulations 2020 (the Regulations) prescribes a jail term of one month or N100,000 fine or both for persons found guilty of hosting gatherings or flouting the lockdown order.

It reads in part, “Where there is a violation of a close-down or stay at home order, security Agencies shall have power to arrest without warrant and may detain any person who violates the closedown or stay at home order for at least forty-eight (48) hours.

“Where the arrested person is found guilty, the person is liable to a fine of one Hundred Thousand Nara fine (N100,000.00) or one (1) month imprisonment or three (3) months Community service.”

The Lagos State government has asked residents in the Olowora area of the state to remain calm following the reports of a suspected case of coronavirus in the community.

The Commissioner for Health, Professor Akin Abayomi, allayed the fears of the residents during a press briefing on the cases of COVID-19 confirmed in the state.

“That case in Olowora turned out not to be related to coronavirus,” he told reporters on Friday.

According to Professor Abayomi, the medical profile of patients with coronavirus is very wide as some infections are asymptomatic.

He, however, said, “You may be infected and have a moderate disease.

“In other words, you are feeling generally unwell, high fever, prolong fever, coughing; and then the severe cases where it affects the organs, particularly the lungs, you might experience difficulty breathing.”

This category of people, according to Abayomi, are those described as critical because they are prone to deteriorate without support.

He noted that others would be infected but would only have a mild disease such as fever, mild cough, and some body pains.

The commissioner, therefore, asked residents to be proactive in dealing with coronavirus cases by calling for help in the early stage.

“Contact tracing that we are doing at the moment is changing every day because people are coming off the list and some people are coming on the list but as of the last count yesterday, we are contact tracing of 2,450,” he revealed.

The Federal Government has withdrawn the plea made by the Ministry of Finance, Budget and National Planning demanding ventilators from a United States’ billionaire, Elon Musk in order to provide treatment for the Coronavirus patients within Nigeria.

Musk, the founder and Chief Engineer, SpaceX, had tweeted on Thursday that his firm had extra ventilators that had been approved by the Food and Drug Administration in America.

“We have extra FDA-approved ventilators. We will ship to hospitals worldwide within Tesla delivery regions. Only requirement is that the vents are needed immediately for patients and not stored in a warehouse,” his tweet read.

In an early response, the ministry of finance, budget and national planning had shown willingness to receive the kind gesture, opening up on the need of 100 to 500.

The ministry tweeted, “Dear @Elonmusk @Tesla Federal Government of Nigeria needs support with 100 to 500 ventilators to assist with Covid-19 cases rising every day in Nigeria.”

Following an immediate backlash from the public, however, Yunusa Tanko Abdullahi, the Special Adviser to the minister on Media and Communications, issued a disclaimer that the unauthorised post made with the ministry’s verified Twitter handle is regrettable and therefore brought down.

He wrote: “An unauthorised post was made on the verified Twitter handle of the Federal Ministry of Finance, Budget and National Planning.

“The fact of the post is regrettable because of which it is brought down. We have made sure our internal processes are strengthened that such doesn’t happen again.

“The error is highly regrettable.”

Health / First COVID-19 Patient In Oyo Discharged by Ebullience(m): 10:12am On Mar 31, 2020
The Oyo State Government has announced the recovery of the index Covid-19 case in the state.

This came moments after the state governor, Seyi Makinde, tested positive to the infection.

“The news of Makinde’s positive test came on the heels of the release of the state’s index case from the COVID-19 isolation centre,” Taiwo Adisa, the chief press secretary of Mr Makinde, wrote in a press statement issued on Monday evening.

“The release of the patient was consequent upon the completion of his treatment at the Agbami Chest Hospital isolation centre, Ibadan.

“The American returnee had initially tested negative only for the second test to read positive.


“The index case had been on self-isolation at a private residence in Ibadan until he was transferred to the isolation centre at Agbami, Jericho area of Ibadan on March 23.”

The index case was released after two consecutive negative tests,
the statement added.

The statement also quoted the state’s incident manager, Taiwo Ladipo, as saying that the confirmed case spent six days in the isolation centre and had two negative tests.

“He is well and very stable and is now back to his house. The infectious disease specialist will be reviewing him for follow up action,” the official reportedly said.

According to official data as at the time of filing this report, Nigeria has a total of 131 COVID-19 cases and two deaths. Of the 131 cases, Oyo has eight.
