The minister also gives a reason why the focus is on the South-east The Nigerian government has approved over N650 million (N653,886,584) for the purchase of hi-tech equipment to monitor frequencies in the country, especially in the Southeastern part. This was disclosed by the communication minister, Isa Pantami, at the end of Wednesday’s Federal Executive Council meeting presided by President Muhammadu Buhari. “The Ministry of Communications and Digital Economy, sort the approval of council for deploying hybrid spectrum monitoring system, most importantly to focus on the south eastern zone of the country,” he said. “From January to August 2020, within the period of eight months, we discovered 320 frequencies being used all over the country and of this 320, one hundred and six were illegal.” Mr Pantami said the need to buy the monitoring equipment was also informed by security considerations. “This is very worrisome because the usage of this illegal spectrum or frequencies will compromise our security and safety in the country. “It is because of the agenda of President Muhammadu Buhari, on promoting security that we came up with this initiative of monitoring the usage of frequencies and uncover the legal and the illegal ones. “For the legal ones, it is to ensure they renew their licenses annually and for the illegal ones, necessary actions are being taken according to the gravity of the offense.” Mr Pantami said the focus on the Southeast was because it is the least monitored part of the country. “We discovered that our monitoring did not cover Southeast part of the country. It covered five zones – Northeast, Northwest, Northcentral, Southwest and Southsouth. However, Southeast has not been covered. “It is because of this that we presented our memo, seeking for council’s approval of N653,886,584 to procure and deploy hybrid spectrum monitoring system that will cover the southern part of the country, most importantly the south east. “So council approved for the deployment and this project will go along way in promoting safety and security and secondly, identify the usage of illegal spectrum and thirdly, enhance revenue for the federal government and fourthly, in the long run it will create many jobs for the citizens.” The minister also provided more information on institutions allowed to deploy or license spectrum use. “Like I said it will go along way in promoting safety and security. In the National Frequencies Management Council of which I am the chair, it has been established by law under NCA 2003 Section 31, security institutions are presented in that council in addition to other institutions that deploy spectrum like ministries of transportation and aviation (they use frequency in the aircraft), Office of the National Security Adviser, and Nigeria Broadcasting Commission (NBC), as a regulator of broadcasting are also a member of the council. “It is in the council that each sector that feels that the council will add value to its activities, they will come up with measures on how to use the council to promote what they need. So, it is because of this that we deploy this and security institutions are represented and whatever we do is in agreement with the law. “So if there is any question with regards to security, it is important to reach out to the security institutions. For your information, they have never requested anything from us that will promote security through intelligence that we have not provided. But I am not in the position to answer question on security particularly outside the mandate given to me. “For those we have investigated so far, there is a process. When we discover the usage of illegal frequency, a letter will be written to that institution to draw their attention to it. When they admit, if it is a government institution, there is a process of investigation, there is also a process if it is a private one. The World Bank board of directors has approved $114.28m financing to help Nigeria prevent, detect and respond to the threat posed by COVID-19 with a specific focus on state level responses. The bank said this in a statement titled ‘Nigeria to boost states capacity for COVID-19 response’ released on Friday. This included $100m credit from the International Development Association and $14.28m grant from the Pandemic Emergency Financing Facility. The bank said, “Through the COVID-19 preparedness and response project (CoPREP), the government of Nigeria will provide grants to 36 states and the Federal Capital Territory as immediate support to break the chain of COVID-19 local transmission and limit the spread of coronavirus through containment and mitigation strategies.” It said that grants to states would be conditional on states adopting COVID-19 response strategies which were in line with the Federal Government guidelines and strategies. “CoPREP will enhance the institutional and operational capacity for disease detection through provision of technical expertise, coordination support, detection, diagnosis and case management efforts in all states and the FCT as per the WHO guidelines in the strategic response plan,” it stated. It said it would also help the government mobilise such response capacity through trained and well-equipped frontline healthcare workers and strengthen the public health care network for future health emergencies. In a bid to further sustain the repositioning efforts of the Caretaker/Extra-Ordinary National Convention Planning Committee (CEONCPC) of the ruling All Progressives Congress (APC), a group of party faithful in the National Executive Committee (NEC) of the party, have formed an APC NEC – Integrity Group. The group which emerged from the Non-National Working Committee of National Executive Committee (Non-NWC NEC) has also appointed it’s leaders and conveyed same in a letter to the caretaker committee chairman, Governor Mai Mala Buni. The unreliable power supply in Nigeria is causing huge economic losses, estimated at N10.1tn, yearly, the World Bank has said. The World Bank, in a new report, noted that transition from a publicly-owned to largely privately-owned power market, which began in 2013, did not bring the expected outcomes. “The sector is under severe stress,” it said, adding that the causes for the stress were interlinked and the result of key stakeholders falling short of their expected contributions for achieving sector turnaround. The report said this had led to a lack of trust between key stakeholders and among the general public with respect to power sector improvement. It said a credible reform process would require an integrated approach of resolving regulatory and policy failures, and establishing a credible and fiscally sustainable financing plan by the Federal Government to ensure full funding for tariff shortfalls, among other measures. The World Bank described the power sector, particularly the distribution segment, as “operationally inefficient with high losses”. It said, “Power sector recovery is critical for the Federal Government of Nigeria’s response to the COVID-19 outbreak. “The sector recovery efforts focused on ensuring regulatory and policy predictability providing incentives for efficiency in operations while enforcing payment discipline across the supply chain are critical for maintaining the ‘lights on’ through continued generation of electricity.” The report said the efforts to reduce the sizable public expenditures for tariff shortfalls would create critical fiscal space for the government to finance a pro-poor economic stimulus package to protect the poor and vulnerable from the crisis and to support the economy to recover. It said during the recovery period, improving power sector performance would be central to unlocking economic growth, particularly in the non-oil sectors of manufacturing and services. “The annual economic losses caused by Nigeria’s unreliable power supply have been estimated at N10.1tn or about two per cent of GDP,” the World Bank said. According to the report, Nigeria ranks 131st with respect to the overall ease of doing business in the World Bank’s Doing Business 2020, with getting access to electricity ranked as one of the major constraints. It said with respect to getting electricity, Nigeria ranked 171st globally, out of the 190 countries surveyed, and 33rd among 46 sub-Saharan Africa countries. The bank said, “Ensuring access to reliable electricity supply is important for poverty alleviation. With 47 per cent of the population (97 million people) lacking access to grid electricity, Nigeria has the largest access deficit in sub-Saharan Africa and the second-largest in the world, after India. “For the bottom 40 per cent, access to grid electricity is lower at about 31 per cent nationwide. The average annual per capita electricity consumption of Nigeria is 147 kWh, which is a fifth of the average low middle-income country consumption.” It noted that of the households connected to grid electricity, most experienced blackouts daily, as well as frequent voltage fluctuations. The Nigerian Military, Thursday, said that it is not part of its responsibilities to unravel the sponsors of the Boko Haram and Islamic State of West African Province (ISWAP) terror groups. It said that even though it is aware that the groups are sponsored, its duty is to defeat the terrorists and not to meddle into their source of funding or sponsorship. Coordinator Defence Media Operations, Major General John Enenche, while fielding questions from Defence Correspondents, said that it is the duty of the National Intelligence Agency (NIA) and the Department of State Security to find out and disclose the identities of those sponsoring the terrorists and other criminal gangs in the country. According to him, “the kind of weapons these terrorists are using like the gun truck and other sophisticated weapons are expensive and how much are they stealing to procure those arms that have to say that they are sponsored and heavily funded. But like I said, it is not the duty of the Military to uncover the sponsors. Our duty is to remain in the frontline and defeat terrorism and other criminality and that is what we are doing. “We have the National Intelligence Agency (NIA) and the Department of State Security (DSS), it is their responsibility to gather intelligence on the sponsors of the terrorist sand not the Military”. On why the Military is yet to overrun the Sambisa forest, considered the traditional base of the Boko Haram Sect, Enenche, said that troops are avoiding collateral damages that may result from total bombardment of the forest. He explained that the terrorists mingle with civilians in the Sambisa forest who collaborate with the insurgents thus making it difficult for troops to carry out major attacks on identified locations. Meanwhile, giving updates on ongoing Military Operations, he noted that “in the North-East, troops of Operation LAFIYA DOLE (OPLD) recorded commendable results in the past two weeks. During the period under review, troops conducted several operations at various locations, which led to the neutralization of terrorists, destruction of their equipment and structures as well as recovery of various items”. He continued that, “between 18 and 30 June 2020, the Air Task Force of OPLD conducted intensive air strikes to mark the launching of its subsidiary Operation LONG REACH along the fringes of the Sambisa Forest in Borno State following concerted Intelligence Surveillance Reconnaissance missions. “The air operations led to the destruction of a BHT tactical command centre housing some of their high value leaders and neutralized several of their fighters at Garin Maloma and Yuwe villages. Additionally, airstrikes conducted at Buka Korege, Bula Bello, Ngoske, Tongule, Bukar Meram and Warshale Villages led to the destruction of several BHT locations and gun trucks while scores of fighters were effectively neutralized”. Eneche also added that, “meanwhile, troops of the Army Super Camp 17 at Cross Kauwa in Kukawa Local Government Area and troops of Operation LAFIYA DOLE deployed at Response Area Aulari in Bama Local Government Area, both in Borno State, successfully repelled BHT/ISWAP’s attacks on 24 and 25 June 2020, respectively. The gallant troops responded to the terrorists’ attacks with superior firepower, thereby killing 2 of them in contact and recovered 2 AK-47 rifles, 2 Hand Grenades and some ammunition as well as 2 Rocket Propelled Guns and Unexploded Ordnances fired by the terrorists. “While the Armed Forces of Nigeria reinvigorates and intensifies her operational activities in the theatre in the North East, it has not relented in its non-kinetic operations. These activities are evident in the civil military cooperation activities provided at various quarters by the Nigerian military, including the continued provision of medical outreach to IDPs by the Military. These activities led to improved civil military relations, thereby enhancing provision of information to security agencies, which resulted to the remarkable successes recorded in recent past in the North East Zone”. In the North West zone, he revealed that, “in continuation of aggressive clearance operation in the North-West zone of the country, troops of Operation HADARIN DAJI under Operation ACCORD have continued to record significant successes against the criminal elements. “This is in addition to the several air bombardments conducted under the subsidiary Operation WUTAN DAJI. The air bombardments led to the neutralization of several bandits and their Logistics bases in Doumbourou, Kuyanbana, Bimasa forests as well as Dunya village in Katsina and Zamfara States respectively. “Also, within the period under review, troops foiled armed bandits attack in Katsina and Zamfara States. Troops successfully killed 12 armed bandits and arrested 6 suspected bandits’ informers/collaborators across the theatre. “Similarly, troops of Operation HADARIN DAJI under Operation ACCORD also rescued 29 kidnapped victims in Katsina and Zamfara States. They were handed over to the 2 State governments. These successes recorded within the period under review have brought about a renewed vigour and determination on the side of the gallant troops in tackling the security challenge in the North West Zone”. According to him, “in the North-Central zone, troops of Operations SAFE HAVEN, THUNDER-STRIKE, WHIRL STROKE and GAMA-AIKI conducted several ambushes, raids, clearance patrols and air operations at various locations within the zone which resulted in tremendous successes within the period under review. “Notably, troops neutralized 4 bandits affiliated to wanted militia leader “Gana” at their hideout around Che Jukun village in Donga LGA of Taraba State on 29 June 2020. Troops had also earlier arrested 6 of his key lieutenants at Shakpev village under Tiir and Yoyoo council ward of Katsina-Ala LGA of Benue state on 25 June 2020, while three kidnappers were also neutralized during an ambush operation along the Abuja-Kaduna expressway on 28 June 2020. “Additionally, the Air Component of the subsidiary Operation GAMA AIKI neutralized several bandits and arrested 2 other fleeing bandits who happened to be foreigners, during intensive airstrikes at Kasuwan Ango Community in Mariga LGA of Niger State. The Ondo State Deputy Governor, Agboola Ajayi has reappointed aides sacked by the Governor, Romiti Akeredolu, DAILY POST reports. Early hours of Tuesday, Governor Akeredolu sacked the Special Assistant on New Media to the embattled Deputy Governor, Allen Sowore, and later sacked his Chief Press Secretary, Babatope Okeowo alongside his five other aides, and his wife. The aides of the Deputy Governor were sacked two days after their boss dumped the ruling, All Progressives Congress, APC for the Peoples Democratic Party, PDP. In a phone call with the embattled Chief Press Secretary, Okeowo affirmed that the deputy governor had reappointed all the aides sacked by the State Governor. “ Yes, it is true that the governor announced our sack, but there is no cause for alarm, as we have been reabsorbed by the Deputy Governor”. The presidency has released the statement below accusing an outlawed separtist group of working to discredit the Nigerian government internationally, particularly in the U.S. and Europe. The Indigenous People of Biafra (IPOB) wants an independent country of Biafra, made up of the Igbo-speaking part of Nigeria, largely in the South-eastern part of the country. The group was outlawed in Nigeria after the federal government accused it of terrorism, although most of its programmes and protests have been largely peaceful. The government has also clamped down violently on IPOB members with some of the attacks condemned by rights groups including Amnesty International. The leader of the group, Nnamdi Kanu, is currently on exile abroad after he jumped bail from his trial for treason in Nigeria. In a statement Sunday by President Muhammadu Buhari’s spokesperson, Garba Shehu, he accused IPOB of waging a smear camapign to accuse the Nigerian government of encouraging the persecution of Christians. “Nigerians and the international community are advised to be wary of this divisive campaign, which available evidence shows is being funded with a monthly spending of $85,000 USD since October 2019, with no records of the source of this largesse,” Mr Shehu wrote. Both are using the cover of Christianity – and calling for a US Special Envoy to be appointed to stop the “genocide” of Christians in Nigeria. The campaign consists of producing articles in the names of the alleged Christian NGOs’ leaders (of campaign groups created at the time this PR contract with a US lobbying firm was signed) and letters to and from members of Congress to the White House. Unfortunately, some Members of Congress have clearly been persuaded there is indeed a “Christian persecution” underway in Nigeria – and do so quoting the campaign – and they are known to be taking up the case directly with the White House to appoint the special envoy. The American charity secured a meeting with US Secretary of State Mike Pompeo and has made presentations to the US Commission on International Religious Freedom. There is also a UK and European angle of the Campaign, which is more opaque than its US sister campaign – given there is less legal requirement for public filings – but what is known of this at the moment is that their Budget is sufficient to hire four PR firms in the UK, Belgium, France and the US (the latter additional to the above). They have founded an “NGO/Charity” and a linked web-based campaign named “Stop the Silent Slaughter” which is well designed and complete with video “evidence”-completely concocted. Members of the alleged Christian NGO have had multiple Op-Ed articles in conservative news websites promulgating their message of a “Christian Genocide”. Some of those articles have also been used as “evidence” in the sister US campaign. Two of those conservative news websites were co-founded by the owner of the UK PR firm they have hired to generate their publicity as well as an OP-Ed article in the name of a British MP who may have been convinced by their campaign under false pretences. They have secured additional coverage in France, EU and Germany. They secured a MPs debate on the “Christian Genocide” in the House of Commons in which staff member of the UK PR was referenced as the “private secretary” to the leader of the UK-based Charity. It is clear from all of the above that the IPOB’s extraordinarily and dubiously well-funded campaign in the US and UK/Europe is misusing the issue of the welfare of Christians purely to further their own political ends, and it seeks to damage inter-religious dialogue in Nigeria as well as to damage the international reputation of Nigeria. Barring any last-minute change in plan, the Secretary to the Government of the Federation, Boss Mustapha, will on Wednesday (today) hand over Madagascan native formulation for the treatment of COVID-19 to the Ministry of Health. Minister of Health, Osagie Ehanire, disclosed this on Sunday evening during a programme on Channels Television Sunday Politics. Sunday PUNCH had reported exclusively that over a week after receiving the Madagascan formulation for the treatment of COVID-19, the Presidency had yet to send the samples to the National Agency for Food and Drug Administration and Control for testing. The report had quoted a source as saying that the drug, which was delivered to the President, Major General Muhammadu Buhari (retd.), by his Guinea Bissau counterpart, Umarro Embalo, 10 days ago, had remained in the possession of the SGF. Ehanire, in confirming the report, said his ministry would take delivery of the drug “on the next working day”. Since the Federal Government has declared Monday and Tuesday as public holidays to mark this year’s Eid-el-Fitr, the next working day is Wednesday. More facts have emerged on how late Chief of Staff to President Muhammadu Buhari, Abba Kyrari, failed to treat and forward a letter written by Chairman and Chief Executive Officer of Nigerians in Diaspora Commission, Abike Dabiri-Erewa, to President Buhari on the crisis between the agency and Minister of Communications and Digital Economy, Dr Isa Pantami. The duo had been embroiled in a disagreement since February this year after Pantami ordered the eviction of the agency from the building accommodating it. In a letter obtained by SaharaReporters dated February 13, 2020 with reference number NIDC/CM/001/20/1 and addressed to the President through the Chief of Staff, Kyari, Dabiri-Erewa explained how the minister forcefully ejected staff of the commission from the 5th floor of the Nigeria Communication Commission Annex Complex in Jabi, Abuja. The Lagos State branch of the Nigerian Medical Association (NMA) has reversed its stay-at-home order which it imposed on Wednesday (May 20, 2020), following the conflicting order, restricting the movement of essential workers amid the COVID-19 lockdown. In a statement signed by the Chairman, Dr. Saliu Oseni, and the Secretary of the association, Dr. Moronkola Ramon, the NMA on Thursday said that the decision to reverse the order was necessary after the Nigerian Police Force and the Lagos State Governor, Babajide Sanwo-Olu resolved the issues and assured the safety of the health workers. “The leadership of the Association has followed the turn of events while monitoring the situation. A truck containing no fewer than 70 Northerners was intercepted by officials of the Nigeria Security and Civil Defence Corps (NSCDC) at Ogbomoso area of Oyo State, at the dawn of Wednesday, for flouting the interstate restriction order of the Federal Government. The arrest was sequel to a distress call at about 3.30am from residents of Ogbomoso that a truck loaded with many persons was headed towards Takie in Ogbomoso. Profiling of the Northerners revealed that the arrested persons hailed from Katsina, Kano, Kaduna and Zamfara with 50 of them headed to Ibadan, the Oyo State capital, and the remaining 20 persons en route Lagos State. The driver of the vehicle revealed that he picked the Northerners from the various states and they found their way through roads, bush paths and across interstate borders. The arrested persons are currently at the Ogbomoso command office of NSCDC awaiting the state Commandant of the NSCDC, Mr Iskilu Akinsanya, for further action. Oyo State Commissioner of Information, Culture and Tourism, Dr Wasiu Olatunbosun, who is currently on a COVID-19 enlightenment campaign to Ogbomoso, confirmed the development. Olatunbosun said upon the arrival of the NSCDC state Commandant, the state government’s position that such persons be led back to the state’s border and out of the state will apply. He further disclosed that another truck containing 60 persons had similarly being intercepted at Igbeti on Tuesday and led back to Kwara end of the state’s border. Officials of the Nigeria Centre for Disease Control, NCDC, have reportedly fled Kogi State shortly after Governor Yahaya Bello’s directive, asking them to go into isolation at the state quarantine centre for fourteen days. Governor Bello had ordered the leader of the officials of the National Centre for Disease Control, NCDC, Dr Andrew Noah to go into isolation at the state quarantine centre for fourteen days or leave the state immediately if they refused. The governor gave the order Thursday night when the visiting NCDC official shook hands with the state Director of Protocol while exchanging microphone after speaking to introduce his team to the audience. The governor said that the step was to ensure that the laid down procedure of checkmating the scourge by NCDC is strictly followed. Bello while addressing the officials said in part, “Our people are adequately sensitised in all languages and locations throughout the state about Covid-19. As much as practicable Kogites now observe social distancing, handwashing and other protocols for prevention of infection. “The Kogi State Ministry of Health has deployed health personnel to all the 239 Wards of the State, 2 focal persons per ward, who constantly sensitize the people on the dangers of the virus, communicate news or even rumours of suspected cases to the incident committee or task force for investigation and also assist in contact tracing. “We have set up 3 modern Isolation/ Containment Centres in the State having a combined capacity of 130-bed spaces. These facilities currently lie unused. It is our prayer and our determination that these isolation centres will remain vacant until the pandemic is over. “We have provided emergency and toll-free numbers for the general public to call in and report suspected cases of Covid-19 at no cost whatsoever. We have also fielded many of such calls. Attorney-General of the Federation and Minister of Justice, Abubakar Malami, has announced that the Nigerian government on Monday received $311,797,866 of the Abacha loot. The money was repatriated from the United States and the Bailiwick of Jersey after a recent agreement. Malami, in a statement by his Spokesman, Umar Gwandu, said the amount increased from over $308 million two months ago to $311 million because of the interest that accrued. He noted that the litigation process for the return of these assets titled “Abacha III” commenced in 2014, while the diplomatic process that culminated into the signing of the Asset Return Agreement in February. “This Agreement is based on international law and cooperation measures that sets out the procedures for the repatriation, transfer, disposition and management of the assets. “In line with the 2020 Asset Return Agreement, the fund has been transferred to a Central Bank of Nigeria Asset Recovery designated account and would be paid to the National Sovereign Investment Authority (NSIA) within the next fourteen days. “The NSIA is responsible for the management and execution of the projects to which the funds will be applied,” the Minister has said. Malami said the money will be used to fund projects including Lagos – Ibadan Expressway, Abuja – Kano Road, and the Second Niger Bridge. The federal authorities, sources said, are much in favour of partial restrictions in 33 of the 36 states with a view to mitigating the effects of the current lockdown in many parts of the country as against the relaxation being sought by the governors. Governors Willie Obiano of Anambra State and Seyi Makinde have already relaxed the restrictions in their states. The Presidential Task Force on COVID-19 which President Muhammadu Buhari relies on principally for advice on the pandemic is not in agreement with the governors that government should soft pedal in the FCT, Lagos, Ogun and Kano States. Buhari who is billed to address the nation on Monday is said to be weighing the options before him. Members of the PTF were locked in a marathon meeting on Saturday on the format of the partial restrictions to put in place in 33 states without fueling the spread of the Coronavirus. The task force considered the status report on COVID-19 spread in each state of the federation, the input of the Nigeria Governors’ Forum (NGF) and local and international technical evaluation of the pandemic in the country. A top level source said: “We are inching towards partial restrictions in some states and the Federal Capital Territory. There is clamour for the partial lifting of the lockdown. This is why the PTF is meeting. “The PTF has received many suggestions but we are being careful not to reverse the gains of the last few weeks in the battle against Coronavirus. “One of the knotty issues is a recommendation by the NGF that there should be internal free movement but with restrictions on large gatherings and assemblies nationwide. But the PTF took exception to partial lifting of the lockdown in the FCT, Lagos, Ogun and Kano states.” When contacted, a member of the NGF said the Forum was on the same page with the PTF on the input of the governors except for one recommendation. The source said: “I don’t think they (the PTF on COVID-19) have serious objection except with internal free movement where they believe that we should not relax the lockdown in the epicentres of Lagos, Kano, FCT and Ogun. They may be right. “We have done our bit by presenting our input. You can contact the Chairman of PTF on COVID-19, Mr. Boss Mustapha for details.” The NGF in the Friday letter to the Secretary to the Government of the Federation, Mr. Boss Mustapha, said: “Please refer to the above subject matter and to our Teleconference meeting with the Vice President on Wednesday, 22 April 2020. “Recall at that meeting it was agreed that the Nigeria Governors’ Forum (NGF) articulates the issues that it would want to be included in the next Presidential Pronouncement on Covid-19 so as to have a Uniform and Coordinated Policy on Covid-19 at both the national and sub-national levels. “Subject to Mr. President’s approval, the NGF would want the following incorporated into Mr. President’s Pronouncements: *Inter-State lockdown excluding movement of essential supplies foods, beverages, medical and pharmaceuticals, petroleum supplies and agricultural products: *Internal free movement but with restrictions on large gatherings and assemblies; *Overnight curfews: *Lockdown of flights: and *Compulsory use of face masks/ coverings in the public. Another top source said last night that the NGF’s letter was “inexplicit on what qualified as internal movement.” The source said: “We may end up with tough advisory on partial restrictions. We cannot allow the governors to reopen schools; there will be no wedding, funeral outings; churches and mosques cannot operate and we will only allow access to markets in the neighbourhood. “Don’t forget that the Federal Government and the PTF only locked down the FCT, Lagos and Ogun states. We did not lockdown the remaining 34 states. But we cannot close our eyes when Coronavirus infections get out of control in any state. “This is why we believe the governors must be cautious in putting in place partial restrictions. We should avoid creating a situation where the pandemic will get out of control in any state. “For instance, Governor Willie Obiano of Anambra State did not consult with the PTF or Nigeria Centre for Disease Control (NCDC) before directing that churches should resume normal activities. In a letter signed by their spokesperson, Mrs. Olajoke Adesipe, the Nigerians expressed “dissatisfaction and frustration with the delay in our evacuation.” They said: “We want to inform you of the following that has been unanimously agreed to on our platform (approximately 190 Nigerians, many of who are students from Nigeria in the UK). “The Nigerian government does not have the constitutional power of locking its citizens out of the country. This is contrary to Section14 (2) (b) of the constitution of the Federal Republic of Nigeria which stipulates expressly that, the security and welfare of the people shall be the primary purpose of government. Every Government official swore on oath to uphold the constitution. “Since most of us on the platform have tested Negative for COVID19. On arrival in Nigeria, temperature checks should be conducted to further ascertain our COVID status and the government should allow us to self-quarantine in our various homes. We are more than willing to sign an agreement to this request. “If it is a must that we are isolated by the government, we suggest the use of NYSC orientation camps as all of those centres are vacant now and each state has its own. “Also, we want to urge you to communicate to us in clear terms, what is the precise date of commencement of evacuation? Which airlines have been contracted to carry out this operation? How much we are to pay for the flight ticket? “Lastly, most of us do not currently possess the mean by which we are expected to pay for our accommodation at the isolation centres. “We have already paid £350 to private laboratories for the COVID 19 test, the test which was a prerequisite to be airlifted and we are also paying for our flight tickets. “We hope that the government is able to agree with us on these term stated above as they are the most practicable at the moment. We wish the government treat this as an emergency.” Makinde, Obiano relax lockdowns Governors Seyi Makinde of Oyo State and Willie Obiano of Anambra State yesterday announced relaxation of restrictions in their states. Makinde, directed the re-opening of the State Secretariat for workers from level 13 upward from tomorrow. He said: “The State Secretariat will be reopened on Monday, April 27th, 2020. Only civil servants at level 13 and above with separate offices will resume.” “The following guidelines are in place to prevent and control the spread of COVID-19 within the secretariat: There will be new security measures in place including having only one gate to serve as entrance and exit. “All other gates will be closed. “All meetings will be held online and that no visitors are allowed except absolutely necessary. “In addition, hand washing facilities in strategic locations around the secretariat; one 100ml hand sanitizer and face mask will be given to each officer; bush canteens around the secretariat will remain closed. Officers are encouraged to bring their own food for lunch.” The dusk to dawn curfew in the State has also been be relaxed from 7 pm – 7 am, to 7 pm – 5 am in a bid to accommodate farmers this planting season. On his part, Obiano asked churches to resume full activities from today. But worshippers are required to wear face masks and observe the World Health Organisation’s guidelines during worship. He listed the protocol to include regular hand washing, avoiding handshakes, application of hand sanitizers, and social distancing. The governor announced that movements around the state were not restricted, stressing, however, that all boundaries in the state remained closed. “All food and drug markets in the state are to open with immediate effect. “I will meet with market leaders on Monday, 27th April, for further discussion. When to re-open the schools as well as when civil servants will be allowed to go back to offices will be announced soon,” he said. Observers worry over consequences of relaxing lockdown Stakeholders and observers are not convinced by the reasons given by the governors and other advocates of relaxation of the current lockdown. They are of the view that Nigeria is yet to get to a point in its fight against the virus, where it can allow people flood the streets. They wonder how government which has found it difficult to enforce a total lockdown in the FCT, Lagos and Ogun will be able to enforce social distancing at public gatherings including markets and public transportation. They are also worried about a possible explosion in the number of infections resulting from uncontrolled public gatherings and the massive pressure that may result on social and health facilities. They recalled the statement April 11 statement by Buhari in which he said the lockdown would last for as long as necessary and that he would rely on experts in taking decisions on measures to check the spread of the coronavirus. His Senior Special Assistant of Media and Publicity, Mallam Garba Shehu quoted him as saying: “No elected government could ask more of the citizens of the country that elected them than today we ask of you. But we must ask you – once more – to observe restrictions on movement where they are in place, and follow the instructions of our scientists and medical advisers: stay home, wash your hands, save lives. “The freedoms we ask you to willingly forsake today will only last as long as our scientific advisers declare they are necessary. But they are essential – world over – to halt and defeat the spread of this virus. “All that the Government is asking you to endure is because nowhere in the world today is there any known way of defeating this pandemic. There is no vaccine. And that means there are choices to be made: between continuing as usual, or accepting the restrictions even when they come with unintended consequences. “But at this darkest hour, it remains our duty to offer you the full and unvarnished truth: This is a global pandemic. 210 countries and territories across the globe are affected. We cannot expect others to come to our assistance. No one is coming to defeat this virus for us. “Instead, the defeat of the virus in our country will be in our hands, alone. We cannot wait for others. We can only depend on ourselves now. And so we must – and we will – end this outbreak ourselves as Nigerians, together.” In his first broadcast to the nation on coronavirus last month, Buhari had said: “In Nigeria’s fight against COVID-19, there is no such thing as an overreaction or an under reaction. It is all about the right reaction by the right agencies and trained experts. “Accordingly, as a Government, we will continue to rely on guidance of our medical professionals and experts at the Ministry of Health, NCDC and other relevant agencies through this difficult time.” In a follow up broadcast on April 13, he said: “The National Centre for Disease Control has informed me that, a large proportion of new infections are now occurring in our communities, through person-to-person contacts. So we must pay attention to the danger of close contact between person to person. “Today, the cessation of movement, physical distancing measures and the prohibition of mass gatherings remain the most efficient and effective way of reducing the transmission of the virus. By sustaining these measures, combined with extensive testing and contact tracing, we can take control and limit the spread of the disease. “This is not a joke. It is a matter of life and death. Mosques in Makkah and Madina have been closed. The Pope celebrated Mass on an empty St. Peter’s Square. The famous Notre Dame cathedral in Paris held Easter Mass with less than 10 people. India, Italy and France are in complete lockdown. Other countries are in the process of following suit. We cannot be lax. “The previously issued guidelines on exempted services shall remain. “This is a difficult decision to take, but I am convinced that this is the right decision. The evidence is clear. “The repercussions of any premature end to the lockdown action are unimaginable. “We must not lose the gains achieved thus far. We must not allow a rapid increase in community transmission. We must endure a little longer.” Recently, the Nigeria Medical Association (NMA) called on some state governments not to place any consideration above public health issues in dealing with the coronavirus pandemic. In a statement by the president of the association, Dr Francis Faduyile, and the secretary-general, Dr Olumuyiwa Odusote, NMA called on states not to relax the lockdown measure yet as the country is not ready for such a decision in its fight against the dreadful killer virus. NMA warned that with more community transmission of COVID-19 being reported in the country, it was vital to eschew any measure that would promote mass gathering. “As such, relaxing any guideline that promotes mass gatherings in any part of our nation now can only heighten and not flatten the curve of transmission dynamics. The NMA and others warning against the relaxation of the lockdown must among other things, be thinking of the poor living conditions of many Nigerians. On Friday, the Federal Government, through the Nigeria Centre for Disease Control, explained why the lockdown measure should not be relaxed just yet. Director-General of the NCDC, Dr Chikwe Ihekweazu, said, “We will eventually exit this stage and restart our normal life but that stage is still a while to come and I ask for your endurance, support and patience.
