The South West zone of the Independent Petroleum Marketers Association of Nigeria (IPMAN) on Wednesday said, it may direct its members in the zone to increase the pump prices of Premium Motor Spirit (P.M.S), as well as the A.G.O popularly called Diesel should the appropriate federal government’s regulatory agency fails to address the continuous non -supply of the products to its members.

IPMAN’s Zonal Chairman, Alhaji Dele Tajudeen, who made the disclosure while addressing journalists in Abeokuta, the Ogun State capital, said his members had for the past six months, not been able to access supplies of the products from any of the six government’s owned depots, but resorted to making purchase from the private depot owners, who had continued to exploit the situation to put extra cost on his members.

Tajudeen explained that the federal government’s depots, located at Mosimi in Sagamu, Ogun State, as well as others in Ibadan, Lagos, Ore in Ondo State as well as the one in Ilorin, Kwara State capital had all refused to load any of the Independent Marketers, the development, he said compelled his members to start making purchases from the private depot owners since January, 2022.

The IPMAN Zonal Chairman further disclosed that these private depot owners had however, decided to take advantage of the non-availability of the products at government’s depots to jack up the loading price to between N157 and N158, “excluding the transportation cost to our various destinations”.

“So, by the time we add the cost of transportation to the purchasing amount, we will be arriving at a sum above N165, which is the government approved pump dispensing price”.

“But sad enough, the regulatory agency appeared incapacitated to control and compel these private depot owners to sell at government’s approved price for us”.

“As at today, the purchasing price of diesel has increased by 400%. Again, I want members of the general public to know that cost of transporting the product ranges between N6 to N8 and N10 depending on where the products are being transported to from the Lagos private depot where we make purchases”.

“I wish to equally intimate you that making purchases from these private depot owners is not the ultimate end, we also have some overhead costs to bear like running an electricity generator to power our filling stations; paying the staff salaries, as well as servicing the bank loans among other costs”.

“So, by the time we have to add the cost of transportation with the purchasing amount, this situation clearly implied that we as independent marketers will be left with no other option than to dispense the products for nothing lesser than N175 to N180 for customers in the Lagos to Ibadan axis, while those within the Ogbomoso and Ilorin axis may have to buy at a dispensing pump price of N200 per litre”.

“Now, we want to let members of the general public to be aware that the fault is not coming from our end, rather, it is the failure of the regulatory agency to direct the government’s depots to sell the products for us at their depots and at the government’s approved price”.

The Director-General, Asiwaju Bola Ahmed Tinubu Campaign Organisation, Kashim Shettima has apologized to Vice President Yemi Osinbajo and the President of the Senate, Ahmed Lawan over his recent comment on the duo last Thursday.

The Borno lawmaker, who made the apology via his Twitter handle, Sunday, said, “I hereby tender my unreserved apologies to the Vice President and the President of the Senate for the unintended pains my jibes might have caused them and their families and supporters.”

Shettima, while speaking on Politics Today Channels TV, had taken a swipe at the duo, describing Osinbajo as a nice man, who would not be a good leader for Nigeria.

He also said Lawan doesn’t have the brand name that would sell in the Eastern region of the country.

Shettima explained that his aformentioned comments were taken out of context.

He said, “When I appeared on Channels TV last Thursday amidst the tension rippling through our political arena, it was to underline the promise @officialABAT’s presidential bid held for those yet to establish the certainty of the hurdle…

“I never set out to denigrate the personality of any aspirant, and definitely not that of my dear friends and allies. None of them is an opponent, so their aspiration isn’t a threat to us,” he said.

He added, “They appear so in the sprint to become the party’s presidential flag-bearer in the 2023 elections, but they are our allies in the marathon.”

Shettima noted that his assessments of the Vice President and the Senate President Lawan were well-intentioned.

He said, “I never set out to subject them to ridicule but, rather, to stir up interest in the contrasting virtues of the cast of aspirants putting up a fight against my preferred aspirant, one most favoured and advantaged to guarantee APC’s victory in the forthcoming presidential election.”

The former Governor of Borno said the interpretations of his remarks on Osinbajo and Lawan were being done literally and overblown.

He said, “My words weren’t woven to portray them as unworthy aspirants, but merely to qualify them as non-threatening contenders.

“I, however, take full responsibility for my utterances and wish to appeal to our teeming supporters to neither take my words out of their metaphoric contexts..”

Shettima has however, appealed to the public and his supporters not to interpret his remarks as a measure and declaration of hostility towards Osinbajo and Lawan, whom he described as his dear friends and allies.

He said, “I want this to be taken as an appeal to our supporters across all political camps to build bridges and mend fences as the actual journey is just about to begin. Victory, for the discerning, has always been the first lap of the race.

“As we approach the finishing line of this tense political race, I’m not unaware of who the actual opponents are.

“A divided house, even if in the assumptions and imaginations of supporters with a distant grasp of our relationships with other aspirants, is the last impression we wish to create among Nigerians,” he added.

The National leader of the All Progressive Congress, APC, Bola Ahmed Tinubu has said he remains unshaken and very confident of winning the presidential ticket of the APC.

The presidential hopeful who is in the race with over 20 other aspirants in the APC spoke weekend in Jalingo, Taraba state capital after an interface with delegates of the party.

He explained that his chances of winning the presidential ticket are very high.

According to him, “my chances of winning the ticket are incredibly high and I am very confident. I am sure I can and I will win it.”

When asked if the option of a consensus arrangement sits well with him if his party eventually opts for it, Tinubu said he prefers democracy.

In his words, “I want democracy. I am voting for democracy. One man, one vote.”

Meantime, the governor of Sokoto State, Rt. Hon. Aminu Tambuwal who was also in the state to woo delegates of the Peoples Democratic Party, PDP, ahead of its presidential primary election hinted at agreeing to a consensus arrangement if his party considers the option.

He explained that he and three other presidential aspirants under the platform of PDP from the North had earlier tried to work out a consensus arrangement among themselves but failed.

He further noted that despite the failed attempt, he would not kick against a Consensus arrangement if his party sees it as the best option to select the presidential flag bearer of the PDP in 2023.

He said, “I am sure you are aware that four aspirants from my party including myself came together voluntarily to try a consensus which we were unable to achieve.

“I am not averse to anything the party may decide to come up with at the national level, but what I can say is that we have tried consensus in producing our national working committee members and leaders of the party.

“The National Chairman himself, Prof. Iyorchia Ayu is also a product of consensus, so it is part of democracy.

“If our party decides to attempt it, I will be ready to participate and be part of it.”

Tambuwal also told the delegates at the instance of Taraba governor, Darius Ishaku, that he has all it takes to get Nigeria working if voted to fly the PDP’s flag at the presidential election in 2023.

National leader of the All Progressive Congress and presidential aspirant in 2023 election, Ashiwaju Bola Ahmed Tinubu has thrown a poser to his opponents, daring them to try and see who wins the party’s ticket and the election proper.

He also observed that the reward system in APC was poor, promising to change the system if elected president next year.

Tinubu also said he would address the economic and security challenges if given the opportunity.

Tinubu, who is a former governor of Lagos State spoke on Thursday evening in Abuja when he hosted the Forum of Former Deputy Governors of Nigeria (FFDGN).

He appealed to the forum to support his presidential ambition and also ensure the unity of the the party in their various states to achieve success, starting with Osun and Ekiti elections which are afoot.

“Many of you I know, and you have participated in governance and political activities. You have given a value to your various states. When we merged as one and took broom as the symbol of party, broom has a lot of meaning.

“Let me first of all address our element of constitution, I promise to look into that if elected. Our reward system as APC is very poor, and it was late before I could recognise that. Let me assure you, I won’t repeat that mistake, if I’m elected.

“I know that you still have people who believe in you, in the system. In some states where we have divisions, please, tell us, we have to harmonise and become one. Particularly, Oyo is divided, Osun and Ekiti elections are coming, these elections are precursors to the national election.

“But for those who have decided to be an opponent, I will not dwell on that, let’s see who wins, but I want to win and I want you to work along with me and to convince more delegates,” Tinubu added.

Earlier in his remarks, the national chairman of the forum and former deputy governor of Edo State, Lucky Imasuen pledged the support of APC deputy governors to the presidential ambition of the national leader.

“You can tell from the attendance that the level of enthusiasm was extremely high, when we have a political meeting of this nature, APC members will attend APC meeting and PDP members will attend PDP meetings, same to other political parties, but when we hold meeting, we hold meetings together as one family.

“We came here to listen to you, we are going to talk less and listen to our leader,” he said.

A source told The Nation Oyetola is in far away Makkah, Saudi Arabia, for the lesser Hajj (Umrah), fuelling speculations the Governor’s car might have conveyed his Deputy Benedict Alabi.

The meeting, which seemed exclusive to only the invited Governors and some of their aides, did not admit journalists in the premises of the Vice President’s residence.

The Federal Government has ordered telecommunications companies to immediately bar all outgoing calls for all Nigerians who have failed to link Subscribers Identity Modules( SIM) with their National Identity Numbers( NIN).

It said enforcement of the policy begins from Monday April 4, 2022 as part of necessary steps for security across the nation.

It added it had in the past two years shifted enforcement of the policy at multi times to ensure Nigerians and residents citizens were captured in the database of the National Identity Management Commission (NIMC).

A statement signed on behalf of the government by the Director of Public Affairs of the Nigerian Communications Commission, NCC, Dr Ikechukwu Adinde and the Director of Corporate Communications of NIMC, Mr Kayode Adegoke noted that 125 million SIMs have so far been linked with NIN.

The statement reads:”On behalf of the Federal Government, the Honourable Minister of Communications and Digital Economy, Professor Isa Ali Ibrahim Pantami, has commended Nigerians and Legal Residents for their support during the exercise to link the National Identification Number (NIN) to the Subscriber Identification Module (SIM).

” As of date, over 125 Million SIMs have had their NINs submitted for immediate linkage, verification and authentication. Similarly, the National Identity Management Commission (NIMC) has issued over 78 Million unique NINs till date.

“It would be recalled that President Muhammadu Buhari, GCFR, gave the directive for the implementation and commencement of the exercise in December 2020, as part of the administration’s security and social policies. The deadlines for the NIN-SIM linkage has been extended on multiple occasions to allow Nigerians to freely comply with the Policy.

“The FG also took into consideration the passionate appeals by several bodies- Association of Licensed Telecoms Operators of Nigeria (ALTON), Civil Societies, Professional Bodies and a host of others – for the extension of the deadlines in the past.

“Accordingly, Mr. President graciously approved the many requests to extend deadlines for the NIN-SIM linkage. At this point however, Government has determined that the NIN-SIM Policy implementation can proceed, as machinery has already been put in place to ensure compliance by citizens and legal residents.

“The implementation impacts on Government’s strategic planning, particularly in the areas of security and socio-economic projections.

“President Muhammadu Buhari has approved the implementation of the Policy with effect from the 4th of April, 2022. Consequently, the Federal Government has directed all Telcos to strictly enforce the Policy on all SIMs issued (existing and new) in Nigeria.

” Outgoing calls will subsequently be barred for telephone lines that have not complied with the NIN-SIM linkage Policy from the 4th of April, 2022. Subscribers of such lines are hereby advised to link their SIMs to their NINs before the Telcos can lift the restriction on their lines.

“Affected individuals are hereby advised to register for their NINs at designated centers and thereafter link the NINs to their SIMs through the channels provided by NIMC and the telecos, including the NIMC mobile App.”

The Minister of Humanitarian Affairs, Disaster Management and Social Development, Sadiya Farouq has flagged off the NEXIT/CBN Agri-Business Small and Medium Enterprises Investment scheme for exited N-Power beneficiaries.

The Federal Government explained out of the 467,183 trainees who indicated an interest in the scheme, 75,600 will participate in the first phase of the orientation programme.

At the end of the five-day training, beneficiaries who qualify will receive loans up to N3m from the Central Bank of Nigeria (CBN) with a maximum tenure of seven years.

Speaking during the flag-off, the Minister, who was represented by the Permanent Secretary of the ministry, Bashir Alkali, noted that the training was the first of several other phases that will take place in all the 36 states and the FCT.

Farouq, in a statement by her media aide, Nneka Anibeze stated: “I have desired that the exited batches A and B N-Power graduate beneficiaries will not be left unattended to.

“In different channels, I kept on assuring these teaming youths that the ministry has worked very closely with the Central Bank of Nigeria to realize this dream and today marks the beginning of the fulfilment of this awaited training that will enable those beneficiaries that indicated interest to participate in the CBN empowerment programme.

“For ease of coordination, this training programme will be conducted in phases. Let me also inform you that all 36 States and FCT are participating in this long-awaited NEXIT training programme.

“A total of 75,600 participants are in this first batch of the training. We will continue to train the remaining batches in no distant time.

“The N-Power programme is key to helping young Nigerians acquire and develop life-long skills that ensure they become solution providers and entrepreneurs in their communities”.

The Coordinator, National Social Investment Programmes, Dr Umar Bindir also advised the beneficiaries to take advantage of the CBN package to be self-reliant.

Responding, Oba Adeyemi, who invoked the spirits of his fore-bearers, said his request has been granted.

He said all the ancestors of Yorubaland would work in his favour and answer his prayers.

Mr Aloy Ejimakor, Special Counsel to the detained leader of the Indigenous People of Biafra IPOB Mazi Nnamdi Kanu, has said that the Kenyan Government had filed a document in court to show that there was no immigration record of Kanu’s departure from Kenya after his arrival to the country on May 12, 2021.

A release jointly issued by Ejimakor; and the IPOB Leader’s brother, Kanunta Kanu, argued that the position of the Kenyan Government had made the circumstances under which Kanu “disappeared” from Kenya a more grievous offence, claiming that serious consequences await all those involved in the action.

In the latest Affidavit filed by the Kenyan government in defence of the suit filed by Mazi Nnamdi Kanu in Kenya, it asserted that there was no immigration record of Kanu’s departure from Kenya after his last arrival on 12th May 2021.

The release made available to Vanguard read in part: “In the Affidavit “drawn up and filed” by the Attorney-General of Kenya and deposed to in Nairobi, Kenya on 10th February 2022, the Government of Kenya attached Kanu’s arrival and departure record from Kenya from 17th July 2019 to 12th May 2022 when he last entered Kenya.

“Paragraph 12 of the Affidavit stated, “That it is evident from the schedule below that since 17/7/2019, the said Nwannekaenyi Nnamdi Kenny Okwu-Kanu has visited and departed Kenya on several occasions”.

“Paragraph 13 of the Affidavit states “That from the above travel history, it is evident that his last arrival date was 12/5/2021 and there is no evidence exhibited to prove that he thereafter left the country”.

“Paragraph 14 of the Affidavit stated, “That I am not privy to his (Kanu’s) arrest, detention or extradition”.

Kanu’s lawyers argued that: “It is pertinent to note that this Affidavit, having been “drawn up and filed” by the Attorney-General of Kenya is the clearest official confirmation yet from the government of Kenya that what happened to Nnamdi Kanu in Kenya amounts to a crime, both in Nigeria, Kenya and under international law.

“With this latest development, Kanu’s ordeal in Kenya has turned a new corner where domestic and international criminal indictments will lie against the persons that directly or indirectly participated in this high crime. It has gone beyond extraordinary rendition.”

PRESIDENT of the Senate, Senator Ahmad Lawan has boasted that the ruling All Progressives Congress, APC will continue to rule Lagos State and Nigeria as a country.

Lawan has also urged Nigerians to continue to entrust the affairs of the country to the APC, saying that the party is the one to trust, just as he described Lagos as a home for APC and expressed the confidence that “APC, by the Grace of God, will continue to rule Lagos and rule Nigeria.”

The President of the Senate made the appeal in Lagos at the fifth edition of the empowerment programme of Senator Solomon Olamilekan Adeola, APC, Lagos West.


The event which was held at the premises of the Nigeria Police College, Ikeja was also witnessed by the Lagos State Governor, Babajide Sanwo-Olu.

In a statement, by his Special Adviser, Media, Ola Awoniyi, the President of the Senate said, “All that we need to do is to continue what we are doing now. Support our leaders. Tolerate us. Unite ourselves and of course, remain focused.

“PDP may tell you something funny about the administration of APC at the national level but PDP ruled Nigeria for 16 years and all that they did was to leave or bequeath so many challenges to us in 2015.

“We are dealing with those challenges one after the other and if on the way, we encounter new challenges, we are equal to the task.

“By the Grace of God, we are going to turn around the fortunes of this country for the better. We have done so much but we are also challenged especially in the area of security.

“When someone tells you that the APC administration only takes loans or borrow money, PDP had 16 years of so many resources and they did very little infrastructure in the country if any. The money disappeared and our options are limited.

“But one option that is not on the table at all is not to do anything. Because you don’t have money, so we shouldn’t develop your country? Nigeria’s administration at the national level is responsible and responsive.

“We wouldn’t like to take loans or borrow money but when the options are limited and the imperative of development of infrastructure in the country is there, what do we do?

“If we have to borrow, we have to borrow responsibly, targeted at capital development and today I want to say without any fear of contradiction that in every part of this country, there is infrastructural development either in terms of roads, bridges, dams and so on and so forth.

Lawan who urged Lagosians to consider Governor Sanwo-Olu for another term based on his wonderful performance, said, “Your Excellency, we have been watching you over the last two and half years. You have been very wonderful. You have been consistent in terms of service delivery to the people of Lagos State and indeed this country.

“You are focused. You are reliable. And I want to say even though the fate of politicians is in the hands of voters, your fate is in the hands of Lagosians but Your Excellency, I’m under this tremendous and massive temptation to say that one good turn deserves another term. The Senate President commended Senator Adeola aka Yayi who is also Chairman of the Senate Committee on Finance, for the programme which involved the distribution of ambulances, incubators, drugs to health facilities and empowerment items to his constituents.

Barely twelve months to the 2023 general elections in the country, there is high-level strategic lobbying by ambitious politicians, especially those touted to be close allies of President Muhammadu Buhari and with the strong desire to succeed him as Nigeria’s next President.

The development has led to maneuvering, intrigues, eye service and hero worshiping as those eyeing the presidential seat lobby the high brass and the political cabals and their agents that decide who occupies the coveted number one seat of the land after Buhari.

Of late, the seat of power, otherwise known as the Aso Rock, has become a Mecca of sort as those angling to become the next President have been coming to court Buhari for his blessings if not to be adopted as the anointed candidate.

It was reliably gathered that the death of the immediate past Chief of Staff to the President, Mallam Abba Kyari, has thrown the race open.

A source close to the late ‘Power House of the Villa’ had claimed that Kyari’s demise has, in a way, changed the political equation.

The source said that the thinking then was that the race for the presidential seat in 2023 will be arrangement between the North-East and the South-East as they are the two geopolitical zones that have yet to occupy the seat.

Under the arrangement, the former Chief of Staff was being positioned to take over from his principal while the Minister of Foreign Affairs, Geoffrey Onyeama, a bosom friend of Kyari, was supposed to be the running mate and, after eight years, power will go to the South-East.

However, that arrangement, if at all it existed as claimed, has become a thing of the past.

The question on the lips of many appointees of the President and some of the staff in the State House is, who will ‘Baba’ anoint as his successor?

The question is pertinent against the backdrop of the fact that Buhari should ordinarily be interested in who succeeds him for the sake of continuity of government programmes.

While some of the appointees have been put under suspense on whom to pitch their tent with because the body language of the President has not given any green light on the direction to go, some persons who are close to Buhari have claimed that, going by his nature, he may not anoint anyone as he would prefer that all the aspirants pass through the democratic process in which the people will choose whoever they want.

To support this claim, the people said that the President has told whoever cares to listen to him to carry his cross as he attempted to be elected President for three times without success only to succeed at the fourth time in 2015.

Meanwhile, on January 10, 2022, the All Progressives Congress, APC, National Leader and former governor of Lagos State, Asiwaju Bola Ahmed Tinubu, opened the floodgate of consultations as he met with Buhari to inform him of his aspiration to contest for the presidential election slated for February 2023 by the Independent National Electoral Commission, INEC.

Some have also said that the visit was to ask for the President’s support even though some power brokers within the Presidency have argued that the APC National Leader should continue to play the role of a kingmaker and not to throw his hat in the ring.

It was rumoured that some elements in the ruling APC are working hard to ensure the enthronement of the Lagos politician as the next President.

He had said that it has been his life ambition to be President.

Dave Umahi

Less than 24 hours after Tinubu’s visit, the governor of Ebonyi State, Mr Dave Umahi, also went to meet the President to inform him of his intention to contest for the presidency in 2023 on the platform of the APC.

Umahi was elected as governor in 2015 on the platform of the Peoples Democratic Party (PDP) and re-elected on the same platform in 2019, but he dumped the party for the APC in November 2020, claiming that PDP had not been fair to the South-East.

The Ebonyi governor said that despite the support the South-East had given to the PDP, it was against natural justice that the party should contemplate zoning its presidential ticket outside the region.

Some people have suggested that Umahi was propelled to visit Buhari a day after the APC National Leader made his ambition known to Mr. President.

It was gathered that the Ebonyi governor is in the good books of some persons in the Presidency and it is expected that he will be among those to be presented to Buhari for consideration.

Rochas Okorocha


APC stalwart and one of the founding members of the APC, Owelle Rochas Okorocha, is another aspirant who has presented his 2023 presidential ambition to Buhari.

The immediate past governor of Imo State and current senator representing Imo West visited the seat of power last week to tell the President that he is interested in taking over from him next year. Okorocha, like President Buhari, has been a regular aspirant and it is not certain yet whether he has a lobby group that will convince the President on why he should be considered as his (successor).

The ‘iberiberism’ proponent has friends from the North but is in fierce battle with his successor, Governor Hope Uzodimma, over who controls the APC structure in the state.

Professor Osinbajo


Also in contention is Vice President Yemi Osinbajo who is being projected by some APC elements to succeed his boss.

Although he hasn’t publicly declared his interest in the job, some have argued that the law professor and Pastor with the Redeemed Christian Church of God, RCCG, has the necessary prerequisite to take over from his boss having undergone tutelage for eight years.

It was gathered that some powerful forces from the North, including a former Director General of a Federal Government agency, are at the forefront of the Osinbajo for President project.

Whereas the body language of President has never suggested that he is supporting anybody, some people have said that Buhari may be comfortable to handover to his Vice President.

But it is not clear yet whether Osinbajo will contest the 2023 presidency or not despite the ongoing consultations organized by various support groups urging him to run.

A report last week that the Vice President will declare his ambition to contest for the presidential election after the APC’s Convention was quickly dismissed by his spokesperson, saying the law professor has never made any pronouncement on when he is going to declare his ambition.

Some people have even alleged that there is a cold war going on between Osinbajo’s supporters and those of Tinubu.

Recall that it was Tinubu who nominated Osinbajo as Buhari’s running mate in 2015 after it became clear that he (Tinubu) couldn’t run with then presidential candidate of the APC (Buhari) because of the widespread opposition to Muslim-Muslim ticket.

For now it has not been made public whether Osinbajo, like other aspirants, has informed Buhari of nursing any ambition but sources in the Villa told Sunday Vanguard that his promoters have apparently been making a case for him.

The slightest hint yet that the VP could be preparing to take a shot at the 2023 presidency is the public declaration of a close aide that he would not support Tinubu’s presidential bid.

Yahaya Bello

Equally believed to be nursing presidential bid ahead of 2023 is a friend of the Villa and the first family, Governor Yahaya Bello of Kogi State. Unconfirmed report say Bello ascended the Kogi governorship throne on the instrumentality of the first family.

Some have further contended that some of his loyalists have taken his ambition to the Presidency.

It is not yet made public whether his aspiration has gotten the blessing of the President but he is not relenting in ensuring a fait accompli for the project. For now, he has not officially visited to announce his ambition at the State House.

Senator Ngige

Senator Chris Ngige, a serving Minister of Labour and Employment, is among cabinet members some persons within the Presidency believe have performed well.

His access to Buhari has made political pundits to conclude that he is very close to the President.

The former Anambra State governor and medical doctor by training has declared that he would make his presidential ambition known in April after consultations with his political friends and associates.

Most of his meetings with Buhari are held behind closed-doors, so, it has not been made public whether he may be the anointed candidate the President mentioned about when he granted television interview recently. Recall that Buhari had declined to mention his preferred candidate, saying that revealing the identity of the person might lead to the person’s elimination.

However, within the labour circle, some leaders have extolled the sterling qualities of the Anambra APC leader.

Some of the labour leaders urged Ngige to contest for the presidency in 2023.

Rotimi Amaechi

A former governor of Rivers State and Minister of Transportation, Rt. Hon. Rotimi Amaechi, has been rumoured in some quarters as the President’s preferred candidate, in fact the anointed candidate to take over from him in 2023.

Although there has not been any display from the President to that effect, sources within the Presidency claim that the odds appear to favour him.

Only last weekend, he was conferred with a chieftaincy title (Dan Amanar Daura, meaning Trusted Son of Daura) by the Daura Emirate of Katsina State, the President home town.

The title has been interpreted in different quarters to mean, ‘The Preferred’, ‘The Trustworthy’ and ‘The Face of Nigeria’s Future’.

This has increased the speculation that Amaechi is the APC anointed candidate in the 2023 presidential election.

Again, Amaechi, who was Chairman of Nigeria Governors Forum, NGF, when he was governor, was hosted by the First Lady, Dr. Aisha Muhammadu Buhari, after the conferment of the Daura chieftaincy title on him. The Minister was accompanied by his wife, Judith Amaechi, during the First Lady’s visit.

Babatunde Fashola

Also in reckoning as a potential successor to Buhari is the Minister of Works and Housing, Mr. Babatunde Fashola. The minister is said to be among those that get Mr. President’s attention at any given time. A Presidency source said that if the President has the sole right to appoint his successor, Fashola will be one of those to be considered. However, the former Lagos State governor has not openly indicated interest in the presidential race.

Kayode Fayemi

Another person that appears to be admired by the President is the governor of Ekiti State, Dr. Kayode Fayemi. The former Minister of Mines and Steel Development, some analysts claim, has the aura and potentials to take over from Buhari. Even though the Chairman of the Nigeria Governors Forum is always spotted with the Chairman of the APC Caretaker Committee and governor of Yobe State, Mai Mala Buni, the Chairman of the Progressive Governors Forum and governor of Kebbi State, Atiku Bagudu and the governor of Jigawa state, Mohammed Badaru, he has not formally declared whether he has the ambition to contest the presidential poll next year. Incidentally Fayemi has few months to complete his second term in office.

Suspense

As the lobby continues, the President is keeping his followers and party members in suspense on whoever is likely going to succeed him.

But one thing is certain: May 29, 2023 is the exit date for him and someone, possibly one of those mentioned in this report, will succeed him.

The House of Representatives has declared a national emergency on the increasing spate of ritual killings.

The Green Chambers asked the Inspector General of Police to bring to book all those involved in the act.

Adopting a motion of urgent public importance by Deputy Minority Leader, Toby Okechukwu, the House asked the National Orientation Agency (NOA), the media, school owners and parents to carry out enlightenment campaignS with a view to curbing the rising cases of ritual killings in the country.

Okechukwu had raised concerns about the rising cases of kidnaping for ritual purposes and the increasing cases of missing persons, which he said has assumed an alarming rate.

He also said that scenes containing killings for ritual purposes have become rampant in home videos, adding that if not checked such movies have the capacity to impact negatively on the mind of young Nigerians.

The Federal Government says it is set to amend its relevant statutes and code to enforce the operational conditions of Twitter in Nigeria on other social media platforms.

The Minister of Information and Culture, Alhaji Lai Mohammed disclosed this in Cairo at a meeting with his counterpart, Egypt Minister of Communication and Information Technology, Dr Amir Talaat.

The News Agency of Nigeria (NAN) reports that the meeting was on the sidelines of a bilateral discussion with Africa Export Import Bank (Afreximbank) on how Nigeria can access funding to support its growing creative industry.

NAN reports that Mohammed had led some private sector stakeholders involved in Digital Switch Over (DSO), to Afreximbank to assist them on how they can source fund to complete the wholly private sector financially driven project.

In his interaction with Talaat, the minister disclosed that Nigeria was amending its National Broadcasting Act and Broadcasting Code to ensure that all online platforms operating in the country must comply with stipulated conditions.

Mohammed said the decision was borne out of the recent development on suspension of Twitter operations in the country and the agreement reached before the suspension was lifted.

“The beauty of the engagement with Twitter is immense.

“Whatever applies to twitter will apply to all other social media platforms, be it WhatsApp, Facebook or any other.

“That is why we will be having a retreat to amend the NBC Act and the NBC Code to incorporate these new gains we made with the engagement with twitter,’’ he said.

On the agreement reached with twitter which the minister said would be applicable to other online platforms, he said the micro blogging site had agreed to open the Nigerian office within the first quarter of 2022.

He said twitter agreed to appoint a designated country representative within one month of lifting its suspension while its global policy team would also be available to engage directly with the government

The minister said twitter agreed to meet all regulatory demands, including Companies and Allied Matters Act, Nigeria Communication Commission laws and rules and National Broadcasting Commission Code.

“Twitter has agreed to comply to all payable taxes as they are operating under the Nigerian laws and this they agreed to do within one week of restoring their operations.

“Twitter agreed to immediately work with the Federal Government in the area of code of conduct which is in line with global best practices

“Twitter agreed to immediately enroll Nigerians in its Law Enforcement portals and Partners Support Portal.

“The law enforcement portal will provide dedicated channels for the Nigerian laws enforcement agencies to escalate reports on contents that violate the code of conduct or the national laws.

“Similarly, the partner support portal provides a direct channel for government to engage twitter staff to manage prohibited contents,’’ he said.

The minister explained to his counterpart that twitter operation was not suspended in Nigerian because they wrote something about president as being carried about in certain quarters.

He said the operation was suspended because twitter had become the platform of choice for those who wanted to destabilise Nigeria and create disunity and heat up the polity.

“We met with a barrage of knocks, we were accused of running authoritarian government, trying to infringe on freedom of press, violating the constitution but we were sure in our mind of what we were doing.

“We were glad that after seven months of serious engagement with twitter, we can say that what we achieved is what the suspension of the operations of twitter was all about,” he said.

Also speaking, the Egyptian minister said his country had similar challenges in the area of dissemination of policies and programmes of government.

He said he was a recent victim of fake news report which was very devastating to him.

To combat the menace, he said a department was established in the office of the Prime Minister where they monitor on hourly basis what kind of fake news was being cooked up.

He said government would immediately react to such news by giving the truthful perspective to the issue. (NAN)

Majority Leader in the House of Representatives, Hon. Alhassan Ado Doguwa caused a sprawling laughter at Tuesday plenary when he sensationally said he was targeting 30 children to have a family unit for his family.

Doguwa, 56, representing Doguwa/Tudun Wada federal constituency of Kano state is the longest serving lawmaker in the House of Representatives.

A First Class Graduate of Mass Communications from Bayero University Kano, Doguwa joined politics immediately after his graduation and became an elected member of the House of Representatives under the defunct Social Democratic Party, SDP in 1992.

He was reelected in 2007 and has been in the House since then.

In the course of plenary proceedings yesterday, Doguwa announced that one of his 4 wives has given birth to a bouncing baby girl.

With the arrival of the new born, the lawmaker now has a community of 28 children, and according to him, still counting.

Responding to a congratulatory remarks on the delivery of his baby by the minority leader of the House, Hon. Ndudi Elumelu, Doguwa said he was still active.

He informed that the baby was born in the last 24 hours, adding that she was doing well with her mother.

He said: “This is no longer news. It is no longer news because this thing happened in the last 24 hours. It is true that my beloved family has gotten an additional one person. It is a baby girl. Bouncing. The mother and the baby are hale and hearty. The husband is still active. I am here. And I thank God that I kept my word with the House that while I had 27, I promised you that I would continue counting. I want by the grace of God and your prayers that the count would continue.”

Speaking further before the ratification of the electoral bill by the House, Doguwa said the target was to hit 30 children before 2023 elections have a polling unit.

“Now that we are considering the Electoral Act amendment, I would also add when we get to the floor perhaps in the Committee of the Whole, I would appeal to my members so that we suspend relevant rules and we have a clause in the Electoral Act where it permits families that do have up to 30 kids in their homes to have an electoral polling unit in that family,” he said.

Reacting, the Speaker, Hon. Femi Gbajbiamila, asked if he was working towards a polling unit in his house with two more children.

In response, Doguwa said: “At least between now and 2023 before the elections come, if you allow that, then I would have a polling unit within my home.”

It will be recalled that the lawmaker was also in the news about this time last year when he was inaugurated as the majority leader.

He had come to the House with his four wives for the brief ceremony.

“Mr. Speaker, I would like to let you know that with me today here, are my four respected wives,” he said, before requesting all four to stand up to the cheering of his colleagues.

“Mr. Speaker, these four wives you have seen have produced 27 kids for me, and I am still counting. I am still counting,” he said at the time

He told the House of Representatives that his father who died at 86, left behind 40 children including a 4-year-old at the time he passed on.

The PUNCH noted that before the ban, Shehu, who joined Twitter in April 2015, followed 365 other accounts.

However, that number has risen to 366; with him being followed by over 1.2 million users.

Our correspondent observed that the latest account he followed was that of the Tinubu Media Support Group.

The TMS with the handle @TinubuMediaS, which was opened after the ban was lifted, also follows the All Progressives Congress presidential hopeful, Bola Tinubu.

The account bears Tinubu’s public declaration to contest for the presidential ticket of the ruling All Progressive Congress.
The group’s profile describes it as a “Volunteer Media Support, BAT Fans, Promoters of BAT’23 project.”

When filing this report, the account follows 460 users and is followed by 961 users, including the presidential spokesman.

The President, Major General Muhammadu Buhari (retd.), himself has been reticent to name any choice successor, saying, in an interview aired on January 5, 2022 that he would rather keep it to himself to prevent the individual from being “eliminated.”

Pressed for an answer in the television interview, Buhari said, “No. I wouldn’t because he may be eliminated if I mention it. I better keep it a secret.”

Governor gets Council of Obas’ backing

Osun State Traditional Council of Obas, chaired by the Ooni of Ife, Oba Adeyeye Ogunwusi, yesterday assured Governor Adegboyega Oyetola of its support for his re-election.

The governor has declared his intention to run for a second term on July 16.

His Chief Press Secretary, Mr. Ismail Omipidan, said the Council of Obas, during their monthly meeting at the Finance Building, Abere, hailed the modest achievements recorded by the Oyetola administration in the last three years.

A statement by Omipidan said the governor paid an unscheduled visit to the Council of Obas and declared his intention to run for a second term as part of efforts to consolidate on the good work and appreciable performance of the administration.

He said: “Speaking on behalf of his colleagues, the Chairman of the Osun State Traditional Council of Obas and Ooni of Ife, Oba Adeyeye Ogunwusi, praised the achievements the administration has made since its inception.

“Ooni Ogunwusi, who described the governor’s visit as first of its kind in the history of the state, said the governor’s high sense of modesty, prudence, probity and integrity necessitated their decision to continuously give him all-round support.


“Today, being the first meeting of traditional rulers in the new year, the governor paid us a surprise visit and we were very elated, very happy and we prayed for him because we were very excited about the visit.

“This is the first of its kind in the history of our state. I have been on the throne for years. No governor has ever come to visit us as he did today. Though they tried their best to leave us alone for us not to be partisan, this time we are very joyous that the governor brought around the entire governance structure to come and see the way we operate; and with all humility too, the governor sat as one of the floor members.

“What we saw in the past were commissioners, special advisers, among others. But today, Mr. Governor sat with us and we discussed together on the need to take our state to greater heights. Oyetola thanked the monarchs for their affection, which he noted had been the driving force motivating him to put in his best in governance.

Also, I was highly impressed by the large presence of traditional rulers at the inter-religious prayers session we held two days ago where we had about 60 monarchs in attendance. This to us shows that they are with us. They own this government and see this government like theirs.”

Nigeria Railway Corporation (NRC) Managing Director, Fidet Okhiria, said: “The decision which was made in collaboration with the Ministry of Transportation, is to ease movement of citizens during the yuletide.

“This is to help ease the cost of transportation and enable citizens to move easily enjoy the festive period.

“Passengers are however advised to ensure they obtain their tickets from appropriate quarters at no cost, to enable them to gain access and enter the trains.

“All passengers are also enjoined to observe and obey COVID-19 rules by wearing of face mask, washing and sanitising of hands.”

He reiterated the Federal Government’s commitment to ensuring the safety of passengers and trains during the period.

The National Security Adviser (NSA), Major General Babagana Monguno (rtd), has identified Jama’at Nasr al-Islam Wal Muslimin (JNIM), the Islamic and Muslim Support Group (GSIM) and ISGS as groups bolstering terror activities in Nigeria and other Sahel countries.

The NSA urged Islamic preachers and Imams to deploy their vantage positions to canvas support for ongoing counter-terrorism operations.

He observed that alliances between the clerics and security forces “should be the backbone to rebuilding our terrorism infested communities”.

The NSA spoke at the 14th Workshop of the League of Ulamas, Preachers and Imams of Sahel countries in Abuja.

He said: “Terrorism and the rapid escalation of violent activities by militant Islamist groups in the Sahel since 2016 have been primarily driven by the Islamic State in Greater Sahara (ISGS), which mainly operates in Mali and extends to Niger Republic and Burkina Faso.
“It is bolstered by activities of groups such as Jama’at Nasr al-Islam Wal Muslimin (JNIM), the Islamic and Muslim Support Group (GSIM) and ISGS, which have continued to pose an imminent threat to the stability of the region.

“In Nigeria, Boko-Haram and Islamic State in West Africa Province (ISWAP) dominate terrorist activities, especially in the North-Eastern part of the country.

“The situation in the Sahel has never been grimmer, extremist violence continues to spread; the number of internally displaced persons (IDPS) is growing; and food insecurity is affecting more people than ever before.

“There are several not entirely congruent working hypothesis underpinning foreign and regional government strategies”.

The NSA added: “It is imperative to reassess and reset the strategy towards the Sahel, setting aside faulty assumption.

“Particularly, the international community and its Sahelian partners should prioritise governance, press for or pursue an expanded peace process, cautiously through dialogue, and push for adoption of more non-kinetic measures through affected communities.

“Nonetheless, the possibility of Islamic State in West Africa Province (ISWAP) creating an established caliphate to rival Lake Chad Basin Commission (LCBC) countries has been checkmated by series of concerted and reinvigorated efforts of the countries of the Region.

“The adoption of both kinetic and non-kinetic approaches by LCBC countries to stem the conflict has yielded tremendous success.

“The adoption of propaganda videos by Terrorist groups to project themselves as contending powers in the region, is a mere attempt to garner support from sympathisers, as they struggle to maintain relevance.

“Thus, it is assessed that while the groups maintain the long term strategic goal of creating a caliphate, the efforts of LCBC countries will continue to frustrate that goal.

“In that regard, it is imperative that Ulamas, Preachers and Community Leaders in your localities key in to support efforts of our Security Forces, in order to end this menace. Just as collaborations between governments are boosting the advance of Security Forces in the fight against terrorism, alliances and group effort like LOPIS should be the backbone to rebuilding our terrorism infested communities.

The Minister of Finance, Mrs Zainab Ahmed, has said there might be introduction of new tariffs and levies in 2022, as the economy was now on a recovery path.

Ahmed made this known while addressing stakeholders at a public hearing on the 2021 Finance Bill organsied by the House of Representatives Committee on Finance on Monday in Abuja.

She said that a couple of reforms and amendments had been recommended in the draft 2021 Finance amendment bill, saying that more will be introduced in the middle of 2022.

The minister said that modest changes had been proposed, but that more fiscal reforms were still in view as the ministry could not take all the proposals collected from stakeholders.

“Our aspiration is to do a midterm review with a possibility of another Finance Bill in mid-year 2022 to bring in more amendments,” she said

The minister said that there are ongoing legal cases in court against the Federal Government on VAT and Stamp Duties, which was why the ministry stayed off those areas.

She, however, expressed hope that by mid-2022, the cases might have been dispensed with and then reforms in those areas could be proposed for parliament to consider.

Ahmed said that there might be need to revisit the antiquated Stamp Duties and Capital Gains Tax for holistic reform by the parliament.

“We prepared this draft bill along five reform areas, the first domestic revenue mobilisation, the second is tax administration and legislative drafting, third is International taxation, fourth is financial sector reforms and tax equity and fifth is improving public financial management reform.

“The provision in the draft bill is proposing to amend the Capital Gains Tax Act, Company Income Tax, FIRS Establishment Act, Personal Income Tax, Stamp Duties Act and Tertiary Education Act, Value Added Tax, Insurance Police Trust Fund and the Fiscal Responsibility Act.
“This is to amend the Police Trust Fund Act and the Nigerian Trust Fund Acts, the purpose is to empower the FIRS to collect the Nigerian trust fund levies on companies on behalf of the fund itself.

“Currently, because there is no such provision, the FIRS is unable to start collecting on behalf of the fund.

“Also, it is to streamline the tax and the levy collection from the Nigerian companies in line with Mr. President’s administration ease of doing business policy.

“So we do not have NASENI going out to collect that tax, the FIRS will collect on their behalf during their collection process and it will be passed through to them,’’ she said.

Ahmed said that the bill was a product of the President Muhmmadu Buhari’s commitment made while presenting the 2022 budget to the joint session of the National Assembly on October 8, 2021.

He said that the ministry had worked with relevant stakeholders and Fiscal Policy Reform Committee to draft the 2021 Finance bill.

Speaking, Speaker Femi Gbajabiamila, said that the 2021 Finance Bill seeks to introduce strategic and broadminded, positive reforms that will engender best practices and guarantee interest of the investing public and businesses.

He said that the bill seeks to statutorily check borrowing by local, states and Federal Government, enhance transparency and accountability in the administration in various strata of tax and public revenue generation.

The Organised Labour has warned the Federal Government to be ready for another battle over its fresh move to increase petrol pump price by over 200 per cent. The union has placed workers under its platform on what it called “red alert”.

The Organised Labour in a letter to President Muhammadu Buhari has told the presidency to be ready for another battle with Nigerians if he failes to arrest moves by functionaries in his administration to create “avoidable” labour and political crisis in the country.

The labour movement, while placing the workers under its platform on what it called “red alert”, also accused the presidency of trying to impose a new regime of fuel price hike on the country, thereby, subjecting Nigerians to severe hardship.

To make clear its position on the proposed fuel hike, the Nigeria Labour Congress (NLC) recently summoned its three organs, the National Administrative Council (NAC), the Central Working Committee (CWC) and the National Executive Council (NEC), to an emergency meeting early December.

This, according to the labour centre, is to plan the next line of action in the event that the Federal Government goes ahead with its proposal.

Letters to that effect have been sent out and the meeting, among others, would give directive to the workers on the position of labour whenever government carries out its plan.

The Group Managing Director and Chief Executive Officer of the Nigeria National Petroleum Corporation (NNPC), Malam Mele Kyari, announced that the price of petrol could rise to between N320 and N340 from February, 2022.

He said the price increase would be consequent on the plans by the Federal Government to remove subsidy on Premium Motor Spirit also commonly referred to as petrol or fuel.

Reacting, the NLC warned the Federal Government that the over 200 percent proposed hike on price of petroleum would further aggravate insecurity and possibly lead to citizens’ revolt.

The NLC President, Ayuba Wabba, on the statements credited to Kyari and the Minister of Finance, Budget and National Planning, Mrs. Zainab Ahmed, noted that the contemplation by government to increase the price of petrol by more than 200 per cent was a perfect recipe for an aggravated pile of hyper-inflation and astronomical increase in the prices of goods and services.

“This will open a wide door to unintended social consequences such as degeneration of the current insecurity crises and possibly citizens’ revolt. This is not an outcome that any sane Nigeria wishes for,” he said.

He reasoned that the argument that the complete surrender of the price of petrol to market forces would normalise the curve of demand and supply as being wrongly attributed to the current market realities with cooking gas, diesel and kerosene was very obtuse.

“The truth is that these commodities which Nigeria can easily produce have been priced out of the reach of most Nigerian families with majority of our people resorting to tree felling and charcoal for their energy needs,” he stated.

Wabba said the grand optimism of Kyari was predicated on the claims that the removal of fuel subsidy was now backed by an act of parliament, the Petroleum Industry Act, recently signed into law.

He said the assertion of Kyari was re-echoed on November 23, 2021, by the Minister of Finance, Budget and National Planning, Mrs. Ahmed, at the launch of the World Bank Nigeria Development Update (NDU), entitled “Time for Business Unusual”, where she announced government’s plan to disburse N5,000 to 40 million poorest Nigerians each as transport grant to cushion the effect of the planned removal of fuel subsidy.

Wabba said the disclosures by the NNPC GMD and the Minister of Finance were in agreement with the positions of the World Bank Country Director for Nigeria, Mr. Shubham Chaudhuri and the International Monetary Fund, urging the Federal Government to do away with fuel subsidy.

Wabba reiterated Labour’s position that such deregulation based on import-driven model would impoverish Nigerians the more.

He warned that the bait by the government to pay 40 million Nigerians N5000 as palliative to cushion the effect of astronomical increase in the price of petrol was comical, to say the least.

“The total amount involved in this queer initiative is far more than the money government claims to spend currently on fuel subsidy.

“Apart from our concerns on the transparency of the disbursement given previous experiences with such schemes, we are wondering if government is not trying to rob Nigerians to pay Nigerians? Why pay me N5000 and then subject me to perpetual suffering?Clearly, government thoughts on the so-called removal of fuel subsidy is cloudy and appears to be a “penny wise-pound foolish” gamble.

” It is clear that the palliative offered by government will not cure the cancer that will befall the mass of our people who suffer the double jeopardy of hyper -inflation while their salaries remain fixed.

“As we had done several times, we call on the Federal Government to consider various options that can help Nigeria navigate out of the quagmire constructed by the failure of successive governments to embrace developmental governance and accountable leadership,” Wabba said.

He said some of the viable options that could help includeed: Insulate domestic consumers from the market pressure brought about by the free fall of the Naira by making arrangement with contiguous refineries not far from Nigeria to swap crude oil with refined petroleum products; accelerate work on the rehabilitation of Nigeria’s four major refineries which are all currently operating at near zero installed capacity; and establish empirical data on the quantity of refined petroleum products consumed daily by Nigerians.

He said: “It is unfortunate that this record remains a myth and a huge crater for all manner of official sleaze and leakages in the downstream petroleum sub-sector of Nigeria’s oil and gas industry. A stitch in time might saves nine.”

The Trade Union Congress of Nigeria (TUC), said the government’s new position on fuel subsidy was totally unacceptable and warned that the government was looking for trouble.

The TUC Secretary-General, Musa Lawal, said Labour was shocked with government’s pronouncement last week, calling it a unilateral decision without the input of Labour.

He said: “The Presidential Committee made up of government representatives and Labour has not concluded its assignment. Our last meeting was in April. This new position is totally unacceptable to us.

“Let us look at the issue of N5,000 for about 40 million Nigerians. How did the government arrive at the figure? How did they determine the targeted beneficiaries? Most Nigerians are aware that similar money was given out, the identities of the beneficiaries have remained a subject of controversy and debate among Nigerians.”

The National President of the National Union of Food Beverage and Tobacco Employees (NUFBTE),Comrade Lateef Oyelekan, believed that a sensitive government in touch with what its people are going through would not contemplate such proposal.

He said: “The 30,000 Minimum Wage didn’t get anywhere, is it N5,000 that will now cushion people’s hardship? Cost of essential goods and services are already beyond the reach of the people.”

Vice Chairman, Association of Senior Civil Servant of Nigeria (ASCSN), Ogun State, Mr. James Oyesola, also warned that it would be catastrophic for the economy as it would lead to further inflation.

“Petrol, being the driver of the economy, it’s going to affect every area of our economy, the market women, artisans, manufacturers and the rest,” he said.

He saw as inconsequential the proposed payment of N5,000, adding that it cannot solve any of the problems being faced by Nigerians.

“What has that got to do with what is on the ground. How is N5,000 going to cushion the effect of the transportation problem. It cannot last them two days. Who is teaching them all this nonsense,” he queried angrily.

A group of aggrieved women, who claimed to have lost their loved ones during the October 20, 2020 Lekki Tollgate shootings, stormed the Ikoyi residence of Lagos State Deputy Governor, Dr. Obafemi Hamzat, in protest over the incident.

The protest followed claim of various inconsistencies identified by Lagos State Government in the report of of the Judicial Panel of Inquiry on General Police brutality cases and Lekki incident investigation, led by Justice Doris Okuwobi, in the White Paper released.

The state government had earlier on Tuesday, released its White Paper on the report of Justice Okuwobi panel, rejecting the claim that nine people died at the Lekki Tollgate October 20, 2020.

Meanwhile, to express their grievance, the women group organised the protest led by Adetoun Onajobi, popularly known as Just Adetoun, one of the #EndSARS protesters Sanwo-Olu invited for a peace walk.

The women later dispersed, prevailed on to leave by the aides as the Deputy Governor, who said he was not available at the particular time.

A senior official in the office of the deputy governor, who spoke in confidence, said: “The protest actually took place.

“We were told by the aides at the residence, but the Deputy Governor was not around to receive them as he was at two different state’s assignments in Victoria Island and Ikeja.

Controversial Islamic cleric, Sheikh Ahmad Gumi, has been under attack by critics concerning his position on banditry in the country.

He is seen by many as giving voice to bandits terrorizing northern Nigeria and leaving in their trail blood, tears and sorrow.

But Gumi, in this interview, says he’s misunderstood by many, contending that what he was after in interfacing with bandits was the peace of the nation.

Excerpts:

Let me start by asking you about the Islamic perspective on killing and kidnapping?
In Islam, it is forbidden for somebody to be killed not by the court of law. Extrajudicial killings are forbidden in Islam, so is kidnapping too. It is thriving mischief on earth and, in Islam, there’s a choice with kidnappers. You kill them, crucify them or cut their hands if they are caught.

By the authorities?


Yes, and, according to the Qur’an, it is just the beginning of their punishment and, in the hereafter, they have a big chastisement. That is the Islamic standard rule on kidnapping and killing innocent people.

But why does it seem as though you are speaking in support of bandits?

I am not supporting them. I am only trying to find a way out of the quagmire I saw. You see, my training as a medical doctor entails that I diagnose something before I recommend treatment.

I am a person who likes to see firsthand, just like you came all the way to interview me. I want to see firsthand the situation that led people to do what they do. We know they were timid, shy but have turned into big criminals.

So I ventured, I tried to see how I could get through to them, sit down with them and speak with them.

This is exactly what I did. On getting there I got a lot of information which entails that if we want a permanent solution to this problem, we have to do what I have been advocating.

Have you interfaced with the government on the issue of banditry in Nigeria?

Yes. Governments are in different stages, you’ve the Presidency and state government, and you have various security outfits.

What I do usually is I try to coordinate with them but, you see, I don’t have access to the Presidency, not a single channel.

I understand that it is that way because they may not find me friendly…so I don’t feel offended that they don’t show me that friendliness.

But I deal with state governments; I deal with the security agencies, especially the police and the DSS.

But if truly the Federal Government wants to uproot insecurity in Nigeria, especially the issue of banditry and from the seeming relationship that you’ve with some of the bandits’ leaders, don’t you think there is a mistake on the part of the President not meeting you in person, or people like the National Security Adviser?

The National Security Adviser met with me. I spoke with him; in fact, I told him my view about the issue. So, he is in the picture.

The top military commanders too, we had a meeting with them and they know, the governors, they know my stand.

Although they may have a different view about the issue, they all know my stand and I am doing it for national interest. I am looking for a lasting solution that will seal the problem, not giving Panadol to somebody suffering from malaria. You know Panadol will suppress the fever but it will not kill the parasites.

So, we want a real cure to the problem. That is why I think that what I’ve been advocating is relevant to some extent but there are some changes.

You know conflicts are dynamic, they can start with a word but by the time they end, they have completely taken a new dimension because there are interest groups, so many interest groups in Nigeria.

So, they are taking sides. So, it’s going to be a big conflict if the interests are sustained more than what we have now.

This is an opportunity for Nigerians to know more about these bandits? Where are they coming from? Some people say they are not even Nigerians…

No, they are Nigerians, they are 100% Nigerians but if you have some foreign elements in them, I don’t doubt that.

There could be influx…

Oh yes. In fact, this influx, they do it in what is called “raba goro” (sharing kolanut ). They distribute kolanut.

What does that mean?

It means if there is trouble and they want to reinforce their power to, usually reprisal, let’s be fair to the Fulani, the herdsmen, let’s be fair to them…

If I get you right, if a Fulani bandit gang is attacked, there is the tendency of it inviting their kith and kin…

Yes, if the force is too big for them, they would now invite others

From within or outside?

You see, they don’t recognize boundaries.

A Fulani man has no boundary?

Not a Fulani man, a Fulani herdsman because they can have relatives across, from Senegal to Kenya.

Are you Fulani?

I am Fulani, a Nigerian Fulani.

Why do you think the Federal Government is finding it difficult to declare bandits terrorists?

No, you see, I wouldn’t like them to do that. I wouldn’t like them to declare them terrorists because it will take a completely different dimension. What we are saying is that these people are hearing whatever we are saying in the bush.

You mean they have radio, internet etc and have educated people among them?

They have everything, they listen. Usually, whatever we say in the papers. is translated. We have this Muryar Arewa (Hausa newspaper), they listen to the Hausa radio because they understand Hausa; most of them understand Hausa. They listen to what is said by government and this is one of the reasons I think we had problems in negotiating with them.

They attacked Abuja-Kaduna rail line. Why are they attacking rail lines?

Okay, we are not sure if they are the ones attacking rail lines. It can be a development which we were afraid of before now.

But whatever it is, now if you put them under pressure, they have seen your rail lines are liable to be sabotaged like Boko Haram is now sabotaging power lines in Maiduguri. Since January, there has been no power in that city.

They can learn from that. They can make life intolerable, especially in northern states. They can do it because they are learning.

Why I said we should not declare them terrorists yet, honestly speaking, they are not terrorists as such.

They could be criminals or the better way to put it is that they have adopted criminal ways to fight a war they feel they are justified to fight.

But in declaring them terrorists, the defense minister said they were following some procedures. What is your take on this?

The procedures may have k-leg. Why? Because the Fulani there fighting are not trying to convert me to what they are like Boko Haram wants to kill me because I believe Boko (modern education) is not Haram (forbidden).

IPOB wants to kill an Igbo man that doesn’t believe in IPOB or Biafra. If Igboho’s case will continue, any Yoruba that is opposed to Yoruba nation would have to give way. But the Fulani are not all fighting for anything to change me; what they are saying, is, “Address my grievances”.

Let me give you an example. #EndSARS was a reaction to police brutality against innocent Nigerians. But do you know that this same secret brutality had been going on for decades among herdsmen? Now, they realized these people are doing what they are doing to us because they have gun.

But instead of you coming out to demonstrate, it has translated into insurgency but with ethnic coloration.

So, it’s a reaction just like #EndSARS, due to many years of impunity against herdsmen. This is well documented. Because they are not literate, people assume they don’t know their rights, which they don’t even know. But now they’ve found power to assert themselves, to revenge if they are killed to be recognized.

You have often asked the Federal Government to negotiate with bandits and probably grant then amnesty. Why?

This is not just criminality, but criminality is a means of sustaining their war, they have grievances. We went to convince them to put down their arms; that ‘government is ready to listen to you’.

So, when I ventured into the bush, they believed, yes, I could convince government. But they told me exactly, “We don’t trust government, we don’t trust politicians; we don’t trust security men. We just came and gathered ourselves because we trust you, an Islamic scholar, you will not deceive us. That is why we came”. They were looking for a partner for real peace to drop their weapons.

But this model failed in Zamfara…

No, it didn’t fail in Zamfara. In fact, it worked very well in Zamfara because, when I went there, especially this Turji, one of the kingpins they are talking about, told us in front of the sole administrator of Shinkafi that, “You (sole administrator) promised us 10 things, you’ve not done them, except one.” What is that one thing? He said, “They built us a borehole; on our own part, for seven months, have you ever heard of kidnapping?” In fact, Gusau to Shinkafi was a no-go area.

So, it’s a reaction against government’s failure to provide them basic infrastructure?

Yes, it’s a reaction

But they are Muslims and the religion enjoins them to be patient…

This is another issue, you and I can be patient but somebody who is not lettered, he doesn’t even know the Qur’an, he just loves it but he doesn’t know it and nobody is teaching him, how do you want him to be patient?

He only knows tit-for-tat. This is by instinct and this is how he protects himself and his herd, tit-for-tat and this is the only language he understands. So, until you and I go in there, civilize them, educate them, tame them, entice them, dislodge them gradually, the problem will persist.

Therefore, it’s government’s failure. Let me tell you, because they see us as religious leaders, they came out. They said we were not going to deceive them, they listened.

The first thing, we gave them microphone and they vomited all they wanted. Honestly speaking, as I’m sitting down with you here, I came out trying to get those of us, the civilized, the educated, the powerful, the rich, to understand their plight.

They are so naive, all they want is justice. You will see that they will put down their weapons when they get justice. And as we are struggling for their souls, don’t forget there are evil forces struggling for their souls too.

So it’s a war of interest. Some are politicians; like in Zamfara, some politicians don’t want the present government to succeed, so they use the bandits to destabilize the state, this is one of the factors.

Some politicians grabbed their land, pushed them by the side. There is politics going on for economic reasons. There is confirmation of helicopters dropping weapons, so there is foreign interest.

Did these issues come to the fore in your discussions with them?

No, we didn’t want to appear as inquisitive, trying to interrogate them, trying to extract security: “we are just here as Nigerians and you are doing something which is wrong and your grievances we agree, but this is not the way to go about it.” And we promised them we would take their case to Nigerians to listen.

Do you really think the military has the capacity to deal with insurgency, banditry and kidnapping in the country?

The military, it’s not their job. The military is there to fight militarily. If Chad wants to fight us, then we fight them with our military.

Whose job is it?

This job is an internal security job because it needs a lot of intelligence. And you see, they are Nigerians too, you can recruit a lot of them to do the job. Look at ISIS, how they quickly killed Shekau. Our military could not do that for ten years.

It is not that they are not powerful, no; military is powerful but somebody needs to go to an operation room and see the different scalpels, big, small and tiny, this one needs a tiny scalpel, not the big one.

The military is the big one, so when you apply the big one where the small, delicate one is needed, instead of curing the patient, you kill the patient, you make the matters worse.

Twelve years on, why has government not been able to wipe out terrorism in the country and what do you think can be done to achieve this?

Yes, government cannot wipe it out militarily. I’m very happy Lt.Gen Buratai, recently in Adamawa, said whoever is waiting for the military to quell insurgency would’ve a lot of thinking to do.

I am very happy about that. He was just telling the truth. This is not a military job.

So what can be done?

You have to look at socio-economic factors, negotiations, engagement. Government has to be serious to engage.

They did that with the Niger Delta militants; government engaged them and there was relative peace. So why can’t we engage?

Are you comparing them with the Niger Delta militants?

I am comparing them, they have grievances.

But when you compare the harm inflicted by bandits, terrorists, would you still make this comparison?

There, they bunkered oil. In fact, they were buying warship at a point, they could break pipes, sell oil.

But here, the herdsman, what has he got to finance his war? He only has to kidnap people and extort people.

There, they had the creek which is a difficult terrain and here they have the forest as a fortress. So, the two should be treated same; there should be serious engagement.

2023 general elections are around the corner and there is this clamour for power to return to the South. What’s your take on this?

My take is that Nigeria should be ripe enough to just leave the smartest to get it, honestly speaking.

If not, we will continue in this cycle of mediocrity, tribalism and regionalism. Look, MKO Abiola was in Kano in 1993 and he was convincing us; Abiola was in our own house; he convinced us that he was the man and we believed him, and he was from the South. It should be for the best Nigerian.

Let me tell Nigerians, anyone who has that opportunity, it depends on what he has to present.

The minorities in Nigeria are the majority; no tribe is a majority in Nigeria because when the other tribes combine together, the majority becomes a minority.

Even in the South-East, when other tribes combine together against Igbo, Igbo becomes minority.

It is like that everywhere, so there is no absolute majority. Here in Nigeria, we are all minorities; and it depends on the political combination that will produce a winning team. This is what Nigeria should be doing.

Leave behind the Buhari, Jonathan era, bring a new level playing field for politics, it didn’t happen since 2015, and now, we’ve suffered, we’ve seen.

I think 2023 would be the chance Nigerians need to unite and see how the political parties that are viable would answer their aspirations, unite the nation.

How do you rate Buhari’s government?

Buhari’s government, I think, is maintaining the status quo

Can you explain?

Well, he inherited insurmountable problems. That’s why I said right from the beginning that Buhari, from his experience in 1984, will only compound the problem.

This is not what Nigerians need; Nigerians need somebody different completely to navigate the murky waters of politics.

The whole world is interested in Nigeria. So, we should not produce leaders that will become pawns to other interests, we need leaders that can unite us, unite me and you and everybody.

That leader is what Nigeria needs. I remember when Jonathan was President, President Olusegun wrote “an Ijaw President”, he wrote it, he was inclined to his people. Now, people are saying President Buhari is a Fulani President.

What has he done to the Fulani? In the whole Aso Rock, there is no Fulani man and in the bush, they said “we never suffered like this”.

Please we should be truthful in what we say, they have never suffered like they do now. He (Buhari) said shoot at sight, extrajudicial killing, this is what they (bandits) had and this is what is making them wild.

They are wilder than before. The President should negotiate with bandits, not shoot them. Catch the criminal, put him to justice system and let him be condemned by the court of law. What brought Boko Haram?

Extrajudicial killing of their leader. So, when they say “the language they understand”, it is government that is using violence as a language and that’s why people who react to government, the first thing they do is, “Let’s get weapons and fight back”. But we can circumvent all these things and bring back sanity in this nation.

The Anambra State chapter of the All Progressives Congress, APC, has sacked its public secretary, Mr. Okelo Madukaife over alleged anti party activities, including congratulating the winner of the just concluded governorship election, Professor Charles Soludo.

The state chairman of the party, Mr. Basil Ejidike stated this at a press briefing in Awka. He said that Okelo was suspended in June this year and therefore has no reason to be parading himself as an official of APC.


But the embattled publicity secretary said the chairman is on his own, adding that he has been performing his duties as the spokesman of the party.

According to the party chairman, Okelo has continued to parade himself to the public as publicity secretary to the extent that he appeared on a national television to congratulate Prof Chukwuma Soludo as the winner of the governorship election when the party hierarchy was still studying the outcome of the exercise.

He recalled that Okelo did not challenge his suspension after a panel found him guilty.

Ejidike said: ” kelo was suspended in June this year. Someone who was suspended from the party went on air claiming to be making statements on behalf of the party and we feel disturbed. We feel that such a situation should not be allowed.

“If you are not with the party, you are not with it. You cannot be out of the party and still be speaking for the party.

“Since June 2021, Okelo has been raining abuses on APC and its leadership and to put the records straight, he has not been attending meetings and activities of the party.

“His suspension followed his indictment over his involvement in anti party activities.

“He has since then been replaced by the state assistant publicity secretary, Mr. Nonso Chinwuba in line with the constitution of the party.

“The party therefore enjoins the general public and the media in particular to desist from dealing with him as agent of APC. As it stands, Okelo Madukaife does not belong to APC.

On behalf of APC, I want to state that the statements credited to the suspended publicity secretary, Mr. Okelo Madukaife were not the position of the APC in Anambra State.

“We wish to state categorically that as far as the Anambra Governorship poll is concerned we have not congratulated anybody as the party is still studying the situation with a view to approaching the court to challenge the poll”.

Reminded the the Minister of Labour and Employment, Dr Chris Ngige and Director General of the National Inland Waterways Authority, NIWA, Chief George Moghalu who are chieftains of the APC in state had already congratulated Soludo, Ejidike said they did that as individuals and not as officials of the party.

When contacted on the telephone, Madukaife said he remained the state’s publicity secretary.

He said: “I am still doing my work very effectively; discharging my duties as the publicity secretary of the party in the state.

“Our party cannot be sold to anybody. Our position that there were no governorship primaries in Anambra as stated by our chapter remains firm, fixed and unshakable. It’s the truth registered in the minds of all members of APC in the state.

“Ejidike is on his own. The whole chapter has discovered that he is a sellout; We have been managing him for the sake of our own image”.

President Muhammadu Buhari will, on Saturday, leave Paris for Durban, South Africa, at the special invitation of President Cyril Ramaphosa, to the inauguration of the second Intra-African Trade Fair (IATF) 2021.

Mr Femi Adesina, the President’s spokesman confirmed this development in a statement on Saturday, in Abuja.

The event, billed for Nov. 15 to Nov. 21, was convened by the African Export-Import Bank (AFREXIM), in collaboration with the African Union Commission (AUC) and the African Continental Free Trade Area (AfCFTA) Secretariat.


The theme of the Fair, ”Building Bridges for a Successful AfCFTA” aims at boosting trade and investments across the African continent, Adesina said, while stressing that the event would also seek to create the enabling environment for businesses to thrive across the continent.

He said this would bring to fruition the lofty ideas behind the creation of the AfCFTA, by providing a platform to further identify and proffer solutions to challenges militating against intra-African trade.
”The event is also expected to generate market information, needed to connect buyers and sellers throughout the continent.

”Global businesses, including non-African international brands, are expected to key into opportunities generated by the fair, thereby attracting to continental trade investment deals worth $40billion dollars,” he added.

He revealed that many Nigerian investors had since arrived Durban to take advantage of the event, which the President would attend with the Minister of Foreign Affairs, Geoffrey Onyeama, and the Minister of Industry, Trade and Investment, Otunba Niyi Adebayo,

Others are the Director-General, National Intelligence Agency, Amb. Ahmed Rufai and the Executive Director/Chief Executive Officer of Nigerian Export Promotion Council, Segun Awolowo.

The Vice Chancellor of the university, Professor Muhammad Abdul’azeez had congratulated the minister on behalf of the university after he was promoted to the position of a professor.

Chairman of the union, Dr. Ibrahim Inuwa, said: “The Academic Staff Union of Universities (ASUU) ATBU Bauchi branch wishes to unequivocally state that on no occasion were the critical stakeholders, such as the Senate and the congregation of ATBU, Bauchi consulted for such congratulatory letter despite the controversies surrounding the appointment.
It is our affirmation that we are not a party to such decision by the Vice Chancellor of ATBU.

“From all indications, the entire exercise was shrouded in inadequacies; diligent due process was not followed.

Every requirement was jettisoned. It is total disregard to academic excellence,” he said.

Reacting to Pantami’s ‘vindication’ after an investigation by FUTO’s branch of ASUU, he said that their report left many questions unanswered.

He added: “The report is shrouded with a lot of inadequacies because all the relevant questions have not been answered by the report, and this has cast doubts in the minds of people about the veracity of that report.”

The Federal Government has said the suspension of Twitter has not been lifted because the company has met 10 out of the 12 conditions given it.

The government however raised the hope of Nigerians that it is a matter of time before all issues with Twitter are resolved.

But it clarified that the suspension of Twitter had nothing to do with issues bordering on President Muhammadu Buhari.

The Minister of Information and Culture, Lai Mohammed, made the clarifications while responding to a question from a participant at Nigeria International Partnership Forum in Paris.

Most investors at the forum were eager about the circumstances behind the suspension of Twitter.

Mohammed, who spoke in fluent French, caught the audience unawares.

The lady participant, who asked the question was perplexed and caught off guard by the Minister’s mastery of French.

But Mohammed took time to explain why the suspension of Twitter was not yet lifted.

He said: “I want to categorically say that Twitter was not banned by Nigera, it was only suspended. So, Twitter was never banned, it was suspended.

“Also, the suspension has nothing to do with President Muhammadu Buhari.

“The correspondences between us and Twitter have reached advanced stage. I want to say that the correspondences and the exchanges have been fruitful.

“But we have a few more issues to resolve. Out of about 12 conditions, Twitter has been able to meet 10.

“Very soon, all issues will be resolved in a way that it will be good for both our country and Twitter.”
