..Backs more use of technology in election …Warns tenure extension campaigners to desist By Johnbosco Agbakwuru President Muhammadu Buhari has vowed that he will not stay in office as President beyond May 29, 2023. The President has also warned those campaigning for tenure extension for him to desist from such a dangerous journey, saying that he would abide by the constitution he swore to uphold. This is as he has given tacit support to efforts to increase the role of technology in the nation’s elections. His expression of support to increase the role of technology in elections came on the heels of the clamor for electronic transmission of results by many Nigerians to make the process credible. The Independent National Electoral Commission, INEC, had told the National Assembly and indeed Nigerians that the commission can transmit election results electronically. A statement issued by the Senior Special Assistant to the President on Media and Publicity, Mallam Garba Shehu, quoted the President as saying, “I swore by the Holy Qur’an that I will serve by the constitution and leave when my time is up. No “Tazarce’’ (tenure extension). I don’t want anybody to start talking about and campaigning for an unconstitutional extension. I will not accept that.” According to the statement, President Buhari made the vow at a meeting in Makkah with a select group of Nigerians resident in the Kingdom of Saudi Arabia where he just ended a visit. The statement further said that the President “tacitly expressed support to efforts to increase the role of technology in the nation’s elections, arguing that the introduction of the card reader and electronic register was God’s answer to his prayers, having been cheated of his victory in three previous elections.” The President said, “After the third so-called defeat, I said, ‘God Dey’. My opponents laughed at me but God answered my prayers by bringing in technology. At that point, nobody can steal their votes or buy them.” President Buhari, who ended his visit to the Kingdom with the Friday Prayers at the Grand Mosque in Makkah said he will continue to abide by the constitution in all its ramifications and he will at all times supervise and deal with his ministers on the same basis. He gave assurances at the meeting that in the balance of “eighteen months or so of my time left, whatever I can do to improve the life of Nigerians, I will do it for the country.” The President commended diaspora Nigerians in the Kingdom for representing the country well and projecting its good image. He also used the opportunity to urge citizens at home to be fair to his administration at all times, asking the critics to compare the security situations in the North East and South-South in 2015 and how things have improved as of now. “My problem is the North West where people are killing and stealing from one another. I had to be very hard on them and I will continue to be very hard until we put them in line and bring back order,” he said. President Buhari urged Nigerians living in the country to respect the laws, remain law-abiding and do nothing to derogate from the many years of friendly and mutually beneficial relationships between the two countries. A leader of the community, Dr. Abdulkadir Maikudi, who spoke on behalf of the group requested the President to assist the privately-run Nigerian International School in the Kingdom by equipping it to provide science and technical education. The Nigerian Ambassador to Saudi Arabia, Yahaya Lawal, and the Consul-General in Jeddah, Ambassador Abdulkarim Mansur attested to the good conduct of the nearly 1.5 million Nigerians there. According to them, “Nigerian professionals are doing well and projecting a good image of our country.” https://www.vanguardngr.com/2021/10/i-wont-stay-in-office-beyond-may-29-2023-buhari-vows/

Following calls to join the presidential race, Kogi State Governor, Yahaya Bello has said he has all the qualities needed to succeed President Muhammadu Buhari come May 29, 2023. The governor made his intention known while featuring on Arise TV programme on Monday. According to him, he is ready to take over from President Buhari considering his good track record in Kogi. “By the grace of God when I would have [been] sworn in as the president and commander-in-chief taking over from Buhari on May 29, 2023, Nigeria will have a heave of relief,” he said. When asked if he’s ready to listen to the calls of some young Nigerians calling him to contest for president come 2023, the Kogi governor answered; “When I assumed office in 2016, I inherited a state that was largely divided along ethnic, religious and tribal lines. “I inherited a state faced with a lot of crimes and criminal activities. I was faced with a state begging for leadership. I inherited a state that required the binding of youths, women and all inclusive governance. “But today, Kogi is more united than ever before. If what I was able to achieve in Kogi is desired at national level. “If Nigerians across board; youth, women, leaders and followers seeing my leadership style, uniting the people, bringing in experts, adding value to governance, prudent and sincere way and manner of utilisation of our resources and getting the results, balancing the equation, which is most desired in the country today. If this multitude is yearning and calling me to come and serve this great nation in the year 2023 after president Muhammadu Buhari, I will say, yes I’m ready. “Serving Nigeria in that greater capacity will serve the interest of the people of Kogi, Nigerians, Africa and even black race than I remaining the executive governor of Kogi.” The Kogi governor, however, rejected calls for zoning and rotational presidency, adding that Nigeria needs a competent leader who can unite Nigerians and solve the problems facing the country. Recall a group of young Nigerians under the auspices of GYB2PYB gave governor Bello ultimatum to make his intention known ahead of the 2023 presidential election. The Kaduna State Government has directed the shutdown of telecommunications services to check the influx of bandits from Zamfara and Katsina States. Commissioner for Internal Security and Home Affairs, Samuel Aruwan, who re-echoed the announcement by Governor Nasir El-Rufai while addressing reporters in Kaduna on Wednesday, also announced the ban of all motorcycles across the State for three months. El-Rufai had said in a chat with local broadcast media Tuesday evening that bandits now come into Kaduna State from Katsina and Zamfara to make calls and demand ransom According to Aruwan, relevant federal agencies have already informed the State Government that the processes for telecoms shutdown in parts of the State have commenced. He said: “As part of the steps to address the current security situation in Kaduna State and neighbouring states in the North-West and North-Central regions, KDSG has held several meetings with security agencies to adopt critical measures towards crushing bandits in their identified hideouts. “The military and other security forces have been carrying out assaults on the identified locations. The state government is advised that certain measures are now necessary to assist the spirited efforts of these security agencies. “The following measures become effective from Thursday, 30 September 2021: The complete ban on the use of motorcycles (Okada), for commercial or personal purposes, for three months in the first instance. Ban on possession of or wielding of dangerous weapons. “Tricycles are allowed to operate only from 6am to 7pm. All tricycles must remove all curtains. Movements of all tricycles are restricted from dusk till dawn (7pm to 6am). “All vehicles used for commercial transport must be painted in yellow and black within 30 days. Vehicles that are part of ride hailing services are to carry yellow and black stripes. “Ban on the sale of petrol in jerry-cans or other containers in Birnin Gwari, Giwa, Chikun, Igabi, Kachia, Kagarko and Kajuru LGAs. “Other containment measures previously communicated by the Kaduna State Government remain in place. These include: Ban on felling of trees and forestry activities in Birnin Gwari, Giwa Igabi, Chikun, Kachia, Kagarko and Kajuru LGAs, ban on firewood and charcoal transportation and ban on the transportation of livestock into and out of the State. “Others include cessation of weekly markets in the frontline local government areas of Birnin Gwari, Giwa, Chikun, Igabi, Kajuru and Kawo weekly market of Kaduna North local government. “The Kaduna State Government regrets the severe strain and inconvenience these measures will place on peaceful and law abiding citizens. “The Government therefore appeals for the understanding and cooperation of all residents of the affected areas, and indeed across the State. These difficult times have demand that difficult decisions be made. “The measures have been adopted purely in the interest of our collective safety and security, and to aid our brave forces in their fight against these mindless criminals. “Too many lives have been lost, and too many families have been shattered. Small groups of wicked persons cannot continue to hold us to ransom, and force us to live in perpetual fear. “Once again, the government craves the understanding of all citizens. The hardship we face will be temporary, and we are confident that in the end, it will pay off. Good will prevail over evil.” https://thenationonlineng.net/breaking-kaduna-shuts-down-telecom-services/

The Federal government has disclosed its plan to commence training for the exited batches A and B of the NPower scheme. The Federal Government also said out of 500,000 exited volunteers, 390,000 of them have been successfully accommodated in the NEXIT. NEXIT is an exit package for all the beneficiaries of the N Power in partnership with the Central Bank of Nigeria (CBN) to enable them to benefit from the CBN empowerment options. According to the Minister of Humanitarian Affairs, Disaster Management and Social Development, Sadiya Farouq, the training would commence next month. She disclosed these on Wednesday while speaking at the Chatham House on social development and humanitarian challenges facing Nigeria, and the government’s responses to the ongoing humanitarian and food crises in the country. On the plan of the Federal Government for the exited N Power volunteers, she said: “The exited volunteers have been put on a programme with the Central Bank of Nigeria in partnership with the ministry to prepare an exit package for them and we have gone very far in this regard. “People have registered onto different skills that they want to be supported and we are at the point of training these exited NPower beneficiaries on to the skills that they have choosen for themselves. “By next month, we should start the process of training them on their preferred skills. “We are working with the CBN to support them with soft loans and out of the 500,000 exited N Power beneficiaries, about 390,000 of them have successfully been accommodated into the NEXIT programme while about 109,000 are already on their way to entrepreneurship on their own even before we started the NEXIT.” She also said the beneficiaries would be given a starter pack at the end of the training. “At the end of this training, we are going to provide them with starter packs and we are also going to establish their business module for them.” Commenting on the impact of the food crisis and how the ministry intervened during the outbreak of the coronavirus pandemic, the minister said: “During the COVID outbreak, we had four most affected states; precisely Ogun, Lagos, Kano and FCT. “For the grains that we were supposed to distribute, we distributed to about 28 states out of the 37 states including FCT. “For the other food items, especially rice which is a staple food for every part of the country, every state of the federation was given the intervention. So, it was for all the states of the federation “So, we handed over 70,000 metric tonnes of grains to all states across the federation, reaching approximately 9 million households”. https://thenationonlineng.net/training-of-exited-n-power-volunteers-begins-october-fg/

The Federal Government plans to borrow about N4.89tn from internal and external sources to finance the deficit in its proposed 2022 budget of N13.98trn due to dwindling revenue. The Minister of Finance, Budget and National Planning, Zainab Ahmed, made this known in Abuja on Monday at an interactive session organised by the House of Representatives’ Committee on Finance on the 2022-2024 Medium Term Expenditure Framework and Fiscal Strategy Paper. Ahmed noted that perception of the naira as being over valued over despite recent the adjustment by the Central Bank of Nigeria has compounded Nigeria’s risk aversion in the global capital market, which she said would further put pressure on the foreign exchange market, stressing that foreign portfolio investors have yet to return to the Nigerian market. The minister stated that while the government plans to borrow to fund the N5.62tn deficits in 2022, it will reduce capital expenditure by N259.315bn, as the reduction would become necessary due to economic volatility occasioned by unstable global oil market as well as the effects of the COVID-19 pandemic. Ahmed said for capital expenditure next year, ministries, departments and agencies would get N1.76tn as opposed to the N2.02tn spent in 2021. She also the exchange rate has been pegged at N410.15 to a dollar per dollar and oil benchmark at $57 per barrel. Other key macro-economic assumptions in the MTEF/FSP include a crude oil benchmark crude oil production of 1.88 million barrels per day, an inflation rate of 13 per cent, and a nominal GDP of 149.369tn. The minister noted that interestingly, non-oil GDP continues to grow at 169.69tn, compared to oil GDP of 14.68tn included in the nominal GDP. Nominal consumption is 130,49.36bn. She said, “The budget deficit and the financing items for the expenditure projected for 2022 is N5.62tn, up from N5.60tn in 2021. The deficit is going to be financed by new foreign and domestic borrowings, both domestic and foreign, in the sum of N4.89tn, then privatisation proceeds of N90.73bn and drawdowns from project titles of N635bn. This amount represents 3.05 per cent of the estimated GDP, which is slightly above the 3 per cent threshold that is spent recommended in the Fiscal Responsibility Act. The revenue that we expect is N6.54tn, N2.62tn to accrue to the Federation Account and VAT, respectively.” The minister further said the net oil and gas revenue, which would be available for the Federation Account for distribution, would be N6.151tn in 2022. https://punchng.com/2022-budget-fg-to-borrow-n4-89tn-says-finance-minister/

The Indigenous People of Biafra has said its leader, Nnamdi Kanu, has refused to eat for seven days for fear of being poisoned in Department State Service custody. The Office of Media and Public Secretary of the secessionist group said this in a statement sent to our correspondent in Awka, Anambra State. The group alleged that there were plans to inject Kanu with poisonous vaccine that would make him die slowly, warning that such would occasion catastrophic consequences if carried out. The statement read in part, “The mission they could not actualise in September 14, 2017 when soldiers invaded his Afaraukwu home during Operation Python Dance is what they want to actualise now. “His health has been detoriatorating in the DSS cell as he has refused to eat their food since almost one week they kidnapped him. “His lawyers are being harassed and we pity them and Nigeria if anything happens to our leader Mazi Nnamdi Kanu, the Nigeria Government and security agencies will understand the product we are made of and how prepared we are. “South East Governors and Ohaneze, including politicians in the region must ensure that nothing bad happens to Nnamdi Kanu because Miyetti Allah and sympathisers of terrorists are going free in the country but ordinary person and innocent citizens are being molested everyday because they are Biafrans. We won’t accept that. “We also want to tell the DSS to jettison any plans to inject our leader with poisonous vaccine that will make him die slowly. Any such attempt will come with unimaginable consequences! Nnamdi Kanu must not die in custody!” https://punchng.com/kanus-health-worsening-in-dss-custody-ipob/?

Malami: it was a joint security action Court remands IPOB leader till July 26 for trial to restart ‘Why I fled the country’ Leader of the proscribed Indigenous People of Biafra (IPOB), Nnamdi Kanu, was arrested abroad and brought back to Abuja on Sunday in an “unconventional way”, it was learnt last night. The arrest was planned and executed by the Nigerian Security and Intelligence agencies. It was coordinated by the Nigeria Intelligence Agency (NIA). It was gathered that the NIA, which is the external arm of Nigeria’s security intelligence, lured the separatist campaigner from his base in London to another country from where he was “intercepted” and whisked to Abuja in a chattered jet. Sources gave confliciting names of country where he was arrested. Kanu’s arrest and repatriation, it was further learnt, jolted the foreign mission in Nigeria because it came to them as a shock. They did not have an inkling into the plan. The diplomatic missions had to be making frantic enquiries to enable them get the full information on the covert arrest and repatriation. A source said: “The security agencies got intelligence report that Kanu was out of London and they quickly activated the arrest plan. The whole process was unconventional. He was with a woman in a hotel when he was picked up and brought to Nigeria. “Intelligence agencies had trailed him to Britain and Germany (where his brother lives) but they could not get him until he jetted out to a South American country. He had scheduled a rendezvous in a hotel with a woman. “All I can tell you is that he was “picked up” and brought to face justice. This is why the government has repeatedly claimed that Kanu was intercepted. No envoy of Nigeria participated in the operation. “The unconventional method was realisable because Kanu has been watch-listed by the Federal Government through the International Police (INTERPOL) having jumped bail.” When our correspondent checked INTERPOL Red Notices last night, Kanu was not listed in relation to any offence. The source linked Kanu’s arrest and repatriation to the Umaru Dikko’s case in 1984 “except that this was a breakthrough for our intelligence agencies.” Dikko was Minister of Transport in the Second Republic. The military government that sacked President Shehu Shagari’s government attempted to bring Dikko back from London in a crate. The plan failed. Another source said Kanu broke down when he woke up and realized that he was in Nigeria. “He cried intermittently when he got to know that the game was up. He was however consoled by security agents who asked him to cooperate. “A few top government officials, who had restricted access to him, said he was begging for forgiveness.” It was gathered that the British Embassy may offer Kanu consular assistance if requested. It was gathered that such consular service is a standard practice. The source said: “The British Embassy’s approach to consular assistance for all British Nationals is clear and publicly available. “For any British national, the embassy is ready to provide consular support if requested. The embassy cannot comment on any specific case at this point.” Kanu was yesterday taken before justice Binta Murtala Nyako for his trial to resume. He told the Judge that he fled the country to avoid being killed. ‘It was collective effort’ Explaining Kanu’s arrest at a news conference yesterday, Attorney-General of the Federation and Minister of Justice Abubakar Malami (SAN), said: “Kanu was arrested through the collective efforts of security agencies. Malami said the IPOB chief was arrested on Sunday. The AGF added: “Self-acclaimed leader of the proscribed secessionist Indigenous People of Biafra (IPOB), Nnamdi Kanu, has been arrested through the collaborative efforts of Nigerian intelligence and security services. “He has been brought back to Nigeria in order to continue facing trial after disappearing while on bail regarding 11 count charge against him. “Recent steps taken by the Federal Government saw to the interception of the fugitive Kanu on Sunday the 27th day of June, 2021. “Nwannekaenyi Nnamdi Ngozichukwu Okwu-Kanu, born 25th day of September, 1967 at Afaraukwu, Abia State is a holder of Nigerian passport No. A05136827 first issued 17th October 2013 at FESTAC, Lagos. “It is recalled that Kanu was arrested on 14th October, 2015 and later arraigned on 11 count charge bordering on terrorism, treasonable felony, managing an unlawful society, publication of defamatory matter, illegal possession of firearms and improper importation of goods, among others. “A judge at the Federal High Court, Abuja revoked Kanu’s bail that was granted him on health ground and issued a bench warrant for his arrest on the same date, over his failure to appear in court for hearing. “He has, upon jumping bail, been accused of engaging in subversive activities that include inciting violence through television, radio and online broadcasts against Nigeria and Nigerian State and institutions. “Kanu was also accused of instigating violence especially in the Southeastern Nigeria that resulted in the loss of lives and property of civilians, military, paramilitary, police forces and destruction of civil institutions and symbols of authorities.” https://thenationonlineng.net/how-nnamdi-kanu-was-arrested-whisked-to-abuja/

The Northern Elders Forum (NEF) says the Igbo should be allowed to secede from Nigeria if that is what the south-east wants. The proscribed Indigenous People of Biafra (IPOB) and the Movement for the Actualisation of the Sovereign State of Biafra (MASSOB) are campaigning for the secession of the south-east from Nigeria. IPOB was formed in 2012 by Nnamdi Kanu, while MASSOB was founded in 1999 by Ralph Uwazuruike. Addressing journalists after a closed-door meeting held in Abuja on Monday, Hakeem Baba-Ahmed, spokesman of the forum, said the agitation by the Igbo for secession has become widespread, adding that the leaders in the state appear to support the decision. Baba-Ahmed advised that standing in the way of the agitators will only worsen the insecurity in the country. “This nation has had to fight a terrible war to preserve the country. The north had paid its dues in that war, as indeed it did in many ways throughout the history of the country. Under our current circumstances, no Nigerian should welcome another war to keep the country together,” he said. “The forum has arrived at the difficult conclusion that if support for secession among the Igbo is as widespread as it is being made to look, and Igbo leadership appears to be in support of it, then the country should be advised not to stand in its way. “It will not be the best choice for the Igbo or Nigerians to leave a country we have all toiled to build and a country we all have the responsibility to fix, but it will not help a country already burdened with failures on its knees to fight another war to keep the Igbo in Nigeria.” The forum warned that attacks and killings of northerners, federal government employees, and destruction of national assets must stop, adding that those involved must be arrested and prosecuted. The northern elders also noted that until the Igbo decide whether it wants to secede or remain part of Nigeria, the law applies to it, as the federal and state governments have a responsibility to enforce the law and protect citizens. They also supported the calls for northerners who are exposed to harassment and violence, to consider relocating to the north. They, however, advised that all Igbo and other ethnic groups residing in the north should be accorded the usual hospitality and security. https://www.thecable.ng/northern-elders-let-igbo-secede-if-its-their-wish-we-cant-afford-another-war/amp

Frank Mba, spokesperson of the police, has revealed how security agencies tracked a criminal syndicate from Nigeria to Burkina Faso and recovered thousands of AK-47 ammunition. Mba, while speaking on Thursday when he featured as a guest on ‘Good Morning Nigeria’, a programme on the Nigeria Television Authority (NTA), said the police worked with other international agencies to apprehend the criminal syndicate. According to him, the stretch of Nigeria’s borders are hotspots and offers easy passage for arms dealers. But he said the police are working towards dismantling such criminal operations. “We’ve identified the hotspots for arms trafficking in Nigeria, and the hotspots are majorly the border areas. Today, these border areas are receiving a lot of attention from our men,” he said. “We’ve also come to understand very clearly the international dimensions of arms trafficking, and that’s why we are focusing on identifying, investigating and dismantling international arms smuggling syndicates. “We have done that successfully from 2019 till now; in fact, for one of the syndicates, we tracked all the way from Saki in Oyo state through to Benin Republic, followed their route up to Burkina Faso, and picked up every single person involved. “We worked with INTERPOL, we worked with WAPOL, and from that particular syndicate, we recovered up to 6,000 rounds of AK-47 ammunition.” Mba added that the force is also working towards apprehending persons involved in the manufacturing and export of small arms from Nigeria to neighbouring countries. https://www.thecable.ng/frank-mba-how-police-tracked-arms-syndicate-from-oyo-to-burkina-faso-recovered-6000-ak-47-ammunition |
Socio-Economic Rights and Accountability Project (SERAP) has urged President Muhammadu Buhari to “direct the Attorney General of the Federation and Minister of Justice Mr Abubakar Malami, SAN, and appropriate anti-corruption agencies to investigate allegations that N106bn of public funds are missing from 149 ministries, departments and agencies (MDAs), as documented in the 2018 annual audited report by the Auditor-General of the Federation.” SERAP said: “Anyone suspected to be responsible should face prosecution as appropriate, if there is sufficient admissible evidence, and any missing public funds should be fully recovered.” SERAP also urged him “to direct Mrs Zainab Ahmed, Minister of Finance, Budget and National Planning to create a system of public announcements to name and shame the indicted 149 MDAs, including those that reportedly failed to remit over N55bn of their revenue; awarded contracts of over N18bn for services not rendered; and spent over N23bn without any supporting documents.” In the letter dated 17 April 2021, and signed by SERAP deputy director Kolawole Oluwadare, the organisation said: “The reported missing public funds reflect the failure of the indicted MDAs to ensure strict compliance with transparency and accountability rules and regulations, and the failure of leadership of the MDAs to foster institutions that uphold the rule of law and human rights.” According to SERAP, “Recovering the alleged missing public funds would reduce the pressure on the Federal Government to borrow more money to fund the budget, enable the authorities to meet the country’s human rights obligation to progressively realize Nigerians’ rights to quality health care and education, as well as reduce the growing level of public debts.” The letter, read in part: “SERAP urges you to ask Mrs Ahmed and Mr Ahmed Idris, the Accountant-General of the Federation to explain why they allegedly failed to ensure strict compliance with relevant legislation, rules and regulations across all MDAs, despite the warning and recommendations by the Auditor-General.” “SERAP also urges you to direct Mrs Ahmed to publish full details of the yearly budgets of all MDAs, and issue regular updates that accurately detail their expenditures, including by making any such information easily accessible in a form that can be understood by the public.” “The Auditor-General stated that the alleged infractions by the 149 MDAs could have been prevented if the Minister of Finance, Budget and National Planning, and the Accountant General of the Federation had heeded his warning to ensure strict compliance with relevant legislation, rules and regulations across all MDAs.” “SERAP is concerned that the alleged missing public funds have hampered the ability of the MDAs to meet the needs of average citizens, as the missing funds could have helped your government to invest in key public goods and services, and to improve access of Nigerians to these services.” “Investigating and prosecuting the alleged grand corruption documented by the Auditor-General would improve the chances of success of your government’s oft-repeated commitment to fight corruption and end the impunity of perpetrators. It will improve the integrity of MDAs, as well as serve the public interest.” “Any failure to promptly investigate the allegations and prosecute suspected perpetrators would breach Nigeria’s anti-corruption legislation, and the country’s international anti-corruption obligations.” “We would be grateful if the recommended measures are taken within 14 days of the receipt and/or publication of this letter. If we have not heard from you by then, the Incorporated Trustees of SERAP shall take all appropriate legal actions to compel your government to comply with our request in the public interest.” “SERAP has carefully analysed the recently released 2018 audited report by the Auditor-General of the Federation and our analysis reveals the grim allegations that N105,662,350,077.46 of public funds are missing, misappropriated or unaccounted for across 149 MDAs in 2018.” “According to the Auditor-General, 35 MDAs failed to remit N48,551,274,468.35 of generated revenue, and N5,418,780,747.23 of statutory deductions including value added tax, withholding tax, and stamp duties in 2018, thereby ‘depriving the government of the much-needed fund to pursue its agenda.’” “Similarly, 25 MDAs awarded contracts amounting to N18,369,595,564.47 in violation of the Public Procurement Act (PPA), 2007, including disregard to due process, irregularity in payment for contracts, excessive pricing of procurements, payment for services not rendered, and payment in full for uncompleted projects.” “Another N23,486,881,920.49 was spent by 48 MDAs without following the rules and regulations relating to spending procedures and policies, and without any documents to support such spending. Furthermore, 11 MDAs paid N8,389,842,637.88 for store items that were not taken on store charge. The Auditor-General fears that the items may be ‘missing/misappropriated.’” “In addition, 18 MDAs paid N354,223,774.67 as cash advances to staff without duly retiring the money, contrary to the Financial Regulation 1405 and Financial Regulation 1420. According to the Auditor-General, ‘unretired cash and personal advances may be a deliberate attempt to divert public funds for personal use.’” “Moreover, 12 MDAs spent N371,750,964 as cash advances, above the approved threshold of N200,000.00, contrary to the Treasury Circular Ref. No. TRY/A2&B2/2009OAGF/CAD/26/V, which requires all local procurement of stores and services costing above N200,000.00 to be made only through the award of contracts.” “There are several other infractions documented in the report, a copy of which can be obtained from the Auditor-General’s office. The 2018 audited report therefore suggests a grave violation of the public trust. These damning revelations also suggest that the indicted MDAs lack effective and credible internal processes to prevent and combat corruption.” “Our requests are brought in the public interest, and in keeping with the requirements of the Nigerian Constitution 1999 [as amended]; anti-corruption legislation, and the country’s international obligations including under the UN Convention against Corruption; and the African Union Convention on Preventing and Combating Corruption to which Nigeria is a state party.” The letter was copied to Mr Malami; Professor Bolaji Owasanoye, Chairman Independent Corrupt Practices and Other Related Offences Commission (ICPC); Mr Abdulrasheed Bawa, Chairman, Economic and Financial Crimes Commission (EFCC); Mrs Ahmed; and chairmen of the Public Accounts. https://www.channelstv.com/2021/04/18/serap-writes-buhari-seeks-probe-of-missing-n106bn-in-149-mdas-in-2018/

Social media commentator Kemi Olunloyo has claimed the late Afenifere spokesman, Yinka Odumakin, cheated her by not paying her salaries as an employee. In a YouTube video she posted on Monday, she said she begged Odumakin in 2014 for a job as an OAP to review newspapers in his Ibadan-based radio station. The deceased, she said, wanted her to be a social media manager for the radio Facebook, Twitter, and Instagram platforms. She added that the Station Manager, Dotun refused to pay her salary yet Odumakin refused to do anything about it and backed him up. She shared the YouTube video on her Twitter handle with the caption: “REMEMBERING YINKA ODUMAKIN and how he cheated me, never paid my salary till today. When someone died we Remember them with #RIP but what about how they ruined other lives. Watch the rest here. May he rest in peace sha.” Many Twitter users were divided over the appropriateness of her post. While some saluted her courage to come out publicly, others insisted she should allow the dead rest. Many others said the video was ill-timed. @ambkoladan tweeted: “Though I salute your boldness, but his own part of the story might be different. The question is, why was this never said publicly when he was alive? Let the dead rest in peace please.” @Ayrangers6 said: “This is completely true, Most of those that work with him confirm this and I can mention three of them.” @biggraymee wrote: “I love your boldness Kemi. Most often, we fear to say the truth about the dead even if it is obvious. We only pay good tribute and 4give at dead when the person who wrong us died. Speaking up on his offenses makes a difference & I respect that. All the same, may his soul RIP.” @Deji_OoniAbj tweeted: “Wrong timing. Allow the bereaved to mourn first at least.” @Free_dom237 tweeted: “The dead is not here to defend himself. What you heard from her is a one-sided story. How can you rightly conclude that’s the truth?” @wallaceonas said: “Every person on earth has been offended one way or the other, nobody is a Saint. When you die, someone will say one bad thing about you Sis. I don’t believe in ONE side of a story… A coin has to sides.” @lagbajabambam tweeted: “How much is the man owing you?” https://thenationonlineng.net/reactions-as-kemi-olunloyo-claims-yinka-odumakin-cheated-her/

The leader of the Indigenous People Of Biafra, Nnamdi Kanu, has stated that it is not the duty of the President, the Federal Government of the governors to decide who stays or leaves Nigeria. Kanu made the assertion on Saturday via a tweet on his official Twitter handle, noting that only a referendum by the people could determine that. He added that whether the country would disintegrate or remain integrated should be determined by the people via a referendum. The founder of the Eastern Security Network added that the Nigerian military did not also have the power to stop a referendum. “Dear Nigerian Govs. It’s not your business to decide whether the people of your State should remain Nigerians or not. It’s not even the business of @NGRPresident or the @HQNigerianArmy. “Instead, it’s the business of the PEOPLE, freely expressed through a process called REFERENDUM”, he tweeted on Saturday. http://community.vanguardngr.com/m/discussion?

The Zamfara state government has directed security agencies to take action against media platforms that operate outside the ethics of the profession Ibrahim Dosara, Zamfara commissioner for information, disclosed this at a joint media briefing with security agencies on Thursday in Gusau, the state capital. The commissioner said the state government will monitor media reports and take appropriate action against unprofessional conduct of journalists and social media handlers. According to NAN, Dosara said the decision was taken as a result of the negative effects of fake reports and unguarded media utterances. “The Zamfara state government, among its resolutions, recently adopted to take appropriate action against unprofessional conduct in media practices,” he said. “The state government realises that the print and electronic media activities, especially the social media handlers, undermine the peace process of the state government. “Let me emphasise here that the state government will never continue to condone the unwholesome act. “Consequent upon this, the state commissioner of information and security chiefs in the state have been directed to monitor the conduct of media practitioners in the state. “The commissioner of police, the DSS, the civil defence and I, as commissioner, have been saddled with the responsibility of ensuring compliance with professionalism in media practices, as well as cyber crimes and the violation of public peace, fundamental human rights and the rule of law.” The commissioner maintained that the government will not allow such media reports sabotage the peace process in the state. He, however, commended journalists who work in line with the ethics of the profession, give objective and balanced reports, especially security issues, and avoid bias in their reports.
