I think because there is no money there to tap. We are good in protecting money but not people. Whenever I see how security agents beat and humiliate their fellow citizens on the road I weap... I do feel ashame because I know how Europeans and Americans security agencies value and respects their citizens in news or movies. They talk respectfully, but here someone will be talking to you as if you are a slave.
