I am sure that Lagos, PH, and other productive states don't align with this. The issue here is that most productive states will want minimum of 50% derivative and population will be scrapped or reduced. While parasite states want more VAT because they have many unproductive useless citizens they use to win elections but are nuisance to helping the economy and GDP.
