Resident doctors attached to the Federal Medical Centre, Yenagoa, Bayelsa State last week protested over unpaid four months salaries owed them by the Federal Government, threatening to withdraw medical services to patients on November 15.

The protesting doctors, under the Association of Resident Doctors said though they have met the management of the Federal Medical Centre over the issue, the responses were not encouraging.

The aggrieved resident doctors led by their Chairman, Dr. NonsoOkoye, and armed with placards some of which reads “Our Families are hungry”, FG pay our salaries” and “we are hungry, MMM is becoming an option”‎, called on Nigerians to prevail on the Federal Government to pay up salaries owed them.

The protesting doctors in Bayelsa recently. According to the protesters, they ‎were paid 52 per cent salary from February to May, 2016 and owed September and October.

“We want the Federal Government to pay us our monies. We have not withdrawn services. All we are saying is for the government to pay us for work done.

“Nigerians should prevail on the Federal Government to pay us. As much as we don’t want to withdraw our services, we have resolved to withdraw the services by 15th of November if nothing is done. “We have met with the management but all they did was pay us a month salary.

They told us that the budget available cannot pay salary,” the protesters said. ‎Contacted, the Chief Medical Director of the Federal Medical Centre (FMC), Dennis Alagoa said the blame is not from the management, but added “with Tuesday statement by the President, we are assured that the issue will be resolved soon.”

Edo Agog As Obaseki Takes Over
Several towns and local government headquarters, including Benin City, the Edo State capital, have been agog since yesterday as Governor Adams Oshiomhole formally hands over to Godwin Obaseki today.

Obaseki of the All Progressives Congress (APC), who won the governorship election September, would be sworn in today.

Sokoto State Governors Aminu Tambuwal; his Bauchi counterpart, Alhaji Mohammed Abdullahi Abubakar; former Ogun State governor, Chief Segun Osoba; and business mogul, Aliko Dangote, were among the early dignitaries already in Benin for Obaseki’s inauguration.And at a thanksgiving service at the St Paul’s Catholic Church last night, Oshiomhole, in what was his valedictory speech, commuted the death sentence on four condemned prisoners to life imprisonment.
He also pardoned two persons, a male and a female, who were serving seven years jail-term for impersonating him and a personal assistant to his wife, promising to assist them in their education.

Apparently referring to the deposition of the traditional ruler of Uromi, Anselm Aidenojie, over alleged attack on a woman, Oshiomhole said even as a Christian, he believes that God will only forgive those who beg for forgiveness.

He also cited his altercation with a widow a few years ago, where he used derogatory statements on her, but on realising that he was wrong, invited her to his office and “assisted her to open a shop, so that she won’t be tempted to trade on the streets again and then gave her a job to support her family.”

Apparently making reference to the deposed monarch, he said the Bible also confirms that anybody who offends, “be you a traditional ruler, a chief to your subject and to anybody for that matter, nobody is above the law and even with what the Bible preaches, you can only forgive those who ask for forgiveness.”

Governor Akinwunmi Ambode of Lagos State says daily consumption of foodstuffs in the state is worth over N3bn.

He added that investors in the agricultural sector had a ready market and returns on their investments.

The governor spoke at the maiden edition of the Lagos Food Security and Exhibition Summit with the theme, ‘Actualising Sustainable Food Security in Lagos State: A New Comprehensive Agenda,’ adding that his administration would maximise Lagos comparative advantage to achieve food security.He said, “Nigeria has no business importing foodstuffs to feed its citizens. We must cultivate the land and improve efficiency in the agricultural value chain.

“Our core policy thrust towards achieving food security is to maximise the comparative advantage of the state in agriculture and partner other states.”

Ambode said his administration had partnered the Kebbi State Government for the development of agricultural commodities such as rice, wheat, groundnut and onion, expressing optimism that the partnership would result in the supply of 70 per cent of the total national rice consumption.

“We have also acquired agricultural land in Ogun, Osun and Oyo states, as well as Abuja for rice cultivation and oil palm processing, among others,” the governor said.

He said the summit was organised to bring together stakeholders in the agricultural sector to proffer solutions to the challenges militating against the achievement of food security.

The Special Adviser to the Governor on Food Security, Mr. Sanni Okanlawon, said the summit would realign emerging realities with new global trends on food safety, processing and funding for agr0business.

A Federal High Court in Abuja, on Thursday, granted bail to a former Minister of Aviation, Mr. Femi Fani-Kayode, in the sum of N50m after he was arraigned on five counts of N26m fraud.

Fani-Kayode, the Director of Media and Publicity in the campaign organisation of ex-President Goodluck Jonathan in the 2015 presidential election, pleaded not guilty to all the five counts preferred against him by the Economic and Financial Crimes Commission.

The EFCC accused the defendant of diverting N26m, allegedly received from the Office of the National Security Adviser under the headship Col. Sambo Dasuki (retd.).The EFCC also accused him of handling the said N26m without going through a financial institution as required under the Money Laundering Act.

Fani-Kayode is equally standing trial along with others in the Lagos Division of the Federal High Court in connection with over N800m allegedly received from the N4.7bn allegedly collected by the Director of Finance of the campaign organisation, Senator Nenadi Usman, from the ONSA.

In the fresh charges, Fani-Kayode is the sole defendant in the fresh charges, marked FHC/ABJ/CR/140/2016, filed before the Abuja Division of the court.

Shortly after the arraignment on Thursday, Fani-Kayode’s lawyer, Mr. Ifedayo Adedipe (SAN), moved his client’s bail application, which was opposed by EFCC’s lawyer, Mr. Johnson Ojogbane.

But the trial judge, Justice John Tsoho, dismissed the EFCC’s objection to the bail application, holding that the defendant was presumed innocent.

The judge granted bail to the accused person in the sum of N50m with one surety.

As part of the bail conditions, the court also ordered the accused person to deposit his passport with the court registrar pending the conclusion of his trial.

Chelsea cruised to the top of the Premier League with an emphatic victory over Everton at Stamford Bridge thanks to two goals from Eden Hazard with Marcos Alonso, Diego Costa and Pedro also on target.
Not since winning the 2014-15 title have Chelsea led the top flight, but they took advantage of Manchester City's 1-1 draw with Middlesbrough earlier on Saturday to do so, though Arsenal or Liverpool could displace them by winning their respective matches on Sunday.
Antonio Conte's team, unchanged for the fourth straight league match, ran riot and punished visiting manager Ronald Koeman for his decision to switch to a three-man defence.
That surprise tactical change came despite Everton having ended a run of five games in all competitions without a win at home to West Ham last time out.
Hazard opened the scoring in the 18th minute, converting for the fourth successive league game for the first time in his career, before Marcos Alonso opened his Chelsea account with his maiden goal for the club just 70 seconds later.

The State Government has presented a Certificate of Recognition to the newly elected traditional ruler of Awka Etiti community in Idemili South Council Area, Igwe Micheal Ezeudenma.
Governor Willie Obiano made the presentation at the Governor's Lodge, Amawbia during a brief ceremony that attracted the people and friends of the community.
Presenting the certificate, Governor Obiano who described leadership as an avenue to touch lives, said that what is mostly required is a genuine intention to lead the people aright and consistently carry them along in the leadership process.
Governor Obiano charged the new traditional ruler to avoid engaging in acts that can smear the image of the traditional institution but to strive at all times, to work closely with the government so as to ensure that the community is integrated in the development process.
He further assured that his government will avail him the necessary support he requires to succeed on the throne and urged Awka Etiti people to do same.
Earlier, the Commissioner for Local Government, Chieftaincy and Town Union Matters, Mr Greg Obi who recalled how the community had been ravaged by crisis associated with electing traditional rulers, however pointed out that in their quest for peace, the people had decided to make the Igweship rotational, adding that the election of the new traditional ruler was done in line with the laid down processes.
In an admonition, the traditional ruler of Mbaukwu, Igwe Peter Anukwu while commending Governor Obiano for his transformation agenda and efforts at entrenching peace in communities, charged the newly elected traditional ruler to always uphold the tradition of Igbos and to respect constituted authorities, especially the present administration of governor Obiano.

President Muhammadu Buhari on Thursday said he contemplated running away from office shortly after he was inaugurated as Nigeria's president on May 29, 2015.
Mr. Buhari said the ongoing economic crisis has made him feel as though he is suffering the consequences of someone else's transgressions.
The lamentations were part of the president's address to members of the National Institute for Policy and Strategic Studies who visited him in the State House Thursday afternoon."Actually, I felt like absconding," Mr. Buhari said. "Because 27 out of 36 states in Nigeria cannot pay salaries."Mr. Buhari said when he assumed office, he asked officials if there was enough money in the federal coffers for him to spend and he got a negative response.
"I asked if there was any savings and I was told there was no savings. I asked what they did on agriculture, power, rails and roads. There was nothing," Mr. Buhari said.
Mr. Buhari said he also discovered that Nigeria had no strategic highways and the available ones were in a terrible state.
"You know more than I do because you move around. I have not been moving around since after elections but you do. How many of the Trunk A roads are still good enough?"
Mr. Buhari also said even though cases of sabotage are frequently recorded in the power distribution, that still failed to explain why Nigerians are still grappling with poor electricity supply.
"How much power do we have although there are some elements of sabotage?" Mr. Buhari said.
Mr. Buhari said his government has been rendered largely helpless in the face of the economic crisis because crude oil no longer sells at high prices as he had hoped.
"Between 1999 and 2015, the average cost of each Nigerian barrel of oil was $100 per barrel. When we came it fell to less $30 per barrel and is now hovering between $40 and $50," the president said.
The president said officials also told him that the government was spending heavily to import fuel and food items, an excuse he said he found ridiculous since Nigerians hardly consume imported staple.
"I was told the money was used to import food and fuel. I didn't believe the answer and I still do not believe it."Up till now, a substantial number of people in the East eat garri and groundnut; in the West they eat pounded yam, cassava, vegetables; in the North, they eat tuwo which is made from any of the grains: millet, sorghum.
"They eat it in the night and warm it in the morning and eat it and take fura in the afternoon. How many of those people can afford foreign food?"
Mr. Buhari also condemned the fuel subsidy regime of his predecessors, saying it served as a conduit which the Nigerian elite exploited to swindle the poor masses.
"Then they said I should check out the petroleum sector. The legislature dedicated 445,000 barrels per day for internal consumption and that is just 60 per cent of our requirements. I said 'okay, what of the 40 per cent?'
"The marketers that are bringing it just present documents, papers are just stamped and monies are taken away.
"This is the type of things that the Nigerian elites are doing for our own country. When you go back, look at your colleagues and encourage them to be truly Nigerians."
The president, however, vowed to do all in his capacity to resolve the economic crisis.
Mr. Buhari defeated incumbent Goodluck Jonathan in a keently-contested election in March 2015.He has repeatedly blamed the former government for his administration's woes.

The same abuse of women by Nigerian soldiers happened in Liberia many years ago during the Liberian Civil War. When it happened, the Nigerian authorities did not take the soldiers’ actions seriously. There was a cover-up. Nigerian soldiers went to that country and populated it with children from war-ravaged women who were seeking refuge.
Today, these children are grown up and back in Nigeria, looking for their fathers. But this time around, we all must rise up to say no to the sexual abuse by our soldiers. A few things the Federal Government should do include; one, it must immediately set up a special court martial to try those erring soldiers.Secondly, so as to encourage the victims to talk, there must be women rights groups who will go to the IDP camps and interact with the abused women. If the authorities go in during the investigations, they are likely not to get the facts as the victims would not talk.
Sexual abuse is a situation whereby even if the women say they consented to the act, it does not free the soldiers from the crime. These soldiers are in a position of authority and in a position where the women could hardly resist them. So, they had no right to touch any woman. We should not accept testimonies from any woman saying that she consented to the act. Any soldier said to have been raped any IDPs must be prosecuted and jailed like a civilian.
Abubakar Tsav (A former Commissioner of Police, Lagos State)This case of sexual abuse is a serious disloyalty on the part of the soldiers and a failure of the system. The Federal Government asked the soldiers to protect the women and instead of carrying out that responsibility, they resorted to sexually abusing them.

It is very bad. It is morally wrong and professionally unethical. In addition, if these soldiers are identified, they should be dealt with.
If the women can also identify the people who raped and impregnated them, the culprits should be compelled to marry them.
We must also not forget that in a case of rape, it requires immediate medical report to prove the act in court. I advise the government to take the welfare of our women in the Internally Displaced Persons camps very seriously.
The condition of the IDPs is not commendable at the moment. If the condition is not disorganised as it were, there would not be opportunities for soldiers to take advantage of the women.
The responsibility of the government is to look after the women and that was why the soldiers were brought in, in the first place. I also subscribe to the idea of deploying female soldiers to the female section of the IDPs. This will go a long way in guarding against sexual harassment against the female IDPs.

For serving soldiers to be caught abusing the women under their care, this is unacceptable.
Such soldiers should be arraigned for rape. Apart from violating their professional code, such soldiers can also be arraigned for rape and tried in a court of law. What the soldiers have done is a violation of the Armed Forces law.
On the IDPs, the government should ensure that military women are posted to our female IDP camps. As a government which is concerned with the protection and welfare of its citizens, the way to guard against this abuse is to let female soldiers be around our female IDP camps.

It is a very painful scenario. The suspected soldiers should be apprehended and if found culpable, dismissed. If some of them are punished, it would serve an example to others.
The women are already in a tragic situation and then, you have some soldiers, who are again trying to manipulate them. The soldiers are not making things easy for these women. If the soldiers rape our women, who then can we trust to protect them?
The solutions to this are; one, the government should consider deploying female soldiers to the female section of the camp. Let the female soldiers attend to the women. The women should be empowered; they must be taught how to stand for their rights and how to say no to abuses.
For the pregnant women, the government should rise up to its responsibility and take adequate care of them by ensuring proper antenatal care.

The President has actually set up an investigative panel to look into the allegation. For now, the sexual harassment by the soldiers is still at the level of allegation. But without preempting the outcome of the investigation, we know that such harassment cannot be ruled out.
And if this is true, there are procedures of handling offenders, especially in the military. Some of these officers have been tried before for cases of corruption and diversion of allowances. If a soldier is found culpable, he should be tried appropriately.
The victims are vulnerable women, whose rights are being abused. The Federal Government should carry out its own investigations and get to the root of the matter.
On the welfare of the women already put in the family way, we should remember that the camp is made up of male and female occupants. Therefore, there is the possibility of some male inmates being responsible for the sexual assaults on the female inmates.
Generally, the IDPs are more or less a society of people and whatever is the outcome of government’s investigation, the authorities should do the proper thing.
The government also owes a responsibility to get the women, especially the young girls, rehabilitated. The government should look into the funds raised for the camps and ensure that the funds were disbursed appropriately. This goes beyond the Borno State Government.
We need the Federal Government and even international donors to come to the aid of these vulnerable women. This is a matter that should be handled with urgent attention.

Nigeria needs a mechanism to do data gathering on these issues and not rely on foreign reports, which are sometimes said to be tilted.
Having said that, I also believe the government needs to respond to this allegation swiftly. A quick fact-finding should be done to determine those soldiers who are culpable.
Of course, sanctions should be meted out to those found guilty of such an ugly and nasty behaviour. It is a pity that having been delivered from the ugly grip of the Boko Haram, these women again fall into a second tragedy.

Henry: First of all, congratulations on your 20 years at Arsenal. There's always been a question I've wanted to ask you. As Arsenal manager, what is your best and worst moment?
Wenger: The best moment is maybe when we won our first title and after that the Invincible year because I think the dream of every coach is to make a spotless year. The 2004 season was exceptional because you had everything. The players had individual quality, we were a team and we had natural collective spirit. It was just exceptional. A moment you never have in your career, basically.

You said the first double as well. Why exactly?

I came to England completely unknown. Arsene who? I was a bit French when I arrived and there was a lot of scepticism about my appointment. Just to know that I can win was something very important because I could convince people I had a chance to do a good job here.

And the worst?

One of the worst moments was last year when we lost at Manchester United. It was the moment where you felt the championship is lost. It was a game we couldn't afford to lose and not to turn up on the day, you wonder 'what did I do wrong there? What didn't work?' It was a game we were expected to win, absolutely. We had to win it but I felt, more than losing the game, we were just not at the races on the day.

If I said to you 4-4-2 to a 4-2-3-1, why did you change formations?

The game has always been the same. I adapted to the personality of the players I had. We played 4-4-2 with Dennis Bergkamp, who was a striker but when he played with you it became a little bit of a 4-2-3-1. Mainly I changed because in the Champions League I felt we lost the midfield sometimes and suffered a lot. It depends a lot on the individual quality of the striker, who can create something on his own. I felt we could play with one more player in midfield and still be dangerous. As well, at the time we had players like Freddie Ljungberg, who could make runs from deep so on occasions it was like playing with two or three strikers.
