Instead, the Federal Executive Council, FEC, under the leadership of the president, continues to usurp the most important function of the NCPP: approval of contracts. The Public Procurement Act, which was signed into law by late President Umaru Yar’Adua on June 4, 2007 provides for the establishment of the NCPP, and the Bureau of Public Procurement, BPP, as the regulatory authorities responsible for the monitoring and oversight of public procurement as well as harmonising existing government policies and practices. The Act was put in place to allow transparency and ensure public participation in government procurement. Mr. Yar’Adua, who signed the Act into Law, however, failed to inaugurate the NCPP until his death in office. His successor, Goodluck Jonathan, who stayed in office for six years also failed to inaugurate the council. Mr. Buhari has till date also toed the path of his predecessors in violating the law. For weeks, PREMIUM TIMES tried to get Mr. Buhari’s spokesperson. Garba Shehu, to explain why the president has chosen to ignore the Act and refused to set up the NCPP; or whether he plans to do so. Oil giants Eni and Shell are to stand trial in Italy over allegations of bribery and corruption over the purchase of offshore oil block in Nigeria in 2011. According to the AFP news agency, a judge in Milan ordered proceedings to begin on 5 March next year. In a statement, ENI said its board of director had reaffirmed its confidence that the firm was not involved in “alleged corrupt activities in relation to the transaction”. ENI expresses its full confidence in the judicial process and that the trial will ascertain and confirm the correctness and integrity of its conduct.” The Italian company also insisted its chief executive, Claudio Descalzi, who is also to face trial, “was not involved in the alleged illegal conduct”. Shell said it was disappointed by the decision. “We believe the trial judges will conclude that there is no case against Shell or its former employees. Shell attaches the greatest importance to business integrity. Shell has clear rules on anti-bribery and corruption and these are included in our Code of Conduct for all staff. A woman has been ordered to pay compensation to her former boyfriend after ripping a testicle out of his scrotum with her teeth. Nunzia Del Viscio, 43, carried out the attack in her victim’s flat in Edinburgh in May last year. She claimed she had been acting in self defence, but was convicted of assault. Del Viscio has been placed on a restriction of liberty order for six months, which means she must stay at home between 22:00 and 06:00. Appearing for sentence at Edinburgh Sheriff Court, she was also ordered to pay her victim £500 compensation. Sheriff Peter McCormack heard that those involved in the incident were Italian nationals, all working in restaurants in Edinburgh. ‘Destroying’ bedroom Del Viscio, Mr Palma and two other people met in a nightclub after work. They had been drinking, and Del Viscio admitted to having taken drugs. When the nightclub closed, all four went to Mr Palma’s flat in a taxi. Mr Palma told the court that in the early hours of the morning, Del Viscio had begun “destroying” one of the bedrooms. He said he told her to calm down and leave, but during the argument she bit his left testicle. He said he tried to stop the flow of blood with a towel and called for an ambulance. He was taken to Edinburgh Royal Infirmary, where his testicle was put back into the scrotum and he was given 15 stitches. Police found Del Viscio outside the flat with blood on her teeth and face. ‘Fairly distraught’ She had injuries to her eyes and bruising on her face, and told officers that she had been hit by Mr Palma. Police said he had been “fairly distraught”, and that a bedroom was in a state of disarray, with pools of blood on the floor. During the trial, defence solicitor Philip Templeton, asked Mr Palma if he had caused injuries to his client’s eyes and face. He admitted that he did, but said he had been attempting to stop Del Viscio biting him. She told the court that she had wanted to escape from the flat, but that Mr Palma had pushed her onto the floor and began punching her. Del Viscio said: “As he came to me I bit him. I just remember a noise and blood pouring into my mouth.” Defence solicitor Philip Templeton said there was a low risk of his client re-offending. On December 13, 2017, Mr. Wike marked his "50th birthday", suggesting that he was born on December 13, 1967. To celebrate the occasion, the governor invited friends from across the country to his home in Port Harcourt. A flood of adverts congratulating him on his jubilee anniversary were placed in newspapers and accepted by the governor. However, there are strong indications that Wike's claim to being 50 is false. Very false. Documents he submitted to INEC when he ran for the governorship in 2015 indicated he was born on March 13 1963. This provides an uncomplicated indication that Mr. Wike turned 54 in March 2017, not 50 on December 13 2017. This is made more curious by the fact that Mr. Wike did not attach a birth certificate to the documents he submitted to INEC, but a sworn affidavit obtained by his brother, one Collins Nyele Wike on October 3 1986. The affidavit obtained 22 years after Mr. Wike's purported birth date, stated that the Rivers State governor was born in 1963. But even that date on the affidavit was tampered with, using a pen instead of a typewriter. A detailed examination of the affidavit also revealed another falsehood. The said Collins Wike claimed that he was a resident of Obio-Akpor Local Government Area at the time he swore to the affidavit. However, Obio-Akpor Local Government Area was not created until May 3 1989, a glaring evidence that the affidavit was fake. The year the affidavit was sworn to was also the year Mr. Wike claimed to have obtained his West African Examination Certificate. This means he was 22 when he sat for the secondary school leaving examination, something many observers consider very unusual, as most people at the time completed secondary education between the ages of 16 and 18. For reasons not known, Mr. Wike did not include much information about his primary and secondary education in his INEC form. Although he named the schools he attended, he did not indicate the dates he graduated from both, he, however, included the date he obtained his 1st degree, a B.sc in Political and Administrative Studies which he obtained in 1990 from the University of Port Harcourt, that will put his age at 27th if his INEC form date of birth were valid. Curiously, Wike did not attach a "Discharge Certificate" to his INEC form to show where did his National Youth Service Corps (NYSC) as required by law. He included his his Law Degree certificate from the Rivers State University of Science And Technology that he obtained in 1997 and a call to bar certificate obtained in January 1998. On realising that there had arisen some curiosity about his multiple dates of birth, Mr. Wike sought to take the sting out of the matter by jocularly asking guests at his party: "Who told them I am 50?” Regardless of the rant which was applauded by his guests, he still did not reveal his real age. A SaharaReporters' Twitter post asking why the governor chose a different date to celebrate his birthday generated a lot of comments. But the governor and his aides did not address the question. An effort to obtain an official position from Mr. Simeon Nwakaudu, the governor's Special Assistant on Electronic Media, was futile. In a statement, the opposition All Progressives Congress (APC) pointed out the fact that Mr. Wike has three birth dates in the public domain. A Google check shows Mr. Wike's birthday as August 24 1967, while Wikipedia records his date of birth as December 13 1967. Both platforms inevitably said he is 50 years old.
