yes it was his hokage regalia that maked it look alike with narutos biju mode if not it would resemble his normal cloak but it is not it if u look at the pics u will notice that for naruto kcm verson 1 his seal @ his stomach his sperica but it had a desgin attached to it but for minato he has a sperica seal at his chest and two lines connecting to the hands and legs.... So they are not disame but the same kind of chakra..

ALL am saying is that minato kurama cloak is not a naruto version 1 cloak and not his buju mode cloak. All are diffrent with diffrent seals but from the same buju chakara..
