Same reason some parts of Kwara state and Kogi state speak Yoruba but they're not in the South West.
Same reason Austria speak German but they're not part of Germany same reason Benin is not part of Yoruba land. Many years ago there was something called migration.

Yes Opobo was founded by King Jaja an Igbo man but it's not an Igbo territory.
Some parts of Opobo is in Akwa Ibom and will be part of the great Ibom Republic.
