Exactly. There are laws around warfare. And so far Isreal has done better than the US, UK or any other judging from past history.

A killer is not a killer. If you kill someone in the civil society you will be tried and will end up in jail if not killed. But if you kill a soldier in a war zone, nobody will try you. If you kill a civilian in a warfare you will tried according to the laws of war, you might go to jail or be set free. Beacuase in war there are always casualties. As long every possible method is used to reduce civilian casualties.
