As much of the world remains focused on the Islamic State and its horrific attacks in Paris, another radical band of extremists has, by one account, captured the infamous title of the world’s deadliest terrorist group: Boko Haram.

Boko Haram, the militant group that has tortured Nigeria and its neighbors for years, was responsible for 6,664 deaths last year, more than any other terrorist group in the world, including the Islamic State, which killed 6,073 people in 2014, according to a report released Wednesday tracking terrorist attacks globally.

The death toll in Nigeria mounted on Wednesday, with a bombing in Kano State in northern Nigeria, not even a full day after Boko Haram was suspected in an explosion that killed and injured dozens in another nearby region.

In Kano, the authorities said that two female suicide bombers detonated vests at a cellphone market at about 4pm., killing at least 12 people and wounding dozens. Witnesses and Red Cross officials said that as many as 50 or 60 persons died, though the number could not be independently confirmed. Officials accused Boko Haram in the attacks.

In a statement Wednesday, President Muhammadu Buhari called for Nigerians to stay vigilant, saying that even his recently intensified military operation against Boko Haram could not prevent every attack.

Pres. Buhari, who took office in May, ran on a platform of eliminating Boko Haram, which he has pledged to do by the end of December, as well as cutting back on corruption that has dogged the nation.

Pres. Buhari has announced recent victories against Boko Haram, including seizing bomb-making materials and winning battles in the forest.



But still the bombings have come at a rapid clip in recent weeks, bringing death to a food market in Kano, areas of Niger and Cameroon and a village in Chad, prompting officials to call a state of emergency there.

Boko Haram has pledged its allegiance to the Islamic State, but it is unclear what support the group is giving Boko Haram beyond assisting with publicity.

The report released Wednesday, from the Institute of Economics & Peace, said the Islamic State and Boko Haram were responsible for half of all global deaths attributed to terrorism.

Last year, the deaths attributed to Boko Haram alone increased by more than 300 percent, the report said.

The report found a drastic increase in terrorist attacks last year, with the majority occurring in three countries: Iraq, Syria and Nigeria, where other militant groups besides Boko Haram operate.

Security experts, regional authorities and Western military officials have credited Pres. Buhari’s renewed push against Boko Haram for scattering the group, which gained notoriety in the United States when it kidnapped scores of schoolgirls and seized entire towns in northern Nigeria.

They say the string of recent attacks on various public places is evidence that the group is grasping to gain real ground and is no longer as capable of holding territory. Still, attacks in crowded spots like schools and markets, long a staple of Boko Haram’s mayhem, can be extremely deadly.

This is the third year the economics and peace institute has released its Global Terrorism Index, a study of terrorist activity around the world. The index is based on data collected as part of a program run by the University of Maryland dedicated to the study of terrorism around the world.

The Justice Elizabeth Kpojime Commission of Inquiry, which resumed sitting at the Makurdi High Court Four on Wednesday, said the Benue State Bureau for Local Government and Chieftaincy Affairs diverted funds (N18.7bn) meant for primary school teachers’ salaries into an unknown account with First Bank in Makurdi.

Testifying before the commission, the Permanent Secretary of the Bureau, Mr. Emmanuel Ikpe, who could not give a satisfactory explanation on the identity of the owner of the bank account, appealed to the commission to invite the former Special Adviser of the Bureau during the period under investigation, Mr. Solomon Wombo, and the then Permanent Secretary, Mr. Asen Sambe, to give the required clarifications.

He said N1.8bn monthly salaries of primary school teachers owed between October 2013 and June 2014, was lodged in the fixed deposit account number 1017993231 with First Bank.

Ikpe admitted that the Bureau made payments between January and May, 2015 to the tune of N18.7bn into the unknown account at First Bank, Makurdi, adding that officials of the bank refused to give the Bureau details of the account when the Director of Finance and Administration approached its officials.



When the Commission demanded to know who from the Bureau supervised the payment of N4.6bn in May and N5bn in June last year among others, Ikpe said the then Accountant, Mr. Isaiah Ipevnor, and Sambe, who was the accounting officer, were in the best position to explain.

On why N3.4m was being paid monthly by the Bureau to a contractor, Ameh Technology, Ikpe explained that the Bureau had entered into a contractual agreement with the company for the supply and maintenance of generators in the 23 local government areas of the state.

He however stated that since he became the Permanent Secretary, the money had not been paid to the contractor and the Bureau was thinking of terminating the contract.

When Kpojime also demanded to know why Ashitech, Ashifood and Akpo Integrated Limited were being paid between N40m and N45m monthly, the Permanent Secretary requested for time to enable him to look into the records and furnish the commission with details.

Kpojime adjourned the sitting to Friday (yesterday) and Thursday next week to enable Ikpe to continue with his testimony and to provide the requested documents.

Just yesterday, the popular blogger posted pictures of the Emir’s daughter on her blog and as usual, the comments section was overflowing with various readers airing their opinions about the patriach’s daughter which obviously didn’t sit well with her. To that effect, she wrote Linda Ikeji and this is what she has to say:



Hi Linda, I hope you’re well. I saw your blog post about my picture and although I am flattered that you think I’m stunning, I find the comments rather offensive. The comments could be classified under two categories: either made by perverts or made by people who used the opportunity to disregard my father’s marital affairs. I am aware that you cannot control your viewer’s opinions, but you violated My right of privacy by putting up pictures of me on your blog, when you don’t even know me personally.
There is more to a person than meets the eye. By putting up my pictures and describing me as “pretty” and “stunning”, you are judging me based on my physical appearances. Truth is, this is exactly what is wrong with the world. We reduce people and describe them using shallow and physical adjectives. For the commenter who insisted that I was only pretty with make up on, we live in a world full of Nigerians who spend hundreds, and even thousands on Brazilian and Indian wigs, bleaching creams and fake nails. And you are looking down on me because I am wearing make up?
And, in case you do speak to your commenters, please tell them that I am not married for “royal ties”. And yes, I am older than my father’s last wife, but why should that be anybody ‘s business? To the ignorant commenter who shamed my father for marrying a young wife: My father is a Muslim and his marriage is legal before Islamic Law (look up Prophet Muhammad S.A.W ‘s marriage to Nana Aisha). If The Almighty God permits his marriage, who are you to condemn it? Why should he please you, the creation, when he can please The Creator?

AS Nigerians await President Muhammadu Buhari’s allocation of portfolios to his ministers-designate already confirmed by the Senate, opinions are divided over the likelihood that some of them may be without portfolios.

The President had, in New Delhi, India, on Thursday, said the economy was not buoyant enough to pay the huge wage bill so many ministers would entail.

But while stakeholders disagree, there were indications yesterday that former Lagos State Governor, Raji Fasola may be heading to the Ministry of Power while the former governorship aspirant in Kogi State, James Ocholi San may have been penciled down as the Attorney General and Minister of Justice.

yesterday evening, the senator representing Central Kaduna District, Shehu Sani and a former governor of old Kaduna State, Alhaji Balarabe Musa say there is nothing wrong with Buhari appointing ministers and not allocating them individual portfolios while the chairman of the Port Harcourt branch of the Nigerian Bar Association (NBA), Dennis Okwakpam, said it is unconscionable to appoint ministers with portfolio and not pay them salaries.

Similarly, while Professor of Law in the Enugu State University of Science and Technology (ESUT), Prof. Gab Agu and two other lawyers, Mr. John Nwobodo and Olu Omotayo agreed that it was within the President’s prerogative to appoint ministers without assigning them portfolios, a former Attorney General of Enugu State and Senior Advocate of Nigeria (SAN), Mr. Anthony Ani, said such a step by the president would be unconstitutional.

Another SAN , Sabastin Hon said the decision to tinker with ministers is at the discretion of the president going by the express provisions of the constitution.

“It’s at Mr. President’s discretion. Under the constitution, combined reading of sections 5, 147 and 148 show that the President has almost an unlimited discretion in terms of appointing ministers and assigning portfolios to them. He is the chief executive officer and he knows where it is pinching him most.”

According to Sani and Musa, there is no constitutional provision barring Buhari from appointing 36 ministers with some of them manning designated ministries, while others function as non-

But Okwakpam told The Guardian that if Buhari intended to reduce the cost of governance, he ought to have forwarded a bill to the National Assembly as soon as he was sworn-in to seek for an amendment of the constitutional provision that provides for at least one minister to be appointed from each state of the federation.

Agreeing with Buhari, however, Agu and Nwobodo in separate interviews told The Guardian in Enugu that what was important was representation of each state in the cabinet, stressing that such would mean contributing to issues of governance.

Agu said: “The constitution did not give express approval that every minister should be assigned with portfolio. It is within the prerogative of the president to assign such portfolios as he wishes.”

On his part, Nwobodo, who is also the state chairman of the Social Democratic Party (SDP), stated that it was important that the ministers contribute to policy issues of governance.

Omotayo said what was important was appointing the ministers to reflect federal character and not their portfolios.

But a law lecturer at the University of Lagos, Dr Fassy Yusuf said: “I don’t know what the president means by that, maybe he will appoint them Ministers of State. He can not do such thing; that would be a constitutional aberration. Ministers are not appointed until they are assigned portfolios.

I think what he is saying is that they would not be assigned substantive portfolios but serve as Ministers of State.’

‘‘If he wants to minimise cost, then he should direct the Revenue Allocation, Mobilization and Fiscal Commission (RAMFC) to reduce the salaries of public officers.”

Expressing his own view, a Lagos lawyer, Chief Michael Agbamuche said: “Are they even going to attend the meeting of the Federal Executive Council? He needs to clarify issues. If you are attending FEC meeting, representing Benue State for instance and you don’t have any ministry that you are assigned to, it is not a proper representation of the state. It means they won’t have a stake in governance. That is why the constitution says 36 ministers for 36 states.”

The source, which maintained that Fashola was heading to the Power ministry said given the importance of the ministry to the development of the nation, the President is rooting for Fasola to help deliver the President’s promise on power to the nation.

Ocholi is being considered as the Attorney General and Minister of Justice based on his excellent performance during his screening at the Senate.

Former National Chairman of the Peoples Democratic Party (PDP) Chief Audu Ogbe is penciled down for Agriculture based on his success as a farmer.

Others believed to have been assigned portfolios include former governor of Ekiti state, Dr Kayode Fayemi ,former National Chairman of the defunct All Nigeria Peoples Party (ANPP), Dr Ogbonnaya Onu for the Ministry of Works and Gen Abdulrahman Dambazau for the Ministry of Defence.

Sources in the presidency disclosed that Okechukwu Enelamah may head the Finance Ministry, Ondo-born Professor of Sociology, Cladius Daramola may be posted to the Ministry of Interior while former governor of Rivers State, Rotimi Amaechi may be posted to the Ministry of Niger Delta.

ORDINARILY at my age and position in life, I should not have to justify myself in a press controversy on my voluntary decision to quit partisan politics particularly when this personal and well intended act has come under unfair politicization of persons of mediocre temperament.

For a couple of days now, I have been more bemused than angry by the not-so-funny, but, predictably, negative ingenuity of Nigerians, aided by an equally incredulous media, to create unpleasant things out of nothing. It has been a circus of those convinced that they have found a peg to hang their own, disloyalty, failure, shallowness and hatred unto, a ball to kick around, over my statement, not for the first time, that I was quitting partisan politics and my statement about former President Goodluck Jonathan, for reasons so obvious that I cannot understand what the orgy of self-flagellation is all about.

I still believe that former President Jonathan performed creditably well in various areas. I am very proud of him and so are millions of other Nigerians. He was good in so many areas, and did many good things for this nation. He resuscitated the railway system that was comatose for several decades; he engineered a robust economy for this nation; he fought against Polio and Ebola; maternal and child health; he did much for the Power Sector upon which President Muhammadu Buhari is now building; he tarred more roads than any of his predecessors; he turned agriculture to agro-business, a multibillion dollar business; he built the Almajiri schools in the Northern parts of this Country; he established new Federal Universities across this nation; he allowed for free speech across this nation, and did not mind when he was criticised or, even, abused; people were not arbitrarily locked up in jail or prison, as he truly respected the Rule of Law; he signed the Freedom of Information Bill into law, which was not done by his predecessors; he modernized the Aviation Sector; he convoked a National Conference that brought Nigerians together and proffered recommendations on how to better bind Nigerians together as one; he sanitized the electoral system of this country, unlike what we had before him, when elections results were announced without actually voting, when ballot snatching were rampant and common place, he brought transparency into the electoral process, when people could vote and the votes actually openly counted without violence.

Today he stands as the first African president to concede an election to an opponent, even before the final counts. There are many more achievements to his record, but because of time and space let me end here for now. These are all lasting legacies that he has left behind. He has certainly set a precedent for others to follow.

But no human being is perfect; only God is perfect. Therefore, to mention an area of former President Jonathan’s inaction may not be out of place. Every leader in this world has their fault. President Jonathan cannot be an exception. As the late British Prime Minister Harold MacMillan observed in his autobiography, politicians do not regret their mistakes because they can always explain themselves; but they never forgive themselves for opportunities they have lost.

For instance, President Barack Obama of United States of America is frequently attacked for not having the political will to deal with Israel over the Palestinian question. This does not mean that he lacks the capacity to take action against Israel effectively or to deal with the affairs of the United States of America or that he lacks integrity.

Several years ago, the entire Western world was being accused of lacking political will to deal with Apartheid South Africa. This did not mean any inaction of the Western countries by the rest of the world. It only means that President Obama and the Statesmen of the western world had other considerations in their minds in the interest of their countries.

In keeping with my character I cannot say in private what I cannot say in the public. I do not therefore, reject or disown Jonathan as my beloved political son.

THE Presidency has insisted that despite the misgivings expressed by the opposition Peoples Democratic Party (PDP) about President Muhammadu Buhari’s discussions about the state of the nation’s economy, the President would continue to disclose the true state of the economy.
The Presidency’s traction was contained in a statement by the Special Adviser to the President on Media and Publicity, Femi Adesina, which said that the comment by the PDP’s National Publicity Secretary, Mr. Olisa Metuh, by the President’s statements about the state of the Nigerian was “de-marketing” the economy of Nigeria, saying, Buhari’s comments was in true to his personal attributes of honesty and sincerity of purpose.

According to the statement: “Our attention has been drawn to the latest statement by the PDP spokesman, Olisa Metuh alleging that President Muhammadu Buhari is “de-marketing Nigeria.  We restate for the umpteenth time to Mr. Metuh and his ilk that their attempts to distract President Buhari from the job he has been elected to do will fail.

“President Buhari will remain true to the virtues of honesty, integrity, sincerity, incorruptibility and plain-speaking which endeared him to Nigerians and made them prefer his leadership than of a lying and deceptive PDP administration.

“The President will not, in the guise of “marketing” the country, refrain from telling Nigerians and the world the emerging truths about the abject state in which years of plundering by a PDP leadership has left the Nigerian treasury and economy.
