10,000 Police Recruitment: Afenifere Demands Federal
Character
By News Release - November 9, 2016

The attention of Afenifere has been drawn to the
simmering crisis between the Senate committee on
police affairs and the Police Service Commission,
PSC, which led to the suspension of the recruitment
of 10,000 personnel into the Police Force in
September.

While the PSC insisted that the process should
follow the constitutional provision of equality of
states in line with the principle of federal character,
the Senator Abu Ibrahim-led committee wanted the
recruitment to be done on the basis of local
governments.

The Senate committee also insisted that the Nigeria
Police Force, NPF, should supervise the exercise as
against the PSC which is statutorily saddled with
such responsibility.

The suspension of the exercise was to allow the
president to mediate in the dispute between the
two bodies. To the consternation of all believers in
constitutional rule the Senate Committee recently
announced that the President has ruled in its favour
.
We reject this blatant violation of the principle of
federal character and the constitutional process on
the altar of political and sectional expediency.

The implication of what is about to happen is that
while Lagos with a bigger population than Kano has
only 20 LGs and and the latter 44, the state that
generates 69% of the total VAT revenue in the
country will have only 180 men as against 396 from
Kano on the basis of 9 per LG being recommended
for rank and file recruitment.

An oil-bearing state like Bayelsa contributing
substantially to the federation pool from which
these officers would be paid has only 8 LGS and
will have only 72 men, Jigawa that is not known to
bring anything to the pool at the moment would
have 234 men based on its 26 LGs.

There is nothing that justifies these disparities than
the politics of domination and conquest that is at
the heart of the volatile injustice embedded in our
prebendal politics in Nigeria.

The creation of LGs were done over the years
whimsically and capriciously by hegemonic military
adventurers with no sense of justice and fairness
but sectional considerations.

And this is the major reason why the whole idea of
local government autonomy going on has been seen
by the discerning as a way of turning us into a federation of 774 “states” with all the inbuilt
inequalities and domination.

We insist that the exercise must follow the laid down regulation of the principle of federal character with states as the basis .Even at that it is not ahidden fact that a zone has seven states while one has 5.

The larger picture this whole controversy has thrown
up is that we cannot continue to ignore the resolution of our nationality question as a country if we want to live in peace, harmony and give a sense of belonging to every section of the country.

The current zero-sum template has its expiry date.

The Economic and Fi­nancial Crimes Com­mission (EFCC) has pushed aside the Fed­eral Character principle in its ongoing recruitment of vari­ous cadres of operatives.

The exercise is heavily tilted in favour of the North - to the detriment of other geo-political zones in the country.

An appraisal of the classi­fications and names of the re­cruits placed on the anti-graft agency’s website shows that contrary to the recommenda­tions of the committee set up on the recruitment, the EF­CC’s management went ahead to make its recruitment domi­nantly from the North.

Indeed, The AUTHORI­TY discovered that about 75 percent of the shortlisted can­didates are mainly from the northern part of the country.

The development has forced stakeholders from other parts of Nigeria to appeal to the Na­tional Assembly and the Federal Character Commission (FCC) to wade into the matter so that the EFCC could be national in its workforce.

 

They said that the injection of fresh 750 staff members to an already lopsided commission would be a huge minus to the agency which was primarily set up to fight corruption, but which has consistently exhibited lopsid­edness in the employment of its personnel.

Apart from the fact that 75 percent of the shortlisted can­didates are from the North, The AUTHORITY discovered that several of such candidates bore the same family names.

It was learnt that the Hu­man Resources Department of the EFCC is being tele-guid­ed by a cabal which has become entrenched in the commission and had severally frustrated the implementation of the Federal Character principle in the agen­cy’s employment processes.

In a petition it sent to the Federal Character Commission (FCC) a group, the Good Gov­ernance and Anti-Corruption Mandate, said that the non-inclu­sion of states of origin and the ge­opolitical zones of the shortlist­ed candidates published by the EFCC was designed to cover up the shoddy deal.

The publication on the EF­CC’s website, apart from con­firming the lopsidedness in the recruitment, also exposed the non-compliance with recruit­ment parameters set earlier in July this year by the EFCC Re­cruitment Committee headed by the Secretary of the Commis­sion, Mr. Emmanuel Adegboye­ga Aremo (SAN).

The committee had recom­mended that the new set of per­sonnel from the Superintendent Cadre (graduate cadre) should not exceed five persons from any of the states which had dominat­ed others in the nominal roll list­ing.

It said that 750 new person­nel comprising 300 Detective As­sistants (candidates with SSCE); 300 Detective Inspectors (candi­dates with OND/NCE) and 150 Detective Superintendents (can­didates with HND or university degrees) should be recruited.

But it was observed that the final round of the recruitment exercise holding at the Nigeri­an Air Force (NAF) Base Hospi­tal, Mando, Kaduna, falls short of merit, federal character, equi­ty, balance, good conscience and fair judgment.

However, the Head of the Media Unit of the EFCC, Mr. Wilson Uwujaren, stoutly de­fended the actions so far taken by the agency. He insisted that the reporter could not have run into conclusions with a list that did not contain the states of ori­gin of the applicants.

He said: “You have right­ly observed that the list did not contain the states of origin of the applicants. How then can you conclude that a section of the country or a particular state was favoured? That is part of the Yel­low Journalism which you peo­ple practice.”

When Uwujaren was pressed further to justify the non-inclu­sion of the states of origin of the applicants, he simply said it was not in breach of any law and cut off the telephone call, after rain­ing abuses on the reporter.

The AUTHORITY’s inves­tigations showed that instead of keeping to the recommendation of the Aremo Committee which had recommended that refer­ences be made to existing staff to ensure that the states and local governments that are less repre­sented in the EFCC are beefed up in tune with the principle of Fed­eral Character, the powers that be removed state and local govern­ment of origin of the shortlisted candidates to cover up their du­bious acts.

It was further discovered that after the written examination, at which it was decided that 50 can­didates should each be shortlist­ed from the states with less repre­sentation and 20 from the states with high number of operatives, states like Adamawa, Benue, Kogi, Kaduna, Kano, Katsina, Gombe, Bauchi, Borno, Yobe, Sokoto and Zamfara, with high number of staff, still dominated the published list of 4,542 candi­dates.

Another curious observation was that people with similar sur­names featured so much in a long sequence on the list, lending cre­dence to alleged primordial con­siderations.

It was gathered that the Fed­eral Character Commission was not consulted nor due process followed in the exercise. Sadly, candidates with scores as low as 20 marks were shortlisted while candidates with up to 60 marks from the South East or South-South geopolitical zones were dropped.

For instance, in the short­listed candidates for the 150 va­cancies declared for the rank of Detective Superintendent (DS), 2,673 candidates were shortlisted.

Similarly, for selecting 300 of­ficers into the rank of Detective Inspectors, 524 were shortlisted. When tongues began to wag on the parameters used for arriving at the DS list, the EFCC pulled down the original list from its website.

Aside from this, inside sourc­es said that some states had over 500 of the 4,542 shortlisted can­didates, while states from the South East and South-South had as low as four candidates which was why the states of origin of the candidates were expunged.

According to the Good Governance and Anti-Corrup­tion Mandate, which is insisting on transparency, “even the pro­cess of choosing the corruption fighters is corrupt in itself. Feder­al Character was equally not ob­served in the published list”.

The group therefore urged President Muhammadu Buha­ri to intervene and ensure that “the original examination sheets and the marking scheme be re­viewed by an independent body comprising men and women of integrity to ensure that only can­didates who passed well get con­sideration from their states, as against what is being done by the EFCC”.

When contacted on the de­velopment, the Head, Public Af­fairs and Communications of the Federal Character Commis­sion (FCC), Mr. Idris Idris, con­firmed that several people have written petitions to the FCC - but said that he was not aware of the one by the Good Govern­ance and Anti-Corruption Man­date against the EFCC’s recruit­ment exercise.

Police recruitment resume as Senate, PSC resolve dispute:

The recruitment of 10,000 personnel into the police force that was suspended following a clash between the Senate and Police Service Commission (PSC) would soon resume, Chairman Senate Committee on Police Affairs, Senator Abu Ibrahim (APC, Katsina
South) has said.

The Senate had in a letter four weeks ago asked the PSC to suspend the exercise over alleged irregularity in the criteria adopted for the recruitment.

The Senate had suggested that the recruitment be done on Local government basis but the PSC insisted that it should be done per state.

Addressing newsmen yesterday, Senator Ibrahim said the clash between the Senate and the PSC has been resolved.

"We have resolved the issue and the recruitment would be done on local government basis. Very soon the exercise will resume, "he said.

He said the personnel to be recruited would form the foundation for the commencement of community policing in the country.

" Nine personnel would be recruited per local government area. The policemen would be used to form a unit for community policing in all the 774 local government areas of the country, "he said.

Ibrahim added that in the next three years, 30 personnel would be recruited per local government for the community policing programme.

Senate leader, Muhammad Ndume, on Sunday, objected to the use of on-line registration to select beneficiaries of Federal Government’s N500 billion Social Intervention Fund.

Addressing newsmen in Maiduguri, Ndume, who represents Borno South at the National Assembly, observed that using internet registration for the
programme would deprive many qualified Nigerians from benefiting.

” The N500 billion Social Intervention Fund has started on a wrong footing, so we are not going to agree; we are not going to let it pass like other previous interventions without tangible gains.

” We do not want it to be like the SureP where nobody was sure, ” Ndume said.

He pointed out that the new concept on MPower requiring teachers, market women and graduates, to register online, was faulty.

“How can they say that everybody must go on-line and register when most states are off-line; in fact, Borno is even worst than off- line, ” Ndume said.

He said that registering on-line will end up in corrupt practice as some individuals used fake names to register.

“The National Assembly is going to insist that the programme must be done on Local Government Areas (LGA) basis, or even on ward basis, because there is no ward in Nigeria without a qualified graduate.

” So let each ward or LGA be represented like we did during the police recruitment, ” Ndume said.

He said that he position was based on the outcome of similar programs in the past.

” Most often what they do is to hire a consultant who will charge about 5 percent of the total money as his fee and by the you remove 5 percent of N500 billion you have already started depleting the resources.

” Again the consultant will start asking the participants to go to one portal and register with scratch card, this is also unacceptable, “Ndume said.

He said that the National Assembly would take a stand on the issue next Wednesday to ensure that the right
thing was done in the implementation of the programme.

Better shut up and go into the Lord in prayers. We are in for another long wait as it was reported in the news today that the police will carry out a thorough investigation on the former IG Solomon Arase. They are accusing the former boss of spending part of the money meant for the recruitment while in office. Can you imagine? How is that possible? I wonder how we ended up with Ibrahim Idris as the new IGP despite other qualified officers. Immediately he resumed office, the first thing he did was to accused his former boss of carting away with several official vehicles which turned out to be false. Few weeks ago, he laid similar allegations. I am just trying to point to you the kind of IGP we have now. That's what happens when you have a wrong person in a particular position.

Normally, when the issue of State/LGA disparity came in, the NPF were supposed to work hand in hand together with PSC with one voice. In fact, it was reported last week or so that the PSC were on the verge of compiling the final list when IGP ordered the police men on ground to vacate the Jigawa venue of the recruitment. Isn't it absurd for Police Chief to support the Senate committee chairman stand on the issue of LGA/state disparity instead of PSC?....

The matter has been resolved this morning.... the PSC Chairman and the Chairman Senate committee on police affair met with the president this morning.
Like I rightly said yesterday, the president has given instruction to the PSC Chairman to adhere to the demand of the "cabals". Next week may be our week of expection.

Just got an info that the "cabals"(senate committee chairman on police affair, IGP, and Chief of staff to the president ) has been frustrating the PSC Chairman attempt on seeing the president one on one on the issue. The President "true" stand has not been known yet. From afar, he seem to favour the state by state formula, but closely you get mix signals. The camp essentials such mattress and the rest have started arriving... The cabals end game is for PSC chairman to accept the LGA by LGA formula...

Summary of my epistle;

No end in sight on the issue yet.
Don't know what may happen tomorrow or day after tomorrow but as for today, that's the present situation .
