Hamas is only buying time by still firing rockets into Israel to turn away their attention from key areas to irrelevant places. Notice how the IDF immediately turn their focus on areas where these rockets fly from? I think Hamas has studied the IDF and are now using them for their own advantage because for sure Hamas is fully aware that they've lost the war already. They also know that they're hiding and trying to escape from the IDF. So, the only way to confuse them off their tracks is by firing from irrelevant areas to divert attention of the IDF to nowhere.
