if you have the funds and first degree certificate ... I will advise you to go for Canada through the express entry . You will become a permanent resident and also be able to work legally , but it's a point based system so you will have to check if you meet the requirements .Germany on the other hand is good if you go through student visa , you will be allowed to work as well as study and when you finish your program you have 18 months to look for a job if you secure one , then you get a PR .

What was the notification you got? if it's about Afternic fast-transfer just ignore it, it will continue till your domain is 60days old, then your domain registrar will send you an email that you can use to opt-in.
