*Breaking: NAICOM is now IRC* 🇳🇬

The Senate has officially passed the bill to rename *National Insurance Commission (NAICOM)* to *Insurance Regulatory Commission (IRC)* on Tuesday, July 21, 2026.

*Key details from the report:*

*1. Why the name change?*
Senate says the old name "NAICOM" was confusing given the history and make-up of the Nigerian Insurance Industry. The new name "IRC" is meant to be clearer.

*2. What the new bill does - Insurance Regulatory Commission (Establishment) Act, SB. 394*
Sponsored by Senator Adetokunbo Abiru, Chairman Senate Committee on Banking, Insurance and Other Financial Institutions.
- *Independence*: Strengthens the Commission’s independence - decisions without undue influence
- *More powers*: Can exchange info with local/international regulators, issue guidelines, and intervene in financially distressed insurers
- *Resolution powers*: Better tools to protect policyholders and preserve financial stability when insurers are failing
- *Board expertise*: New requirements that board members must have expertise in insurance, risk management, finance, law, and corporate governance

*3. Background*
NAICOM was established by the 1997 Decree. The Senate says that law is now "obsolete" and "unable to keep pace with the evolving nature of the insurance industry." NAICOM has been regulating insurers, brokers, loss adjusters, protecting policyholders and monitoring solvency since then.

*What this means*
It’s basically a rebrand + upgrade. Same regulator, new name, and stronger legal powers to match global best practices. The goal is better consumer protection and a more stable insurance sector.

The bill has passed 3rd reading in the Senate. It will still need House of Reps concurrence and Presidential assent to become law.

Some notable issues
1. OS is 13.8b but the weighted average was used in the calculation of the EPS for both the end of the year 2025 and Q1 2026
2. Premium fell significantly in Q1
3. The forecast for Q2 as provided by the company headed south
4. Cash dropped significantly
5. The general “COVID” affecting mostly the low-cap insurance firms, probably a reflection of how we all view insurance here in Nigeria..” If you must use insurance, play with the big caps to avoid long grammar etc. “

However Common Sense based on an average of 4 is as follows ( market doesn't trust the weighted average I guess)
So let's compute based on the OS out there for now.

OS= 13,866,666,666.00 NGX
Q1 2026 = 1, 535, 227 bill approx
EPS based on above = 1,535,227/13,866,666,666.00
=0.11
X 4 =0.44
X4 again = 1.76

Until there is some clarity around the OS now and in the future viz a viz recap status…..

That’s where the market seems to be for now.

Let’s look towards Q2

So, which way forward?

Based on current financial trajectories and reported results, the estimated Earnings Per Share (EPS) for Lasaco Assurance Plc by the end of the 2026 financial year is projected to be between ₦0.45 and ₦0.65.

This estimate represents a strong operational recovery following the full-year 2025 audited performance, where the company recorded a negative EPS of (25.27) kobo due to heavy claims expenses.
