Increased liquidity in the banking sector has continued to raise the lending institutions’ capacity to increase credit to the economy, NIKE POPOOLA reports The Deposit Money Banks and merchant banks in the country borrowed N1.81tn from the Central Bank of Nigeria in the first quarter of the year. In April, they borrowed N274bn from the apex bank, thereby increasing the amount borrowed to N2.08tn in the first four months of the year, according to data obtained from the CBN. According to CBN reports, the banks continued to access the standing facilities window to square up their positions. The trend at the CBN standing facilities window showed more frequency at the Standing Lending Facility window, as against the decreased patronage at the Standing Deposit Facility window. CBN’s first-quarter economic figures showed that applicable rates for the SLF and SDF stood at 15.50 and 8.50 per cent respectively in March. Total request for the SLF during the first quarter of 2020 was N1.81tn, made up of N1.21tn direct SLF and N597.96bn intraday lending facilities converted to overnight repo. Daily request ranged from N0.72bn to N181.63bn and averaged N40.26bn in the 45 transaction days in the period. Total interest earned at 15.50 per cent was N767.13bn. The total SDF granted during the review period was N843.09bn, with a daily average of N14.05bn in the 60 transaction days in the first quarter of 2020. Daily request ranged from N1.57bn to N47.90bn, according to CBN. It said the cost incurred on SDF in the first quarter of 2020 stood at N460m. According to the April monthly economic report of the CBN, the trend at the CBN standing facilities window showed more frequency at the SDF window, as against the decreased patronage at the SLF window due to the excess liquidity in the banking system. It said applicable rates for the SLF and SDF remained at 15.5 per cent and 8.5 per cent respectively. Total request for the SLF granted in April was N274.65bn, made up of N163.5bn direct SLF and N111.15bn ILF converted to overnight repo. The daily request ranged from N1.43bn to N94.17bn and averaged N18.31bn in the 15 transaction days from April 1 to 27. Total interest earned at 15.5 per cent was N270m, according to the apex bank. Total SDF granted during the review period was N497.67bn with a daily average of N29.27bn in the 17 transaction days from April 1 to 27. The daily request ranged from N140m to N41.23bn, while the cost incurred on SDF in the month stood at N160m. However, as more funds were made available to the banks, credit to the economy continued to grow. The CBN stated in the report that credit to the private sector grew by 6.6 per cent in April, compared with 5.7 per cent in March, driven largely by other depository corporations’ credit, reinforcing the effectiveness of the Loan-to-Deposit ratio policy of the apex bank[color=#000000].[/color] It stated that sectoral credit utilisation by the other sectors of the economy, at N18.53tn, rose by 0.25 per cent at the end of April above its level at the end of March. Analysis of the composition of credit indicated that the sectors with lower risk weights received most of the credit. The industry and services sectors constituted 37.3 per cent and 38.4 per cent of the total allocation respectively, compared with 37.9 per cent and 38.1 per cent in March. Agriculture and construction sectors accounted for 4.7 per cent and 4.5 per cent at the end of April 2020, respectively, relative to 4.6 per cent and 4.3 per cent in the preceding month. Given the strain on government revenue, fiscal deficit has been rising, as claims on government rose from a growth of 2.6 per cent in March to 10 per cent in April[color=#000000].[/color] The CBN Governor, Godwin Emefiele, at the last Monetary Policy Committee meeting, said data indicated that total gross credit grew by N3.3tn since May 2019 to N18.9tn in June, showing increased lending to manufacturing, consumer credit, general commerce, ICT, and agriculture. He said this illustrated the continued potency of CBN’s Loan to Deposit Ratio policy. Emefiele said, “Even with an increasingly fragile global macro-financial condition and rising domestic credit, the Nigerian banking sector remained largely resilient with NPLs ratio continuing to moderate from 11.2 per cent in May 2019 to 6.4 per cent in June 2020. “Yet, I note the imperative of sustained credit flows to the private sector, especially at this critical time when the productive machinery of the economy needs liquidity support to prop domestic supply. “To help local firms cushion the consequences of the pandemic, the CBN is working with banks to restructure lending and grant increased forbearance to businesses which require such to survive. “The CBN will continue its drive to de-risk lending and increase targeted intervention to strategic high impact private sector ventures through effective collaboration of all stakeholders, especially on the backdrop of the imminent economic downturn. Another member of the MPC, Sanusi Rafindadi, said report on the banking system stability review showed that despite the challenges posed by the COVID-19 lockdown, the banking system remained sound and resilient. He said the industry capital adequacy ratio had increased to 15 per cent in June, which he said met the industry prudential benchmark. The Presidency on Wednesday reacted to the National Bureau of Statistics’ second quarter 2020 Gross Domestic Product estimates which was published on Monday, giving itself thumbs up. The NBS had disclosed that the nation’s GDP declined by 6.10 per cent (year-on-year) in real terms in the second quarter of 2020, ending the three-year trend of low but consistently improving positive real growth rates recorded since the 2016/17 recession. Consequently, for the first half of 2020, real GDP declined by 2.18 per cent year-on-year, compared with 2.11 per cent recorded in the first half of 2019[color=#000000].[/color] Key players in the nation’s economy, including the Manufacturers Association of Nigeria and the Lagos Chamber of Commerce and Industry had said the government might not be able to service rising debts and fund budgets as the economy shrunk by 6.1 per cent. But the Special Adviser to the President on Media and Publicity, Femi Adesina, in a statement titled “Our response to Quarter 2, 2020 NBS figures, by Presidency,” said the overall decline of 6.1 per cent (for Q2 2020) and -2.18 per cent (for H1 2020) was better than the projected forecast of -7.24 per cent as estimated by the NBS. He said the figure was also far better than many other countries recorded during the same quarter. The presidential spokesman added that despite the observed contraction in economic activity during the quarter, it outperformed projections by most domestic and international analysts. He said it also appeared muted compared to the outcomes in several other countries, including large economies such as the US (-33 per cent), UK (-20 per cent), France (- 14 per cent), Germany (-10 per cent), Italy (-12.4 per cent), Canada (-12 per cent), Israel (-29 per cent), Japan (-8 per cent), South Africa (projection -20 to -50 per cent), with the notable exception of only China (three per cent). The statement read, “The government’s anticipation of the impending economic slowdown and the various initiatives introduced as early responses to cushion the economic and social effects of the pandemic, through the Economic Sustainability Programme contributed immensely to dampening the severity of the pandemic on growth[color=#000000].[/color] “On the fiscal side, a robust financing mechanism was designed to raise revenue to support humanitarian assistance in addition to special intervention funds for the health sector. “Adjustments to the national budget as well as emergency financing from concessional lending windows of development finance institutions were critical in supporting governments’ capacity to meet its obligations. “On the monetary side, moratorium on loans, credit support to households and industries, regulatory forbearance and targeted lending and guarantee programmes through NIRSAL were some of the measures implemented in response to the pandemic during the second quarter. “It is equally worth noting that since the start of the third quarter, the phased approach to easing the restrictions being implemented centrally and across states have resulted in a gradual return of economic activity, including the possibility of international travel.” Adesina added that the anticipated health impacts of the pandemic had been managed without overwhelming the health infrastructure, which would have further compromised the ability to re-open the country to travel, commerce and international trade. This, he further explained, had provided greater confidence and ability for authorities to initiate the conduct of nationwide terminal examinations in schools and resumption of the next academic year. The presidential spokesman said while it is anticipated that the third and fourth quarters would reflect continued effects of the slowdown, the fiscal and monetary policy initiatives being deployed by government in a phased process would be a robust response to the challenges posed by the COVID-19 pandemic. Governor Udom Emmanuel of Akwa Ibom on Monday said a student taking the ongoing West Africa Examination Council examination in the state had tested positive for COVID-19. Emmanuel, who made the disclosure in a media chat in Uyo, did not mention the name of the student and the school involved. The governor said the student had an asymptomatic situation, adding that he took normal precautions to avoid spread. He, however, said the state government had begun random testing of students for the virus in secondary schools across the state. “We have tested over 100 students and it is only one young man that tested positive for COVID-19 in the state,” the governor said. “We did what we ought to do medically; I want to believe that by now, the young man should be okay,” he said. The governor said he had put in place modalities to ensure that the student did not miss out on anything from the class. He added that a government team was moving around schools to make sure that the students were safe and writing the examination while adhering to COVID-19 protocols. “All of them are in excellent health condition because we have put everything in place to ensure that the students are quite safe,” he said. The governor said he had directed all his Special Assistants to go to schools across the state and monitor the level of compliance to COVID-19 safety measures. “I have directed all my Special Assistants to go to all the schools and monitor the level of compliance with the COVID-19 safety protocols and give us first-hand reports in case of any emergency. “Students observed all COVID-19 protocols before starting their examination. We want to make sure our students are safe even while writing the examination,” the governor said[color=#000000].[/color] Emmanuel said that he had provided over 100,000 face masks, sanitisers, and all the COVID-19 support to the schools writing the examination across the state[color=#000000].[/color] “Based on the report I have, I think the students are doing well; it is left for them to reciprocate by giving us excellent WAEC results,” he said.
