Illegal Oil Bunkering Site Port Harcourt Port
The Nigerian Navy has said it uncovered an illegal oil bunkering site at the Federal government-owned Ship Builders Yard, located the Port Harcourt Port Complex.

Commander of the Nigeria Navy Ship (NNS) Pathfinder, Port Harcourt, Commodore Sanusi Ibrahim, who took newsmen to the illegal site on Sunday, said that five suspects were arrested at the scene.

Ibrahim, who was represented by the NNS Pathfinder Base Operation Officer, Lt. Commander Sunday Haruna, said that naval troops were immediately deployed to the site at Makoba Beach, shortly after a whistle blower revealed location of the illegal site.

He said, “Following intelligence tip-off, we raided the area and discovered seven different storage facilities in a secret make-shift facility at the Ship Builders Yard very close to Ibeto cement and NPA.

“During investigation, we discovered illegal activities which involved bunkering of illegally refined petroleum products and lifting of diesel to wooden boats, trucks and tanker trucks.

“Several drums loaded with stolen diesel and two trucks waiting to load petroleum products, among other equipment were seen at the site.

“Five suspects, including the driver and three conductors of the trucks were arrested, while others fled the scene on sighting advancing naval operatives,” he said.

The Navy chief, who said that investigations were on going to identify sources of the product and those who patronise the site, stated that the suspects were currently been questioned to disclose identity of the site operators, and also to unravel how the site operated in the area without detection.

He said, “Navy operatives are currently trailing some individuals who have been identified as sponsors and owners of the illegal bunkering site,” he maintained.

Ibrahim, while urging oil thieves to desist from sabotage of oil and gas installations, assured the navy would continue with its 24 hour patrol and community-based intelligence gathering strategy.

The commander called on the public to continue to provide the navy and other security agencies with timely information to enable it rid the region of oil thieves and pipeline vandals.

The planned probe of the recent promotions in the Police by the Senate Committee on Police Affairs is as a result of allegations of lopsidedness in the exercise, Chairman of the committee, Alhaji Abu Ibrahim, has said.

The committee is scheduled to meet on Tuesday on the allegations.

Senator Ibrahim told reporters in Abuja that Police Inspector General Solomon Arase, has already submitted the list of promoted police personnel in line with the demand of the committee.

The list was submitted to the Committee last Wednesday.

Senator Ibrahim had demanded the list of those recently promoted by the leadership of the Nigeria Police Force following allegations of lopsidedness in the exercise raised by some officers.

Those behind the allegation of lopsidedness in the police promotions claimed that the exercise was tilted against the northern part of the country.

They also claimed that the exercise lacked equity and fairness in the way and manner the promotion exercise was carried out by the leadership of the Police.

The aggrieved police officers specifically accused the Inspector General of Police of favouring police officers from southern part of the country at the expense of their Northern counterparts.

Senator Ibrahim, who confirmed receipt of the list, said that his committee met on Wednesday with Arase.

The police boss, he said, gave him a breakdown of those promoted state by state and zone by zone.

He said that the list also included police officers recently converted.

Armed with the list, Ibrahim said that he has summoned a meeting of his committee to deliberate the content of the list.

He declined to disclose the breakdown of promotions as contained in the list insisting to study it first and brief members of the Police Affairs Committee.

The lawmaker assured that after his committee might have deliberated on the content of the list, details of the list would be released to Nigerians to see.

For now, he said: “There is no cause for apprehension.”

On the 2016 budget provision for the police, Ibrahim said that the allocation of N19 billion of a total N53 billion to the Ministry of Interior is too low for any meaningful transformation to take place in the Nigeria Police.

The Katsina- born lawmaker said he is aware of some basic problems facing the police which need a lot of improvement.

He said: “Obviously, with the present poor situation of police preparedness to meet the challenges of our time, we certainly need to do something concrete and urgently if we are to overcome the everyday threat to the lives and property of Nigerians.”

The Independent National Electoral Commission (INEC) has its sight set on new technology designed for easier collation and transmission of results.

Chairman of the commission, Professor Mahmood Yakubu says INEC is determined this time around to consolidate on its use of technology for election rather than experimenting.

“This Commission will not experiment. It will rather consolidate. Technology has come to stay,” Yakubu told representatives of 30 political parties at a consultative session in Abuja.

“Not only will the Permanent Voter Cards (PVCs) and the Smart Card Readers remain, we are going to go a step higher to see if we can also deploy technology for collation and transmission of results so that we make the processes between the conclusion of elections at the Polling Units, the counting and final tally at the Collation Centre speedy and more accurate and technology driven,” he said.

INEC also plans to disallow fresh voters from taking take part in court ordered governorship re-run polls in Rivers, Akwa Ibom and Abia States as well as 79 other units across the country.

Only those who voted in the cancelled polls will participate in the re-run, The Nation gathered yesterday.

Yakubo told the party leaders: “While strengthening the Card Reader and the PVCs, which were innovations introduced in 2015, as we approach 2019, we shall move an inch higher by introducing technology in the processes of collation and transmission of results so that the processes will be faster and more accurate.

“New approaches are required to strengthen election management in the country and consequently consolidate our democracy further.

“We believe this can be best achieved by consultation with stakeholders and political parties are one of the most critical stakeholders.”

He assured the Political Parties of the continued neutrality of the Commission.

“We will remain an unbiased Election Management Body.

“All political parties have equal status with INEC,” he added.

Some of the pertinent issues the Commission sought the advice and input of the Political Parties included:

Violence in the electoral process from campaign to voting and after voting;
Inconclusiveness of elections;
Spate of nullifications of elections arising from the 2015 general elections;
.Improvement in technology deployed for the 2015 elections and new innovations going forward; and

Management of the voting process with regards to accreditation and voting.
INEC sources said that newly registered voters in the 82 districts and constituencies where bye elections are scheduled for this quarter will have to wait till 2019 or whenever there is a vacancy by reason of death.

It was gathered that the decision to bar newly registered voters from poll rerun was taken by the management to prevent rigging and litigations after poll re-run.

One source said: “As part of our preparation for poll re-run, only registered voters for the last general election will be allowed to vote.

“Those who have benefited from our Continuous Voters Registration exercise after the last general election will not take part.

“We took this decision to prevent rigging or recourse to inducement of eligible voters to register. We also do not want any distortion in the electoral process. This is a far- reaching measure to avoid litigations.

“Any candidate or politician mobilising his or her supporters to register for poll re-run is joking.”

Professor Yakubu said during the week that 82 Appeal Court-ordered elections will be conducted by INEC in the first quarter of this year.

“The first quarter of this year will be a mini general election. That is why this meeting is even more urgent so that we can discuss issues surrounding the conduct of elections so that we can have seamless, effective and conclusive processes.

“We need to put our hands together with RECs and other stakeholders to see how we respond immediately to the decisions of the courts to conduct these elections because we have a maximum of 90 days within which to do so”.

A founding member of the Peoples Democratic Party, PDP, and the party’s former Board of Trustees member, Senator Joseph Waku says it is very unfair for the former National Security Adviser, NSA, Sambo Dasuki, to be detained while ex-President, Goodluck Jonathan, who has been “a central and key figure” in the alleged diversion of money meant for arms procurement is left a free man.

Noting that Dasuki has repeatedly linked the former President to the scam, he asked in an interview with Saturday Sun, “can Dasuki do anything on his own without the consent and approval of the president and the commander-in-chief?”

The now All Progressives Congress, APC, chieftain requested President Muhammadu Buhari to order the immediate arrest of his predecessor, insisting that letting the Jonathan alone feeds the big man syndrome which he described as one of the things killing Nigeria as a nation.

His words, “Is Jonathan bigger than Ni­geria? Will Jonathan be the first former president to be investigated or quizzed over corruption? We should be able to draw a line between sentimentalism and patriotism. To me, asking Jonathan to speak out or being quizzed is an act of patriotism. Asking that he should be left alone is sentimentalism.”

While bemoaning the calibre of people involved in the $2.1bn arms fund scandal which he called a shame of a nation, Waku said, “It is very shocking and disgraceful, most especially when you look at the caliber of people involved.

“Look at the names that Dasuki has been mention ing as beneficiaries of the loot. These are people that Nigerians until now look up to with respect. Tanko Yakas sai, Tony Anenih, Haliru Bello, people who are supposed to be role models, now turning into looters. It is a big shame. I’m highly disappointed with these people.

“What does Anenih want again at his age? What does Yakassai want again at his age? It is a big shame on these two men refered to as elderstatemen, to be involved in alleged sharing and looting of funds meant to purchase arms for our troops to fight Boko Haram. These two old men should not only apologise to Nigerians, they and others that par­took in the sharing should refund the money to the national treasury.”

A five-member screening committee set up by the All Progressive Congress has disqualified a former member of the House of Representatives, Uche Ekwunife, from contesting election into the vacant seat of the Anambra Central Senatorial District.
The party selected Sharon Ikeazor, a former interim woman leader of the party, as its candidate in the election.
The Court of Appeal, sitting in Enugu, had in December declared the seat vacant and ordered the Independent National Electoral Commission to conduct a fresh election within 90 days.
The court quashed the earlier ruling of the National Assembly Election Tribunal that Mrs. Ekwunife had won the seat in the March 28, 2015 senatorial election, which she contested as a member of the Peoples Democratic Party.
The appeal was filed by the candidate of the All Progressives Grand Alliance, Victor Umeh.
Following her loss at the appeal court, Mrs. Ekwunife defected to the APC to contest the rerun since the party’s candidate in the March election, Chris Ngige, had been appointed the minister of labour.
In its report, the five member-committee chaired by Osita Okechukwu, said Mrs. Ekwunife and Mrs. Ikeazor, presented themselves for screening.
It said at the end of the exercise, it chose Mrs. Ikeazor to contest election having “fulfilled Section 4 of 2014 Guidelines for the Nomination of Candidates for Public Office and all relevant sections of the Electoral Act and the Constitution of the Federal Republic of Nigeria”.
The panel recounted that Mrs. Ikeazor was a member of the defunct All Nigeria Peoples Party, woman leader of the defunct Congress for Progressive Change and woman leader, interim national executive committee of the All Progressives Congress, as well as a member of its board of trustees.
“Her trajectory shows loyalty, perseverance and consistency to the emergence of our progressive party,” the panel said.
“In conclusion, she is qualified and therefore we recommend her for nomination as the candidate of our great party for Anambra State Central Senatorial District.”
On Mrs. Ekwunife, the committee observed that she was barely two weeks old in the APC.
It noted further, “Most importantly, our deep concern is her record which showed that she dumps political parties at will, leaving the parties in its wake factionalized – from the Peoples Democratic Party (PDP) to All Progressives Grand Alliance (APGA), to Progressive Peoples Alliance (PPA), back to PDP or vice versa and now to APC.
“She is more or less a fair-weather hen therefore her antecedent contravenes Section 4(3) of the 2014 Guideline for Nomination of Candidate for Public Office. Caution is valour.
“The score sheet in respect of the aspirants is also attached herewith for further necessary action. The committee found that Aspirant Senator Uche Lilian Ekwunife, is ineligible to seek the APC nomination for the Senatorial election.”
The committee, whose members include Abdullahi Aliyu, Bunmi Oririowo, Mary Aipoh and Garba Umar (Secretary), said, in carrying out its assignment , it enquired into the profile of aspirants, integrity and fulfillment of all the relevant sections of the Constitution of the Federal Republic of Nigeria, 2010 Electoral Act and Guideline for Nomination of candidates of our great party, the APC.
It stated, “To aid the committee in its assignment, a score board analysis of the parameters set out above was made. Members scored all aspirants on the following basis viz: BioData/Education- 20 Points; Experience (Public/Private)-20 points; Integrity and Personal Character- 40 points and Party Loyalty and Support-20 Points. The guidelines set a pass mark of 51 Points for the aspirants.”

There is a dangerous trend I have noticed in this country and I wish to appeal to all well meaning Igbo people all over the world to stand up and help to restore our image as a region. Each time I listen to Radio programs or read comments on Facebook, Twitter etc, I notice that people who appear to be defending corruption these days are mostly people from our region. We are good people and highly industrious. We were trained with high moral values, and we're taught to always conduct ourselves in ethical and professional manner. Therefore, my heart bleeds each time I see my people openly defending corruption thereby giving us bad image in the country. Abacha's son and some of the people who served under him were incarcerated for many years, I didn't see any Northerner shout witch-hunt.... I can bet you, if IBB, Atiku etc are arrested today, no Hausa person will protest. Dasuki has been held for some months now, no northerner has openly come out to protest. Over 100 members of the Shiite group were killed last month by the Nigerian military, till date I've not heard the Hausas shouting "witch-hunt" When OBJ was president, the people that criticized him the most were the Yorubas. He openly disgraced Tafa Balogun and some other prominent Yorubas for corruption and no yoruba person made any noise. Bode George was jailed some years ago and no Yoruba person shouted witch-hunt.... I can go on and on and on..... even recently Olu Falae was fingered in the arms deal scandal, and the Yorubas have not spared him. But anytime GEJ's name is mentioned for the way he mismanaged our economy, my people will jump out in his defense.... when did we loose our sense of morality to this extent When did we go this low as a people Are we now proud of evil All over the world, people are held to account for their stewardship when they leave office. Because if there are no consequences for corruption then the whole world will be like a zoo. Sadly, in Nigeria we are shamelessly supporting evil and making excuse for corrupt people. Any governor under the present administration who wins election into office should not expect any congratulatory message from President Muhammadu Buhari, the Minister of Information and Culture, Alhaji Lai Mohammed, has said.

The decision not to congratulate newly-elected governors by the president will be a radical departure from the past, especially the immediate past administration, where then President Goodluck Jonathan always sent congratulatory messages to winners of elections regardless of party affiliation immediately after announcement of results.

The practice by former President Jonathan was unprecedented and was widely hailed as being responsible for dousing tension that usually arose post-election.

Under Buhari, two governorship elections have held, albeit under controversial circumstances with one winner emerging from the president’s party, All Progressives Congress, APC, in Kogi State and the Peoples Democratic Party, PDP, emerging victorious in Bayelsa State.

On both elections, there was no statement from the Presidency congratulating the winners, leading the senator representing Bayelsa East, Ben Murray-Bruce, among others, to call out Mr. Buhari for failing to toe the line of his predecessor.

However, responding to the condemnations trailing the president’s refusal to congratulate winners of elections, especially in Bayelsa, where the PDP got a hard-earned victory, Mr. Mohammed said such messages were unnecessary and an interference in elections or their outcomes.

“This President is not in the business of interfering and intervening in elections”, the Minister was quoted as saying at a briefing with media House Bureau Chiefs in Abuja on Monday.

He explained that “What of if he sent a congratulatory message and they go to court and the election is overturned, will he call back the congratulatory message?”

“This President believes that the Presidency should be insulated from the conduct of elections and their outcomes”, Mr. Mohammed added.

He also dismissed rumours making the rounds on the social media that President Buhari will soon embark on 91 days medical leave.

Mr. Mohammed insisted that if President Buhari is going on any leave, he is not going to hide it, describing the rumour as part of campaign of calumny against the president.

The Nigeria Security and Civil Defense Corps, NSCDC, has explained why an officer of the State Security Service (SSS) cleaned the shoes of the minister of Interior, Abdulrahman Dambazau, in public.
PREMIUM TIMES had on Saturday exclusively published a 30-second video clip showing an armed security official cleaning Mr. Dambazau’s shoes at the NSCDC Academy in December.
Mr. Dambazau, who oversees the NSCDC, police, customs, immigration and prisons, came under severe criticism by Nigerians, following the release of the footage by this newspaper.
But a statement by the spokesman of the NSCDC, Okeh Emmanuel, justified the action of the security personnel and absolved the minister of blame.
“However, the news being peddled by some online media houses, alleging that the Honourable Minister of Interior LT. General Abdulrahman Dambazau (rtd) converts SSS officer to a “shoe shiner” is baseless, fraudulent and malicious.
“It is a diversionary tactics of the evil ones to cast aspersion on the personality of the minister.
“The honourable minister who was on a visit to NSCDC facilities at Sauka never beckoned on any of his aides to come and clean his shoe as alleged.
“Rather, if the “aide” carried out such a function, it means it was done voluntarily without any iota of compulsion.
“The demonstration by the SSS personnel was a mark of respect for his principal since he was not compelled to do so.
“It should also be noted that a man of the calibre of the minister, who was one-time Chief of Army Staff is entitled to aides that could help in ensuring that he looks neat at all times,” said Mr. Emmanuel.
The statement also said Mr. Dambazau is currently on a “working visit to the North-East to assess the condition of the affected victims of insurgent attacks presently at the Internally Displaced Persons (IDPs) camps in Borno, Yobe and Adamawa States”.

The District court sitting in Wuse, Abuja has heard a motion brought by Kundi Nigeria Limited concerning the refusal of former Inspector General of Police (IGP), Mike Okiro to vacate their Maitama residence. The motion asked the court to prevent Okiro, until the case is tried, from removing all the renovations due to a dispute over an alleged agreement to refund renovation costs.

Okiro said that an agreement was made between him and the Plaintiff’s late father (Dr. Mohammed Jumare, Sardannan Zazzau) who was the landlord at the time, for renovations where he will be refunded the cost of the work. Okiro’s counsel said in a correspondence that he will leave once he is paid the cost of the renovation or he will proceed to remove all the new fittings and fixtures on the property. The company said that Okiro, who was due to vacate the five bedroom duplex and three bedroom guest chalet on the 1st of November 2015, has refused to leave the residence despite being served an eviction notice.

Former Chairman of PDP's Board of Trustees, Tony Anenih, has said ex-President Goodluck Jonathan was the one who ordered the embattled ex-NSA, Sambo Dasuki, to give him the sum of N260m.

The revelation is contained in a letter he wrote to the Economic and Financial Crimes Commission.

An aide to the PDP leader, who spoke to Punch on condition of anonymity, confirmed that Anenih made the disclosure. The aide said:

“The former BoT Chair explained to the EFCC that he gave his account details to the ex-President on request, when he requested for a refund of expenses incurred while (he was) carrying out Jonathan’s instructions. Jonathan passed it (account details) to Sambo and Anenih was paid the sum of N260m.

“The former PDP BoT chairman also explained to the anti-graft agency that apart from the N265m he gave to Chief Olu Falae, Senator Rasheed Ladoja and Alhaji Tanko Yakassai, he also gave N25m to a former Deputy Governor of Sokoto State, and another N35m to a delegation of leaders from Katsina State.”

Anenih reportedly wrote in the letter that he also incurred additional costs when he led other members of the PDP BoT on a nationwide tour to reconcile aggrieved and feuding members, following instructions given to him by Jonathan.

He noted that the money he spent on hiring private jets and other logistics was yet to be refunded to him.

The aide added, “Although most of the expenditure was incurred on the instructions of the former president for special political assignments, only N260m was refunded to Anenih by the former president.

Bauchi State Police Command spokesperson, DSP Haruna Mohammed in a statement said the gunmen stormed the village and abducted Hajiya Suwaiba who is the wife Yusuf C.Nuhu,member representing Lame constituency in the state House of Assembly.

He said Police patrol teams rushed to the scene but the gunmen had fled before their arrival.

He however said that seven 7.62 mm calibre expended ammunitions were recovered at the scene by the police.

Mohammed added that efforts are being made to rescue the victim and apprehend the fleeing suspects.

He therefore urged members of the public not to relent in providing useful information to the police and other security agencies that could lead to the arrest of fleeing suspects.

Meanwhile, a family source who spoke to our reporter on telephone said that the gunmen came to the lawmakers' house some minutes after 10 pm on Friday shooting sporadically into the air.

The source who pleaded anonymity said that the gunmen broke into the house and abducted the woman together with a 12 year old boy.

He added that the boy was later released by the gunmen around 1am giving him an Airtel phone number which they said should be used to contact them.

Daily Trust learnt that the lawmaker was also kidnapped about a year and half ago and an undisclosed amount of money was paid to rescue him.

According to him, the ransom money was taken to Kaduna when the lawmaker was abducted and spent 11 days in the hands of the kidnappers and was found at Maiturare, a village located along Toro-Bauchi road.

If left unchecked, it could result to something else. I wonder if he couldn't illustrate another way other than licking her sweat.

There is this pretty little SS2 girl that lives in my street. Last week she was coming back from school alongside two of her classmates. I noticed that the two other girls were laughing hard and making jest of her while she was vexing to the extent that she quickned her pace and left them behind.
I cared to ask one of the girls why they are laughing and stressing her and the answer I got perplexed me: that their biology teacher tasted her sweat in the classroom! That the man was teaching them something about the skin, sweat glands and the fact that the sweat of a healthy person should taste salty. To demonstrate his point the teacher strolled to her table, took style and scooped some sweat from her forehead with his index finger and then, to their amazement, he dipped the finger in his mouth and licked everything. Na there class scatter with laugh!
It sounds weird and I keep wondering why the teacher should behave that way. Is it proper and what could be his motive?

The International Republican Institute (IRI) and African Union (AU) team which observed the just concluded Bayelsa State governorship election have recommended simultaneous accreditation and voting in subsequent elections in Nigeria. The foreign observers, who addressed journalists in Yenagoa on their findings before, during and after the election, said the system should be encouraged because it reduced time wasting and enhanced credibility of elections.
Spokesperson of the groups, Yoliswa Yvonne Hudson, also urged the federal government to use the services of Nigerian Air Force to provide helicopters to distribute materials for elections to avoid diversion by thugs. The groups also urged the federal government and INEC to involve the Nigerian Navy more on elections in riverine areas. They lauded the use of card readers, saying it checked excesses. They further urged INEC to employ ad hoc staff based on maturity and experience.
