A medical practitioner, Dr Godwin Uwaoma, said on Thursday that girls in Aba, Abia engage in active sexual activities from the age of 10, raising higher chances of contracting HIV.
Uwaoma, the Chairman of the Thematic Working Group at the Nigerian Faith Based Advisory Council for AIDS (NFACA), told the News Agency of Nigeria (NAN) in Aba that a 2014 research revealed the development.
He said that the study was conducted to find out the awareness of preventive measures among youths in the secondary schools for the Department of Public Health at the Imo State University.
“We discovered that some girls in Aba start sexual activities at the age 10 to 12 and that at the age of 12, girls in Aba have “regular boyfriends” with whom they agree to have sex regularly.
“This was not known before. Usually HIV prevention was targeted at age 15 upward but we now know that before 15 they have become sexually active.
“And there is a lot of difference between when you are forced into it and you remove yourself thereafter and when at this age you now have a regular partner.
“That was what we discovered and it is not normal but an aberration but obviously the fact is there,” he said.
At a lecture organised by the Aba chapter of the Nigerian Medical Association (NMA) to mark their week, Uwaoma called for prevention rather than cure which was unavailable for HIV cases.
He urged the students to desist from watching pornographic films.

A member of the Ogun State House of Assembly, Honourable Harrison Adeyemi, has given a clue how fraudsters operating in the thicket of the forest of Obafemi Owode Local Government Area (LGA), Ogun State, lured him to their den.
Adeyemi representing Ogun waterside State Constituency who assisted the Assistant Inspector General of Police in charge of zone 2, Mr Abdulmajid Ali, and Operatives of the Ogun State Police Command to burst the fraudsters’ den at Siun area of the LGA, on Wednesday said he was duped by the operators of the den.
Two people were arrested in connection with the den while the lawmaker is believed to be their latest victim, having lost N15,000 to them.
Narrating his ordeal in their hands, the lawmaker told reporters that he got airtime worth N1,500 through a text message from one of the fraudsters, but returned it to sender.
“They told me they are ‘Agbomola’ and they could assist me. But I ignored them. They were persistent and I decided to visit them.
“But when I got there, I discovered it was all scam. But I played along with them, they told me to drop money at each shrine point, and I had to drop N1,000 each at 15 points, they introduced to me,” he said.
According Albdumajid Ali, the fraudsters allegedly persuaded the lawmaker to bring another N40m and a lady when next he visit the site.
And when they did not see him after some weeks, they started pestering and threatened him.
Ali added that the fraudsters had been in the business for sometime before they were caught.
He said: “we have got a lot of report about them. And we decided to swoop on them, two of them were arrested and others are at large. “

Less than 24 hours after Finance Minister, Kemi Adeosun, revealed how revenue-generating agencies engage in “high level corruption” especially the Nigerian Customs Service (NCS), which she described as “cohesive crooks hard to break,” Senate has commenced investigation into its activities.

The Senate Committee on Customs and Excise also dropped hints that after the Customs’ probe, it would beam its searchlight on the ports.

Nigeria’s Upper Legislative Chamber has given Customs 48 hours to provide records of waivers since 2013 and also details of how it handles seized cigarettes and alcohol, record of auctioned overtime and seized cargoes.

On Tuesday, the minister said revenue-generating agencies are frustrating government with “non-remittances” which she described as a big issue.”

Regardless, Senate, through its Committee on Customs and Excise, chaired by Hope Uzodinma, has launched a comprehensive probe into Customs’ activities with the hope of blocking revenue leakages and enhance generation.

Specifically, the committee has asked the NCS Comptroller-General, Col. Hameed Ali (retd), to submit the records of all waivers granted in the last three years, value of the waivers, detailed record of sugar levy and other details of revenue accrual.

The committee gave the Service till October 28 to submit the documents and answer all the queries.

It also sought to know how the seven per cent Negotiable Duty Credit was managed and how the Service handled seized cargoes and overtime cargoes.

Uzodinma expressed displeasure at the inability of the Service to collect duty from oil companies, promising that a legislation to review the law would be initiated.

Uzodimma, during an oversight visit to the NCS headquarters in Abuja, said the Service should generate enough revenue to fund the nation’s budget.

He expressed displeasure at a report by the Ministry of Finance, which indicated that the NCS had generated less than N400 billion so far in 2016.

The committee chairman explained the rationale for the probe.

“We are looking into the operations of Customs Service; looking at the areas of revenue generation and possible leakages with a view to finding solutions.

“We have done detailed work and we have established contacts with all commands under the service.

“All we are interested in is to evolve a robust framework that will help the NCS earn more revenue.

“We want to create a situation where the NCS will be able to fetch the country the kind of revenue we are looking for from non-oil sector,’’ he said.

Commenting on the revelation that the Service could not access some oil companies for payment of levies, Uzodinma said, it was part of the impediments that require enabling laws.

In his remarks, Ali, assured that the Service would fully co-operate with the committee, directing his officials to provide the panel with all the information and documents it required.

On how revenue generating agencies are frustrating the government, Adeosun on Tuesday, told the Senator John Owan Enoh-led Finance Committee that: “non-remittances by the revenue-generating agencies is a big issue. We have done a lot of work on it. We are auditing about 31 of the agencies and what we found was very shocking, it was very, very shocking. That is the only way to describe it.”

Police arrest eight suspected kidnappers in Lago

The police in Lagos State have arrested eight suspected kidnappers in the Ikorodu area of the state.

Our correspondent learnt that the suspects, from whom two AK-47 rifles were recovered, were arrested in a hotel – De Sholly – in the Gbaga area of Ikorodu.

The eight suspects are Martins Kowei, Lawye Ropo, Pleasure George, Bamidele Blessing, Monday Lucky, Saby Ogandi, Hope Hammed and Monday Uyakumoh.

A police source told our correspondent that the suspects were rounded up around 11am on October 17.

He said, “Upon the information we received on that day that some hoodlums, suspected to be kidnappers and armed robbers, came to lodge at De Sholly Hotel, and planned to kidnap unknown victims, the police from the Area N Command, Ijede, went to the scene and the suspects were arrested.

“The suspects were arrested with a Toyota Camry with number plate, SMK 108 DP. The suspects have given useful information and confessed to robberies in the Ijebu Ode area of Ogun State, as well as in the Lekki area of Lagos State.”

The Lagos State Police Public Relations Officer, SP Dolapo Badmos, confirmed the arrest, adding that investigation was ongoing.

Customs officers kill motorcyclist, arrest protesting brother.

There was a breach of the peace at Mosalasi bus stop, Alagbado, Lagos State, on Thursday, during which operatives of the Nigeria Customs Service, shot dead a 25-year-old commercial motorcyclist ( okada rider), Saheed Omotosho.
Saheed’s elder brother, Rasheed Omotosho, was also said to have been beaten up and arrested by the customs officers when he protested that the victim was allegedly killed unjustly.
PUNCH Metro learnt that the NIS team had chased a vehicle loaded with suspected smuggled bags of rice on the Lagos-Abeokuta Expressway.
They were said to have impounded the vehicle from the smugglers at the bus stop. As the team made to go with the contraband, some hoodlums reportedly stopped them, and started offloading the rice.
It was gathered that the officers called for reinforcement, which after arriving started shooting sporadically. The development made okada riders and others in the area to flee.
An eyewitness, Adeniyi Obanisola, told PUNCH Metro that bullets ripped through Saheed’s back while he was running to safety.
He said, “Saheed was shot dead by the officers. He had a wife, who is pregnant. His elder brother was bitter that they killed his brother. They beat him up and took him away.”
When our correspondent visited Agas Street, where Saheed lived, his pregnant wife was said to have been moved to a relative’s residence in Sango.
Policemen were also seen patrolling the area while aggrieved friends of the deceased made bonfires on the road.
A source told our correspondent that name tags were not attached to the uniform wore by the customs operatives, adding that they fled the scene, leaving the victim in a pool of blood.
“But the picture of one of the customs officers was taken at the scene,” the source added.
Another witness, Muftau Oladosu, said the NIS officers intensified the shootings when the Divisional Police Officer of the Alakuko Police Station led his men to the scene to restore peace.
“The DPO tried to talk to them but they continued shooting and left with the seized bags of rice,” he said.
The Chairman, Itesiwaju Motorcyle Park, under which Saheed operated, Wasiu Ibikunle, condemned the incident, saying the government needed to check the excesses of customs officers.
He said, “They didn’t see any contraband with the victim. Why will customs men be intimidating us with guns when we are not smugglers? Government needs to caution them.”
The Lagos State Police Public Relations Officer, SP Dolapo Badmos, who confirmed the incident, said the command had commenced investigation to ascertain the identities of the killer officers.
She said, “The report is that in the early hours of Thursday, some customs officers trailed a vehicle . In the process, they started shooting. One Saheed Omotosho was shot dead.
“The deceased’s brother was taken away to an unknown destination. The corpse has been taken to a morgue. Investigation is ongoing into the matter.”
The spokesperson for the NCS, Federal Operations Unit ‘A’, Ikeja, Jerry Attah, said, “Our operatives gathered information that three vehicles were loaded with smuggled rice and ammunition, with a particular reference to a Gulf Vento.
“The smugglers incited a mob attack on the customs officers. They were towing the vehicles with the content inside before the mob attack.
“The attackers were in their numbers with machetes, guns and other weapons. Our men later overpowered them, towed away the gulf car and arrested a smuggler. There was no casualty; nobody died.”

EPIDEMIC OF DIVORCE

More than 30,000 broken and failed marriages were recorded in Badagry area of Lagos State between January and September 2016, an NGO, Family Reloaded Organisation, said on Wednesday.
The organisation’s Coordinator, Mrs Sesi Sebinun, told the News Agency of Nigeria (NAN) in Badagry, Lagos, that the major cause of broken homes in the area was negligence of duties from both parties.
“There are so many broken homes in Badagry and the number is going to increase if urgent steps are not taken to address the situation.
“The husband fails to see that he is the man of the house while the wife isn’t submissive and these cause friction in the house.
“The children suffer this because of the psychological effect on them, so, both parties must learn that building a home takes team work by both parties,’’ she said.
She noted that violence in marriages was due to impatience from the two parties.
“Impatience and lack of understanding between both parties are the major causes of violence in marriages because they do not have the will to tolerate each other.
“We must learn each other’s flaws and tolerate them instead of getting angry at little things,’’ she said.
She advised people to make use of social welfare services to address issues in their marriages.
“Many people are not aware that there are organisations that provide services to people whose marriages are in trouble.
“You don’t have to wait till when things are damaged beyond repair before seeking help from social welfare service and customary courts to rectify things,’’ she noted.
She advised couples to pray regularly for their marriages.
