ADDRESS BY HIS EXCELLENCY, THE EXECUTIVE GOVERNOR OF PLATEAU STATE, RT. HON. (DR) SIMON BAKO LALONG, KSGG, ON THE UPDATE OF TOTAL LOCKDOWN OVER COVID-19 PANDEMIC, HELD ON 17TH MAY 2020.
1. Fellow compatriots, I address you again in continuation of our collective fight against the Corona Virus disease commonly referred to as COVID-19.

2. In my last address of April 30th 2020, I indicated that we shall continue to observe the total lockdown from Midnight of Thursday to Midnight of Sundays throughout the State.

3. In addition to other measures taken earlier, I also informed you that we shall continue to restrict inter-Local Government movements to further curtail the spread of the disease which was first recorded in the State on 23rd April 2020.
4. Since then, the State has recorded more cases of COVID-19 that rose to 33. This necessitated us redoubling our efforts to checkmate community spread by aggressively conducting contact tracing, isolating suspected contacts, and treating the infected.

5. As at today, we have successfully treated and discharged 10 infected persons including the index case who have all been reunited with their families. The other 22 infected persons are still undergoing treatment and in stable condition. Sadly, one suspect whose sample was taken died yesterday before his result was returned positive.

6. We have continued to quarantine suspected persons that come in from other States at our designated facilities to ascertain their status over the mandatory period of 14 days. As at today, we have 255 persons in our various quarantine centres.



7. At this point, I must appreciate the support and cooperation that most citizens have demonstrated during this trying moment. The level of compliance has been appreciative, despite the inconveniences that this pandemic has exposed us all to.

8. However, the major challenge we have continued to face is the breaches at our State boundaries where people continue to violate the closure order through compromise or resort to illegal routes.

9. This has exposed the State to more dangers of COVID-19, as virtually all the cases we have recorded, originated from other States and were imported by people who defied our directives and entered the State at all costs. This is indeed sad.

10. During my visit to our State boundaries at Forest- Hawan Kibo; Ganawuri-Manchok; and Jingre-Saminaka, I again warned that those compromising our collective security will not be allowed to prevail as Government was more than ever determined to put an end to the flagrant disregard for directives.

11. Fellow citizens, as a Government that is people driven and desirous of carrying everyone along, we have noted the concerns raised in respect of the need to have more room for people to secure services such as banking which were limited because of the existing lockdown schedule.

12. In order to address these concerns and further strengthen our efforts at combating COVID-19, Government has reviewed some of the guidelines with the following decisions:

i. With effect from 17th May 2020, the total lockdown will resume from midnight of every Sunday and be relaxed on Wednesdays 12 midnight.

ii. This will henceforth be the pattern until further review. In order words, the total lockdown is relaxed on Thursdays, Fridays, Saturdays, and Sundays; while Mondays, Tuesdays, and Wednesdays remain totally locked down.

iii. Restriction on all inter-local Government movements shall continue to apply except for those on essential services as earlier enumerated.
iv. The use of facemasks in public places remains compulsory, and anyone found not using one outside his home would be arrested and charged to the mobile court.
v. To ensure better enforcement and compliance, Government will henceforth enroll some of its civil servants for the exercise. Accordingly, the Head of Service has been directed to immediately deploy civil servants from grade levels 10-14 to various points across the State.
vi. Local Government Chairmen are to also replicate same in their domains to ensure effective coverage of the entire State.
vii. The ban on all illegal markets such as the Sunday markets on Ahmadu Bello Way, Bukuru and environs shall remain in place indefinitely, while Social joints, Nightclubs, drinking parlours are to remain closed.

viii. The Faringada Market continues to defy all guidelines for social distancing and sanitation, and poses potent threat to our efforts to defeat COVID-19. Therefore, the market will be shut down until the trader unions and the Management of Jos North Local Government come up with an acceptable model for regulation that poses no risk to public health and safety.
ix. Religious gatherings shall continue to have not more than 50 persons, while social distancing, hygiene and sanitation regulations shall continue to apply.
x. All these decisions are without prejudice to the overnight curfew instituted by the Federal Government from 8pm to 6am.

13. Fellow compatriots, the Government remains fully aware of the collective hardship that this situation has brought upon us all particularly the most vulnerable. Already, the distribution of palliatives to this category of people has continued throughout the State.

14. In the coming weeks, more palliatives from the Federal Government and the private sector donor initiative, CACOVID, shall be received to boost the efforts of the State Government.

15. Let me at this moment thank the various individuals and corporate organisations that have contributed to the Plateau COVID-19 Trust Fund both in kind and in cash. We have realised almost 100 million naira in donations and I re-assure you that we shall deploy it transparently.

16. In particular, I wish to appreciate the Speaker and Honourable Members of the Plateau State House of Assembly for donating 50 percent of their May salaries to the COVID-19 Trust Fund. The Chairman and Members of the Plateau State Council of Traditional Rulers and Emirs also donated food items to the fund. We are very grateful.




17. On the profiling and return of Almajiris children, which commenced on 26th April 2020, we have made a lot of progress. So far, we have returned a total of 601 Almajiris to their States of origin to be tested, reunited with their families and properly cared for. The States include Kaduna (38), Bauchi (419), Kano (92), Jigawa (47), Gombe (5),

18. We have also received (119) Almajiris from other States. We received (108) from Nasarawa State and (11) from Gombe State, who have been profiled, and tested. Out of this number, only one (1) tested positive to COVID-19 and is receiving treatment in one of the isolation facilities. The rest have been reunited with their families.

19. Within the State, we have profiled 36 Almajiris who are indigenes of Plateau State and have been tested and returned them to their families. 25 are from Quan-Pan, while 11 are from Wase Local Government Areas.


20. Let me again stress that the decision to carry out this evacuation was a collective one taken by Governors of the 19 Northern States during the meeting of the Northern Governors Forum in order to guarantee the safety of these children who were exposed to many dangers, including COVID-19.

21. It is disheartening that this noble and bold decision is being politicized by a few people who although claim to abhor the Almajiri system, choose for reasons best known to them to play to the gallery by pretending to be fighting for the human rights of these children.

22. For the avoidance of doubt, the Northern Governors are collectively committed to ensuring that all the Almajiri children returned to their States are profiled and tested for COVID-19 and other illnesses. Those who are positive are treated before being reunited with their families. At the end of the day, all Almajiris will be integrated into the society seamlessly.

23. Additionally, their education and well-being will be handled by their States, which will bring to an end to the infamous Almajiri system, which has become a social challenge. We again appeal for the understanding and support of all stakeholders. Happily, reports from all the States show that the children are excited to go back home to the warm embrace of their families.

24. On a sad note, I wish to register my deep personal condolences and that of the Government to the family of Rinji Peter Bala who was shot by security personnel attached to the Operation Safe Haven along Zaria Road on 12th May 2020. I have already ordered a probe and I urge for calm as the law takes its cause. Justice will be done.

25. Similarly, I also sympathize with victims of attacks in some communities of the State such as in Bassa Local Government, perpetrated by criminals who are taking advantage of the COVID-19 lockdown.


26. The gruesome murder of Dr. Nandi Drenkat, a Senior Lecturer at the University of Jos and the kidnap of his daughter is totally condemnable. We condole with his immediate family as well as the management, staff and students of the University.

27. I am glad to report that following the quick response of security agencies in conjunction with the Hunters Association, the kidnapped daughter of the lecturer was rescued alive. Sadly, one of the gallant members of the Hunters Association, Muhammadu Sani made the supreme sacrifice as he died of gunshot wounds from the criminals. We send sincere condolences to his family and pray for the repose of his soul.

28. Let me assure all citizens that we are working with security agencies to fish out these criminals and ensure they are punished. Already, security forces has arrested a suspected mastermind of kidnappings around the Eto-Baba, Bauchi Road general area who is currently undergoing interrogation. I also urge the citizens to continue to be vigilant and report every suspicious activity.
29. We also lost a member of the Committee on the evacuation of Almajiris in the State, Alhaji Sabo Umar Shuaibu who has worked tirelessly to ensure the success of the exercise. Again, we sympathize with his family and pray for the repose of his soul.

30. Finally, I call on all citizens to shun stigmatization and discrimination as well as the spread of fake news that represent major challenges to the fight against COVID-19.

31. With the measures taken so far, the pandemic has been largely tamed in the State. With a little more effort, we can ensure that we eliminate new infections and transmission.

32. Thank you and may God bless Plateau State, God bless the Federal Republic of Nigeria.

ADDRESS BY HIS EXCELLENCY, THE EXECUTIVE GOVERNOR OF PLATEAU STATE, RT. HON. (DR) SIMON BAKO LALONG, KSGG, ON THE CONTINUATION OF TOTAL LOCKDOWN OVER COVID-19 PANDEMIC, HELD ON 30TH  APRIL 2020.
1.  Dear citizens of Plateau State, you will recall that I addressed you on Thursday 23rd April 2020 to update you about our efforts in curtailing the Corona Virus disease otherwise known as COVID-19.
 
2.  In that address, I announced the relaxation of the total lockdown from Midnight of Thursday 23rd April 2020 to 12th Midnight of Sunday 26th April 2020 to enable people again re-stock their homes. Accordingly, the total lockdown resumed this Monday 27th April 2020.
3.  As you are aware, the National Centre for Disease Control (NCDC) confirmed the first case of COVID-19 in Plateau State on 23rd April 2020. Immediately this development was conveyed, Government activated its response mechanisms to treat the patient who was already on isolation.
 
4.  Thereafter, health officials began contact tracing towards halting further spread and infection. This has largely been carried out with 19 contacts traced and isolated while the index case remains in isolation for treatment and is in good condition.
 
5.  Fortunately, the results of all the 19 contacts associated with the index case have been received and all of them are negative.
 
6.  Regrettably, the Government discovered the unfortunate leakage of a test result conducted at the COVID-19 Laboratory of the National Veterinary Research Institute Vom, which found its way to the social media.
 
7.  This unprofessional conduct is being investigated thoroughly and anyone found culpable will be dealt with accordingly. We have equally reached out to the affected persons and their families to reassure them and mitigate the situation.
 
8.  Having received report of a suspected case in Enugu State said to have travelled to Plateau recently, we have since identified the contacts associated with the person and 12 people who might have had contact with the index case have been put on isolation and their samples taken. Results are being awaited.
 
9.  In addition to this, the results of other suspected cases are being awaited, while the results of 65 other suspected cases earlier sent for investigation were received today, which all returned negative.
 
10.                Dear compatriots, with the COVID-19 index case confirmed in Plateau State, we certainly have to redouble our efforts at combating the pandemic by cutting off community transmission and blocking more imported cases.
 
11.                The only way we can do this is to encourage and sustain preventive measures, which cannot succeed with stigmatization and discrimination. Like I have said repeatedly, Corona Virus is not a death sentence and scientific evidence suggests that there is high survival rate among those infected.
 
12.                I appeal to citizens to avoid stigmatizing people who are either quarantined, suspected or confirmed to have the disease. While we take all necessary measure to remain safe, we must not subject people to psychological torture, which has devastating effects on their health and capable of discouraging future tests.
 
13.                Further to the efforts at combating COVID-19, Government has taken the following decisions:
i.               The total lockdown which resumed midnight Sunday April 26th 2020, shall be relaxed from Midnight of Thursday 30th April 2020 to  Midnight of Sunday 3rd May 2020 to enable people again re-stock their homes. Thereafter, the total lockdown will resume on Monday 4th May 2020.
 
ii.            This will henceforth be the pattern until further review. In order words, the period of restocking will last from Midnight of every Thursday to Midnight of every Sunday.
 
iii.          In addition to the total lockdown which closed movement in and out of the State, and in order to curb community spread of COVID-19, Government has decided to close all intra-State borders with effect from 4th May 2020. Consequently, there shall be no movement from one Local Government to another even during the period when the total lockdown is relaxed, except for those on essential services as earlier enumerated.
iv.          Farmers are strongly advised to farm within their localities and Local Government Areas to avoid breaking this order. These measures are necessary in order to curb community transmission of the disease and make contact tracing easier.
 
 
v.            The profiling and return of Almajiris has commenced and shall continue until the last Almajiri is relocated. On 26th April 2020, the first batch of 279 Almajiris were evacuated. Out of this number, 243 were sent home to their States of Bauchi, Kano and Kaduna, while 36 were sent to their Local Governments in Wase and Kanam.   
 
vi.          Starting from 4th May 2020, all citizens shall be required to use facemasks in public places in addition to observing all hygiene and social distancing regulations.
 
vii.       In line with the Mr. President’s pronouncement, there shall be overnight curfew from 8pm to 6am effective 4th May 202. Only people on essential duties are exempted from this directive.
 
14.                Fellow compatriots, the Government remains fully aware of the collective hardship that this situation has brought upon us. No one, including those holding public offices are immune from these challenges. That is why we must exercise more patience and resilience as we work together to defeat this pandemic.
 
15.                Already, the measures put in place to reduce the hardship among the most vulnerable have commenced with the distribution of palliatives to orphanages, people living with disabilities, and the elderly, which kicked off on Saturday 25th April. This exercise will continue with other groups up to all the Local Government Areas.
 
16.                While Government is doing everything possible to expand the number of beneficiaries, members of the public, especially those who have the means are strongly encouraged to also initiate personal interventions by reaching out to the needy within their communities.
 
17.                We should also avoid spreading fake rumours and unsubstantiated information about palliatives, which is capable of misleading the public and putting them under unnecessary tension at this very sensitive time. Those who are in this habit are hereby warned to desist, as they will be held responsible for their actions.
18.                The Deputy Governor who chairs the palliative committee and his team are working assiduously to ensure that this distribution is carried out in a transparent, equitable and successful manner. I have confidence in their capacity to deliver and they need our support and prayers.
 
19.                There will be no discrimination of any kind in this exercise. Nevertheless, members of the public are free to report any case of abuses directly to the Deputy Governor or myself for immediate action.
 
20.                Government is also concerned about the impact of the Corona Virus pandemic on the education sector. That is why I directed the Plateau State Universal Basic Education Board to commence the implementation of the UNICEF EDUCATION CAN NOT WAIT INTIATIVE (ECW) to enable our children learn at home.
 
21.                At the moment, learning has started with Television and Radio lessons for children in Mathematics and English transmitted on the Plateau Radio Television Corporation from 9-11am weekdays. In addition, we have produced simplified study materials that are being distributed to children especially in rural areas that may not access Radio and Television services. 
 
22.                In addition, Government is partnering with U-LESSON Education, one of the new Education Technology Company in Nigeria founded by one of the illustrious sons of Plateau State, Mr. Sim Shagaya that will offer online science education to secondary school students.
 
23.                Let me reiterate that the breaches in our inter-State borders remain a major challenge to our efforts at combating the virus. With the ban on non-essential inter-State passenger travel by the President, it has become imperative that more radical measures be put in place to curb illegal infiltrations of our borders.
 
24.                We are strategizing and re-inforcing the borders especially illegal routes. It is important to warn that stiffer penalties and actions will be applied to violators no matter their Status.
 
25.                Those who aid and abet this illegality, including Government functionaries should be ready to face the full wrath of the law. I also remind the public that all guidelines earlier issued remain in force as the mobile courts are on duty to try offenders.
 
26.                Finally, I wish to register my appreciation to the entire citizens of the State who have shown tremendous understanding and commitment to supporting our administration in responding to the Corona Virus pandemic.
 
27.                You have demonstrated that it is our battle which we must all fight together. God willing, we will surely win.

I did not study education in the university though I love teaching so much. As I explained to my current employer that the reason I studied chemical engineering instead of chemistry education was so that I could have scholarship as I would have naturally not been able to go through university without some form of financial aid. I did one year internship in my field relating to oil sector but when I was to go for NYSC I decided I needed an education experience to add to my options of surviving after NYSC, incase oil job was not coming. I chosed a state that depends purely on education - Osun - as my first choice and was posted there for NYSC. Next thing was that I needed where I would really work and have the experience. Luckily enough I was posted to a private school where I served as a chemistry teacher: though I taught other sciences. I worked. I took the work serious. I learnt from those that studied education. I digested the handbook NYSC gave to prepare corps teachers. I needed an experience that would easily give me teaching job after NYSC. The effort yielded when my proprietor gave me an offer immediately after NYSC with an accomodation. I rejected the offer because I needed to move to an environment that my business and private engineering practice can sell, even as I work a a school teacher. Next one was when I was shortlisted for NPower scheme as an N-Teacher. I treated the offer with lack of interest since I knew we would be posted to public schools where teachers gain free money without challenging themselves with great tasks to develop themselves for the future. If my NYSC were to be in a public school I wouldn't have gotten the experience I got. I needed another private school that would give me more exposures to build on what I had - especially in practicals, and systematic teaching pedagogy. I didn't go for the NPower verification/deployment. I dropped applications in various private schools and was called by one on December. The aptitude test questions were pure education questions: bothering on learning domains, classroom management, pscychology of secondary school tenagers, evaluation methods, ethics of teaching profession, lesson note and lesson plan etc. I performed excellently and was invited for interview/microteaching which I performed so well and now I have been given the offer. This school is the ideal place I have wanted to grow a career in teaching. When I was to be given the offer, the proprietor asked why I didn't study education. Which I explained. He now asked how I intend growing in the career with no certificate as an educationist. I swiftly answered that I intend to make it up through mentorship and continuing eduction (PGDE) and he said the school would bear the cost of training me. So I want to encourage everyone: give your best to whatever life offers you for you do not know which one will be your source of open door. I love teaching. That is where my passion lies.
am just like u. I read computer engineer bt i enjoyed tutoring my colleague back then in school and i found love in teaching. Hv bn posted to a school 4 npower prog while till working in a private sch. It all joy. Have bn paid #tongue out.The important thing is to put in ur best. Door will open.
