I was actually going to edit my post after a friend of mine who is a police officer brought my attention to the new Police Service Commission Act.
With the new PSC act. DSCs can stay in office after the appointment of a new IG.

The only issue here is that the new IG was their junior, so we are waiting to see how this plays out.
But the PSC Act permits them to stay till their actual retirement

The money was is security vote, the security vote is to be paid to the state government, the money was diverted and never even got to the state.
The real question should be, how come the state didn't receive the security vote yet they kept quiet?
