Should the Senate go with the minority votes?

So if over 90 senators vote for a law and about 15 votes against the law they expect the Senate to go with the 15 votes?
I am trying to understand these people but it's completely impossible.
What should the president do?
Refuse to sign sign because of 15 senators out of over a hundred?
I think lack of education is the major problem here.
The people who are fighting to take over power do not understand the constitution of the country they want to take over.
