based on my experience, my redmi 6 pro is a chinese version, and like you I ordered it from jumia last two years.
you'll see lots of chinese writings and their apps like wechat. most of the system apps and app stores will be in chinese, the default browser, music and video apps will have chinese advertisements. I had to install google apps separately cos by default you won't have google play services. it being a chinese version dosen't mean you can't use it, infact I enjoyed mine after I succeeded in installing google play services as I was able to use play store to download my favourite apps.

In Enugu where I reside, we use prepaid too. when we go to recharge, we are normally given a payment invoice that is printed; this can be submitted.
The essence of the utility bill is to have a verifiable address of the customer and noting else, therefore, if you have any other document with a verifiable address imprinted on it, then you are good to go with it.

seriously, I learnt they do in some cases as narrated by my friend, the nepa bill I used isn't mine so am in the address in that nepa bill now waiting for them. they said it takes 24 to 48 hours.
