Nigeria unveils multi-billion dollar gas sector investments Abuja (Platts)--24Mar2011 ABUJA — Nigerian President Goodluck Jonathan said Thursday his regime's planned multi-billion dollar gas project will create over 500,000 jobs and eventually end gas flaring, or burning off, in the major oil-producing nation. Jonathan said the implementation of the plan "will result in about $25 billion worth of investments in gas processing, transmission and downstream gas utilisation projects," a statement from his office said. "In total, this initiative will result in over 500,000 direct and indirect jobs from construction, logistics, hotels and hospitality services, fabrication, banking and above all, agriculture," he added. The Nigerian state oil firm NNPC has signed a memorandum of understanding with partners for petrochemicals and fertiliser plants, including Jeddah-based Xenel, India-based Nagarjuna and US giant Chevron, the statement said. The project includes the establishment of a central gas processing facility, a huge petrochemical plant and two fertiliser plants, the statement said. "This agenda sets the tone for the final elimination of gas flaring in Nigeria as the markets created provide a sink for all currently flared gas," Jonthan said. Nigeria's proven gas reserves are officially put at 187 trillion cubic feet, estimated as the world's eighth-largest, but much of them are currently flared, in part because of a lack of infrastructure to capture and use them. The government wants to use gas reserves to fire new power plants to address its electricity supply problems, with outages daily occurrences in Africa's most populous nation, and to increase liquefied natural gas exports. Jonathan commended investors from Saudi Arabia, India, Italy, United States and Nigeria who have signed on as stakeholders in the implementation of the gigantic gas project, the statement said. The Dismantlement Of The Monolithic And Homogeneous Northern Nigeria Written by Anthony Okosun Back in the day, the geo-socio-political territory known as Northern Nigeria had a legendary reputation, as one solid, indivisible, homogeneous and cohesive political unit. Alas, that was then. As now known by every politically sagacious, astute and savvy Nigerian, things have fallen apart in Northern Nigeria. Indeed, the mythical old North of the Sir Ahmadu Bello era has crumbled. Northern Nigeria is now as united, I mean, as disunited as Southern Nigeria. Can anyone imagine a Southern Nigeria rolled into one consolidated and gargantuan political unit comprising the Yorubas, Ibos, Edos, Ijaws, Ibibios, Efiks and all the other ethnic nations in Nigeria’s South South; laying a claim to being a homogeneous political territory ? Oh well, that was the dummy, the folks behind the myth of a homogenous Northern Nigeria, attempted to sell to the rest of us. In recent time, we have witnessed the emergence of very many political, power and interest groups in Northern Nigeria. Every group claims to represent the Northern Nigeria. These varying groups all claim to have the mandate to represent and therefore present the position of the North on issues regarding the interest of Northerners vis a vis political and power issues in the comity of Nigeria’s regional political blocks. Among the political power cabals in Northern Nigeria are the Arewa Consultative Forum, ACF; the Northern Political Leaders Forum, NPLF; the Northern Stakeholders among many others. The concept of one Northern Nigeria was actually always a myth. The concept had no basis in fact, history, culture, language, religion and in logic. Northern Nigeria was never one monolithic and homogenous political terrain. Those who took advantage of and benefited from that false assumption have tried the best they could to sell that dummy; however, the falsity of that grotesque assumption has now been unraveled by present political realities. The British imperialists originally knocked together various ethnic nations, north of the rivers Niger and Benue confluence and labeled it, Northern Nigeria. This labeling was simply for administrative convenience. The British political usurpers, economic bandits, social and religious pirates and cultural buccaneers, were never interested in whether the various ethnic nations, they recklessly and mindlessly grouped together, were homogenous enough to fit harmoniously as one elephantine political unit. The next thing the British imperialists did was to hook up the conquered territory they referred to as Northern Nigeria to the conquered territory they referred to as Southern Nigeria, in 1914. During the era of the struggle for the decolonization of Nigeria, the founding fathers from all the ethnic nations in the Nigerian contraption sought for freedom for the area knocked together by Britain and labeled Nigeria. That is the protectorates of Southern and Northern Nigeria and the colony of Lagos. In a mischievous, wily and crafty move; the British overlords, decided to play the ethnic nations in the area known as Northern Nigeria against the ethnic nations in the area known as Southern Nigeria. The aim of the British mercenaries and opportunists was to secure a delay in the date for granting Nigeria her independence. This was the genesis of the one Northern Nigeria myth in contradistinction to one Southern Nigeria. It was the late political sage, Chief Anthony Eromosele Enahoro who first introduced the idea of breaking Nigeria up into six geo socio political zones, in recognition of the fact, that there was nothing like one whole monolithic and homogenous Northern Nigeria, Western Nigeria nor Eastern Nigeria. In his latter years, Chief Anthony Enahoro actively campaigned for a Nigerian state structure that gives predominant recognition to the reality of all the ethnic nations that comprises Nigeria. There are about 370 ethnic nations in Nigeria, fairly evenly split among Nigeria’s North and South. In a strange twist of political wisdom all the ethnic nations in Northern Nigeria are subsumed by the larger Hausa / Fulani intertwined ethnic nations. Thus, effectively the almost 200 ethnic nations in Northern Nigeria have been robbed of their identities. Very many of these ethnic nations have for very long sought to be released from the bondage of being compulsorily classed Hausa / Fulani. Many of these ethnic nations are very large nations, and even larger than some countries. Yet, they have for a very long time suffered the indignity of having being denied their identity and forced to wear some other ethnic nation’s identity. Now these ethnic nations are seeking recognition as ethnic nations, completely independent of the Hausa / Fulani ethnic nation. The Kanuri, Nupe, Tiv, Idoma, Igbira, Igala et al, ethnic nations are large ethnic nations that for too long have suffered the indignity of compulsory subjugation to the Hausa / Fulani ethnic nation. Not every Northern Nigerian is a Moslem. Many Southern Nigerians are usually pleasantly surprised to read, hear or basically discover that there is a huge Christian population in the North. Ironically, one of the factors usually identified as responsible for the hitherto assumed, cemented monolithic and homogenous composition of the North, is the common adherence to Islam. Alas, it is now common knowledge that a humongous portion of the Middle Belt people, are Christians. Same apply to many other places in the old Northern Nigeria. The first indication that Northern Nigeria is not as homogenous as the politicians who hide behind that notion to usurp the political largesse meant for all the peoples of the area, would want us to believe; was the emergence of the Northern Elements Progressive Union (NEPU) led by the late very well respected Mallam Aminu Kano and the United Middle Belt Congress (UMBC) led by the late Joseph Tarka. These two political parties among a few others thrived alongside the Northern Peoples Congress (NPC)in the North. As much as the NPC wanted to present the picture of a monolithic and homogenous Northern Nigeria, the emergence of the UMBC helped to debunk the myth of a homogenous Northern Nigeria. Another indication of a pluralistic Northern Nigeria, was the emergence of the Peoples Redemption Party (PRP) led by the late Mallam Aminu Kano and the Great Nigeria Peoples Party (GNPP) led by the late Alhaji Ibrahim Waziri. These two political parties thrived in distinct portions of the North, despite the overbearing presence of the humongous National Party of Nigeria in Northern Nigeria. This development was evidently, enough pointer to the fact that Northern Nigeria was as pluralistic as Southern Nigeria. The electoral triumph of Aare Moshood Abiola over a Northern candidate Alhaji Bashir Tofa, was a locus classicus. MKO Abiola’s celebrated victory, once and for all time, gave political pundits enough latitude for learning and research regarding the mind set of the average Northern Nigerian electorate. Abiola’s victory demonstrated that the average Northern Nigerian is not tribalistic by nature; except through the political machination and maneuverings of the some selfish, treacherous and mischievous Northern political elements. Abiola’s victory showed that the average Northern Nigerian, contrary to what some self imposed Northern political leaders would want everyone to believe, would very happily cast his or her vote for a good Southern candidate. MKO Abiola’s victory effectively dramatized the fact that the average Northern Nigerian voter and the average Southern Nigerian voter are brothers and sisters after all. MKO Abiola’s victory demonstrated the fact that there is no monolithic Northern Nigeria, that could always be hijacked and made to vote in accordance with the whims, nuances and caprices of the self appointed Northern political godfathers. Now, there are some pertinent questions that demand answers regarding the voting pattern, during the Social Democratic Party (SDP) and National Republican Congress (NRC) keenly contested presidential elections that served as the platform for MKO Abiola’s unprecedented victory. Why did Northern Nigeria voters abandoned Alhaji Bashir Tofa, a fellow Northern Nigerian and voted overwhelmingly for Aare MKO Abiola ? Why did the Christians in Northern Nigeria, not abstained from voting for a Moslem candidate, since there was no Christian Presidential candidate in that election? The answers to these questions are not difficult to find. The Northern Poor and un-influential, just like their Southern counterparts have since discovered that the mainstream political power brokers, political godfathers and other assorted politicians are in politics to serve their selfish interest. They catapult themselves, wives, children and cronies to positions of power, prominence, prestige and influence on the false premise of a monolithic and homogenous territory; wherein the poor gain no dividend and are oppressed, subjugated and economically frustrated. The average Northern Nigerian voter wants to cast his or her vote for that Nigerian from anywhere in the geo socio political space, known as Nigeria that can help him or her and family thereof, secure a better life and a better future. This too is the dream and desire of the average Southern voter; however, the politicians have their hidden agenda. Another major straw that broke the back of the camel parading the lie of one united and indivisible Northern Nigeria, was the breaking up of the old Northern region into the present multiple states structure. Though this process was gradual, and in stages; Northern Nigeria as it is presently pluralized, (a multiple state structure) has now, to a very large extent, been returned to the pre-colonial multiple ethnic nation status. The implication of this new development is that the various ethnic nations in the old North are now more concerned and directly so, about the issues and problems affecting their ethnic nations and not the problems of some far away ethnic nation in a forcibly bandied coalition, otherwise referred to as Northern Nigeria. Northern minorities now have their states, where the ethnic nations therein are battling to deal with and find solutions to their peculiar problems. The previously dominant ethnic nations in the old North have their own states, wherein they operate as Lords and indigenes in chief. Thus, what we have now is a pluralistic Northern Nigeria in contradistinction to the false monolithic and homogenous Northern Nigeria, that had hitherto served as a veritable launching platform, for the usurpation of the political, social and economic rights of all the peoples of the old Northern Nigeria; by a few privileged and self imposed political, economic and power overlords. A salient factor that contributed immensely to the disintegration of the myth of a homogeneous Northern Nigeria, is the continuous barrage of criticism by the radical Northern Nigeria elite and leftist press. These folks were initially seen as a few disgruntled, insignificant and harmless noisemakers. As events have proved, this group of radicalized Northerners, have since succeeded in shaping public opinion in Northern Nigeria. Majority of the educated Northerners and a vast portion of the Northern masses, who are battling poverty, disease, oppression and squalor have since had their viewpoints shaped and molded by the thinking, writings and perspectives of these leftists. As we very well know, leftists operate as the opposition when they are not in power. The persons in this group have become the intellectual powerhouse of Northern Nigeria. Surely, they have helped to debunk the myth of a monolithic and homogeneous Northern Nigeria. The Northern leftists have intellectually reconfigured the North as a terrain of “the powerful, rich and influential versus the poor, oppressed and powerless.” In today’s Northern Nigeria, while the Peoples Democratic Party controls very many states, the All Nigeria Peoples Party controls some other states. In the recent Nigerian presidential primaries that was won by President Goodluck Jonathan, some very powerful, very wealthy and very influential Northern Nigerian political power brokers aka political godfathers constituted themselves into a power and political cabal to ensure the emergence of a Northern Nigerian presidential candidate on the platform of the Peoples Democratic Party (PDP). Lo and behold in the most brazen and audacious demonstration of the reconfiguration of political and power demographics, and the metamorphosing political and power dynamics in Northern Nigeria; a Southern candidate won the PDP primaries on the strength of Northern governors support. Clearly, this event would have been unimaginable in the days of Sir Ahmadu Bello. The very eminent persons in the Northern political and power cabal led by Adamu Ciroma are still too dazed to recover and do a post mortem vis a vis identifying what exactly hit the old monolithic and homogeneous Northern Nigeria, and left same in a state of total dismantlement and reality. |
