W.African bloc to give I.Coast's Gbagbo ultimatum Fri Dec 24, 2010 6:57pm GMT ABUJA Dec 24 (Reuters) - West African regional bloc ECOWAS said on Friday it will send a special envoy to the Ivory Coast to tell incumbent president Laurent Gbagbo he must stand down or face "legitimate force". The 15-nation body also said after a summit in Nigeria's capital Abuja it would convene a meeting of the countries' defence chiefs of staff to plan for potential action, should Gbagbo not back down. Ivory Coast is locked in an election standoff in which 200 people have been killed after incumbent Gbagbo claimed victory in the presidential election on Nov. 28 which the United Nations and many foreign goverments say was won by rival Alassane Ouattara. There is no reason why Sim card registration, voters registration and national ID data, Births and Deaths etc cannot all hang of the same authoritative central store that will hold census data. It makes little sense to do it any other way. The purpose of SIM registration is to tie a phone to a living person (or someone who owned it while alive). Voter registration is done to ties a person of voting age to a ward and address at election time (can track changes from where they were at census time). The national ID card ties a persons photo and other biometric data in a way that aids easy identification (can be compared to what was recorded at census time). All the above are dependent on the existence of people, and that existence is recorded in census data. They are all simply different views of the same data. |
