Having taken the Russian job in 2006, Guus led them to the semi-finals of Euro 2008 before taking the reins at Chelsea on a temporary basis in early 2009. A 2-1 win at Aston Villa in his first game set the tone for the remainder of the season, and it took a last-minute Andres Iniesta strike on a controversial night to deny the Blues a place in the Champions League final.

Guus’s first stay in west London ended well, however, with the whole of Stamford Bridge singing his name following our final home game of the season and the fans unveiling a huge ‘thank you’ banner at Wembley prior to the FA Cup final, in which we came from behind to win.

Since then, Guus has coached Turkey and the Netherlands, as well as spending 18 months at Anzhi Makhachkala in Russia, where he signed Willian from Shakhtar Donetsk.

Chelsea submit new 60,000-seat Stadium Plans

Chelsea have submitted a planning application to build a new 60,000-seat stadium at Stamford Bridge.
The application, which involves the demolition of the 41,600-seat stadium and other buildings currently on the site, will be examined by the London Borough of Hammersmith and Fulham.
The council have set a deadline for comments on the application of Friday, 8 January 2016.
The club say that the planning process will last beyond the end of the season.
In a statement on their official club website, Chelsea said that the new stadium would see "facilities improved for every area" and offer an "outstanding view" from every seat in an arena "designed to create an exciting atmosphere".

The new stadium involves both excavation works and the construction of new external concourse areas, including the formation of decking platforms over part of the District Line and part of the Southern mainline railway.
Chelsea have played at Stamford Bridge since 1905, and the ground was last redeveloped in the 1990s.
However, its current capacity of about 42,000 is significantly smaller than the stadia of Premier League rivals Manchester United, Arsenal and Manchester City, whose grounds hold 76,000, 60,000 and 55,000 respectively.
Blues owner Roman Abramovich had initially considered seeking a permanent new home, with the club describing the option of expanding Stamford Bridge as "not feasible or viable" in 2012.
But the club decided to redevelop its current ground because of a lack of suitable sites available in London - having had a bid to build an "iconic" new stadium in Battersea Power Station rejected.

History of Nigeria Security and Civil Defence Corps

NSCDC is a para-military agency of the Government of the Federal Republic of Nigeria that is commissioned to provide measures against threat and any form of attack or disaster against the nation and its citizenry. The corps is statutorily empowered by lay Act No. 2 of 2003 and amended by Act 6 of 4th June 2007.

The Corps is empowered to institute legal proceedings by or in then and of the Attorney General of the Federation in accordance with the provisions of the constitution of the Federal Republic of Nigeria against any person or persons suspected to have committed an offence, maintain an armed squad in order to bear fire arms among others to strengthen the corps in the discharge of its statutory duties

The Nigeria Security and Civil Defence Corps was first introduced in May 1967 during the Nigerian Civil War within the then Federal Capital Territory of Lagos for the purpose of sensitization and protection of the civil populace. It was then known as Lagos Civil Defence Committee.

It later metamorphosed into the present day Nigeria Security and Civil Defence Corps in 1970. On inception, the Corps had the objective of carrying out some educational and enlightenment campaigns in and around the Federal Capital of Lagos to sensitize members of the civil populace on enemy attacks and how to save themselves from danger as most Nigerians living in and around Lagos territory then had little or no knowledge about war and its implications. Members of the Committee deemed it important to educate through electronic and print media on how to guide themselves during air raids, bomb attacks, identify bombs and how to dive into trenches during bomb blast.

In 1984, the Corps was transformed into a National security outfit and in 1988, there was a major re-structuring of the Corps that led to the establishment of Commands throughout the Federation, including Abuja, and the addition of special functions by the Federal Government.
On 28th June 2003, an Act to give statutory backing to the NSCDC passed by the National Assembly was signed into law by Chief Olusegun Obasanjo, GCFR, the former president and Commander in chief of the Armed Forces, Federal Republic of Nigeria.

2007 ACT NO.6
AN ACT TO AMEND THE NIGERIA SECURITY AND CIVIL DEFENCE CORPS , 2003 IN ORDER TO ENHANCE IT'SCAPACITY TO PROVIDE PROTECTION, CRISIS RESOLUTION AND SECURITY TO PUBLIC INFRASTRUCTURES, AND RELATED MATTERS
[28th Day of May, 2007] commencement

ENACTED by the National Assembly of the Federal Replublic of Nigeria.

(I)The Corps shall-
(a)Assist in the maintenance of peace and order and in the protection and rescuing of the Civil population during the period of emergency.
(b)Recommend to the Minister the registration of private guard companies,
(c)From time to time, inspect the premises of private guard companies, their training facilities and approve same if it is up to standard.
(d)Supervise and monitor the activities of all private guard companies and keep a register for that purpose.
(i)
(ii)Seal up any private guard company which operates without a valid licence.
(e)Maintain twenty-four hour surveillance over infrastructures, sites and projects for the Federal , State amd Local Government.
(i)Enter and search any premises and seize any material suspected tobeen used in vandalization or suspected proceed of vandalization.
(ii)Enter and search premises of any suspected illegal dealer in petroleum products or material used by Power Holding Company of Nigeria, Postal Services, Nigeria Telecommunication or for any other public utility or infrastructure;
(f)Have power to arrest with or without a warrant , detain , investigate and institute legal proceedings by or in the name of the Attorney-General of the Federation in accordance with the provisions of the constitution of the Federal Republic of Nigeria against any person who is reasonably suspected to have committed an offence under this Act or is involved in any:
(i)Criminal activity
(ii)Chemical poison or oil spillage nuclear waste, poisoning
(iii)Industry espionage or fraud;
(iv)Activity aimed at frustrating any government program or policy;
(v)Riot, civil disorder, revolt, strike, or religious unrest.
(vi)Power transmission lines, oil pipelines, NIPOST cables, equipment, water boad pipes or equipment vandalisation
(g)Monitor the activities of religious bodies and trade associations.
(h)Monitor, investigate, and take every necessary step to forestall any planned Act of terrorism particularly.
a.Cult and Ethnic militia activities
b.Criminal activities aimed at depriving citizens of their properties or lives
Or

c.Syndicate activity aimed at defrauding the Federal, State or Local Governement;
(i)Monitor, investigate, and take every necessary step to forestall any act of terrorism and report same to appropriate Federal Security Agency.
(j)Provide necessary warning for the civilian population in times of danger
(k)Evacuate the civilian population from danger areas.
(l)Provide and manage shelters for civilians during period of emergency.
(m)Asist in the decontamination and in the taking of precautionary measures during any period of emergency.
(n)Carry out rescue operations and control volatile situations.
(o)Assist in the provision of emergency medical services, including first aid, during any period of emergency.
(p)Detect and demarcate any danger area.
(q)Assist the Federal and State Fire Service in Fire-fighting operation.
(r)Assist in the distribution of emergency supplies.
(s)Provide assistance to restore and maintain order in distressed areas in any period of emergency.
(t)Assist in repairing indispensable public utiloities during any period of emergency
(u)Provide intelligence information to the Ministry on any matter relating to
(i)Crime control generally;
(ii)Riot, disorder, revolt, strike or religious unrest;
(iii)Subversive activity by members of the public aimed at frustrating any government programme or policy;
(iv)Industrial action and strike aimed at paralyzing Government activities;
(v)Any other matter as may be directed by the Minister; and
(vi)Have power to arrange and mediate in the settlement of disputes among willing members of the public.


(3) For the purpose of efficiently carrying out the functions set out in section 3 of the Principal Act, the Corps shall maintain an armed squad which shall be entitled to bear fire arms and deployed by the office of the Commandant General.

Ammendment 2. Section 4 is amended in sub-section (I) by substituting for paragraph (b) of Section 4 the following new paragraph (b)

(b) the supervision of management and general adminstration of the Corps.

3. Section 8 is amended in sub-section(2) by inserting the following new Amendment of Section 8.

Paragraph (c)

(c) the Commandant General shall be the Chief Executive and Accounting Officer of the Corps.

4. Insert the Followinf defition of act of terrorism?- insertion of defition.

Act of terrorism? means an act which

(a)May seriously damage a country or an international organisation or is intended to or can resonably byas having been intended to seriously intimidate a population (b)Involves or causes
(i)Attack upon a person's life which may cause death or upon the physical integrity of a person of kidnapping of a person,
(ii)Extensive destruction to a government or public facility or infrastructure or private property and likely to endanger human life or result in major economic loss,
(iii)Seizure of aircraft, ship or other means of public or goods transport,
(iv)The manufacture, possesion, acquisition of weapons, explosives of nuclear, biological or chemical effect without lawful authority,
(v)The release of dangerous substances , or causing of fire explosions or flood which endangers life, and
(vi)Propagation of information or information materials whether true or false calculated to cause panic, evoke violence or intimidate a person.
(vii)This Act may be cited as the Nigeria Security and Civil Defence Corps Citation (Amendment) Act, 2007.
I certify , in accordance with section 2(1) of the Acts Authentication Act, Cap.

4, Laws of the Federation of Nigeria 1990, that this is true copy of the Bill passed by both House of the National Assembly.

This Act, Amends the Nigeria Security and Civil Defence Corps Act, 2003 in order to enhance its capacity to provide protection, crisis resolution and security to public infrastructures.

Police say an 8-year-old Alabama boy is charged with beating a 1-year-old girl to death while they were left home alone. Birmingham police spokesman Sean Edwards says a murder warrant has been obtained against the boy and that 26-year-Katerra Lewis also is charged with manslaughter in the death of her daughter, 1-year-old Kelci Lewis. Police say several children ranging from age 2 to 8 were left home alone while Katerra Lewis and a friend went to a nightclub Oct. 11. Edwards says the girl began crying while the children were alone, and the boy attacked her. Edwards says the two weren’t related. Former Real Madrid forward, Raul Gonzalez Blanco, has announced that he would retire from the sport at the end of the North American Soccer League season in November.



The 38 year old, who won a host of trophies with Real during a stellar career, including three UEFA Champions League crowns and six La Liga titles, made his debut in April for the New York Franchise in the North American Soccer League.

Raul started his professional career in the 1994–95 season with Real Madrid FC where he scored 13 goals in just seven games and was swiftly promoted to the first team by coach Jorge Valdano.

The Spanish professional footballer became the youngest player ever to play for his club’s senior side at age 17 and 124 days, though the record was broken by Alberto Rivera later that same season.

Real Madrid confirmed on July 25, 2010 that Raul would be leaving the club, a day after his teammate Guti confirmed he was also leaving after a 15-year spell.

Raul, who serves as a technical adviser for the Cosmos Youth Academy, is expected to take over on a full-time basis after he retires.

The Court of Appeal will on Monday, October 19, deliver judgment in an appeal filed by the Senate President, Dr Bukola Saraki, challenging the legality of his arraignment at the Code of Conduct Tribunal.



In the appeal argued by his counsel Mr Joseph Daudu (SAN), the Senate President asked the appellate court to set aside the proceeding of the Code of Conduct Tribunal held last month.

He asked the court to set aside the criminal charges of false declaration of assets, filed against him by the Federal Government.

He also challenged the composition of the Code of Conduct Tribunal which has only two members instead of three, adding that since the tribunal did not sit in compliance with the constitutional provision of three members, his arraignment should be declared invalid.

Objecting to the appeal, counsel to the Federal Government, Mr Rotimi Jacob (SAN), asked the court of appeal to dismiss the appeal for lacking in merit.

He told the court, presided over by Justice Moore Adumein, that the constitution was silent on the composition of the panel of the code of conduct tribunal eligible to hear a suit, hence the issue of quorum does not arise.

Times have changed at Playboy as the Internet has affected business...

Starting next year, the publication long known for showcasing the female physique will no longer feature models in the nude, according to a report in The New York Times.

The decision apparently rose from a meeting with Playboy Editor-in-Chief Hugh Hefner and an editor at the magazine, amid discussions about a forthcoming update.

The Times' Ravi Somaiya writes that now that Playboy has effectively accomplished its founding goal of normalizing the female body by introducing women to the world in their au naturel state, the magazine's mission has been accomplished.

Keep in mind that in the days before Playboy landed on magazine racks in the 1950s, female nudity was taboo.

Playboy CEO Scott Flanders told The Times: "That battle has been fought and won ... you're now one click away from every sex act imaginable for free."

Flanders is essentially saying that the internet has made the thrill of eyeballing naked women "passé" and that Playboy can no longer let that be its primary commodity.

Evidence of that can be found in a report by the Alliance for Audited Media, The Times notes, which says Playboy's 5.6 million circulation in 1975 has taken a staggering fall to just 800,000.


According to AAM's magazine-circulation figures from 2014, the most popular magazine in circulation among the top 25 in the US was AARP the Magazine.

AARP stands for "American Association of Retired Persons," an organization primarily focused on baby boomers. Its magazine had a total paid and verified circulation of 22.8 million as of 2014.

The second-most circulated magazine is another AARP publication, boasting circulation of 22.2 million in the same year.

Perhaps most telling about the decline of the adult magazine is its slow disappearance from newspaper stands. The Times notes that many have been relegated to "specialist stores" instead.

Playboy's biggest foes now, according to The Times' Somaiya, are digital-news outlets like the $2.5 billion juggernaut Vice Media, which could be eating Playboy's lunch at the moment with an entire vertical dedicated to the genre that made Playboy famous.
