Civil servants in Kaduna State on Wednesday defied the order of the Nigerian Labour Congress (NLC) to stay at home in protest against the fuel price hike announced by the federal government.

The labour unions had issued a directive asking workers in both public and private sectors to shun their offices starting from Wednesday, May 18, 2016 in solidarity to the planned nationwide strike by the organized labour.

But rather than adhering to the directive, the workers resumed for duties in their various offices.

At the state secretariat complex along Independence Way, workers were seen in their offices as early as 7:30 in the morning.

Also, banks, schools, markets and other private establishments in the state capital opened for normal business.

Those who spoke to our correspondent said that the strike is uncalled for. They called on the leadership of the NLC and TUC to amicably resolve all pending issues with Federal Government without embarking on a strike.

At the NLC state secretariat at Lafia road, only a handful of members were seen within the premises in their uniforms. The state chairman, Adamu Ango was not available for comment, and none of the available is willing to speak to us.

Hoodlums have reportedly taken advantage of the confusion surrounding a proposed labour strike to unleash violence on Lagos residents.

Suspected hoodlums, Wednesday morning, created a blockade at the Fadeyi axis of the popular Ikorodu expressway.

It is not clear if the blockade was initially created by the Nigeria Labour Congress (NLC) which says it would embark on an indefinite strike over the federal government’s decision to increase the pump price of petrol from N86.50 to N145.

Those going to work, Wednesday, said hoodlums were hurling stones and other dangerous objects at vehicles.

They were smashing windscreens thereby forcing buses, cars, and other vehicles from turning back from the axis.

They also were not sparing BRT buses. Twitter @eBubaY said almost got hurt trying to jump off a BRT buses.

Images from the scene looks like those from a war zone. The images also show that security personnel have taken control of Fadeyi to shut the violence down.

The University of Ilorin says no fewer than 108 fresh students of the institution were expelled for gaining admission through dubious means. The institution’s Vice Chancellor, Prof. AbdulGaniyu Ambali, disclosed this on Monday in Ilorin while exchanging views with the Commissioner of Police in Kwara, Mr Sam Okaula, who visited him. Ambali told the commissioner that due to stable academic calendar and culture of excellence prevalent in the university, the pressure to secure admission into the institution was high. “This result in some candidates seeking illegal and unauthorised ways to gain admission into the university,” he said. Ambali assured the commissioner of the university’s continuous cooperation by readily offering the police useful information required in the course of their work. “We will volunteer any information you need to succeed,’’ the vice chancellor said. He reiterated the university’s stance on zero tolerance for cultism and indecent dressing, stressing that these had helped to maintain sanity on the campus. Ambali also gave an assurance that eligible personnel of the Force interested in higher education could take advantage of the opportunity provided by the university’s Centre for Peace and Strategic Studies. Earlier, Okaula said the university was highly regarded as one of the best universities in Africa because of its stable academic calendar. Okaula also said that security was a collective responsibility of every member of a community, adding that the university had demonstrated zero tolerance for cultism. He said that no student of the institution was among the 118 recently arrested for cult-related activities. The commissioner commended the Security Unit of the university for its focus, discipline and professionalism, assuring the vice-chancellor of the continuous support of the police. Ukaula said the police had adopted scientific investigation method, noting that some officers would require more education in that regard. He pleaded with Ambali to assist such personnel in securing admission to improve their capacity to be able to better deal with crime in the country.

One person was killed, while at least 300 houses in Bansan and Irruan communities in Boki local government area of Cross River state were destroyed during a rainstorm.

John Inaku, director general of Cross River State Emergency Management Agency (SEMA), disclosed this on Monday in an interview with NAN.

Inaku explained that the rainstorm lasted four hours.

“Gov. Ben Ayade was shocked when I communicated the news to him. He is a listening governor; he has promised to assist the affected communities with relief materials,” he said.

“He has equally asked me to do the total costing of what it would take to send relief materials to the people in other to alleviate their plight.”

According to him, the rain destroyed 72 houses in Bansan where a 19-year old girl was killed, and affected 228 houses in Irruan.

“I have been to both communities to access the level of rainstorm that affected the people. A 19-year old girl died, while over 300 houses were affected in both communities,” he said.

“Residents in the communities confirmed that the rain started around 3pm on Saturday afternoon and ended around 7pm. We learnt that the heavy rainstorm caused havoc to the people.”

Hilary Bisong, a member representing Boki II state constituency in Cross River house of assembly, said the situation was “terrible”.

Bisong, who also visited the area to console with his people, promised to work closely with SEMA to ensure that the affected communities were given relief materials.

“Part of the windstorm was caused by over deforestation, especially in Bansan community,” he said.

“They have been so much timbering in the area such that all the heavy economic trees have been brought down for business purposes. The state government has advised residents to stop the cutting down of trees, but to no avail.

“Even when they cut down some of these heavy trees, there is no re-planting of new ones.”

The lawmaker appealed to those whose houses were not affected to render shelter to the displaced ones who might approach them for help.

Paulinus Abang, one of the victims in Bansan, said the community was in an urgent need of government’s assistance.

“The situation on ground is pathetic. The rainstorm has blown off the roof of our houses, while others were totally brought down,” he said.

“We are appealing to government for assistance because most of us here in the village are farmers and local government workers who feed from hand to mouth.”

Thomas Manning from Halifax, Massachusetts lost most of his penis to a rare form of cancer in 2012. He likely never imagined he'd gain the organ back, but the 64-year-old bank courier has become America's first penis transplant recipient. A surgical team from Massachusetts General Hospital (MGH) performed the 15-hour operation on May 8th and 9th after perfecting their technique for three full years. Manning "continues to recover well, with blood flow established to the donor organ and no signs of bleeding, rejection or infection," the hospital said in a statement.

The procedure, called a genitourinary reconstructive (penile) transplant, involved "grafting the complex microscopic vascular and neural structures of a donor organ onto the comparable structures of the recipient," according to MGH. After an early hemorrhaging scare, blood is now flowing to the donor organ with no further bleeding, rejection or infection. The procedure was performed by a team of doctors led by plastic surgeon Dr. Curtis L. Cetrulo, and urologist and transplant surgeon Dicken S.C. Ko, MD.

In sharing this success with all of you, it's my hope we can usher in a bright future for this type of transplantation, says recipient Thomas Manning.


Down the road, laboratory-grown joysticks might become possible, negating the need for rejection drugs. Meanwhile, transplants are likely to become much more commonplace, as John Hopkins University School of Medicine also expects to perform one very soon. The procedure is expected to be particularly beneficial for veterans, but Cetrulo says his team will perfect the transplant on civilian patients first. The US government "does not like to have wounded warriors undergo unproven techniques," he tells the New York Times.

Manning lost his penis in 2012 to a tumor, which was discovered by chance during an unrelated hospital visit over a work accident. Had it not been spotted, Manning figures that the rare form of cancer would have killed him several years ago. His penis was partially amputated, leaving the then-single man with no sexual function. "I couldn't have a relationship with anybody. You can't tell a woman, 'I had a penis amputation,' " he tells the NYT.

Manning is now recovering and doesn't mind talking about the procedure. "In sharing this success with all of you, it's my hope we can usher in a bright future for this type of transplantation," he says. He also extended his sympathies to the donor family, who wish to remain anonymous. However, they did give a statement through the New England Organ Bank. "They wish the recipient to know that they feel blessed and are delighted to hear his recovery is going well," says the organization.

The PDP has called off the South-West zonal congress of the party which was originally scheduled for tomorrow

The national leadership of the party said it took the decision in defiance to the order by Justice Ibrahim Buba of a Federal High Court in Lagos, which restrained the party from going ahead with its zonal congress.

It would be recalled that Ekiti State governor, Ayodele Fayose had earlier said the party was unaware of the court order, and would hence go ahead with the congress.

But national secretary of the party, Prof Wale Oladipo said in Abuja on Friday that the party was recalling its officers already sent to Akure, the Ondo State capital, for the exercise.



Justice Ibrahim Buba of a Federal High Court in Lagos, had restrained the party from going ahead with its zonal congress.

Another faction of the party had planned to hold a separate zonal congress in Ijebu Igbo, Ogun State.

Oladipo acknowledged that he had been served the court order, and that as a law abiding party, the PDP would not disobey the court order.

He said, “I’m also aware that the Independent National Electoral Commission will also not be at the congress.

“As a matter of fact, we are withdrawing our officers who have been sent to conduct the congress. We will stay action on it until the case if determined by the court.”

LAGOS (Reuters) - Annual inflation in Nigeria rose to a near six-year high of 13.7 percent in April, in part due to rising petrol and electricity prices, the National Bureau of Statistics (NBS) said on Monday.

Africa's biggest economy is facing its worst crisis in decades, driven by a sharp drop in crude prices that has slashed government revenues and weakened the naira currency. Gross domestic product growth was just 2.8 percent last year, its lowest rate in decades.

NBS said the higher inflation rate in April reflected increases across all sectors, with petrol prices and electricity tariffs major factors.

March inflation was 12.8 percent.

Food prices, which account for the bulk of the inflation basket, rose 13.2 percent in April, up 0.4 percentage points from March, the bureau said on its website.

Inflation has also been fuelled by pressure on the naira, which on Monday slipped to its weakest level in months against the dollar in the non-deliverable forward market.

Speculation that the central bank will soon devalue the currency - which the bank denied on Sunday - has swirled since the vice president last week said foreign currency policies needed to be changed to encourage investment.

Lagos State Government has rewarded some civil servants for their dedication and commitment to work.

Governor Akinwumi Ambode, who presented the award to the beneficiaries yesterday, said the awardees were honoured because of their effectiveness and efficiency.

Ambode, represented by the Head of Service, Mrs Olabowale Ademola, at the event held at Memorable Garden Alausa, said the government would continue to support initiatives aimed at excellent service delivery in the state.

Office of Transformation, Creativity and Innovation Director-General Mr Toba Otunsanya said the awards were designed to reward outstanding individuals and Ministries, Departments and Agencies (MDAs) that have gone beyond the call of duty to ensure that the objective of the initiative is realised.

He said through these workers’ efforts, the state now has functional front desks across the pilot MDAs and directional signages on all the floors of the chartered MDAs .

President Muhammadu Buhari is on his way back to Nigeria after the anti-corruption summit that took him to the United Kingdom.

While in London the President spoke to journalists on his assessment of the fight against corruption, insecurity and how he uncovered the padding of the 2016 budget.

He said that if he had not uncovered the padding of the budget, corruption would have crept into that 2016 budget, blaming it on technocrats.

But many critics say the anticorruption fight is lopsided, while others wonder when the President would begin to publish names of the alleged corrupt officials and how much he has recovered so far.

The President said that he would be making a comprehensive broadcast of what has been recovered and from which individuals on May 29.

The President explained that he was taking his time because he wants to make sure that those indicted are successfully prosecuted.

President Buhari also spoke on security issues; the fight against Boko Haram, the havoc by herdsmen, kidnapping and the resurgence of militancy and what will happen to those blowing up gas pipelines in the Niger Delta.

President Buhari’s statements are coming at a time many Nigerians are in doubt about the change mantra that his administration came in with, but he says Nigerians should have confidence in his ability to secure and manage the country.

President Muhammadu Buhari on Friday morning held a closed-door meeting with the Archbishop of Canterbury, in the UK, Justin Welby, before leaving for Abuja.

This was after world leaders had agreed that there is need to eradicate corruption among nations at the high profile anti-corruption summit in London.

At the opening session of the summit, British Prime Minister, David Cameron, promised to set up a public register to show owners of properties in Britain, in an effort to stop stolen funds from being laundered through London’s property market.

Watford have announced manager Quique Sanchez Flores will leave the Premier League club at the end of the season.

A statement on the website of club said Flores will leave after the game against Sunderland on Sunday.

“Watford Football Club can confirm that Quique Sanchez Flores will leave Vicarage Road at the end of the season following the Sunderland game this weekend.

“We would like to thank Quique. He and the team achieved the target set them at the start of the season of staying in the Premier League for a second year.

We have just finished a meeting of various stakeholders presided over by His Excellency, the Vice President of the Federal Republic of Nigeria.

The meeting had in attendance the Leadership of the Senate, House of Representatives, Governors Forum, and Labour Unions (NLC, TUC, NUPENG, and PENGASSAN).

The meeting reviewed:

1. The current fuel scarcity and supply difficulties in the country.

2. The exorbitant prices being paid by Nigerians for the product. These prices range on the average from N150 to N250 per litre currently.

3. The meeting also noted that the main reason for the current problem is the inability of importers of petroleum products to source foreign exchange at the official rate due to the massive decline of foreign exchange earnings of the federal government. As a result, private marketers have been unable to meet their approximate 50% portion of total national supply of PMS.

Following a detailed presentation by the Honorable Minister of State for Petroleum Resources, it has now become obvious that the only option and course of action now open to the government is to take the following decisions:

1. In order to increase and stabilise the supply of the product, any Nigerian entity is now free to import the product, subject to existing quality specifications and other guidelines issued by Regulatory Agencies.

2. All Oil Marketers will be allowed to import PMS on the basis of FOREX procured from secondary sources and accordingly PPPRA template will reflect this in the pricing of the product.

Pursuant to this, PPPRA has informed me that it will be announcing a new price band effective today, 11th May, 2016 and that the new price for PMS will not be above N145 per litre.

We expect that this new policy will lead to improved supply and competition and eventually drive down pump prices, as we have experienced with diesel. In addition, this will also lead to increased product availability and encourage investments in refineries and other parts of the downstream sector. It will also prevent diversion of petroleum products and set a stable environment for the downstream sector in Nigeria.

We share the pains of Nigerians but, as we have constantly said, the inherited difficulties of the past and the challenges of the current times imply that we must take difficult decisions on these sorts of critical national issues. Along with this decision, the federal government has in the 2016 budget made an unprecedented social protection provision to cushion the current challenges.

We believe in the long term, that improved supply and competition will drive down prices.

The DPR and PPPRA have been mandated to ensure strict regulatory compliance including dealing decisively with anyone involved in hoarding petroleum products.

An Ikeja high court has granted a N20 million bail to Akinbela Fatiregun and Oladele Ogundeji – the engineers who constructed the collapsed seven-storey guest house of the Synagogue Church of All Nations.

Lateef Lawal-Akapo, gave the ruling at the hearing of the bail application for the engineers.

“The bail application hereby succeeds and here are the bail conditions,” he ruled.

“The defendants are hereby granted N10million bail each with two sureties in like sum.”

The engineers have been remanded at Kirikiri Maximum Prisons since April 19, after they had entered a plea of ‘not guilty’ to a 111-count charge bordering on gross negligence and criminal manslaughter.

The September 12, 2014 building collapse led to the deaths of 116 persons, 85 of whom were South Africans.

The coroner’s inquest instituted by the Lagos state government had in its verdict on July 8, 2015, said the building collapse was “caused by structural failure due to a combination of designs and detailing errors”.

The coroner ordered that Synagogue church should be investigated for proceeding against the relevant authorities by not possessing necessary building permits.

The inquest also recommended the trial of two engineers involved in the construction of the building should be tried for criminal negligence.

The judge said the defendants should present a surety who should be a civil servant with a minimum of grade level 14 and whose employment shall be verified by the state head of service.

“The second surety shall be a house owner with property located in Lagos and also provide utility bills and evidence of tax payment,” he said.

“The defendants must deposit their international passports with the chief registrar of the high court of Lagos and the defendants shall be verified by the Chief Registrar.”

The case was adjourned to May 19, May 20 and June 1, June 2 and June 3 for hearing.
