Ukraine was under pressure to sign such an agreement..It had so much stuff that basically meant Ukraine would be giving up alot of power...
Main points about the agreement was Cease fire..Withdraw heavy weaponry..return control over Russian-Ukrainian borders to Ukraine..

Actually none of this was fulfilled by Russia's side ..not Until Putin the monster left these agreements and started direct military agression against Ukraine..
So what's your point?
Does that give Russia the right to invade Ukraine..

If Russia can't fly then they can't bomb so they threaten using nuclear weapons which causes the US to back off..

Establishing a no fly zone by NATO allies would entail having to shoot down Russian aircraft or ground defenses which would be viewed by Russia as a declaration of war...that might possibly escalate into nuclear war... No one wins in a nuclear war and sane leaders understand that..

It is manifest cowardice. Were they not training Ukrainian forces and giving them hope of joing NATO. Putin can use nuclear weapons whenever he likes. NATO will just grumble in their cowardly way.
So now they know Ukraine is not their member? So why offering them $13 billion in aid? Why sending them weapons?
Why did they not send us aid to deal with Boko Haram or aid to other non NATO members in a similar way?

The reason they are offering Ukraine aid is cos Ukraine is an associate to them and NATO recognises the need for Ukraine to be able to defend itself against Russia army..
