Russian president, Vladimir Putin has announced the partial mobilization of 300,000 reservists and threatened to deploy nuclear weapons in the war against Ukraine.
In a pre-recorded address broadcast on state TV on Wednesday, September 21, Putin said he was calling up reservists to aid in Russia’s war against Ukraine, but did not implement a general conscription drive for now. He added that, in the first instance, reservists with training and experience would be called to join up.
Putin’s strategy allows him to avoid the explosive political criticism of more prosperous families in Moscow who will have to send children with no military experience to fight on the front lines.
Making claims about NATO nuclear threats against Russia and claiming to be at war with the West, which is trying to “weaken, divide and destroy” Russia, Putin boasted of Moscow’s superior nuclear weapons.
“To defend Russia and our people, we doubtlessly will use all resources at our disposal,” Putin said.
“This is not a bluff.” He added
Putin also said Russia would “do everything to provide a safe environment” for Kremlin-installed governments in four Ukrainian regions that on Tuesday pledged to hold referendums this week to join the Russian Federation.
Putin also announced that volunteers currently fighting for Russia in its war in Ukraine would be granted the same legal status as regular military personnel. He said those who are mobilized persons to fight in the war against Ukraine will be paid and get the status of military personnel serving under the contract.
He accused high-ranking officials of leading NATO nations of making statements about "the possibility and admissibility of using weapons of mass destruction against Russia - nuclear weapons".
"To those who allow themselves such statements regarding Russia, I want to remind you that our country also has various means of destruction, and in some components more modern than those of the NATO countries."
On Tuesday, Russia’s proxy states in Ukraine’s eastern Donbas region, the self-proclaimed People’s Republics of Luhansk (LPR), Donetsk (DPR), Kherson and Zaporizhia declared they would imminently hold referendums on being recognized as part of Russia.
Ukraine, the U.S., EU and other Western allies said they would not recognize the results of these sham referendums.
Stung by a successful Ukrainian counter-offensive over the past weeks, state television has been propelling Putin to go harder against Ukraine.
Russia recognizing part of Ukraine as its own territory would pave the wave for such a military escalation, ranging from all-out assault on Ukraine’s energy infrastructure to the use of nuclear weapons.
Ukraine's government insists that Putin’s threats will not deter its forces from their big push to dislodge Russian soldiers from the east and south of Ukraine.
Speaking immediately after Putin, Russian Defense Minister Sergei Shoigu said that the partial mobilization will deploy 300,000 additional soldiers, who have military experience and specialized training. It will not affect students and currently conscripted soldiers. He added that Russia had 25 million men with military experience, saying that the current partial mobilization only covers about 1 percent of that number.
“We are not just fighting with Ukraine, but with the collective West,” Shoigu said. He added that 5,937 Russians had been killed in the war so far. This number is vastly below the country’s estimated losses, and the Ukrainians say they have “eliminated” more than 50,000 Russian personnel. Shoigu claimed that the Russians had killed 61,207 Ukrainian soldiers and wounded 49,368.

Photos posted by one Mamman Bashar Kanoma on Monday, show notorious bandit kingpin, Muhammad Bello, aka Turji, moving freely around Fakai community in Zamfara State few days before Nigerian Air Force bombed his base, killing 12 fighters, and relatives.
According to Premium Times report, NAF bombed the hideout during a naming ceremony on Saturday afternoon, September 17, 2022.
Locals told the publication that the terrorists, who were attending the naming ceremony of a child at Mr Turji’s house, were caught unawares by the air bombardment.
An Air Force source at the Forward Operation Base in neighbouring Katsina, who asked not to be named as he was not authorised to speak with the media, also confirmed the raid.
The senior officer said the notorious kingpin’s whereabouts were still unknown as of Sunday morning.
A former councillor in the Fakai community, who sought anonymity for security reasons, said the terrorists were inside an uncompleted mosque when the soldiers struck.
"I left the community for some personal business in Shinkafi around 1:58 p.m but didn’t reach my destination when I started receiving calls that the community was under attack. My family thought it was bandits that were attacking but then they called to say it was the air force. I could hear the roaring of the jets,” the politician told PREMIUM TIMES in a phone interview.
He said those who were killed were militias (men and women) who were inside the mosque, adding that Turji was not in the town during the attack.
“If he (Mr Turji) is in the town, everyone knows because you’ll see his fighters with sophisticated weapons protecting his house. The naming was conducted in the morning while the normal women’s event was yet to start in the evening," he said.
Another resident who also asked not to be named said he has evacuated his family members to the local government headquarters, Shinkafi.
"It was very deadly. I saw the bandits running while we were trying to hide outside the community. Everyone was confused but thanks to God that the jets didn’t stay for long, it would have affected some of us, innocent residents,” he said.
He added that as of Saturday night, no civilian casualties were recorded insisting that “only his (Mr Turji’s) people were killed."
The source said so far, 12 of Mr Turji’s fighters and some women were killed in the raid.
A senior official at Air Force Forward Operation Base in Katsina, confirmed the offensive to the publication.
“Not only his (Mr Turji’s) camp. We’ve been launching attacks since last Wednesday,” the air force official said.
The official said the air force “had been monitoring the community since Friday. And when we had clear information, we moved in but unfortunately, he was not caught in the buildings we attacked.”
He said the raid was carried out by the officers from ‘Operation Forest Sanity’ and air components of ‘Operation Hadarin Daji’ using Mi 17 and Alpha jet while another aircraft provided surveillance throughout the offensive.
When asked how they knew Mr Turji was not one of those killed, the officer simply said “the jets have images of the places during attack and we know those affected."
The National Association of Nigerian Students (NANS) have blocked the road leading to the Murtala Muhammed Airport in Lagos State to protest the lingering strike by the Academic Staff Union of Universities (ASUU).
The students, protesting the seven-month strike, blocked a section of the access road to the International airport on Monday morning, September 19.
This caused gridlock as vehicular movement in and out of the airport was stalled.
There was heavy police presence at the scene but this did not deter the protesting students.
The students had last week blocked the Lagos-Ibadan Expressway and the Ibadan-Ife Road.
