I don't think 25% in FCT will be a must because in future if we have 5 strong candidates, definitely none of them might have 25%. The 25% is only visible when we have few contestants

Not only FCT rather virtually across the entire states.This means the candidates would have strongholds regions making 2/3 impossible for all them.

This is just common sense.If the drafters of the constitution wants FCT included as one of the states in the clouse, there won't have been the conjunction AND.It would just be 25% in 2/3 of the states.That is,if you win in 23 states and win FCT , you have met the requirements because FCT now becomes one of the states or FCT is now regarded as a state making it 24 states.Got it?
