There is no doubt that Imo State Government has fully accessed the bailout fund promised by the Federal Government. Governor Rochas Okorocha had, during a recent public function in Owerri, confirmed this development. Okorocha equally announced the appointment of some functionaries to manage the fund. This includes the Secretary to the Government of Imo State, Sir Jude Ejiogu, and his son in-law that doubles as the Chief of Staff, Uche Nwosu.

Howeverr, uncertainty appears to be the common refrain among respondents in Imo State, on what the state government has either done, is doing or not doing with the bailout fund recently released to it by the Federal Government.


One of the labour leaders in the state told South East Voice that the state government owed workers and pensioners varying sums before the release of the Federal Government’s N26 billion bailout fund, which is expected to be paid back in 20 years, civil servants were owed varying sums as unpaid salaries.

Civil servants are owed three months salaries as at the time of filing this report. Workers in government parastatals and agencies are owed between six to eight months. The plight of pensioners is most pitiable. A few instances would suffice at this point.

Retired primary school teachers were owed 18 months arrears of pensions before the Federal Government sent the bailout lifeline. Currently, pensioners are now owed for 20 months.

That is not the end of the long list. Civil pensioners are owed seven months, while local government health workers are grappling with six months of their uncleared salaries. Other local government workers are owed three months and teachers, two months.

Among the parastatals, the staff of Imo Broadcasting Corporation, IBC, is owed for four months, Imo Newspapers workers, seven months. Workers of Imo Blue Lake of Treasure are owed seven months, Imo Palm Plantation, eight months, Arts and Culture, seven months, Tourist Corporation, six months, and the House of Assembly parliamentary workers, four months.

The organized labour had to openly agitate and even went on seven days warning strike before the administration was jolted into action. So far, the administration has paid civil servants and teachers up to September.

The labour leader affirmed that cheques for the payment of local government workers is ready but has refused to take it because their counterparts in the health sector have not been paid.

“When last labour leaders discussed with Governor Rochas Okorocha, we pointedly told him that parastatals agencies were established by law and should not be toyed with. We also told him that there are World Bank sponsored projects, which cannot and should not be toyed with”, the labour leader said.

Pensioners have been agitating for the payment of their stipends, over the past several months without success. Both the pensioners and the State Chairman of Nigerian Labour Congress, NLC, Comrade Austin Chilakpu, confirmed that the senior citizens have not been paid a dime of their unpaid pensions.

“The bailout fund was intended to clear salaries and pension and where the affected people have not been paid, no one can safely say that the bailout money has been effectively utilized by the state government”, a senior staff of one of the ministries said.


Another civil servant said: “Our pensioners are dying in their numbers. The civil servants who are crying over their earned salaries are more than those who are laughing. So, nobody can truly say that the state government has fully utilized the bailout fund”.

OBINNA EGU REACTS

Meanwhile, the member representing Ngor Okpala state constituency, Mr. Obinna Egu, has take a swipe at the state government over what he termed “noticeable indifference and insensitivity to the plight of pensioners in the state”.

Egu was visibly worried that many pensioners were dying from hunger, disease and poverty by the non-payment of arrears of pensions and gratuity. Egu made his feelings known on the floor of the House, when he was presenting a petition from one of his constituents, Mr. Richard Abara.

“Considering the unbearable pain and anguish these senior citizens were passing through, government needed to do away with rhetorics and take realistic steps towards offsetting arrears of years of pensions owed them.

He expressed disappointment that pension payment, which ought to be a statutory thing is now being treated a benevolent gesture. “It is most disheartening that Imo pensioners were dying in installments from hunger, poverty and disease, while those who should care are looking the other way”, Egu said.

He appealed to the Speaker and his colleagues to wade into the matter now for the sake of posterity, stressing that “one day, all of us would go on retirement”.

Comments from Kwara state are real and genuine, people commenting outside Kwara state are commenting on national issue. Saraki has lost integrity at home and the only regret i have for today is that my stone didn't break his windscreen. Saraki is the Governor of Kwara state if don't know, Fatai is just a caretaker. He thought we will hail him that is why he was present at today's prayer ground. The last two months own he didn't show face because there is info that he will be stone. So comments from Kwara state are not of politics at all, own me 5 month salary and just about 8:30pm last night i received alert of one month and you want me to sit down with the same man and pray to God when the money is already in the state account. Please think about this and stop being biased.
I am very sure the deliverance of Kwarans is at hand.

Barka de sallah to my Muslim friends. There is something I want non Kwarans including ilorin people to understand here. Am an indegen of kwara and I stay in Ilorin. I know and understand how we behave here expecially Ilorin people.
I believed Bukola Saraki was stoned at yidi this morning and Ilorin people can remember this is not the first time he was stoned. I can remember I heard people stoned Bukola Saraki and Gov Ahmed last year, months before presidential election. At the end of the stoning, do not be surprised that you will later see Ilorin people hailing and worshipping Bukola Saraki again. You will see them shouting up Saraki, Sai Maigida and all sot of praises to him. I don't always know how they settle their differences. But all I know is that Bukola Saraki changed their life so much. Most of the best office and political appointment in d state and federal level have been given to them through Saraki. People can find out to know if am right or wrong.
So I'm not surprised when I heard he was stoned at the prayer ground this morning.
I want people to know that Ilorin people is our major problem in Kwara. They have allowed Saraki family to ruin kwara State. Ilorin have turned politics into religion. They appoint and elect leaders based on religion and ilorin factors. If you are not a Muslim or an Ilorin indegen, u can't be allowed to hold a better post. That was the reason Bukola Saraki turned himself to a Muslim just because he wanted to be Kwara state governor. He was born of Christian mother, Muslim no dey bear Bukola or Gbemisola Saraki. Oluwabukolami Saraki and Oluwagbemisola Saraki. They don't have permanent religion and permanent political party in their family. They can switch to any political party of their choice at any time. Fulani don't bears Bukola and he calls himself Bukola.
I believe people that stoned him today will shout up Saraki tomorrow.
