Thanks so much for this wonderful input. I said that Buhari didn't start or initiate any refinery because he wasn't in the government when the decision was taken.

Now we can see that Buhari paid off NO debt, initiated or built no refinery... the next lie to be exposed will be.. Did Buhari really stopped foreign borrowing because of our debt or because he can reach agreement with creditors?

Lies will be exposed and I hope that Nigerians will know who the man Buhari really is.

Its a typical case of:
Jonathan "promised" to build 3 refineries in Lagos, Bayelsa and Kogi states. He did nothing.

A new government come onboard and built the 3 refineries. Who takes the credit?

@Berem: don't mind them, with their cheap twisting of things ably supported by the a.d.m.i.n
My good friend Barcanista: tongue

From the above analysis, it is clear Gen. Muhammadu Buhari(Rtd) never awarded ANY contract, nor built or commissioned ANY refinery in

Nigeria as a Head of State, therefore the story making round that he built three refineries is absolute fallacy and an attempt by career

Buharist to deceive unsuspecting Nigerians.

The Warri Refinery was awarded by Yakubu Gowon to Snamprogetti Spa Milan, Italy in 1975 (in this period, Buhari was the governor of North-

eastern state) at the cost of $478 million and commenced operation in 1978 (now he was a Petroleum. Minister). It had the design capacity of

100,000 b/d.

The Kaduna Refinery was awarded by Murtala Mohammed in 1976 and was built by Chiyoda Engineering and Construction Company - a

Japanese firm, at the cost of $525 million and was completed by Obasanjo in 1979 (Buhari's tenure as the Petroleum. Minister ended in 1978).

It had two refining streams (50,000 b/d fuels units) and (50,000 b/d lubes, waxes Asphalt plants).

Port Harcourt 11 was awarded by Gen IBB in 1985 with an installed capacity of 150,000 b/d and completed in 1989. Meanwhile in 1985, IBB

undertook an expansion of the capacities of the fuels units in both Warri and Kaduna refineries to 125,000b/d and 110,000b/d respectively. He

therefore added 185,000b/d capacity to the total 445,000b/d as at 1989. No further addition has been added till date.

So, when did Buhari build the four refineries?

Lets I forget, Buhari has no legacy as a former Head of State despite ruling the country with an iron-fist.

You made me remember one joke by Dave Chappelle, He said that "women" will take argument everywhere just to win them.

Maybe I will have to remind you again what I wrote in the OP

I will repeat again, and we can go over this as many times as you want today, The decision to build the two refineries wasn't taken by Buhari, He did not sign the contract for Warri refinery and the name of who signed the contract for Kaduna refinery is subjective because we do not have the document. Giving Buhari the accolade as initiator of those refineries is a slap on the face of those who made the initial decision.

One final question for you: Did Buhari initiate the construction of the two refineries as you wrote?, yes or no and we will move on.

Thanks for your time and all the best
NO!!!!!!!!!!

There is an adage that says “a lie repeated several times seems to be true.” This is exactly the case of Gen. Muhammadu Buhari as regards to

the Nigerian refineries. Many Nigerians, maybe out of ignorance believe the lie that Buhari built our 4 refineries. This can be regarded as

the ‘lie of the century.’ If you are one of those that believed this repeatedly told lies, this special and well investigated report by NewsDay

Reporters will cure you of ignorance.

For the records, Nigeria has four refineries namely Port Harcourt, Alesa-Eleme (PH 1), Warri, Kaduna and PH 11 refineries.

In 1960, Shell and the then British Petroleum (BP) now African Petroleum (AP) came together in a mutual joint venture that gave birth to

Nigerian Petroleum Refining Company (NPRC). This process led to the construction of the now popular Alesa-Eleme (PH 1) in the outskirts of

Port Harcourt with a capacity of 38,000b/d. The construction started in 1963 and was completed in 1965 (in this period, where was Buhari? he

just joined the army in 1962). As the demand for local consumption increased rapidly, the refinery’s capacity was raised to 60,000b/d after the

FG acquired 60% equity in 1970 and the remaining 40% in 1978 through the 1977 decree 77.

1. -

2. If you read what i posted there, I made mention of the author of the article, I didn't include you. The author clearly made a bold statement that Buhari operated a budget surplus, you supported it in you subsequent reply with a link that he indeed operated a budget surplus.

The question for you is this, having gone through your research, do you still think that Buhari operated a budget surplus as stated in SR?
If he didn't operate budget surplus, why lie? The author should have said that reduced the deficit instead of the outright lies

3. So you agree now that the idea to build the two refineries predated Buhari as head of NNPC? if you agree with this, then we will move on to the next.

Warri refinery was started even before Buhari came on board, One question you have refused to answer.. how possible is it to initiate, design and build a refinery within 1 year (1977 to 1978)?

Who signed the contract is subjective, since we do not have the contract document, I cannot tell you the name of the person who signed on-behalf of Nigerian government.
Please, easy on my friend Bacarnista, I presume after he has seen the truth he is contemplating dumping the fruitless tree of APC and join the winning team.

If you over-dent his image, we may not enjoy his benefit when he finally defect. Please, take it cool with him.. I beg. grin

look, OP you are overlabouring yourself, the mere fact that APC is made of old and desperate politicians who decamped from one party for selfish purposes then turn and talk ill of the same party shows that the union has no noble intention from inception. any other presented fact is an icing on the cake.

Mr. buharis desperate schemes to rule by all means thereby marketing himself as a corrupt free person from a moral highground which caused him to goof by claiming that he borrowed money to by nomination form while he cruises around in bullet proof cars is another matter for another day.
Correct facts: APC and her coven member is specialist in all matters of falsification and caricature.

They are best in painting blacks white, calling green yellow, making red white, turning blinds eyes to their corruptions and their pots calling kettles black.
