Lagos—Governor Akinwunmi Ambode of Lagos yesterday, directed the Task Force on Environmental Sanitation and Other Special Offences to carry out full enforcement of the law restricting street trading in the metropolis.

The governor, in a statement signed by the Secretary to the State Government, Mr. Tunji Bello, expressed concern about the resurgence of street trading in major areas of the state, noting that not only do they constitute environmental nuisance, but also pose security threat to citizens.

He said there is an existing law in the state prohibiting street trading, urging those interested in doing business to seek for space in the various modern markets redeveloped by the state government to enhance business activities.

“At the State Security Council Meeting on July 7, it was resolved that the act of street trading that has continued to hamper free flow of traffic on Lagos roads which further constitutes nuisance and security threat to law abiding citizens will no longer be tolerated”.

“Therefore, street traders and buyers will henceforth be arrested and prosecuted. The Task Force on Environmental Sanitation and Special Offences has been mandated to ensure the Law of the State against street trading is enforced to the letter”, the Governor said.

He said that all security agencies have resolved to beef up security in the State so as to ensure that it remains safe for citizens and investors alike.

He also urged residents in the state not to encourage the trend by patronizing them, saying in doing so, they indirectly aid and abet crime.

Governor Ambode also frowned at the prevalence of street begging, saying that some unscrupulous persons hide under the guise of seeking alms to rob unsuspecting members of the public. To this end, he said efforts will be made to rid the state of street beggars and destitute.

“We’ve had security reports on the activities of persons who pose as beggars, especially in traffic, but their sole aim is to perpetrate evil. We are putting a search light on this trend and one way to do that is to ensure that we take preemptive measures to forestall this development”, the Governor said.

The Lagos State Government on Sunday indicated plans to reconstruct the popular Ladipo Auto Spare Parts Market Road and other connecting roads to enhance vehicular movement within the areas.

Permanent Secretary in the State Ministry of Works and Infrastructure, Mr. Bamgbose Martins, said this when he led government officials on inspection of some road networks in the Papa Ajao and Ladipo Spare Parts Market areas in Mushin and Oshodi/Isolo Local Government Areas of the state.
He also disclosed government’s commitment to commence rehabilitation of the roads to ease vehicular movement in the areas.

Martins said plans were underway to get the contractor, working on the Daleko Road, back on site to complete the remaining portions of the road.

“We need to get the contractor back on site, have them fill it up at least, so that it becomes motorable,” he said.

Martins, who was joined by the General Manager, Lagos State Public Works Corporation, Ayotunde Sodeinde; the Chief Press Secretary, Habib Aruna; and other officials of the Ministry of Works and Infrastructure, said palliative measures would be applied by the Public Works Corporation on other roads and craters in the Papa Ajao area.

On the state of Ladipo Market Road, he ruled out the option of carrying out palliative work, saying what the road needs was total reconstruction.

“One of the things you would observe here is that the road here is gone, in terms of standard road, it’s gone. It’s not a case for palliative; it’s not a case for patching. This is a case where the road has to be totally reconstructed.

“In other words, we need to redesign it to fit into the habits and the use that is here. It’s a market. There are rocks here, so it is still motorable, even if it rains, it is motorable.

So PWC can’t come here and put asphalt because it’s not going to last. If they put asphalt, the next rain, it will wash off,” he said.

He however said the state would include the road in its plan of work for next year as some other roads in the state needed urgent attention.

“It is still passable now, but what we need here is a full construction. When we are going to do anything, we are going to redesign it and then, we have to reconstruct from the beginning. That’s the situation here; but for now, at least, it’s motorable,” Martins added.

We are doing one in Ogun State. But in any country where there’s corruption, they wouldn’t want to do concrete roads, because it lasts a lifetime.

The chairman of the Arewa Consultative Forum (ACF), Alhaji Ibrahim Coomassie, has said the north is not the problem of Nigeria, just as he expressed optimism that Muhammadu Buhari’s emergence as president of Nigeria will result in an effective campaign to end the Boko Haram insurgency.

In an interview with LEADERSHIP Friday yesterday, Coomassie absolved the northern region of being the cog in the wheel of the country.

“The north can never be the problem of Nigeria; it is the stabilising factor. If you go back in history, the north is the only unifying factor in this country. In fact, if leadership is in the hands of the north I assure you there will be good governance,” he stated.

Commending Buhari’s steps towards tackling Boko Haram, the former inspector-general of police stated that the recent actions of the president towards ending insurgency suggests the readiness of his administration to “crush Boko Haram to the last man.”

He said, “You can see its only one month now and you have seen what he has done so far. He has visited the scene of the incidence, he has seen the president of Chad republic, he has seen the president of Niger republic and he has visited the G-7 summit. So he is doing something to prepare the ground for a final onslaught on the Boko Haram.”

He blamed the past administration of Goodluck Jonathan for the security challenges bedevilling the northeast, pointing at the administration’s neglect of two important issues in the constitution which border on security and welfare of the citizenry.

“To make matters worse, the last six years of Jonathan’s administration ignored two important issues which were provided for in the constitution. The purpose of government is to ensure the security and welfare of the people.

Jonathan ignored this and for six years our people were being killed in the northeast of the country, properties and schools were destroyed, children were killed and even some were kidnapped.

As I am talking to you today, the Chibok girls are nowhere to be found and we do not even have tangible information about them. So one of the things we said was, ‘enough is enough.’”

The ACF chairman, however, clarified that his assessment of the present administration’s disposition toward insurgency is not connected with his personal relationship with the president.

On choice of the country’s leader, he noted that the population of the north had always influenced which region led the country. He, however, said the north should not be regarded as the political leader of Nigeria despite its numerical strength.

Speaking on the federal character policy, he posited that competence and merit should not be sacrificed on the altar of equal representation.

“Federal character was introduced by Gen Obasanjo to ensure that there is a balancing in appointments so that no one part of the country monopolises all the appointments. As far as I am concerned, it is good but without compromising merit and competence.”

Speaking on the demand for the creation of more states, Coomassie opposed the idea on the ground that the existing states are not viable to justify the creation of new ones.

On the clamour for state police from certain quarters, the former police boss said: “Ordinarily, if all factors were available, there is nothing wrong in having state police or even local government police and then you have a federal agency responsible for federal offences and the likes, but that has not been the case in this country.”

On reforms needed to reposition the police, the former IGP who had been in several police reform committees, said even many recommendations had been made in the past, their non-implementation has been the major setback.

“I have been a member of several police reform committees and we made far-reaching recommendations. I remember the last one; we made recommendations, it went to the government and they issued a white paper and set up an implementation committee under the vice president. They voted some money but it never saw the light of day.

We always recommend but the problem is always implementation and funding. You see, the police is an organisation that has been neglected for some time and the problems are so huge that no government can tackle it during its tenure,” he highlighted.

Coomassie queried the sudden removal of the last IGP, Mr Sulaiman Abba, who was removed few months after his appointment, wondering if he had committed any offence to prompt his sudden removal without investigation or query.

Speaking further, he advised that the appointment of IGPs should not be the exclusive preserve of the president, but done in consonance with Senate.

“I spoke immediately after he was sacked. Then I asked what offence he committed and, if he did commit an offence, was the due process followed? Was he investigated and served with a query? That is why we said the appointment and removal of the IGP should not be left to the president alone. It should go to the Senate,” he concluded.

The Governor of Kogi State, Alhaji Idris Wada, Thursday walked out of the Peoples Democratic Party (PDP) national secretariat apparently dissatisfied with the cancellation of the ad-hoc delegates for the ward congresses in the state.

The National Working Committee (NWC) of the party had on Wednesday announced the cancellation of the delegates ward congresses conducted in June 27, describing it as illegal.

The party in a statement said: “After a careful review of the reports of the Congress Committee and Appeal Committee in respect of the three-man Ad hoc Delegates Ward Congresses in Kogi State on June 27, 2015 decided to cancel the exercise.”

According to the National Publicity Secretary, Chief Olisa Metuh,
“the participation of a ‘Local Organising Committee’ which is unknown to the constitution of the party and the guidelines marred the congresses. Consequently, new three-man Ad hoc Delegates Ward Congresses would commence on July 14, 2015.”

Four years ago, undemocratic procedures adopted by the then leadership of the party forced several top leaders of the PDP. The decamp to All Progressives Congress (APC) and eventually assisted the party win the election.

As at then, in Kogi State, Alhaji Jubrin Isa Echocho, was declared winner of the PDP primary but the victory was short lived after the court declared that governorship election should not hold in the state which gave Wada an opportunity to get the then PDP national leadership to cancel the primary results and manipulated the processes and Echocho lost.

On Thursday, when the Wada came to see the acting Chairman of the PDP, Prince Uche Secondus, to review the decision, he was kept outside for over two hours as the chairman was said to be out of the premises.

THISDAY gathered that even after he met the chairman, he could not get him to reverse the cancellation of the congress.

“The governor got more than he bargained for. He wanted to get the party to reverse itself but he was told that the era was over. The party told him to showcase his achievements as they were enough to secure the ticket for him,” the source who works in the secretariat disclosed.

An angry Wada later stormed out of the office, refusing to speak to journalists as he remained in his car for over 20 minutes before he left.

The Lagos State Governmenton Wednesdaydenied a false reports that some parts of the Ladipo Market in Mushin Local Government Area of the state have been demolished while others have been shut.

[b]The Executive Secretary of the local government, Mr. Jide Bello, in a statement, said business activities went on at the Ladipo market on Wednesday unhindered, where the traders carried out their business transactions.

Bello added that the council decided to redevelop the market, which has become an eyesore due to the unwholesome activities of some of the traders and the degradation of the surrounding, a development that would not fit into the mega city plans of the state.

He said the Mushin Local Government Area intended to undertake the development of the market in phases and because of that, had not collected any form of rent from the traders in the market since the beginning of 2015.

The LG boss explained that the authorities of the local government convened several meetings with the leaders of the various associations in the market towards ensuring that the private developer would begin the phased development of the market.

He noted that it was evident from the body language of the leaders that they were buying time and trying to frustrate the plan of the council to redevelop the market.

Bello said, however, that there would be no going back on the decision of the council to redevelop the Ladipo market to meet the mega city status of Lagos, assuring all traders in the market that Mushin remained a home to the stakeholders.

He stated that due process was followed in the decision of the local government to redevelop the market, urging the traders to operate within the ambit of the law. [/b]

The moribund Cocoa Processing Company in Ede, Osun state, on Thursday received a lifeline with the intervention of two Chinese firms who have promised to resuscitate the comatose industry.

This disclosure was made when the Chinese firms paid a courtesy call on the governor of Osun, Rauf Aregbesola, at the Government House in Osogbo.

The resuscitation of the cocoa products company is expected to create jobs and generate revenue for Osun state, which has been hit by severe budget crisis that has left government workers without salaries for at least seven months.

The two China-based companies -Skyron Corporation and Golden Monkey Group of Company – promised that production will commence at the cocoa factory in the next six months.

David Shi, who led the Skyron group, said ‎the company has been in the business of cocoa processing in the last 10 years and that their firm is similar to that of Ede.

He held that the company was sure of turning around the
moribund cocoa processing company in no distant time.

According to him, “Cocoa processing industry is not a new terrain to Skyron having been engaging in similar sector and company in the last 10 years”.

“Skyron group had a turnover of $6.4billion in the year 2014 with visible investment in agriculture and construction sector established across the world including Lagos and other states in Nigeria”.

Also, the head of delegation of Golden Monkey Corporation of China, Liu Jin Hiu, assured that aside resuscitation of cocoa industry, a Confectionery Company will also be established.

Mr. Liu also added that the group was ready to embark on massive production of cassava as raw materials for the confectionery.

He said, “Golden Monkey Corporation remains the number one producer of candies and chocolate in China, reviving the cocoa processing company in Ede will not be a problem.

“The partnership with the government of Osun in reviving the cocoa project will end up being a win-win partnership project. We have several investment companies in West Africa, especially Cote D’voire with 55 additional branches throughout the world.”


In his remarks, Governor Aregbesola disclosed that the Osun state was ready to provide an enabling environment for the investors, urging them to consult him whenever they have challenges in pushing ahead the investment.

The governor, who also spoke on cassava production and processing, said the state is the largest producer of cassava in the country.

He assured that land and personnel already committed to cassava cultivation and investment are guaranteed, saying the government will look forward to a speedy revival of the cocoa processing company in Osun.

Mr. Aregbesola also advised the foreign investors to be ‎up to date in the use of technology and equipment by replacing the obsolete machinery in the moribund company.

“We hope that with result-oriented activities and hard work, your company should hit the ground running as we are committed to ensuring that your investment will yield profit as operation commences,” the governor said.

“We desire for others what we desire for ourselves. We therefore challenge you to allow activities to start at the Cocoa processing company in Ede latest November this year.”.

Lovers of germane democracy must accept the historic emergence of a bipartisan Nigerian Senate made possible by the return of Senator Ike Ekweremadu of the Peoples Democratic Party (PDP, as the Deputy Senate President of the 8th National Assembly, as a beginning point in deepening and advancing Nigeria’s democracy. The cacophonous noise of the demoralized Unity Forum in All Progressives Congress (APC) and their ethnic jingoists who thought that with ex-President Goodluck Jonathan’s presidential comeback loss that the Igbo are politically conquered have to brace-up for the task ahead having to do with deepening and safeguarding Nigerian democracy and economy, needed to help President Muhammadu Buhari to succeed, which Senator Ekweremadu’s Deputy Senate President is essential to.

If the so-called Unity Forum and ethnic jingoists in APC cannot see the involvement of an Igbo man in their belittling political disposition and conquest politics, then they have nothing to offer Nigerians and our democracy. Some of them have even gone to the extent of calling for the resignation or impeachment of the duly elected and constitutionally-backed Deputy Senate Presidency of Senator Ike Ekweremadu just to satisfy their greed and egos. This is not good for our probationary democracy and must be condemned by all lovers of democracy no matter the political divide one may belong. Leaving all other Principal Officers of the 8th National Assembly elected with Senator Ike Ekweremadu the same day to be asking for his (Ekweremadu) resignation or impeachment is an affront to the Igbo nation and must be resisted by the Igbo and lovers of democracy to the last pint of our blood.

This is not the first time that we are having bipartisan political arrangement in Nigeria, especially in National Assembly. In first republic, we have Northern Peoples Congress, NPC, led by Prime Minister Tafawa Belewa; with Rt. Hon. Nwafor Orizu, an Igbo, from another party National Council of Nigeria and Cameroon (NCNC) as Senate President. In second republic, we have National Party of Nigeria (NPN) led by President Shehu Shagari; with Rt. Hon. Edwin Umeh Ezeoke, an Igbo, from another party Nigerian Peoples Party (NPP), as the Speaker, House of Representatives.

Unless there are ulterior motives against Igbo man and other Nigerians, whose legislators made the lists of the newly elected Principal Officers of the present National Assembly, the argument by the Unity Forum and ethnic jingoists in APC that official secrecy may be sabotaged by Senator Ekweremadu, who comes from the opposition party, Peoples Democratic Party (PDP) is highly belated, empty and antisocial, because National Assembly does not know party but legislature and legislators.

From the aforesaid bipartite legislature between Igbo and their traditional political ally North, there was never a time the issue of one party sabotaging another at the National Assembly came up, and with the Ekweremadu’s Deputy Senate Presidency, we thank our Northern brethren who helped carried the day, for restoring the East –North political alliance that has held past democratic dispensation; against the wishful thinking of those who are not magnanimous in victory.

In view of the above, while we forgave the frolics of the Senator Lawan led Unity Forum and ethnic jingoist in APC as antics of the regionalists who just embraced national politics with bucolic and parochial hangovers, they have to accept that the Senate President Bukola Saraki and Rt. Hon. Speaker Yakubu Dogara’s steered 8th National Assembly has come to stay. The disenchanted voices of some-democratic elements that appear hell-bent on subverting the nation’s budding democracy ought to wane with the reality that the 8th National Assembly Principal Officers elections has come and gone.

Finally, while the main task is to help President Buhari succeed, through a friendly working relationship between the Presidency and National Assembly. May we warn without reservation that any further attempt to singling out only Senator Ike Ekweremadu from the elected Principal Officers of the 8th National Assembly, either asking for his resignation or impeachment by the ethnic jingoists in APC would be taken by the Igbo as an affront to their nationality and continuation of the pre-independent unfinished antisocial acts and tribal wars against the Igbo tribe that was seen ravenous during last 2015 presidential elections. Leave Ekweremadu’s Senate Presidency, alone or prepare for war. Enough is enough!

Oga sir, na you be the big MUMU for here, Because principal officers of national assembly are nominated by each of the party. APC as a party will nominate among themselves who will be majority leader/deputy majority leader while PDP will do the same by nominate minority leader/deputy minority leader and other principal officers.

Senate President, Bukola Saraki, few minutes ago disclosed that his visit to former President, Chief Olusegun Obasanjo was on consultation and getting his blessing for a successful tenure.

Bukola, who spoke with newsmen shortly after about two hour session with the former Chairman, Board of Trustees of the Peoples Democratic Party (PDP) at his Presidential Hilltop residence, said the values of Obasanjo could not be underrated and "we are here to tap from his wisdom, and that knowledge and that experience."

The Senate President, who arrived at the residence at about 9.09 am and was accompanied out of the inner office of the former President at 11.20am also spoke on othercontroversiessurrounding his emergence.
"As you can see, things are moving smoothly. Definitely, be rest assured that all that would be put behind us very shortly. We are very confident about that."

On if his leadership would support downward review of legislators' salaries and allowances, Saraki noted that the issue
"is in progress. If you remember last time, it was about N150billion and it's coming down to N120 billion.‎

"I think the situation in the country deserves that every public servant must make sacrifices and whatever sacrifice that is necessary, we will do it. And that is being done.

"So, be rest assured that we are sensitive, we are aware of the situation in the country and if we are going to lead, we must lead by example. And we would do that," he said.

On his entourage were former governor of Osun state, Prince Olagunsoye Oyinlola, Sen. Andy Uba, sen. Muhammad Danjuma Goje, Kawu Baraje and Sen. Ahmed Yerima among others .

The Igbo Conscience, an emerging Think Tank for the Igbo nation, has noted with grave concern, the increasing negative fallout of the last general election, which, if not checked, may lead to much more unsavory developments for the country. Of particular concern to us, as a fledgling Igbo think tank, is the increasing spate of hate messages and hate actions that have now taken over the once cordial and fruitful relationship between Ndigbo and the Yoruba.

The Igbo Conscience, an emerging Think Tank for the Igbo nation, has noted with grave concern, the increasing negative fallout of the last general election, which, if not checked, may lead to much more unsavory developments for the country. Of particular concern to us, as a fledgling Igbo think tank, is the increasing spate of hate messages and hate actions that have now taken over the once cordial and fruitful relationship between Ndigbo and the Yoruba. We note that the cordial relationship between the two great races has been greatly soured by the process leading to and the outcome of the last general election.

The Igbo Conscience notes that the negative politics that attended the last political campaigns have accounted for the degenerating relationship between Ndigbo and the Yoruba.

We note that the events that are tragically spiraling into a dangerous exchange of hate messages have now gone to the extent of some Yoruba groups mobilizing some Yoruba to mount anti-Igbo protests in Lagos. Equally, we note the concern of these Yoruba groups to the continued picketing of a Yoruba, Dr. Ayo Ariyo in Dallas, United States, by some Igbo over some comments he allegedly made for which he had been reported to have made sufficient clarification and show of remorse. We condemn both actions and we see these as very dangerous and warn that no one, either Igbo or Yoruba will gain from a degeneration of this situation.

“The Igbo Conscience will not want to join issues with any group in this needless altercation but we want to warn both the Igbo and Yoruba groups furthering the ends of hate, division, anarchy, hatred and acrimony that we will gain more from sustaining, and indeed building, the age long cordial relationship that has sustained and nurtured our collective goals and interests as well as those of the larger Nigerian nation for several decades.

We want to appeal to both Igbo and Yoruba to give heed to reason and end this disturbing needless warfare that will not benefit any one at the end of the day.

“The Igbo Conscience wants to state that we are not and will not agree to the destruction of the cordial relationship that had seen Igbo and Yoruba recording the highest level of inter-tribal marriages in Nigerian history. If this is not a solid instance of common bonding that automatically broke down the barriers of hate and rancor, we wonder what else will.

We believe that soon, both ethnic nationalities will be overwhelmed by a hybrid of culture that does not tolerate the petty quarrels and unfounded tantrums that are gradually taking over the relationship between both nationalities.

“We want to state that we will not pander to any issue that will hurt the mutual understanding and good relationship Ndigbo have enjoyed with their Yoruba hosts either in Lagos or any other South West State by either making hollow demands that have no real practical value or igniting a hate tendency as a reaction to such demand.

We want to state emphatically that we share common bond of unity and understanding with the Yoruba, either in Lagos or any other South Western state or even any other tribe in Nigeria.

“The Igbo Conscience wants to put it on record that in the process leading to the election, one of our affiliate groups, the Association for the Defence of Igbo interests in Lagos (ADIL) came out strongly to disavow the hate politics in Lagos that brought about this worsening situation and affirm the willingness of progressive Igbo to work with Yoruba in Lagos for a common political goal of advancing progressive politics in Lagos.

We remain committed to that goal, which does not support the rancor marking the relationship between Igbo and Yoruba today.

“The Igbo Conscience therefore calls for a cessation of hostilities in the degenerating war of attrition between Igbo and Yoruba, either in Lagos, Dallas or any other state in and outside Nigeria.

“The Igbo Conscience will, in conjunction with equally concerned Yoruba professionals and leaders, work to mend the frosty relationship between Igbo and Yoruba as well as other Nigerians.

We call on all Igbo and Yoruba, either in Lagos or elsewhere, to cease forthwith from issuing or causing to be issued, damaging hate speeches, inciting write ups and insinuations in any forum or platform that will further endanger the peace and unity between Ndigbo and the Yoruba.

We demand equally that the leaders of Ndigbo and Yoruba commence immediate actions to foster peace, unity, understanding, tolerance among Igbo and Yoruba, as well as among other ethnic groups in Nigeria.”
