facts are facts , even if you dont like them . this old small ruined historic kasbah houses have electricity 24h/24 , 7/7 , water H24 , Gaz 24h . since 70's , in some countries in 2021 even new district with high modern building dont have stable h24 electricity . if you had historic districts , monuments from centuries still standing you would understand the difference . you can't demolish this kind of historic districts .

for slums , you can check any ranking , stats about slums in africa you want . if you find any algerian city in the top 30 . come talk with me with your funny jokes

thats not realy a slum , on your pic its the old Kasbah of Algiers built in the 10th century. its classified as UNESCO World Cultural Heritage , many remains of the citadel are ruined or in a critical state . many of this old houses were build in the 16th , 17th , 18 th centuries .

of course there is few small slums in algeria , like you can find in all countries in the world including super powers like USA , France ect... but nothing comparable to the number of slums in many other african countries.

even if there is a specificity in Algeria. the state is relocating residents of houses in these slums , some people come on purpose to build this kind of makeshift house so that the state gives them a new apartment.
