Why didn’t ICIJ publish all the Panama Papers files?

We are an investigative journalism organization and, as such, we report stories that are in the public interest. The Panama Papers expose significant systemic failures inside the offshore economy. They reveal how politicians, banks, criminals and sports celebrities have taken advantage of the secrecy provided by tax havens and, in some cases, broken the law. Those stories and others we are pursuing serve the public interest by bringing accountability to the offshore industry – an industry that has long operated in the shadows.

Other parts of the data are of a private nature and of no interest to the public.

ICIJ will not release personal data en masse but will continue to mine the full data with its media partners.

Will ICIJ at least publish a database of people and companies?

In early May ICIJ will release the names of the more than 214,000 offshore entities incorporated by Mossack Fonseca and the people connected to them (as beneficiaries, shareholders or directors).

The names – with links to more than 200 countries – will be added to the Offshore Leaks database (published in 2013), which already contains more than 100,000 paper companies that ICIJ obtained in a previous leak. Will ICIJ share documents from the Panama Papers with governments?

The long-standing policy of ICIJ, and our parent organization, the Center for Public Integrity, is not to turn over such material.

The ICIJ is not an arm of law enforcement and is not an agent of the government. We are an independent reporting organization, served by and serving our members, the global investigative journalism community and the public.

Should I assume that everyone that appears in the Panama Papers is involved in tax avoidance or evasion?

No. There are legitimate reasons to create a company in an offshore jurisdiction and many people declare them to their tax authorities when that is required.

How can I join the investigation?

Once we have finished publishing a planned series of stories with our partners our attention will turn to countries where we still have investigative work to do. A number of other media organizations have reached out to us offering help and support, and we welcome these new offers of collaboration. We are vetting the requests and plan to pick a few new partners in the coming weeks.

This is not easy data to understand. It took great commitment from all of our current media partners to find stories of important public interest. ICIJ’s data unit provided training to our partners to make sure that everyone understood the intricacies of the information they were reporting on.

How does ICIJ pick its reporting partners?

ICIJ is an independent network of nearly 200 investigative journalists in more than 65 countries who work together of issues of global significance. Sometimes we go to our members with an idea for a project and sometimes our members come to us with their own ideas or data. The the Panama Papers investigation, ICIJ members Bastian Obermayer and Frederik Obermaier from the German newspaper Süeddeutsche Zeitung shared the files they had obtained with ICIJ so we could organize a global investigation.

We sometimes work with journalists and media organizations that are not part of our network, for example in countries where we haven’t done work before. We vet those new partners thoroughly. What do we seek in our partners? 1) Journalists with a proven record in investigative reporting 2) Media organizations that support “slow,” deep-dive investigations 3) Journalists who are team players and are willing to share their work with other colleagues around the world 4) Generally nice people (life is short!).

The verbal fireworks between civil society groups and the embattled Senate President, Bukola Saraki, continued on Sunday with the Transition Monitoring Group releasing yet another scathing statement urging Nigerians to remain steadfast in their quest to kick the top lawmaker out of office.
The TMG said it has continued to watch with keen interest as the Senate President reacts to its previous calls for him to step down amid corruption scandals.
In a statement sent to PREMIUM TIMES by its chairman, Ibrahim Zikirullahi, on Sunday, TMG said Mr. Saraki’s strategy to wait out the public outrage over his alleged false assets declaration trial as well as the new revelations about his ties to offshore businesses in tax havens as contained in the Panama Papers has backfired.
“In the last 48 hours, the Transition Monitoring Group (TMG) has observed closely as heavily tainted Senate President, Bukola Saraki struggles to rationalize his decision to sit-tight in the face of damning revelations from his trial at the Code of Conduct Tribunal and the leaked Panama Papers.
“Like a drowning man, Saraki is advertising his willingness to hold on to any straw. Since TMG released its widely circulated statement calling on him to immediately step down on account of damaging effects of his trial on the Senate as an institution, Saraki has cut a pathetic figure.
“His vile calculations that the Nigerian people would soon forget about the revelations, and move on, have boomeranged,” Mr. Zikirullahi said.
Following the commencement of his trial at the Code of Conduct Tribunal and the PREMIUM TIMES investigations that exposed him as one of the most prominent clients of Mossack Fonseca, the Panamanian law firm at the centre of the Panama Papers leak, calls for Mr. Saraki’s resignation have been spearheaded by the Transition Monitoring Group, TMG, Coalition Against Corrupt Leaders, CACOL, Muslim Rights Council, MURIC, and other Nigerians.
A defiant Mr. Saraki said in a statement on Saturday that all efforts to stampede him out of office are being orchestrated by his political adversaries, vowing to continue the battle until his case is dispensed by the court of law.
“They believe that the on-going trial at the Code of Conduct Tribunal provides them the opportunity to stampede Dr. Saraki out of office so that their defeated objective of getting their lackey into the office of Senate President will be realized. This is another desperate move by these spineless politicians to achieve through the back door what they failed to realize on the floor of the Senate,” his Special Adviser on Media, Yusuph Olaniyonu, said.
But the TMG rejected that position, arguing that Mr. Saraki has resulted to creating imaginary enemies for himself in order to court the sympathy of Nigerians.
“Saraki and his spin doctors are now running from pillar to post in a desperate last ditch effort to silence courageous voices. The result of this pathetic approach to clear questions of accountability, is a streak of hallucination that has led Saraki and his fellow legislooters to create imaginary enemies in order to conflate issues and deflect responsibility,” Mr. Zikirullahi said.
The TMG, therefore, reiterated its position that Mr. Saraki’s time as the President of the Nigerian Senate is up.
“Knowing that shame, contrition and conscience are alien to characters like these, it is not surprising that they continue to defy civilised standards in human conduct. Saraki should make no mistake about it; he is the man in the dock, having to face up to the consequences of his actions.
“Saraki is the one who has to cope with insomnia in this futile battle to erase the truth. He may bluff and bluster as much as he wants; the Nigerian people have made up their mind that his position is no longer tenable. There is no mistaking the fact that he has completely lost legitimacy.
“Like the exposed shell companies he secretly opened in Panama, he is now an empty shell. All his diversionary antics notwithstanding, TMG insists it is time for Saraki to go. That is the verdict of the Nigerian people; in due course, the voices of the people will prevail.”

According to a report by the Sun, a man working at the Abuja residence of Miss Funke Obasanjo, a daughter to former President Olusegun Obasanjo, is languishing in police detention for almost two months in connection with alleged disappearance of jewellery in her room.

The victim, aged 34, whose name was given as Reuben Godwin, was said to have been picked up by two plain-clothed policemen on February 8, 2016, at No.15, Frederick Chiluba Close, Asokoro, Abuja residence of the ex-president’s daughter (popularly known as Blue House), and had remained in police cell till this moment.

His distraught wife, Mrs Gladys Reuben, a mother of two, told Saturday Sun in a voice laden with pain and emotion that since his ordeal began on that ill-fated day, her hitherto ebullient and chubby husband had turned a ghost of his former self, having been severely tortured by the police at the Asokoro divisional headquarters, where he was initially kept for two weeks, and later at the dreaded Special Anti- Robbery Squad (SARS) detention facility in Abuja, where he had been for almost six weeks.

Ironically, she said until trouble started on February 8, her hubby, who hails from Gonje village in Akwanga Local Government Area of Nasarawa State, had worked as a cook for nine years with Miss Funke Obasanjo, and had been a loyal, dedicated and honest servant throughout the period.

This, she said, was why his family was at a loss as to the ill-treatment he was subjected to by the police at the prompting of the former president’s daughter on suspicion that he might have stolen the jewellery allegedly kept in a container inside a safe in her room while she was away from the country in October last year, to undergo a surgery abroad.

In an encounter with Saturday Sun on Thursday, Gladys gave a narrative of her husband’s predicament, with the hope that justice and freedom shall come his way someday.

Her words: “We are confused and shocked at what is happening. This whole thing started on February 9, 2016, when my husband resumed at Ms Funke Obasanjo’s residence for his normal duties. The woman had just returned from a medical trip abroad, and after my husband resumed, he went straight to the kitchen for his duties because he worked as a cook.

“Surprisingly, there is this Barrister called Osita Aboloma, who is a friend to Funke, he came into the house with two men in mufti, who eventually turned out to be policemen from Asokoro Division in Abuja. Then, Ms Funke took them upstairs to her room, conducted them round the room, and showed them a safe, which she claimed, was not broken, but said that the contents –the jewellery, had been removed.

“Later, they took him away with a driver in the house to the station, but after some time Funke’s friend, the lawyer, who brought the policemen asked them to release the driver and they held only my husband. They brought him, to our house at Yanyan Gwandara in Karu Local Government Area of Nasarawa State to conduct a search, but found no jewellery.

“After the search, they went away with my ATM Card, my laptop, one silver-coloured wrist watch which Funke gave to my husband as a gift, and one old Ipad belonging to her which had been abandoned and my husband was using.

“Then, they also invited me to the police station to write a statement; they asked me to write that the ATM Card and the laptop belonged to me; the police also wanted me to write that the Ipad was stolen by my husband and given to me, and I said no.

“They forced my husband to write incriminating statements under duress; the lawyer asked the Investigating Police Officer (IPO), at Asokoro Division to torture my husband to admit that he took the jewellery, when he didn’t, and he refused.

“When my husband consistently maintained his innocence, Funke’s friend, the lawyer asked them to transfer my husband to SARS office so that they can continue the intimidation and torture for him to admit an offence he did not commit.

“So, after two weeks at Asokoro, they transferred him to SARS, where he had been detained up till Friday, April 1. At SARS, they really battered him, and he could no longer walk when I saw him. He was an emotional wreck; he was a pitiable sight.

“At SARS, he has continued to maintain his innocence, but they would neither charge him to court nor release him on bail. They took him to the commissioner of police in charge of the Federal Capital Territory (FCT) command; they also took him to the office of the Inspector General of Police.

“I do not really understand what they want in all these except for the fact that Ms Funke Obasanjo is the daughter of a big man, a former president.

“The most baffling aspect of it is that it is not only my husband that has access to the house; Funke’s driver has access to the house, so also is the Barrister who is her friend. The Barrister accused my husband of stealing the jewellery because he felt Funke would not survive a cancer surgery she went for abroad, when indeed, my husband never knew that her trip was for medicals as she only told him she was going to write an examination.

“What they are doing is sheer wickedness. The police told me they were taking my husband to the Upper Area Court at Gudu District (Friday) but I am yet to see him in court; I am patiently waiting there”, she had remarked yesterday morning.

At the Asokoro residence of the ex-president’s daughter, mum was the word as a guard who refused to reveal his identity, declined comments on the issue and told our correspondent that Ms Funke was not available. All entreaties for him to avail us her mobile telephone numbers also proved abortive.

However, the FCT Commissioner of Police, Wilson Enalegwu, confirmed the development when contacted on the telephone. The police boss initially expressed doubts that the suspected cook, Reuben, had been in detention for almost two months unjustifiably, but when Saturday Sun insisted that he had been held since February 8, Enalegwu said he was held under court remand.

While admitting that the suspect was brought before him at some point in the course of investigations, the police boss said the IGP, Solomon Arase, never met with him (suspect). He also said he was yet to confirm the monetary value of the allegedly stolen jewellery when our correspondent requested to know the worth of the items.

“I think he was detained for that period based on court warrant, I will find out this other angle you have just told me, but I have called my DCP in charge of investigations to give me a full briefing on that case. Please give me up till 9.am on Friday so that I can give you the details”, the CP had told Saturday Sun at 6.40pm on Thursday.

However, at 9.17am on Friday, he called our correspondent to inform that he was attending a function at the Eagle Square in Abuja, and promised to get in touch as soon as the event was over. He had yet to fulfil his promise as at the time of filing this report, neither had the police arraigned Reuben at 12.30pm.

ABUJA – The Transition Monitoring Group (TMG), a coalition of over 400 civil society organizations, weekend, discribed the recent shady recruitment exercise conducted by the Central Bank of Nigeria (CBN) as a grand betrayal of a change mantra of the Buhari’s administration.

The Chairman of TMG, Com. Ibrahim Zikirulahi said in a statement in Abuja that the sam is a clear manifestation that vestiges of the discredited and corrupt old guard still dominated the system in the country.

Consequently, the group called on President Muhammadu Buhari to fish out the perpectrators and punish them according to the law of the land, adding that the reasons given by the apex bank to embark on secret recruitment exercise was not acceptable.

The statement reads: “TMG is dismayed by recent revelations of outright cronyism and favouritism in a shady recruitment exercise conducted by the Central Bank of Nigeria (CBN). It is indeed very strange that impunity of this magnitude would be associated with the nation’s apex bank at a time Nigerians are hoping that the change mantra of the administration of President Muhammadu Buhari, would translate into better ethical standards for conducting government business.



“TMG is not unmindful of the fact that this scandal is a clear manifestation that there remains within the system vestiges of the discredited and corrupt old guard, which would always be against a people centred philosophy of governance. For us, the recruitment scandal points to a culture of lax corporate governance, which has seen the CBN under the leadership of Godwin Emefiele canonize itself as a do-nothing institution in the face of criminal assaults on due process.

“The CBN which has elected to sacrifice openness, merit and fairness in its recruitment is the same institution, which silently conspired with looters and plunderers of the nation’s financial resources, during the locust years of the last administration.

“TMG is amazed that the current government has not deemed it a matter of utmost urgency to halt the desecration of an institution as vital as the CBN. On the basis of the litany of sleazes that were made possible by the acquiescence of the current CBN leadership alone, it is crystal clear that a clean sweep of leadership at the apex bank, is long overdue.

“TMG is unimpressed by the lame excuse the CBN spin doctors are adducing for deciding to embark on a secret recruitment drive. Even if ‘targeted’ employment or head hunting was the basis for making the process secret, there are thousands of young Nigerians who need jobs, who could have been targeted. But because the CBN was working towards a pre-determined outcome, it filled the list with names of children and relatives of prominent politicians, government officials and other influence peddlers.

“We insist this is not the proper way to do things; the outcome of the recruitment must therefore be immediately jettisoned.

“TMG calls on President Muhammadu Buhari to intervene and put an end to the attempts by well-heeled people in government to rubbish his efforts at rescuing Nigeria from the abyss of corruption, nepotism and favouritism.

“There must be equal opportunities for all Nigerians.”

Marijuana’s medicinal and addictive properties have prompted the search for new drugs that exhibit a reduced potential for abuse while retaining therapeutic value. The recent discovery that the brain naturally produces chemicals targeting cannabinoid receptors has opened new avenues for drug discovery. Indeed, promising new studies show that drugs targeting the brain’s natural cannabinoid system may offer relief to patients suffering from debilitating conditions such as chronic pain, obesity, and mental health disorders.
