I doubt if any foreign student( Europeans and Americans especially) will be able to make ordinary 2.2 from any public University in Nigeria.
Education abroad is very soft compared to Nigeria, the reason Nigerians make good CGPA abroad.
It's just like a Kenya man running 10,000 marathon under hot sun with athletes such as China, Japan, Britain etc and you expect the Kenyan athlete to lose the first position?....not possible.
