Like Mazi said above, you can withdraw with a Lesotho or Iceland PayPal. Although, not with your normal bank cards.

You'll have to visit UBA and request for an International High Instant Naira card, otherwise known as UBA AfriCard.

It is this card that you'll link to your PayPal before you can be able to withdraw. Note that you'll create the PayPal account with your REAL DETAILS including a VALID ID.
