Kagame:
In simple terms, a budget is simply a wish list .That is what it is.If your receivables does not match your budgeted spending, your budget becomes nothing but some piece of wishful thinking. Osun state can decide to budget N200bn while Anambra budgets N100bn , at the end of the year Osun receives only a paltry N50bn with a miserly budget performance of 25% , while anambra receives N80bn with a fantastic budget performance of 80% , now tell me, who among the two is richer, wiser and prudential ?.

Freeglobe , people criticise and antagonize what they dont understand, now if you cant understand what a budget is and how it works , it means you are "right" to antagonize Obis govt cos his approach to government finance and development is way beyond the realm of your intelligence and understanding.

Talking about hypocrisy , Obi said he left over N80bn , it was well documented by major news outlets. I have not heard Obiano refute that, except for some mumblings here and there which amounts to nothing official. So , factually Obi has not been proven wrong and his figures still stands.

Again , you claim anambra receives N2.2 bn/month ,dude the figure varies depending on the monthly disbursement from FAAC . The amount disbursed varies due to the fluctuation of oil price which is the major funding component of the federation account. So anambra could not have earned N2.2bn statically over 8yrs - sometimes its higher and other times its lower. That was why I used averages in my first comment cos we are talking about a variable here.

Now Freeglobe , I can see you are very deficient in govt and public finance. I will be very willing to tutor you further ,pro bono. Maybe it will go a long way to change your mind about the man Peter Obi.
This was what you said

Granted that LG funds are easily pilfered by state govts , Anambra has just 21 LGAs and they receive cumulatively nothing in excess of N1bn/month.
And then I educated you with facts (which like an uneducated fellow you said I claimed. lol)..

http://www.premiumtimesng.com/oilgas-reports/faac-reports/157561-faac-report-revenue-allocation-states-lga-december-2013-shared-january-2014.html

Now you shifted the goal post like a jellyfish.. Now who looks deficient in govt and public finance between the two of us? I want to also educate you that Anambra LG's never received anything less than N1bn/month through out obi's tenure..

Budget is just a financial plan which can be a hit or miss. Thats why we have budget surplus and deficit which you didn't even consider in arriving at your figure. I'm talking about the inflow of income into Anambra state coffers for 8 years under Peter obi. This is not about budget, stop diverting attention here. Budget is irrelevant to the discuss. You said Peter obi received only 640 billion for the 8 years he ruled the state which is laughable.

Obi claimed he left a certain amount for someone and this person has never for day acknowledged it and yet you want us to believe obi just like that? Obi has not even been proven. He has not even released any proof to show he left any money, now why should we believe him? If obiano doesnt come forth and declares he received any credit from obi's administration, that statement remains nothing but a hogwash. Obi must account for the monies he stole from us.

Do not confuse yourself with something as simple as a budget , I mean you dont need to read up Adam Smith to know what it means , the cheapest longman dictionary should be able to give you the faintest idea.

Ecological funds and other intervention funds are all captured as part of expected income in a government budget. The only item which cannot be accounted as expected income in the state budget is the LG funds cos it belongs to another organ of government which statutorily should be financially autonomous from the state govt ,that is why you have states setting up Joint Account Committees. Granted that LG funds are easily pilfered by state govts , Anambra has just 21 LGAs and they receive cumulatively nothing in excess of N1bn/month.

Adding up all the LGA funds over 8yrs still leaves a huge deficit compared to how much the gutter reporters are bandying about.

You cant talk about the future without talking about the past , Obi laid the foundation , Obiano is continuing in that path.

Btw , I dont work with speculations and conjectures ,facts matter a lot as I like crunching the numbers.. If you have concrete figures or reliable data source , I will be very happy to discuss with you ,otherwise hold your peace and desist from beer parlour discussions.
You are nothing but a hypocrite. You dont work with speculations and conjectures but you are the one telling us obi left 80 billion naira for obiano without any accompanying proof to that?

Secondly, you dont know anything about how Nigeria government income and budgets work. Are you aware that Osun state has a higher budget than Anambra state? Osun state budget is 216 billion naira and 201 billion for 2014 and 2015 respectively. Are you now implying Osun receives or has more money than Anambra state?

According to this report, Anambra LG's receives around 2.2 billion naira allocation per month. Multiply that by 8 years and tell us how much it amounts..
http://www.premiumtimesng.com/oilgas-reports/faac-reports/157561-faac-report-revenue-allocation-states-lga-december-2013-shared-january-2014.html

Talking about foundations.. Obi did his tenure, he did not lay any foundations.. All the foundations were already laid by Ngige. Obi cannot come and deceive us he was laying foundations. where are the billions he received?

Whoever wrote that news item must be a joker. He alleges that Obi stole N700bn in 8yrs ? The budget during Obi's tenure averaged N80bn per fiscal year ,adding up to N640bn for 8yrs.

Out of an N80bn yearly budget , wage bill and pension entitlements averages N3bn/month adding up to N36bn per annum ie almost half of the yearly budget spent on wages alone. Add that other recurrent expenditure and not forgetting the "little" capital projects they claim/agreed he executed during his tenure. Then, be aware that governments budgets dont always have a 100% performance as revenue projections does not always match actual earnings.

After stealing N700bn, he was kind enough to have left over N80bn for the incoming government -Peter Obi must be a thief with a conscience , Anambra needs more of such thiefs.

Peter Obi is not a saint ,I never truly appreciated his impact untill I read of some supposedly rich states gone broke and not being able to pay salaries. Then I realised how much of a solid financial foundation he has laid for anambra and the courage in annointing a successor who knows a thing or two about finance showed how much love and concern he has for the state.I hope Obiano keeps anambra and its finances in a better shape after 8yrs.

As for the article ,it belongs to the gutters!
Seems you are unintelligent. Are you calculating Peter obi's budgets or financial inflow into the state for 8 years? The IGR, the Allocations, LG funds which he looted for 8 years. The Ecological Funds and other intervention funds. You must be kidding..

You people keep talking about the so called 75 billion which Peter obi claims to have left for obiano despite obiano's aides severally denying this funds. I bet you very soon obiano will come out to emphatically deny receiving this money himself as he has never accepted receiving the money.

I have repeatedly said that Anambra not being broke is a credit to obiano and not peter obi. How will Anambra go broke when obiano more than doubled the IGR in less than 6 months? The people that tell us obiano is paying salaries today because he didn't meet debts should also tell us how wike of Rivers state cleared 3 months debts he met as governor and is currently not owning salaries.

Truth must always prevail over propaganda, thats what you don't know

Politics › Asset Declaration: Buhari Can No Longer Pretend To Be Poor – Balarabe Musa by FreeGlobe(op): 7:07pm On Sep 06, 2015
NATIONAL leadership of the Peoples Democratic Party, PDP, yesterday, took a swipe at President Muhammadu Buhari and his Vice, Prof. Yemi Osinbajo over their asset declaration, saying that they were deceiving Nigerians. Noting that President Buhari last December declared that he had only N1 million in his account, the PDP wondered how the money suddenly rose to N30 million by May 29 after an expensive campaign. And this is apart from assets in his wife’s name.

This came as first civilian Governor of old Kaduna State, Alhaji Balarabe Musa said that with the declaration, Buhari is a wealthy man and can no longer pretend to be poor. Meantime, Human rights lawyer, Ebun-Olu Adegboruwa, said the presidency disclosing after 100 days of Buhari’s inauguration implied that he was forced to do so just as Afenifere Renewal Group (ARG) chieftain, Mr Bisi Adegbuyi described the move as a welcome development and urged all public officials to emulate Buhari and Osinbajo.

In a statement by its National Publicity Secretary, Chief Olisa Metu, the PDP described the declaration as “a deceptive window-dressing to hoodwink unsuspecting Nigerians” because ‘’it is a mere list of some belongings of President Buhari and Vice President Osinbajo in place of the pledge made to Nigerians by Mr. President as candidate of the APC on March 18, 2015, at exactly 5 pm.’’

The PDP recalled that the President, in his own words had told Nigerians, ‘I pledge to publicly declare my assets and liability and also encourage my political appointees to publicly declare their assets and liability,’ and observed that President Buhari and his vice failed to produce copies of their declarations detailing the exact nature and value of respective assets.

Metuh said: “The release of a mere list of belongings falls short of credibility, transparency and anti-corruption standards as well as exposes the proclivity of the present administration for deception. We have noted the release of a flimsy list of belongings of President Buhari and Vice President Osinbajo by the Presidency, who want such to pass as the public declaration of assets as pledged by the President.

“Nigerians are not deceived by this poor attempt at window-dressing designed by the Presidency to hoodwink the unsuspecting populace in a desperate bid to shore up its diminished image. We ask, is the resort to a mere list, instead of true copies of the declaration not a ploy to give the Presidency a window for denial in consonance with their widely observed inclination for flip flopping, backtracking and brazen denials of their statements and actions?

“All we want is credibility, integrity and sincerity of purpose. We are not questioning how a President, who by December last year, declared that he had only N1 million in his account, could suddenly now list N30 million in the same bank account by May 29, and after an expensive campaign; we are not yet demanding the public declaration of his assets in his wife’s name.

We are not even applauding the multiplication of his cows from 150 to 250 in a space of three months, arising from his dual and conflicting pronouncements on this issue. “What the PDP and discerning Nigerians demand is for Mr. President to always stand by his words and pledge. Mr. President, this is a mere list of your belongings and not public declaration of assets in fulfilment of your covenant with Nigerians.”

Buhari is multi-billionaire, can’t bring about change –Musa

On his part, Balarabe Musa, who was sacked from office in 1983 by Buhari, said that it was clear from the assets listed that the President that he is a multi-billionaire, who also wields enormous power and influence and cannot therefore be seen as a peasant committed to the well being of the less privileged.

Noting, however, that the declaration is better late than never, apparently referring to previous presidents, who did not care to make public their worth, he doubted what Buhari presented to the public, saying that it was at variance with the low profile and ‘poor man’ posture the president had wanted to foist on Nigerians.

He said: “Before the last election, Buhari had given us the erroneous impression that he was a poor man, requiring bank loans to buy nomination form and run his campaigns but now he has shown that he has cash of N30 million, huge investments in companies and banks and farm assets.

“By this declaration, it is clear that Buhari is one of the wealthy and influential Nigerians, who wield enormous power. He can therefore, no longer pretend to be among the poor masses and I doubt if he can still effect the change he promised the poor. We are therefore, waiting and watching to see the expected change.”
Emulate Buhari, Osinbajo, public officials urged
Adegbuyi had a contrary view. He said: ‘’Nigerians have been clamouring for Buhari to declare his assets. In the course of the campaigns he promised to declare his assets. It is a welcome. We expect all other public officials to follow their example. ‘’However, my attitude to the war on corruption is that we should place emphasis on blocking the gate.
There is no question about it, President Buhari is a man of integrity and his strongest point is his widely acclaimed anti-corruption stance. We don’t have any problem with the president regarding his position on corruption but we must close the gate, which means devising institutional means of fighting corruption.’’

Action is belated– Adegboruwa

On his part, Adegboruwa, in a statement, said: “This action of the President, coming after Nigerians have made this demand upon him several months, is rather belated, serving no useful purpose presently. For the assets declaration to make any meaningful impact, it should have been declared voluntarily and without any prompting upon the President, by Nigerians.

“The implication of this is that the President was forced to declare his assets. Furthermore, it was in his covenant with Nigerians that the President made a solemn promise to publicly declare his assets, within the first 100 days of his administration.”
