Actually, this is the real look of this house, the 3d design is just a visual representation of how the house will look, not the final look. There was changes made by the architect according to the owners desire.
The final look is beautiful. Great work Sir!

No, Foundation beam does not prevent rising dampness. (Because concrete on its own is porous)

Rising dampness is prevented by placing of DPM (Damp prove membrane).

You can ask your engineer why the ground beam is optional.
However, the best foundation option for your building would be determined by your structural engineer after carefully studying the result /recommendation of your sub soil investigations.

Do you have the structural drawings for the building. If yes, what type of foundation was designed. Build accordingly to the structural drawings and if you don't have any, get one done.

Just to add to what Engr Aforxy said

Ground beams are laid on ground just like raft (but they are not raft) they are used where the soil bearing capacity is low, they help prevent differential settlement (sinking foundation) especially when constructing a strip foundation (p.s All foundation work should follow structural engineer/drawing recommendation)

Plint beam on the other hand is provided not at the natural ground level but after some number of blocks, it is mostly used in cases when you have high foundation walls, it reduces your wall and column slenderness and prevent column buckling (Shearing) because of its height.
It also tie all columns together and make them monolithic
As a result of high foundation, lots of filling is expected in and outside of the foundation, hence the plinth beam provides another layer of support against the soil load acting on both side of the wall, in order to avoid foundation tearing.

It would be nice to know why you want to know about ground/ foundation beams, who suggested it and why.

Anyways, ground beams simply put are beams placed on the ground. They are part of foundation. They are used when the bearing capacity of the soil is low and where the structure is susceptible to settlement.

The essence is to prevent uneven settlement when it occurs cos the structure has been" tied together " by the ground beam.

Actually I saw "ground beam optional" on the quotation an engineer gave. So I was wondering why it should be optional if the foundation was to be done right.
